Meantime Philadelphia Police issued an arrest warrant for a man wanted in connection with the deadly hit and run back in april. Police say 22yearold miguel colon hit Josephine Rivera and her twoyearold son david alicea. Well, as they were getting out of a car in the citys West Kensington section. The young boy did not survive. Philadelphia police are now offering a 20,000 reward for any information leading to colognes arrest. Teachers in the cash strapped chesterupland School District have taken drastic measures to make sure school opens on time. They will work without pay. The decision came after the teachers learned the School District would not be able to meet payroll next month. Action News Reporter eva pilgrim has more. Reporter chesterupland School Teachers are at work today preparing for the first day of School Next Week even though they know they arent getting paid to be here and theyre not sure when they will get paid. These children need an education no matter what. The only way theyre going to get it, if we come to work. Reporter the School District is once again in financial crisis. It has said it does not have the money to make the first payroll on september 9th. Teachers say the districts ongoing financial problems are because of the state funding formula specifically what the School District is required to pay to Charter Schools. The School District receives about 16,000 for children with learning disabilities from the state but it is required to give the Charter Schools 40,000 for each student listed with a learning its a cost that is much higher for this district than for more affluent districts nearby. Its an issue that local legislators have been fighting for years. We think that those students at those schools in those areas that are more affluent would put more skin in the game as they say. Unfortunately thats not the case. The script has been flipped. Those areas such as chester and those areas that are more poverty stricken are asked to pay more. Reporter earlier this week a judge ruled against an effort to cut funding to the Charter Schools in the chesterupland School District. So for now teachers will work they say theyre prepared to make the sacrifice for now but something has to change. To support our work that were doing for our children and, yes, we have families that we have to support, also, so were willing to come to work and willing to wait on them. Hopefully we can stay and work as long as we can as long as our families will allow us. Reporter eva pilgrim channel6 action news. The father of Alison Parker says will he make it his mission to try to change gun laws. Andy parker talked with reporters outside wdbjtv today. He said he supports stronger gun laws and says people at gun shows should be required to undergo a backgrounds check before they can make any purchases. He says politicians need to stand up to the nra and that his daughters murder will not be in vain. Parker said alisons life was full of joy. You know, met the people that she worked with and the people that really loved her and it was it was profoundly difficult for me. It was nine weeks ago so weve had a string of sunny dry weekends and this will be another one, although it is going to get hot as we head for the week. Right now philadelphia 84 degrees. Warmer than yesterday. Yesterdays high 81. Allentown 81. Reading 80, millville 81 and a great afternoon on the beaches. Cape may currently 79 degrees. And beach haven 80 degrees. So this is whats ahead. The humidity will be increasing as we head through the weekend. Were not going to be in this dry air mass much longer. Its temperatures will be rising into the 90s so if you like it hot, you will like my forecast. I am forecasting another heat wave as we begin september. This will be the fifth heat wave of the year. In the meantime, all eyes are on Tropical Storm erika and this is not a healthy looking storm. The center of the storm right now is right about there, south of the Dominican Republic but if you look at it, all this convection, all the thunderstorms are well east of the center. Whats happening, theres wind shear that is literally blowing off the tops of the storms so when you look at this, its not a very strong Tropical Storm, maximum sustained winds 50 miles per hour, and it likely will weaken over the next 48 hours. What its going to be doing, it will be heading into the Dominican Republic and thats where they have the highest mountains in all of the caribbean. The mountains, the highest peeks up to 10,000 feet. What this will do is pull a lot of rain out of this storm, whats called oro graphic lifting so mudslides likely, flooding likely, could be a lifethreatening situation there, but what it will also do is just rip apart the storm. So, theres a big question as to how much storm is left once it moves through hispanola and clips cuba. Likely will be weakening to a tropical depression. On sunday this track has shifted to the west, reemerging a as Tropical Storm. The latest track shows it will likely not be a hurricane when it hits florida and likely will be hitting the west coast of florida early next week as either a weak Tropical Storm or a depression bringing much needed rain to this region and then really dissipating as it moves to the north. If you or your child is starting college this year, you probably heard of the freshman 15. The idea that many students gain 15 pounds their first year away from home. But is this reality and if so, how do you prevent it . For answers, we go to Health Reporter and registered nurse, ali gorman. Reporter the good news is this is basically a myth. Studies show only about 5 percent of freshmen actually gain 15 pounds in their first year. But on average, College Students gain about two to 4 pounds per year. So it can add up. Now, we know some of it is beer weight. But another culprit can be the dining hall. So we have some tips to help students stay healthy. From the grille, to the deli, pizza and sweets, many College Cafeterias offer endless options. The issue is students are eating breakfast lunch and dinner theyre eating all you can eat. Reporter registered dietitian emily rubin of jefferson says thats when you can pack on the pounds but weight gain is avoidable. When you first come in take a loop around, take a look at whats there before you just start grabbing. Reporter she says survey the choices first and look for healthy options. A lot of times they do have signage or labels either on the web site or in front of the food saying which ones are a little bit lower calorie or healthier option. Reporter you can always led up on veggies, pick fruit and look for lean meats. As for pizza and burgers, you may be eating them outside the dining hall so its at good idea to limit them inside. That indicates a very dry air mass but as we head to the weekend dewpoints will be rising up into the mid to upper 60s so it will get a little bit more humid especially on sunday. But satellite6 along with action radar showing we have High Pressure right over us and thats whats bringing us all the sunshine and really squeezing the moisture out of the atmosphere. A Man Led Police on a wild chase that ended in a crash. But that was just the beginning of the ordeal for two innocent bystanders. Action News ReporterTrish Hartman is following this story. Reporter well, sharrie, police say they were able to identify their suspect with help from two of the carjacking victims and one big piece of evidence left behind at the scene police say, that suspect is still on the loose tonight and they we learned today that part of this whole ordeal was captured on Surveillance Video. I heard the car crash and then i heard people get out of the car and were screaming and they ran down the street and then the cops came. Reporter police say the string of crimes began when the suspect blew a stop sign friday morning in a black ford mustang at 17th and reed. When police tried to pull the suspect over he took off. Police say the mustang was driving erratically and hit another car, then take a look at this Surveillance Video as cameras captured the mustang turning onto camac street and shows officers chasing the car on foot. All of a sudden i just heard this like crazy sound. Reporter that was when police say the suspect hit a parked car, abandoned the mustang and carjacked a Gray Nissan Maxima forcing the driver out and driving off with two females still in the back seat. The suspect later jumped out and fled on foot and the women flagged down an officer at ninth and ritner. Police say a crucial piece of evidence was left behind in the mustang, a department of corrections i. D. Card. Police say the carjacking carjag victims identified the man on the i. D. Card as the man who kidnapped them. The fact that the suspect matched the description pretty closely, very closely we believe we know who committed this carjacking. Reporter officers said the suspect whose name has not been released facing charges of kidnapping, carjacking and robbery. Police say the victims of that carjacking were not seriously injured. Investigators think a drivers medical emergency caused a bizarre crash in the citys bustleton section this morning. The accident happened at about 7 30 this morning when the driver of the trailblazer lost control and drove up the lawn of a home over a 7foot hedge and landed on top of a parked Hyundai Santa fe. The driver was taken to aria torresdale hospital in stable condition. So far no charges are expected. Investigators are trying to figure out what sparked a fire at a vacant home in camden this morning. Chopper 6hd was over the scene in the 1100 block of mechanic street just before 6 30 a. M. Well, you can see the smoke was pouring from the building. The fire caused minor damage to the houses next door which were also vacant. One firefighter twisted his ankle but no one else was hurt. The city of philadelphia now has 67 new officers on the beat. They along with six Temple University and two Philadelphia Housing Authority recruits graduated today. The ceremony took place at temples performing arts center. This is the academys 372nd graduating class. There are just 28 days until pope francis comes to philadelphia. But his visit will impact the entire region. That of course includes delaware. Today Wilmington Police announced the roads expected to experience high traffic volume. Reporter the millers asked us to check on their homes and we had access to the parish. Our cameras captured how the monster storm had destroyed everything on the familys first floor. And it seemed everywhere we went by air or on the ground, our action news crew also captured anger, a lot of it. I didnt want to leave. I stayed in my apartment for two weeks because i thought they were going to come help me, not use scare tactics to get me out of there. Action news has learned that the Disciplinary Board of the state Supreme Court is trying to force kane to abandon her job. The board is trying to get kanes law license suspended. Kane cannot serve as attorney general without a law license. The process called route 208 gives kane 10 days to respond and demonstrate why she should be able to keep her license. A final decision will be up to state Supreme Court. Kane has been indicted on charges of perjury and obstruction but has said she will not resign. There is new information tonight in the search for a hit and run killer. Philadelphia police say this is the man they want for the death of twoyearold david alicea.
