Watch this right turn east of maryland and delaware and heads to new england. I think the turn will happen sooner. I think the track is probably going to be further from the east coast. Were just on the cone, on the edge of potential landfall strike down the road, particularly long island towards southeastern new england. What ive seen in data today, if it doesnt change, i think well be in good shape. Our problem is whats happening now into saturday. Nothing to do with the hurricane. But everything to do with the front thats stalled to the south and a sprawling area of High Pressure in hudson bay. Tonight. Coastal flood advisories are up. Coastal Flood Warning up tomorrow along the jersey shore, coastal flood watch up to long island. The time of high tide, which is just past midnight and around noon tomorrow, could be issued. Reporter theyre talking about a onetwo punch. It has been a relatively nice day out here, dry until 20 minutes ago when it started raining. A lot of attention being focused on the hurricane, whether or not it might come, what it might do if it comes. A lot of local officials are three days because flood waters are already reaching dangerous levels. Flood warnings have been issued up and down the new jersey coast. In some areas it has begun. High tide in union beach is overtaking the main road. A state of emergency has been declared by the governor. For our citizens in those four southern counties, that preparation needs to start now. For the folks in the other 17 counties in the state, we need you to stay tuned. Reporter the street flooding is encroaching on homes being rebuilt after sandy. On stilts, the concern is they could be wiped out. With the high rain were going to get and the flooding were going to get, were worried about the soil being soft and the homes falling over. Reporter whether on soil or sand, walls are being built up to cut down powerful waves that could come. Officials are putting pieces into play as concerned about the rain coming over the next few days as what Hurricane Joaquin may or may not bring next week. We are moving our vehicles over to washington street, making sure we protect our vehicles and encouraging residents to think about being aware of this and starting to get prepared and think about moving their car and making sure theyve supplied the home. Reporter those are the two things theyre looking at. Asking people to evacuate their cars to higher areas. The other thing are ground floor apartments if the flood waters do look serious. Evacuation. As you remember, this area got as a result of superstorm sandy, the city ended up building this seawall right under the boardwalk so the ocean wouldnt come gushing through like it did during superstorm sandy. Joaquin will be hitting us, they built a temporary sand dune all the way down the beach. Nina and her husband have packed up and they, along with their dog, are getting out of long beach before Hurricane Joaquin even arrives. Ive gone away for irene and sandy. Any hurricane thats coming through im not sticking around. I have a piece of land upstate. Reporter it was three years ago that long beach was devastated by superstorm sandy. We dont want to go through sandy again. That was a strain on everybody. Reporter the city is currently building a wall of sand as a precaution to help prevent the ocean from breaching the boardwalk. County executive ed mangano says if joaquin does not hit nassau county, you should still be prepared for possible flooding. With 6 inches of rain anticipated here in every scenario so far, that will definitely cause coastal flooding. Reporter the county has more than 30 high axle vehicles to travel through high waters. Humvees with rafts and rescue vehicles that float. Theres also a stockpile of water and mres, which are meals ready to eat. Authorities are also advising the public to gas up their cars, have an evacuation plan in place, and take other steps to prepare. Charge your radio, a Battery Powered radio, a flashlight, first aid kit. Make sure you have enough water and food for at least three days. Reporter were back now live in long beach and nassau county. In suffolk county, the sheriff is recommending that the public make copies of your insurance cards, your photo ids, the deed to your home, some other information here, your bank information, and your medications. Dari well, a storm of this size would likely cause Power Outages throughout our area, which means that some people would have to rely on portable generators to keep the lights on. Some of the generators can be dangerous since they emit deadly Carbon Monoxide that cannot be seen or smelled. Today on long island, fire officials gave us a few safety tips on how the generators should be used properly. They should be outdoors, properly ventilated, never inside. Also, they use the wrong fuels with them. It calls for gasoline, they put whatever in it. So they should not they should read the instructions and be careful. Dari Officials Say that the generator should be placed at least 10 feet from the outside of your home. Steve to stay up to date, get the latest forecasts, live radar where you are. Reporter well, a department of Investigation Report slams the nypd for its Excessive Force cases and for the way they handle them. Police commissioner bratton speaking at Police Headquarters just this afternoon says that that report is outdated and instead out lined his own reform plan, a plan thats been in the works for months. The doi report looked at 179 civilian complaint cases against police over a fouryear period. It concluded that even when Excessive Force was proven, the officers were not disciplined, that there was a lack of training in deescalation techniques and in reporting. This report not our final statement on this complex issue. We will continue to dig deeper, particularly as the nypd evolves its practices and procedures in reporter commissioner bratton and top brass unveiled the new use of force policies. Policies the commissioner says were put together after many months of review and research into the latest policing techniques. Bratton says the nypd will lead the country in innovation. We have 35,000 officers in 2014. We had 79 instances where officers used firearms. We have the lowest rate of use of firearms of any Police Department in america. Reporter he says civilian complaints against Police Officers occur while someone is resisting arrest. Now officers will be trained in deescalation techniques and a new tracking system will not only measure physical force used by police, but also when force is used against the officers. I think we will find, as we go forward with the new policies, as we increase what we inspect, we can expect reductions in use of force by the officers and i would have an expectation as we do a better job training them, educating the public, that well have significant reductions in assaults on our officers by the public. A 20yearold gunman opened fire on a classroom at Umpqua Community college just before 11 00 pacific time this morning, killing at least 13 people and injuring about 20 others. The gunman is dead. Authorities say that he exchanged gunfire with police, but they wouldnt say whether the shooter was killed by officers or if he took his own life. A student at the Community College is saying that the gunman asked people in the classroom to state their religion before he opened fire. Well have another update coming up at 6 00. The good thing about it is even in the standard tests we have for viruses, you have to have a big viral load and you have to big the right virus in order to get it identified in the lab. Now even with low levels of viral load, you can also steve they can tell something you were exposed to 10 years ago . No. No. This is acute exposure. But its fascinating. The last report was winds of 130plus miles an hour. And i bet when the next Hurricane Hunter aircraft arrive shortly, theyll find a stronger hurricane. Look at that size of the eyewall and the deep convection or thunderstorms around the area. What we find with large hurricanes, why they sometimes become difficult to forecast at times, is because they become so intense, they create their own environment around the storm. In this case, were waiting for the northward turn. It hasnt happened yet. Still moving southwest at 6. It should turn northward and away from the bahamas and up the east coast. Its 415 miles an hour east of miami. Thats whats depicted from the National Hurricane center. It starts making that turn and off it goes to the north. Still a category 4 storm for quite sometime. Even a category 3 east of the carolinas. Then it starts to weaken. The question is from there, where does it go . Weve been talking about the trend to the east. Yesterday you heard my discussion about the european model being further out to sea. The other model, the gfs model, the u. S. Model, that has come along. Were starting to see the trend is going to be eastward. I think what youre seeing here is still likely too far west. I think its going to be farther to the east. That will be good news for us if that happens and for the entire east coast. We cant let our guard down. Just get an idea that things are looking more promising that joaquin will not be a factor. We have other problems tomorrow into saturday. Temperatures, 50s to lower 60s. One of the problems is going to be the wind and rain. Look at the rain on fox 5 sky guardian overtaking the area. Well see that tonight and tomorrow sliding up from the south because we have a stalled front thats along the east coast. Basically were into the lower 60s right now. 50s off to the north and west. Temperature drop of five to 10 degrees. The northeast wind is gusting 15, 25 miles an hour. It will stay windy tonight. This front stuck to our south. High pressure to the north. The wind in between. Gusty out of the east. It will cause coastal flooding and keep us in the 50s tomorrow. Again, potentially with heavier downpours. That looks likely into tomorrow night. Look at futurecast lighting up in green. That lasts into tomorrow night. It will last into saturday, too. May diminish a bit. Its a wet, cool day with the continued threat of coastal flooding from the jersey shore to long island. 51 in town. 40s in the burbs. Rain and cool and breezy conditions here.
