Donald trump has always told me hes a counterpuncher, but this is the move he thinks can save his campaign. And the women, theyre not just there, theyre sitting in the front row. This could set off other Republican Leaders, still on the fence. Yes, the women who accused bill clinton are right over my shoulder. But Party Leaders who have not already abandoned him have stopped defending him. Others are watching. A bad performance by trump and they will leave en masse, taking Party Resources with them. One of them, trumps own running mate, mike pence. Cecilia, the running mate blind sided by this . Yes, there were aides who found out about this, and they look nothing short of shellshocked. And david, trump has a history with them. Yes, in an interview, trump said of bill clinton, the victims are terrible. Saying its a really unattractive group. And the moderators, our own Martha Raddatz and Anderson Cooper of cnn. Lets go to the debate hall in st. Louis. Good evening. Im Martha Raddatz from abc news. And im Anderson Cooper from cnn. We want to welcome you to Washington University in st. Louis, for the second president ial debate between Hillary Clinton and donald trump. Tonights debate is a town hall format. Voters will ask questions of the candidates, and martha and i will ask followup questions. The people on this stage were chosen by the gallup organization, each with questions they want to ask. We saw those questions for the first time this morning. Anderson and i, and our team from abc and cnn are the only ones who have seen them. Both kacandidates will have two minutes to answer each question. Weve asked the audience not to slow things down with any applause. Except for now. Ladies and gentlemen, the republican nominee for president , donald j. Trump, and the democratic nominee for president , Hillary Clinton. [ applause ] hello. Hello. Hello. Hello. Hi. Thank you very much for being here. We will begin with a question from one of the members in our town hall. Secretary clinton, you will go first. Our first question comes from patrice brock. The last president ial debate could have been rated as ma, mature audiences. Knowing the educators have signed president ial debates as student homework, do you feel youre modeling appropriate behavior for todays youth . Thank you. Are you a teacher . Yes, i think thats a good question, because ive heard from lots of teachers and parents about their concerns about some of the things being done in this campaign. And i think its important for us to make clear to our children that our country really is great because were good. And we are going to respect one another, lift each other up, were going to be looking for ways to celebrate our diversity. And were going to try to reach out to every boy and girl, as well as every adult, to bring them in to working on behalf of our country. I have a very positive and optimistic view of what we can do together. Thats why my Campaign Slogan is stronger together. If we overcome the divisiveness and make big goals, getting the economy to work for everyone, not just those at the top. Making sure that we have the best Education System from preschool through college, and making it affordable, and so much else. If we set those goals and try to achieve them together, theres nothing in my opinion that america cant do. Thats why i hope we will come together in this campaign. Obviously, im hoping to earn your vote, be elected in november, and i can promise you, i will work with every american. I want to be the president for all americans. Regardless of your political beliefs, where you come from, what you look like, your religion. I want us to heal our country and bring it together, because thats, i think, the best way for us to get the future that our children and grandchildren deserve. Mr. Trump, you have two minutes. I agree with everything she said. I began this campaign because i was so tired of seeing such foolish things happen to our country. This is a great country, a great land. Ive gotten to know the people of the country over the last year and a half that ive been doing this as a politiciapoliti. I cant believe im saying that about myself, but i guess i have been a politician. And my whole concept was to make America Great again. Watching deals happening, and horrible things like obama care, Health Care Going up by 69 , 71 , the iran deal and how bad a deal for us it is, its a onesided transaction, were giving back 150 billion to the number one terror state, weve made them a strong country from a weak country three years ago. When i look at all that ive seen, and all the potential our country has, whether its in business and trade, where were doing so badly. Last year, we had almost 800 billion trade deficit. In other words, trading with other countries, we had an 800 billion deficit. Its hard to believe. You say, whos making these deals . Were going to make great trade deals, have a strong border. Just today, two policemen were shot, killed, and this is happening weekly. We have to bring back respect to law enforcement. At the same time, we have to take care of people on all sides. We need justice. I want to do things that havent opinion done, fixing and making our inner cities better for the africanamerican cities, and the latinos and hispanics. Its called make America Great again. Thank you. Are you both modeling appropriate behaviors, was the question, and i can imagine, you called what you said locker room banter. You described touching them on their genitals. Thats Sexual Assault. Do you understand that . No, this was locker room talk. Im not proud of it, i apolog e apologized to my family and the american people, im not proud of it. But this is locker room talk. When you have a world with isis chopping off peoples heads, drowning people in steel cages, wars, so many bad things happening, this is like medieval times. Can you imagine the people that are frankly doing so well against us, with isis, and they look at our country, see whats going on with us. Yes, i am embarrassed by it, i hate it, and its locker room talk. I will knock the hell out of isis. Were going to defeat isis. It happened in a vacuum left because of bad judgment, and i will tell you, i will take care of isis. So, mr. Trump get on to much more important and bigger things. Just for the record, are you saying that what you said on the bus 11 years ago, you did not actually kiss women or grope women without consent . I have Great Respect for women. So, for the record i said things that frankly, you hear these things said. I was embarrassed by it. Have you ever done those things . No, i have not. And i will tell you, im going to make our country safe, were going to have safe borders, which we do not have now. From the middle east and other places. Were going to make america safe, great, and wealthy again. If you dont do that, it sounds harsh to say thank you, mr. Trump. Other nations are taking our jobs and wealth. Thank you. Secretary clinton, do you want to respond . Like everyone else, ive spent a lot of time thinking over the last 48 hours about what we heard and saw. You know, with prior republican nominees for president , i disagreed with them. Politics, policies, principles. But i never questioned their fitness to serve. Donald trump is different. I said starting back in june, that he was not fit to be president and commander in chief. And many republicans and independents have said the same thing. What we all saw and heard on friday was donald talking about women. What he thinks about women, what he does to women, and he has said that the video doesnt represent who he is. But i think its clear to anyone who heard it that it represents exactly who he is. Because weve seen this throughout the campaign. Weve seen him insult women, weve seen him rate women on their appearance. Ranking them from 1 to 10. Weve seen him embarrass women on tv and twitter. We saw him after the first debate, spend nearly a week denigrating a former Miss Universe in the harshest, most personal terms. So, yes, this is who donald trump is. But its not only women and this video that raises questions about his fitness to be our president. Because he has also targeted immigrants, africanamericans, latinos, people with disabilities, p. O. W. S, muslims, and so many others. So, this is who donald trump is. The question for us, the question our country must answer is that this is not who we are. Thats why to go back to your question, i want to send a message, we all should, to every boy and girl, and indeed to the entire world. That america already is great, but we are great because we are good. And we will respect one another. And we will work with one another. And we will celebrate our diversity. These are very important values to me, because this is the america that i know and love. And i can pledge to you tonight, this is the america that i will serve if im so fortunate enough to become your president. And we want to get to some questions from online. Can i respond to that . Yes. Its just words, folks. Its just words. Those words, ive been hearing them for many years. I heard them when they were running for the senate in new york, where hillary was going to bring back jobs to upstate new york, and she failed. I heard them where hillary is talking about the inner cities of our country, which are a disaster. Educationwise, jobwise, safetywise. In every way possible. Im going to help the africanamericans, latinos, hispani hispanics, the inner cities. Shes done a terrible job for the africanamericans. She wants their vote, does nothing. Comes back four years later. When she was a senator mr. Trump, i want to get to audience questions and online questions. Youre going to get to respond now. This tape is generating intense interest, the single most talkedabout story of the 2016 election on facebook, with millions and millions of people discussing it. When did that happen . So, mr. Trump, let me add to that, when you walked off that bus at age 59, were you a different man, or did that behavior continue until just recently . But that was something that happened. If you look at bill clinton, far worse, mine are words, and his are action. Theres never been anybody in the history of politics of this nation thats been so abusive to women. Hillary clinton attacked those same women. And attacked them viciously, four of them here tonight. One of the women who is a wonderful woman, at 12 years old, was raped at 12. Her client, she represented, got him off, and shes seen laughing on two separate occasions laughing at that girl who was raped. Kathy shelton is here tonight. Dont tell me about words. Absolutely, i apologize for those words. But it is things that people say. But what president clinton did, he was impeached, lost his license to practice law, had to pay an 850,000 fine to one of the women, paula jones, also here tonight. And i will tell you, that when hillary brings up a point like that, and talks about words that i said 11 years ago, i think its disgraceful, and i think she should be ashamed of herself, if you want to know the truth. [ applause ] can we please hold the applause . Secretary clinton, you have two minutes. Well, first, let me start by saying, so much of what hes just said is not tright. But he gets to run his campaign any way he chooses, decides what he wants to talk about, instead of answering questions, laying out the plans we have we think can make a better life and a better country. Thats his choice. When i hear Something Like that, im reminded of what my friend, Michelle Obama, advised us all. When they go low, you go high. [ applause ] and, look, if this were just about one video, maybe what hes saying tonight would be understandable. But everyone can draw their own conclusions at this point about whether or not the man in the video or on stage respects women. But he never apologizes for anything to anyone. He never apologized to mr. And mrs. Khan, the gold star family, whose son died in iraq. Donald attacked them and insulted them for weeks over their religion. He never apologized to the distinguished federal judge, born in indiana. But donald said he couldnt be trusted to be a judge because his parents were, quot quote mexican. He never apologized to the reporter he mocked on National Television and our children were watching. And he never apologized for the racist lie that president obama was not born in the United States of america. He owes the president an ajpol y apology, and our country, and he needs to take responsibility for his actions and his words. Well, you owe the president an apology because as you know very well, your campaigns sidney blumenthal, another real winner that you have. He got this started, and your Campaign Manager was on tv saying that two weeks ago. Sent the pictures around with president obama in a certain garb. So, you actually owe an apology. Number two, Michelle Obama. Ive gotten to see the commercials they did on you. Some of the most vicious commercials ive ever seen, of Michelle Obama talking about you. You talk about friend, go back and take a look at those commercials, a race where you lost, fair and square, unlike the Bernie Sanders race, where you won, but not fair and square, in my opinion. And all you have to do is take a look at wikileaks and see what they said about Bernie Sanders and see what Debra Wasserman schultz had in mind. I was so surprised to see him sign on with the devil. But when you talk about apologa, i think the one and the thing you should be apologizing for are the 33,000 emails you deleted, and acid washed, and the emails taken from an office last week and are now missing. And i hate to say this, but if i win, im going to instruct my attorney general to get a special prosecutor to look into your situation, because there has never been so many lies, so much deception, there has never been anything like it, and were going to have a special prosecutor. When i speak, i go out and speak, the people of this country are furious. In my opinion, the people that are long term workers at the fbi are furious. There has never been anything like this, you get a subpoena, and then you delete 33,000 emails. And then you acid wash, or bleach them, a very expensive process. Were going to look into it, because people have been, their lives have been destroyed for doing onefifth of what youve done, and its a disgrace. Secretary clinton i want to follow up on that. Everything he just said is absolutely false. But im not surprised. In the first debate the audience needs to calm down here. I was told it would be impossible to be factchecking donald all the time. Id never get to talk about how we want to make lives better for people. Go to hillaryclinton. Com. You can fact check him in real time. Last time, the first debate, we had millions of people Fact Checking. So, i expect well have millions more factchecking. Its just awfully good that someone with the temperament of donald trump is not in charge of the law in our country. Because youd be in jail. Secretary clinton [ applause ] we want to remind the audience to please not talk out loud. Please do not applaud. Youre just wasting time. Secretary clinton, youve said your handling of emails was a mistake, you disagreed with james comeys characterizing your handling of the email. Martha, let me say, and ive said it before, and ill repeat it. That was a mistake, and i take responsibility for using a personal email account. Obviously, if i were to do it over again, i would not. Im not making any excuses. It was a mistake, and im very sorry about that. But i think its also important to point out where there are some misleading accusations from critics and others. After a yearlong investigation, there is no evidence that anyone hacked the server i was using, and there is no evidence that anyone can point to at all, anyone who says otherwise has no basis, that any classified material ended up in the wrong hands. I take classified materials very seriously, and always have. As secretary of state, i had some of the most important secrets that we possess, such as going after bin laden. So, im very committed to taking classified information seriously, and theres no evidence that information ended up in the wrong hands. But she didnt know the letter c on a document, what that letter meant. Im watching hillary go over fact, and shes going after fact after fact, and shes lying again, because she said she, what she did with the emails was fine. You think it was fine to delete 33,000 emails . She said they had to do with her daughters wedding and a yoga class. 33,000 emails deleted, and shes saying there wasnt anything wrong . That was after she got a subpoena from the United States congress. And im so disappointed in congressmen, including republicans for allowing this to happen. Our justice department, her husband talks to the attorney general days before a ruling is made in her case. But for you to say that there was nothing wrong with you deleting 39,000 emails, again, you should be ashamed of yourself. What you did, after getting a subpoena from the United States congress. We have to move on. Let alone after getting a subpoena. Secretary clinton, you can respond but then we have to move on. Its not true. Personal emails, not official we turned over 35,000. What about the other 15,000. Please allow her to respond. Id like to get to the questions that people have brought here tonight to talk about. And get off this question. Okay, donald, i know youre into big diversion tonight, anything to avoid talking about your campaign and the way its exploding and republicans are leaving you. Lets see what happens. Let her respond. Lets get to the questions. Ken has a question about health care. Anderson, why arent you bringing up the emails . We brought up the emails. It hasnt been, and it hasnt been finished at all. Its one on three. Ken has a question. Affordable care act, known as obama care, is notffordable. What will you do to bring the costs down and make coverage better . That first one goes to secretary clinton, because you started out the last one to the audience. He wants to start, he can start. Go ahead, donald. No, im a gentleman, go ahead. Secretary clinton . I think donald was going to say, hes going to solve it by repealing it and getting rid of the Affordable Care act. Im going to fix it. I agree, premiums, deductibles, prescription costs are too high. And i have a plan to bring them down. But when we talk about reining in the cost, but when the Affordable Care act passed, it wasnt just that 20 Million People got health care for the first time. But its a good thing, people tell me all the time what having the insurance meant to their families. But the 170 million of us who get Health Insurance from our employers got big benefits. You cant be denied coverage due to a preexisting condition. No lifetime limits. And women cant be charged more than men for Health Insurance. Number four, if youre under 26 and your parents have a policy, you can be on that policy. So, i want very much to save what works and is good about the Affordable Care act. But weve got to get costs down, provide additional help to small businesses, so they can afford to provide Health Insurance. But if we repeal it and start over, as donald has proposed, all of those benefits are lost to everybody, not just people who get their Health Insurance on the exchange. And then we start all over again. Right now, were at 90 Health Insurance coverage. Secretary clinton, your time is up. I want to get to 100 , but get costs down and keep quality up. Mr. Trump, you have two minutes. Its a great question, and i get it almost more than anything else outside of defense. Obama care is a disaster. You know it, we all know it. Its going up at numbers that nobody has ever seen worldwide. Nobody has ever seen numbers like this for health care. Its only getting worse. In 17, it implodes by itself. Their method of fixing it is k asking congress for more money. Obama care will never work, its very bad Health Insurance. Far too expensive for our country, and for the person that has it. We have to repeal it and replace it with something much less extene expensi expensive, and something that works. Where your plan can be tailored. We need to get rid of the artificial lines around the state that stops Insurance Company from competing. They want to leave those lines because that gives Insurance Companies monopolies. She wants to go to a single payer plan, like canada. Canadians, when they need a big operation, they come to the United States in many cases, because their system is so slow, its catastrophic. She wants to go to single payer, which means the government rules everything. Hillary clinton has been after this for years. Obama care is the first step, and its a total disaster. Rates and deductibles are going up. Unless you get hit by a truck, youre never going to be able to use it. Its a disastrous plan, and has to be repealed. And secretary clinton, was he mistaken or was his mistake simply telling the truth . Well, were in a situation in our country, if we were to start all over again, we might come up with a different system. But we have an employer based system. Thats where the vast majority of people get their health care. And the Affordable Care act was meant to span the gap between people that cant afford it, and people on medicaid, and all the people who were employed, but were working but didnt have the money to afford insurance. And didnt have anybody, an employer, or anybody else, to help them. That was the slot that the obama care approach was to take. And 20 Million People now have Health Insurance. If we just rip it up and throw it away, what donald isnt telling you, we just turn it back to the Insurance Companies, to do it the way they want. Your time is up. You may not be able to have insurance because you cant afford it. So, lets fix whats broken about it, but lets not throw it away. Let me follow up with you, mr. Trump. Just one thing. First of all, everything is broken about it. Number two, Bernie Sanders said that Hillary Clinton has very bad jundgment. Mr. Trump, youve said you want to end obama care. You also want to make coverage available for people with preexisting conditions. How will you do that . You are going to have plans that are so good, youre going to have so much competition in the insurance industry. President obama, by keeping those lines, the boundary lines around each state, was almost gone until just very toward the end of the passage of obama care. Which by the way was a fraud. You know that, because jonathan grouper, the architect of obama care, he said it was a big lie. President obama said, you keep your doctor, you keep your plan. Its a fraud, and it doesnt work. But when you get rid of the lines, you have competition, we can keep preexisting, and people that dont have money, were going to have people protected. And republicans feel this way, believe it or not, and strongly this way, were going to block into the states so well be able to take care of people without the necessary funds to take care of themselves. Thank you, mr. Trump. Now, a question for both candidates. There are 3. 3 million muslimmuslims in the United States, and im one of them. With islamophobia on the rise, how will you help people . Youre right about how its a shame. But one thing we have to do, because there is a problem. Whether we like it or not, we can be politically correct, but theres a problem. We have to be sure that muslims come in and report when they see something going on, when they see hatred going on. For example, in san bernardino. Many people saw the bombs all over the apartment of the two people that killed 14 and wounded many, many, people. Theyll never be the same. Muslims have to report the problems when they see them. And theres always a reason for everything. If they dont do that, its a very difficult situation for our country. Because you look at orlando, and you look at san bernardino, the world trade center, paris, these are radical islamic terrorists. And she wont even mention the word, nor will president obama. He wont use the term radical islamic terrorism. To solve a problem, you have to be able to state what the problem is, or at least say the name. She and president obama wont say the name, but its there. Radical islamic terror. And before you solve it, you have to say the name. Secretary clinton . Well, thank you for asking your question. And ive heard this question from a lot of Muslim Americans across our country. Because, unfortunately, there has been a lot of very divisive, dark things said about muslims. Even someone like captain khan, the young man who sacrificed himself defending our country has been subject to attack by donald. First, weve had muslims in america since george washington. We just lost a particularly wellknown muslim, muhammad ali. My vision of america is an america where everyone has a place. If youre willing to work hard, do your part, you contribute to your community. Thats what america is, thats what we want america to be for your children and grandchildren. Its also very shortsighted and dangerous to engage in the demagogic things that donald does. Ive met with a lot of muslims, and ive heard that its important to feel wanted, and included, and part of our country, part of our homeland security. Thats what i want to see. I also intend to defeat isis, in a coalition with muslim majority nations. Right now, a lot of those nations are hearing what donald says and saying, why should we cooperate with the americans . Were not at war with islam. Its a mistake, and plays into the hands of the terrorists to act as though we are. I want a country where citizens like you and your family are just as welcome as anyone else. Thank you, secretary clinton. Mr. Trump, in december, you said this. Donald j. Trump is calling for a total and complete shutout of muslims entering the United States until we can figure out what the hell is going on. We have no choice. You said this week, the muslim ban is no longer your position. Is that correct, and if so, was it a mistake to have a religious test . First of all, captain khan is an american hero. And if i was president , he would be alive today. Unlike her who voted for the war, i would not have had our people in iraq. The muslim ban is something that in some form has morphed into an extreme vetting from certain areas of the world. Hillary clinton wants to allow answer the question. Why dont you interrupt her . Would you please explain whether or not the muslim ban stands. Its called extreme vetting. Hillary clinton wants to allow a 550 increase over obama, people are coming into our country like we have no idea who they are, where theyre from, what their feelings about our country is, and she wants 550 more. This is the great trojan horse of all times. I believe in building safe zones, and having other pay for them. The gulf states not carrying their weight, but they have enough money. And with all the problems we have, hundreds of thousands of people coming in from syria, we know nothing about them or their values, and we know nothing about their love for our country. Secretary clinton, let me ask you about that. Because you have asked for an n increase from 10,000 to 65,000 syrian refugees. We know you want tougher vetting. Its not a perfect system. Why take the risk of having the refugees come into the country . First of all, i will not let anyone come into the country that poses a risk to us. But there are a lot of women and children, the 4yearold boy with the blood on his forehead because hed been bombed by the russian and syrian air forces. There are children suffering in this catastrophic war, largely, i believe, because of russian aggression. And we need to do our part. We by no means are carrying anywhere near the load that europe and others are. But we will have vetting that is as tough as it needs to be from our professionals, intelligence experts, and others. But its important for us, as a policy, not to say as donald has said, were going to ban people based on a religion. How do you do that . Were a country founded on religious freedom and liberty. How do we do that without causing great distress within our own country . Are we going to have religious tests when people fly into your country . And how can we expect to be able to implement those . I thought what he said was extremely unwise and even dangerous. And you can look at the propaganda on a lot of the terrorist sites. A lot of what donald trump says about muslims is used to recruit fighters. Because they want to create a war between us. And the final thing i will say, this is the tenth or 12th time hes denied being for the war in iraq. We have it on tape, its been debunked but it never stops him from saying what he wants to say. Its not be debunked. I was against the war in iraq. Theres been lots of Fact Checking on that. Id like to move on to an online question. Can i just respond to this, please. Very quickly, please. Hillary clinton, in terms of having people come into our country, we have many criminal illegal aliens. When we want to send them back, their country says, we dont want them, in some cases theyre murders and drug lords. And im going to force them right back into their country. Theyre murders and some very bad people. When Bernie Sanders said she has bad judgment, she has really bad judgment. Were letting drugs pour through our southern border at a record clip, and it cant happen. And i. C. E. Just endoursed me, because i understand the border. She doesnt. She wants amnesty for everybody, come right over. Its a horrible thing shes doing, she has bad judgment, so bad, that she should never been the president of the United States. This comes from the debate coalitions online form, this question involves wikileaks release of secretary clintons paid speeches which she has refused to release. And one line in which you purportedly say, you need both a public and private position on issues. So, this question, is it okay for politicians to be twofaced . Is it acceptable for a politician to have a private stance on issues. Secretary clinton . As i recall, that was something i said about Abraham Lincoln after having seen the wonderful Steven Spielberg movie called lincoln. It was a master class watching president lincoln get the congress to approve the 13th amendment. It was principled, and it was strategic. And i was making the point that it is hard sometimes to get the congress to do what you want to do. And you have to keep working at it. And yes, president lincoln was trying to convince some people, he used some arguments, convincing other people, he used other arguments. That was, i thought, a great display of president ial leadership. But lets talk about whats really going on. Our Intelligence Community just said in the last few days, the kremlin, meaning putin and the russian government are directing the attacks, the hacking, on american accounts, to influence our election. And wikileaks are part of that, as are other sites. The russians hack information, and put it out. We have never in the history of our country been in a situation when a foreign power is working so hard to influence the outcome of the election. And believe me, theyre not doing it to get me elected. Theyre doing it to try to influence the election for donald trump. Maybe because hes praised putin, maybe because he says he agrees with what putin wants to do, i dont know the reasons. But we deserve answers, and we should demand that donald release all of his tax returns, so people can see what are the entanglements and Financial Relationships he has. I think i should respond, because its so ridiculous. Look. Now shes blaming, she got caught in a total lie, her papers went out to her friends at the banks, and said things in the wikileaks that just came out. She lied, and blaming the lie on the late, great Abraham Lincoln. Honest abe never lied. Thats the big difference between Abraham Lincoln and you. Thats a big, big difference. Were talking about some difference. But as far as other elements of what shes saying. I dont know putin. I think it would be great if we got along with russia, we could fight isis together. But anything something wrong happens, they like to say the russians did it. They think theyre trying to tarnish me with russia. I know nothing about are yrussi. I know about russia, but i have no businesses, no loans, i have a great balance sheet, the United States government, because of my balance sheet, which they actually know very well, shows me to do the Old Post Office between the white house and congress, one of the primary things, it was balance sheet. But i have no loans with russia. You can go to the United States government, and they would probably tell you that, because they know my sheet very well, in order to get that development. The taxes are a very simple thing. As soon as first off, i pay hundreds of millions of dollars in taxes. Warren buffett took a massive deduction, soros, many of the people giving her money, took massive deductions. I pay hundreds of millions of dollars in taxes. As soon as my routine audit is finished, ill release my taxes. Ill be proud to. We have a question on taxes from spencer moss. Spencer . Good evening. My question is, what specific tax provisions will you change to ensure the wealthiest americans pay their fair share . Mr. Trump . One of the greatest provisions for people like me, i give up a lot when i run, because i knock out the tax code. She could have done this years ago, she was a United States senator. She complains that donald trump took advantage of the tax code. Why didnt you change it when you were a senator . Because all of your friends take the same advantage that i do. And i do. You have provisions you could change, but you didnt because all of these people give you the money so you can take negative ads on donald trump. And ive heard hillary complain about things for so many years, shes been doing this for 30 years, and she will never change. Were getting rid of carried interest provisions, im lowering taxes, because i think its important for corporations, getting rid of regulations, going hand in hand with the lowering of the taxes. Cutting taxes for the middle class, and i will tell you, were cutting them bigleague for the middle class. And Hillary Clinton is raising your taxes, folks. Really high. And what thats going to do is a disaster for the country. But shes raising your taxes, and im lowering your taxes. Were going to be thriving again. Theres no growth in the country. If china has a gdp of 7 , its a national catastrophe. Were at 1 , and were going lower, in my opinion. And a lot of it is because our taxes are so high. I think its so important, one of the most important things we can do. But shes raising everybodys taxes massively. Secretary clinton . Which provisions will change to ensure the wealthy pay their fair share of taxes . Well, everything donald trump just said isnt true. Its amoususing to hear what he going to do, because he hasnt paid federal taxes in about 20 years. But he will give the wealthy and corporations the largest tax cuts. This will be massive gift. The way he talks about his tax cuts would end up raising taxes on millions of middle class families. Heres what i want to do. I have said nobody who makes less than 250,000 a year, thats the vast majority of americans, will have their taxes raised. I think we need to go where the money is, and thats people that have taken advantage of every single break in the tax code. And yes, when i was a senator, i did vote to close corporate loopholes, one that he used when he claimed a 1 billion loss. I want to get rid of the buffett rule, Warren Buffett said he shouldnt be paying a lower tax rate than his secretary. We have to make up for lost times, because i want to invest in you, in hardworking families. And its been unfortunate, but its happened, since the great recession, the gains have all gone to the top. And we need to reverse that. People like donald who paid zero in taxes, for our vets, military, health, and education, thats wrong. And were going to make sure no corporation can get away without paying their fair share to our country. In the last month, taxes were the number one issue on facebook. And you claimed a 916 million loss, youve said you pay state, employee, real estate taxes, but did you use that 916 million loss to avoid paying federal taxes . Of course i do. And so do her donors. A lot of my writeoff was depreciati depreciation. And i understand the tax code better than anybody that has ever run for president. Its extremely complex. Hillary clinton has friends that want all of these provisions, the carried interest provision, which i believe hillary is leaving. But i will tell you, number one, i pay tremendous numbers of taxes. I absolutely used it, and so did Warren Buffett, george soros, and many of the other people hillary is getting money from. Can you say how many years you have avoided paying personal federal income taxes . No, but i pay tax, i have a lot of writeoffs, i love depreciation, if she had a problem, for 30 years, shes been doing this. I say it all the time. She talks about health care, taxes, why didnt she do anything about it . She doesnt do anything about anything other than talk. With her, its all talk and no action. And again, Bernie Sanders, its really bad judgment. Not only on taxes, but libya, syria, iraq, her and obama, whether you like it or not, the way they got out of iraq, the vacuum theyve left, thats why isis formed in the first place. They started from that little area, and now theyre in 32 different nations. Congratulations, great job. I want you to respond, secretary clinton. Here we go again. Ive been in favor of getting rid of carried interest for years. Starting when i was a senator from new york. Why didnt you do it . Because i was a senator with a republican president. When im president , i will get it done. If you were an effective senator, you would have done it. Please allow her to respond. Under our constitution, president s have something called veto power. Look, hes now said repeatedly, 30 years this, 30 years that. Let me talk about my 30 years in public service. Im very glad to do so. 8 million kids every year have Health Insurance, because when i was first lady, i worked to create the childrens Health Insurance program. I worked to change the adoption and foster care system. After 9 11, i worked to get health care for our first responders. Hundreds of thousands of National Guard and reserve members have health care because of work that i did. And children have Safer Medicines because i was able to pass a law that required the dosing to be more carefully done. When i was secretary of state, i went around the world advocated for our country, but also for womens rights, so they would have a decent chance for a better life. And negotiated a treaty with russia to have less nuclear weapons. 400 pieces of legislation have my name on them, and i was reelected, and as president , i will take that bipartisan work, finding common glouround. Ive proven i can get along with people and have produced results for 30 years. Were going to move to syria. Shes said a lot of things that are false. Shes been a disaster as a senator. Were going to move on. The heartbreaking video of a 4yearold boy after being pulled from the rubble in aleppo focused the world on whats going on in syria. But there are much worse images coming out of aleppo, hundreds killed there in the past few weeks. And the state department calling for an investigation into the bombardment of aleppo. Diane from pennsylvania asks, if you were president , what would you do about syria and the humanitarian crisis in aleppo. Isnt it a lot like the holocaust when the u. S. Waited too long to help . Secretary clinton . Well the situation in syria is catastrophic. Every day that goes by, we see the results of the regime by assad in partnership with the iranians and russians, bombing in particular aleppo, 250,000 people still left there. And theres a determined effort by the Russian Air Force to destroy aleppo in order to eliminate the last of the Syrian Rebels who are holding out against assad. Russia hasnt paid any attention to isis. When i as secretary of state advocated a nofly zone and safe zones, we need some leverage with the russians, because theyre not going to come to the negotiating table for a diplomatic resolution unless theres some leverage over them. And we need to work more closely with our partners on the ground. But i want to emphasize that what is at stake here is the ambitions and aggressiveness of russia. Theyve decided theyre allin, in syria, and theyve decided who they want to become president of the United States, and its not me. Ive stood up to russia and putin, and thats what i will do as president. We got a treaty reducing nuclear weapons, and how we got the sanctions on iran. So, i would go to the negotiating table with more leverage than we have now. But i do support the effort to investigate for war crimes committed by the syrians and russians to hold them accountable. Well, the socalled line in the sand i was gone. Well, you were in contact with the white house, and perhaps sadly obama probably still listened to you. I dont think he would listen to you very much anymore. Obama draws the line in the stand. It was laughed at all over the world, what happened. With that being said, she talked tough against russia, but our Nuclear Program has fallen way behind, and theyve gone wild with their nuclear problem. Our government shouldnt have allowed that to happen. Russia is new in terms of nuclear, were old, tired, exhausted in terms of nuclear. She talks tough against putin. And against assad. She talks in favor of the rebels. She doesnt even know who the rebels are. Any time we take rebels, were arming people. And you know what happens . They end up being worse than the people, look at what she did in libya with gadhafi out. And isis has a good chunk of their oil, it was a disaster. Almost everything shes done in Foreign Policy has been a mistake and disaster. But if you look at russia, and look at what they did this week. Where i agree, she wasnt there, but possibility shes consulted. We sign a peace treaty. What russia did with assad, and with iran, whom you made very powerful with the iran deal, 150 billion, 1. 7 billion in cash, enough to fill up this room. But iran and russia are now against us. She wants to fight for rebels, theres only one problem. You dont know who the rebels are. Your two minutes are up, mr. Trump. I dont like assad at all, but hes killing isis. Russia is killing isis. And iran is killing isis. Mr. Trump, let me repeat the question. If you were president , what would you do about syria and the humanitarian crisis in aleppo. And i want to remind you what your running mate said. He said, provocations with russia need to be met with american strength. If they continue to be involved with air strikes with assad, the United States of america should be prepared to use military force to strike the military targets of the assad regime. He and i havent spoken, and i disagree. Right now, syria is fighting isis. We have people who want to fight both. Syria is russia, and its iran, its no longer syria. I believe we have to get isis. We have to worry about isis before we can get too much more involved. She had a chance, they had a chance to get something done with syria. What do you think will happen if aleppo falls . I think that, it basically has fallen. Let me tell you something. You look at mosul, the biggest problem i have with the stupidity of our Foreign Policy. They think a lot of the isis leaders are in mosul. We say, were attacking mosul in three or four weeks, and the leaders leave. Why cant we do a sneak attack, and after the attack is made, inform the American Public that weve knocked out the leaders, weve had tremendous success. People leave. Why do we say were going to attack mosul within the next four to six weeks. How stupid is our country . There are reasons the military does that. Psychological warfare, to get civilians out. I have 21 congressional medal of honor recipients who endorse me. We talk about it all the time. Why cant they do something secretly, go in, knock out the leadership. Why would these people stay there. Ive been reading for weeks about mosul, its the harbor, this is where they think the isis leaders are. Why would they be saying theyre not staying there anymore. Theyre gone. Because everybody is talking about how iraq, which is us, with our leadership, goes in to fight mosul. With these 200 admirals and generals, they cant believe it. General george patton, general douglas macarthur, are spinning in their graves. Secretary clinton, you want assad to go, you advocated arming rebels. But it looks like that may be too late. Would you introduce the threat of u. S. Military force beyond a nofly zone against the assad regime to back up diplomacy . I would not use american Ground Forces in syria. I think that would be a very serious mistake. I dont think american troops shown holding territory. Which is what they would have to do as an occupying force. I do think the use of special forces, which were using. The use of enablers and trainers in iraq, which has had some positive effects, are very much in our interests. What would you do differently than what president obama is doing . I hope that by the time i am president , that we will have pushed isis out of iraq. I do think that there is a good chance that we can take mosul, and donald says he knows more about isis than the generals. No, he doesnt. There are a lot of very important planning going on, and some of it is to signal to the sunni and kurdish fighters that we should all be in it. I would go after baghdadi, because i think our targeting of al qaeda leaders, i was involved in a number of those operations, made a difference. I would also consider arming the kurds, they have been our best partners in syria and iraq. I know there is a lot of concern about that, but i think they should have the equipment they need so theyre the principal way we take raqqa. She went over a minute over, and you dont stop her. When i go one second over, you stop me. Its very interesting. A question from mr. James carter. Mr. Carter . My question is, do you believe you can be a devoted president to all the people in the United States . That question is for mr. Trump. Absolutely. She calls our people deplorable, a large group. And irredeemable. I will be a president for all our people, and will turn our inner cities around, and will give strength to people, and will give economics to people, and will bring jobs back. Because nafta is perhaps the greatest disaster in trade history of the world. Stripped us of manufacturing jobs, we lost jobs, money, plants, its a disaster. And now she wants to sign tpp. She called it the gold standard, and at the last debate, she lied, they said that she lied. But shes lied about a lot of things. I would be a president for all of the people. Africanamericans, the inner cities, devastating whats happened to our inner cities. Shes been talking about for years, but as usual, nothing happens. She doesnt get it done. Same with the latino and hispanic americans. The same, exact thing. They talk, they dont get it done. You go into the inner cities, 45 poverty. Africanamericans, 45 poverty in the inner cities. The education is a disaster. Jobs are essentially nonexistent. Its, you know, ive been saying it, big speeches where i have 20,000 and 30,000 people. What do you have to lose . It cant get any worse. And shes been talking about the inner cities for 25 years. Nothing is ever going to happen. Its just going to be talk if shes president of the United States. And all of the taxes, her friends that we were talking about. And by doing all the others favors, shes doing me a favor. But i will tell you, shes all talk, it doesnt get done. Your two minutes is up. Mr. Carter, i have tried my entire life to do what i can to support children and families. Donald talks about the 30 years ive been in public service. Im proud of that. I have worked with latinos, one of my first jobs in politics was down in south texas registering latino citizens to be able to vote. So i have a deep devotion to use your absolutely correct word, to make sure that every american feels like he or she has a place in our country. I think when you look at the letters that i get, a lot of people are worried maybe they wouldnt have a place in Donald Trumps america. One woman wrote me about her son fel felix, adopted from ethiopia. He said to his mother one day, will he send me back to ethiopia if he gets elected . Children listen to what is being said, to go back to the very, very first question. And theres a lot of fear, teachers and parents are calling it the trump effect. Bullying is up, a lot of people are feeling uneasy. Kids are expressing their concerns. I will try to reach everyone, democrats, independents, republicans. I want to be the best president i can be for all americans. You said that half of Donald Trumps supporters are deplorab deplorable, you later said you regretted saying half. How can you unite a country when youve written off millions of people . Well, my argument is not with his supporters, its with him, and the hateful and Divisive Campaign hes run, and the inciting of violence, and the comments about not just women, but all kinds of americans. And what he has said about africanamericans and latinos, about muslims, about p. O. W. S, immigrants, people with disabilities, hes never apologized for. And so, i do think that a lot of the tone and tenor hes set, im proud of the campaign that Bernie Sanders and i ran. We ran a campaign on issues, and hes supporting me 100 . We may have had a lot of differences, but we believed we could make the country better. Thank you, you have a minute. We have a very divided nation. You look at charlotte, baltimore, the violence taking place in the inner cities, chicago, washington, d. C. , we have an increase in murder. With inner cities, the biggest in 45 years. We have a divided nation, because of people like her. She has tremendous hate in her heard, when she said deplorables, and irredeemable, to me, that might have been even worse. She said some of them are irredeemable. She has tremendous hatred, and this country cant take another four years of barack obama, and thats what youre getting. In 2008, mr. Trump, you wrote that the most important characteristic of a leader is discipline. In the days after the first debate, you sent a series of tweets from 3 00 a. M. To 5 00 a. M. , including one that said to check out a sex tape. It wasnt to check out a sex tape. And when she said 3 00 a. M. , look at benghazi. She said, whos going to answer the call at 3 00 a. M. . She didnt answer because when ambassador stevens 600 times, she said she was awake at 3 00 a. M. In the morning. And also sent a tweet out at 3 00 a. M. Guess what happened, ambassador stevens sent 600 requests for help. And the only one she talked to was sidney blumenthal, her friend, and not a good guy, by the way. But tweeting happens to be a modern day form of communication. You can like it or not like it. Its a very effective way of communicati communication. You can put it down, but its very effective. Im not unproud of it, to be honest with you. Secretary clinton, does mr. Trump have the discipline to be a good leader . No. Im shocked to hear that. Its not only my opinion, its the opinion of many others. National security experts, republicans, former republican members of congress. But its in part because those of us who have had the great privilege of seeing this job up close, and know how difficult it is, and its not just because i watched my husband take a 300 billion deficit, and turn it into a 200 billion surplus. And incomes went up for everybody. Its not just because i worked with george w. Bush after 9 11, and when i told him what the city needed to recover, he said, youve got it. He stuck with me. And president obama, i worked with him, he inherited the worst financial crisis since the great depression. Were back on the right track. He would send us back into recession. Perhaps the most important aspect of this election is the Supreme Court justice. What would you prioritize as the most important aspect of selecting a Supreme Court justice . Secretary clinton . Youre right, this is one of the most important issues in this election. I want to appoint Supreme Court justices who understand the way the world works, who have reallife appearance, maybe they tried more cases, understand what people are up against. I think the Current Court has gone in the wrong direction. So i would want to see the Supreme Court reverse citizens united, and get dark money out of our politics. Donald doesnt support that. Voting rights are a big part of our country, we dont always do everything to ensure that everybody can exercise their franchise. I want a Supreme Court that will stick with roe v wade. And donald trump has put together some candidates, and they will reverse roe v wade and marriage equality. I want a Supreme Court that understands, you shouldnt have any more rights than anybody else. I want to change the balance of the Supreme Court, and i regret that the congress has not done its job, and has not given the candidate put forward by president obama a vote. That was a dereliction of duty. If im so fortunate enough as to be president , i will immediately move to make sure that we fill that, we have nine justices. Thank you. Mr. Trump . Justice scalia, great judge. Died recently. And we have a vacancy. I am looking to appoint judges very much in the mold of justice scalia. Im looking for judges, and ive actually picked 20 of them. So that people would see, highly respected, highly thoughtof, and actually very beautifully reviewed by just about everybody. But people that will respect the constitution of the United States. And i think that this is so important. Also the second amendment, which is totally under siege by people like Hillary Clinton, they will respect the second amendment, so important to me. And hillary said something about contin contributions. I will put 100 million of my money, im putting in more than 100 million invested, pretty much selffunding mine, were raising money for the republican party. I asked hillary, she made 250 million by being in office. She used the power of her office to make a lot of money. Why isnt she funding, not for 100 million, but why not 10 or 20 or 30 million into her campaign . It would be a nice sign to the american puic . You have a lot of money, you made a lot of it because of the fact that you have be in office. You made a lot of it while you were secretary of state, actually. So, why arent you putting money into your own campaign. The question was about the Supreme Court. I respect the second amendment, but i believe there should be comprehensive background checks and close the loophole. We have one more question, from ken bone, about Energy Policy. Ken . What steps will your Energy Policy take to meet our energy needs while remaining environmentally friendly, and minimizing job loss for fossil power plant workers . Mr. Trump . Energy is under siege by president obama. The epa is killing Energy Companies, and Foreign Companies are buying the plants and rejiggering the plant so they can take care of their oil. Were killer our Energy Business in this country. Im all for alternative forms of energy, wind, solar, but you look at our miners. Hillary clinton wants to put miners out of business. There is a thing called clean coal. It will last for 1,000 years in our country. Now we have natural gas, over the last seven years, weve found tremendous wealth under our feet. I will bring our Energy Companies back, theyll make money, pay off our national debt, our tremendous budget deficits. But were putting our Energy Companies out of business. We have to bring back our workers. You take a look at whats happening to steel and the cost of steel, and china dumping vast amounts of steel all over the United States, which is killing our Steel Workers and steel companies. We have to guard our Energy Companies. The epa is so restrictive, theyre putting our Energy Companies out of business. Just go to great place like West Virginia or ohio, which is phenomenal, or pennsylvania, and youll see what theyre doing to the people, miners and others, in the Energy Business. Its a disgrace. First of all, china is illegally dumping steel in the United States, and donald trump is buying it to build his buildings. Putting american Steel Workers and steel plants out of business. Thats something i fought against as a senator, and i would have a trade prosecutor to make sure we dont get taken advantage of by china on steel or anything else. You know, because it sounds like you are aware of the business, were for the first time, energy independent. Were not dependent on the middle east, but the middle east still controls a lot of the prices. The price of oil is way down, and thats had a damaging effect on the Energy Companies. Were producing natural gas, and i think thats an important transition. Weve got to remain energy independent. It gives us much more power and freedom than to be worried about what goes on in the middle east. We have enough worries over there without being worried about that. I want too fight climate change, and i support moving toward more clean, renewable energy, as quickly as we can. I think we can be the 21st Century Clean Energy superpower, and create millions of new jobs and businesses. Thats why im the only candidate who had a plan to help us revitalize coal country. The miners and their fathers and grandfathers, they dug that coal out, a lot of them lost their lives, got injured but they powered our factories. The price of coal is down worldwide, and thats what ive proposed. We have time for one more audience question. This comes from karl becker. My question to both of you is, regardless of current rhetoric, would either of you name one positive thing that you respect in one another . [ applause ] mr. Trump, would you like to go first . Well, i certainly will. Because i think thats a very fair and important question. Look, i respect his children. His children are incredibly able, and devoted, and i think that says a lot about donald. I dont agree with nearly anything else he says or does, but i do respect that, and i that is something, as a mother and grandmother, is very important to me. So, i believe that this election has become in part so conflictoriented, so intense, because theres a lot at stake. This is not an ordinary time, and this is not an ordinary election. We are going to be choosing a president who will set policy for not just 4 or 8 years, but because of some of the important decisions we need to make at home and around the world, from the Supreme Court and energy and so much else, there is a lot at stake. Its one of the most consequential elections weve had. Thats why i have tried to put forth specific policies and plans, and thats why i hope people will check on that for themselves. Yes, ive spent 30 years, actually, maybe a little bit more, working to help kids and families. And i want to take that experience to the white house and do that every single day. Mr. Trump . Ive very proud of my children, and theyve done a wonderful job, and theyve been wonderful, wonderful kids. So, i consider that a compliment. I will say this about hillary. She doesnt quit. She doesnt give up. I respect that. I tell it like it is. Shes a fighter. I disagree with much of what shes fighting for. I do disagree with her judgment in many cases. Not the way the debate started, with a lot of fireworks at the beginning. Donald trump called to account for that tape, he dismissed it as locker room talk, but did apologized. Hillary clinton used that to question his fitness to serve as president. He came in with counterpunches, accusing bill clinton of sexual harassment, calling out Hillary Clinton on her emails, even saying as president , he would appoint a special prosecutor to look into the emails, saying at one point she should be in jail. Talking about taxes, what to do in syria and the middle east. I want to bring this to matthew dowd. We did see the fireworks at the top. Donald trump providing some comfort to some of his supporters by how he took it to Hillary Clinton. My question is, did he win any new votes tonight . Well, the way this started, i thought it was going to be an extreme low, but ended as a high. But in the debate, donald trump came in behind, and he was falling in the polls. He needed a win, and when you look at the points of the debate, donald trump did fine at moments, she did fine at moments. Some lows on both sides. But i think you may give slight points to her in winning the debate, but shes going to walk out with a pretty solid lead, and donald trump only has one opportunity left, the next debate. And when the question of syria came up, mr. Trump was asked about what mike pence said at the debate last week, when he said, he thinks the United States should be prepared to take military action against the al assad regime. He said he disagrees. Yes, this comes at a curious time, because the last time we heard from mike pence about donald trump was in response to the video. Now, he said, lets see whats in his heart. We know of the tension within the campaign, and you saw the tweets, it blew up almost immediately. Did trump just split with his running mate . Its a tough time. And the town halls always lead to questions about body language, how the candidates approach when the other candidate is speaking. Donald trump was sort of looming over her, at times appeared to be stalking her. Thats what twitter lit up with, with women. Tweeting, saying, hes stalking her, its a strategy used to make women look small and feel vulnerable. Im not sure Hillary Clinton felt that way, but it is the way it came across. But he didnt do anything to make more of the republicans go away from him. If paul ryan and Mitch Mcconnell and mike pence were looking tonight, they didnt see anything to say, im gone. And jon, youre in the hall tonight. We talked about that at the beginning of this debate, there had been so many defections over the last 48 hours. Do you believe that that bleeding has stopped . My sense is, he has stopped the bleeding. I dont think that he did anything to save himself with republicans that have already jumped ship, but i think he will stop the wholesale bleeding. The republicans will applaud the attacks on Hillary Clinton, will make it harder for Republican Leaders to jump ship. But the absolute public silence on the part of most Republican Leaders during the course of this debate. Some were tweeting about other things. Scott walker tweeted about the fact that he was watching the packers game during this debate. That is fascinating. I want to go to byron pitts, tonight, both candidates accused the other of raising taxes on the middle class. Yes, trump said Hillary Clinton is raising taxes really high. Here are the facts. On Hillary Clintons website, she says she plans to raise taxes only on the top 3 , we rate the claim by mr. Trump as mostly false. And Hillary Clintons claim about his taxes . Well, one group claims that his plan will raise taxes on middle class families. We conclude the comments by secretary clinton to be true. Matthew, does this debate tonight stop the discussion about the tape we saw on friday . No, i think this tape will be part of the conversation. There are two reasons for that. There are likely to be other things that come out. And second, donald trump made a statement tonight. In the statement, he said all it was was talk. I never did those things that i said i did.
