So set a journalist who introduced Giuliani at the National Press Club in 1987 he was the u.s. Attorney in Manhattan whose cases included prosecuting Mafia figures What advice do you give to witnesses who feel intimidated. Attorneys in the southern district of New York Giuliani was a junior federal prosecutor in the 1970 s. News I'm Joel King and I'm Rachel Martin next week the Senate is expected to sign off on a defense bill that has a sweeping policy change tucked inside it's going to provide 12 weeks of paid parental leave to federal employees this is something President Trump's daughter Ivanka has been pushing n.p.r. White House correspondent Tamara Keith has the story it's not a surprise that Carolyn Maloney the Democratic congresswoman from New York would celebrate a deal securing paid parental leave for federal employees when I was expecting my 1st child I went to the personnel office and asked them what their leave policies were they said leave policy we just expect you to leave she's been working to get this thing passed for 20 years but President Trump is declaring victory too and as a candidate for president I pledge to advance paid family leave with this important step we are delivering and we're really delivering like nobody's I think every delivered before he was speaking yesterday at a White House summit on child care and paid family leave led by his daughter an advisor of Onka Trump I had a very busy time in a very busy day and my daughter said you will be here so. That was into that busy day right the federal government has the largest employer in the country but in the private sector many companies don't offer paid leave for the birth or adoption of a child and many of those that do don't give a full 12 weeks paid in an interview with n.p.r. Of Aga Trump said she sees paid leave for federal workers as a 1st big step it's very hard. For people to say well employer should provide this benefit if we are unwilling to provide it ourselves so you have to lead by example many Republican lawmakers oppose the parental leave provision in the defense bill but there's nothing they can do about it Senator Ron Johnson a Republican from Wisconsin has been vocal with his displeasure saying taxpayers shouldn't be paying for federal workers to get these benefits this really does require a lot more thought. To have serious concerns but in the end no President Trump should get full credit for this because he's the one that made it happen I know the Democrats won in the house but this would not have happened had not President Trump . Strongly supported it and so because it's in the Defense Bill Johnson says he'll end up voting for it next week it's another example of the Republican Party becoming the party of Trump accepting something that has not traditionally been a Republican priority in the case of paid parental leave a Vulcan Trump says it has taken a lot of private persuasion and spent a lot of time just talking through why this makes sense but in her conversations with Republican lawmakers of all the Trump says she's seen a dramatic shift she remembers the 1st time the president brought it up in a speech to Congress in 2017 to help insure new parents that they have paid family leave. And I think one Republican Study it was more than one book certainly not all of them and they were slow intended it with their applause and they looked at each other sort of confused as to whether or not they were supposed to and the difference between that and last year when he mentioned it and everyone was on their feet so so he's moved the needle tremendously now getting from paid parental leave for federal workers to a national program involving the private sector is a bigger lift and the ideas from Democrats and Republicans about how to do it are vastly different but paid family leave polls really well so the politics are good for both parties Tamara Keith n.p.r. And China have reportedly reached an initial deal that might end the 18 month trade war prison term tweeted yesterday that a quote big deal with China was very close here in studio is Scott Kennedy he's the trustee chair in Chinese business and economics at the Center for Strategic and International Studies thanks for coming in good morning Ok so do we know whether this deal is happening for sure we don't Ok it's very likely that it is but we've had 4 other premature announcements and so we don't want to say for sure until the Chinese confirm it and on Friday they did not go right we're not going to do that in Washington do we know what's in this this initial deal this proposed deal not 100 percent because no one's seen the text yet but most likely It includes some Chinese concessions to buy American products some concessions regarding intellectual property rights and other things and then. Step down and tariffs from both sides Ok Is it possible based on sort of looking at what the u.s. Gets out of this and what China gets out of this to say which country comes out the winner why it say in the short term the Chinese come out ahead the u.s. Really doesn't get what it was originally looking for which was trying to constrain Chinese industrial policy instead it sells some products to the Chinese which probably would have been sold anyway from China's perspective they get their u.s. Off the back for a while at least through the rest of the 1st trump administration Ok at the root of this trade war as you point out is a fight about intellectual property the United States says China takes it from u.s. Companies that want to do business in China and that is simply unfair President Tom talks about this all the time does this deal sort that out a little bit the Chinese have changed some of their laws to step up protection of intellectual. Property rights to punish those who steal it liberalized their economy to make it a little bit harder to course American companies but overall it's going to take a while to see if those promises really translate into actual activity in the meantime Chinese subsidies and other things that promote Chinese industry at the expense of others won't stop whatsoever Ok we have spent the past 18 months talking to farmers among others on this show these are people from the Midwest primarily who are really worried about the trade war they say it has hit them hard how will they do under the terms of this deal if it's implemented as promised and we still need to see the details it should mean a significant increase of agricultural exports to China in 2017 exports were around $17000000000.00 per year from the u.s. The deal potentially includes promises that the Chinese will buy 40 to 50000000000 per year if they can do that that be a significant increase but again we're going to have to see it implemented to know for sure Ok we were expecting new tariffs on Chinese imports starting this Sunday that would likely have made some consumer goods more expensive during the holiday shopping season where does that stand now if the deal is implemented according to reports. Those new tariffs should not be implemented and existing tariffs should be cut by half and so Christmas shoppers and others should breathe a sigh of relief as well as the stores that sell those goods Ok that is good news for people this shopping season let me ask you Leslie what still needs to be worked out if anything well for this deal they still have to scrub it on the legal side the Chinese leadership still has to agree to it and then they'll have to announce it more long term this is just remember just opposed to be phase one so this really still doesn't get to the many of the core. Issues that the u.s.
