News I'm a father and sitting in for Lou Garcia Navarro West Texas is reeling after another mass shooting less than 30 days since the attack in El Paso this time it was on the roads of Odessa Texas a gunman terrorized pedestrians and other drivers killing 5 people and injuring at least 21 others before he was killed by police marshals Public Radio Public Radio's Mitch Borden has this report it began with a field traffic stop police say 2 Texas Department Public Safety officers pull over a car headed into Odessa as it was slowing down the driver and I did find white man in his thirty's turned around with a rifle and opened fire shooting through his rear window injuring one of the officers then the gunman took off continuing to fire seemingly at random these 3 people were among the witnesses that is hired 7 a gun shot all I saw when I came out was. Going down that way and then they came back this way all happened so fast I guess it is this chaotic that last witness was Larry Shore's who was wounded slightly in the shooting he was on his way to work when he was stopped at an intersection near shopping center when he 1st heard gunfire there was 3 shots the 1st shot I heard him much the light turned green and started taking off at least 2 bullets hit his truck on the driver's side and went through my mind because his show through right here is the words that it. Ricocheted I'm I am but other than that that's it sure says police responded within seconds but as a police chief Mike Erkki says local law enforcement teamed up to chase down the shooter this was a joint effort by just local to orange to find this animal they're bringing to justice initially it was reported that there were multiple gunmen in different cars a gold sedan any U.S. Postal Service mail carrier he told reporters the shooter had hijacked a mail truck and that spurred on rumors of a 2nd shooter I won't what we didn't know that was the same person well done is confirmed that 2nd person law enforcement pursued the lone gunman to a local movie theater there gunfire was exchanged in the subject was killed in his wake he left 21 injured in 5 dead the majority of the injured were taken to a nearby medical center hospital and after a harrowing day at the hospitals president Russell tippin told the public to cherish those they love but he had a bad heart for their families they need to grab them hold on top because no one is guaranteed the next the next day the list of those shot includes 3 police officers who are all alive 17 month old who was medivac to another hospital the toddler's condition is unknown at least one local student is among the dead police now released the names of the victims or the shooter they still don't know the gunman's motive and haven't revealed the type of rifle he was using Texas governor Greg Abbott shares condolences with destines and will visit the city today For N.P.R. News I'm it's Borden in Odessa Texas yesterday's shooting and the shooting the day before at a high school football game in Alabama that injured 10 both following just weeks behind past and Dayton are raising questions again about what the White House and Congress are planning to do to address gun violence in the U.S. Joining me to talk about this is N.P.R.'s Tamara Keith Welcome good morning so what has the administration said about this latest mass shooting. Well both the president and the vice president have weighed in a vice president Mike Pence spoke to reporters on his way to Poland for a World War 2 commemoration he was under the wing of Air Force 2 and he said this Our hearts break for the families who have loved ones for the injured those who had loved ones who lost their lives in the wake of this latest the best shooting the President and I are very very they absolutely determined. To work with leaders from both parties because they said stuff we're going to grace and that was I think for a mass atrocity you know. To take such steps is not very specific President Trump in his own tweet in the immediate aftermath of the shooting said that he had been briefed by the attorney general and said that there would be more to follow but again it not real specific about what they mean about what the next steps might be so remind us what signals has President given during the last month on the issue and where do things stand stand on possible legislation so the president has given a lot of mixed signals he has in the immediate aftermath of Dayton in El Paso called for strong background checks then he really seemed to back away from that he's also shown interest in Red Flag laws and and there have been ongoing conversations at the White House largely at the staff level with victims of gun violence and families also with a staff of members of Congress from both sides of the aisle and Senator Chris Murphy of Connecticut came out on Friday and said that the discussions that have been ongoing have been productive that he feels like the White House really does want to consider significant changes to the background check system for gun sales and that he continues to feel like it is possible that the. Could be bipartisan legislation all along there's been this issue where the White House says that they are waiting to see what can pass Congress and then Republicans and Democrats in Congress say they are waiting to see what the White House would actually support there was supposed to be a Judiciary Committee hearing in Democrats you know Democrats control the House on the House side this coming week but it has been postponed because of hurricane Dorian speaking of the hurricane President Trump was set to go to Poland this week but decided to stay in the U.S. As Dorian became more of a threat what are his plans to monitor to monitor the storm right so he said he needed to stay close then yesterday he actually visited his golf resort his golf club in Virginia the White House insists that it is better to have him stateside to monitor the storm and he will be visiting Fema headquarters for a briefing today they also say that the president has been getting regular briefings about the storm throughout the weekend that's that's N.P.R.'s Tamara Keith thanks for joining us today you're welcome. Cotton jumpsuits and snow blowers made in China are all getting more expensive today those are some of the thousands of items now being targeted by the trumpet ministration with a new 15 percent tariff It's the latest salvo in the president's trade war with Beijing China had threatened to retaliate but may hold off as the 2 countries prepare for what could be another round of trade negotiations N.P.R.'s Scott Horsley is here to explain this good morning good morning the tariffs taking effect today cover more than $100000000000.00 worth of Chinese imports but other products were spared at least for now explain what the administration is up to here right President Trump 1st announced these tariffs about a month ago way out of frustration with the slow pace of trade talks with China and 1st he called for tariffs on virtually everything the U.S. Bias from China but after a couple of weeks he backed down a little bit and announced that some of the terrorists would be postponed to avoid disrupting the holiday shopping season so a lot of popular consumer items like smart phones and laptops some toys are getting reprieve at least until December 15th at the same time there are still a lot of products that are facing terror starting today a lot of apparel some food products certain spices we import from China and oddly enough American flags last year we bought more than $6000000.00 worth of American flags made in China as of today they'll be taxed at 15 percent so American flags are getting more expensive so China said it was going to respond with tariffs of its own but now it looks like Beijing may be hitting the pause button is the trade war heating up is a cooling off and that's what business people and investors have been trying to figure out and in a reading the tealeaves It's seems to change day by day just over a week ago China announced retaliatory tariffs on some $75000000000.00 worth of American products including automobiles that really got into President Trump skin and he pushed back by raising tariffs the day that happened the stock market nosedive the S. . P. $500.00 fell more than 2 and a half percent but then just a few days later the president seemed to dial down the tensions he told reporters that China had reached out and said it wanted to go back to the bargaining table the stock market rallied it's not actually clear that China had reached out maybe that was just a ruse from the president but a spokesman for the Chinese Ministry of Commerce did hint last Thursday that China might not go ahead with its own tariffs right now whatever is going on the stock market seems to welcome this more conciliatory tone this week the S. And P. Ended up about 2.7 percent but the administration is still slapping new tariffs on China today so what's going on that's right even as he says he's open to talking with China the president has left in place this latest round of tariffs and the tariff rate is still 15 percent that's up from 10 percent when the tax was initially announced Trump is also threatening to raise the tariff rate on another $250000000000.00 for the Chinese imports that are already being taxed at 25 percent Trump wants to raise that to 30 percent on October 1st unless there's some kind of deal between now and then U.S. And Chinese negotiators are supposed to meet here in Washington sometime this month in September but we haven't seen a real date yet how is all this affecting businesses consumers consumers are still spending pretty freely we got new numbers from the Commerce Department on Friday showing consumer spending grew at a solid pace in July and that's encouraging because consumer spending has been the most durable pillar propping up the economy business investment on the other hand has been slumping and trade tensions seem to be contributing to that the president has told businesses they can avoid his terrorist by moving production out of China maybe bring it home to the United States but a lot of companies are telling us that's not so easy some are exploring shifting production to other low cost countries like Vietnam or Mexico but 2 recent surveys found that the majority of American firms doing business in China have no plans to relocate N.P.R.'s Scott Horsley thank you so much You're welcome. The much but they don't fancy you and I mean this the way that you look just in January living apart from her 3 children and wearing an electronic monitoring bracelet on her ankle she was despondent praying to God she be together with her children soon. If you book and look for that little bit on the Obama but other little boys she says she can't walk to the bus stop with the oldest 2 it's off church property and that's hard for her youngest will get picked up on church grounds and so at least she can be with him now 9 months is a long time and the church has had to put a lot of resources into making sure the family is not only safe church leaders say but comfortable we have ships people putting in 4 hour shifts or more during the day and at night Reverend up he John a man she is the senior minister at Cedar Lane We have people engaged in buying groceries you know and this is every day you know it's not like you do it once and then you're done he says it's a long term commitment for volunteers some of them have been doing it continually since December it is a wonderful gift to. Take something out of people so how long can it go on though does it go on indefinitely I mean this is like you said and then vestment . Mission you ask people we made this commitment as something that we would do for. As long as it takes we didn't say we would only be a sanctuary for 3 months and then were done so the congregation went through a rather intense process of discernment that led them to make that decision together. But that's part of what I see to be the spiritual practice and discipline of sanctuary it is sharing the comfort we find in our spiritual home with others the church has tried to defer her removal order 3 different times every time we have tried to submit her application ice has refused to accept it insisting that should submit that in person and why haven't hasn't she on person their track record of. People in similar situations when they have tried to do that has not been conducive for the person trying to in basically that they were detained and then deported most recent case being in late November 2018 in North Carolina when a man who was in sanctuary at a church was misled. To come to a nice office thinking that it was going to be a routine appointment where he would be offered the deferral and instead it was I was immediately arrested and there was actually a witness by the church members who were there for hours and trying to prevent ice from doing it but the end he was detained and then deported to Mexico during the removal order would allow her to leave the church campus and stay in the US while she tries to get the immigration court to hear her asylum case again and there's new evidence that might bolster her case her brother and his family were granted asylum the tears Lopez's lawyer filed a new motion arguing she subject to the same threats of violence Meanwhile the Trump administration has appointed 6 new judges to the Immigration Appeals Court all with extremely high rates of denying asylum cases so there's nothing Rosa can do but wait on Cedar Lane My mom never met her but she goes on walks but when she nears the exit of the parking lot that leads to the street she turns Thurlow area and even if the boy looked at all I could walk all the way the edge she says but I don't want to risk it ground my. Remote Shelburne in a new series from 30 for 30 podcasts and the undefeated called the sterling affairs Ramona Shelburne joins us now Hiram Ana how is it going good so this is a really fascinating listen but what was it that made you kind want to take a step back go back unpack it in the way that you did today so I felt in 2014 when I was covering this that it was so much bigger than what we were reporting on minute to minute hour to hour I especially once I started making the connections between you know 30 years ago in the N.B.A. Tried to get Donald Sterling out of the league they tried to kick him out but they ended up in court for 6 years and Donald eventually won and I think maybe maybe doing a deep dive on this helps you reckon with why you know us in the media didn't do enough maybe to expose some of this like you know we wrote about him being like this weird all the owner with where. Uncle quality but we didn't expose the depths of it right for people who are not from L.A. Who don't follow the N.B.A. Or sports can you describe Donald Sterling Donald Sterling was a poor kid from East L.A. Whose father worked at the markets and it was a junk paddler and he ends up putting himself through southwestern Law School he builds a great career as a personal injury attorney and then invest that money into a real estate in the seventy's. Instead of taking his own background as. It's at the time as a young Jewish boy who had sort of been discriminated against by law firms and and understood the effects that redlining could have on a community and his city that was trailing basically does unto others unto all of Los Angeles where he became the largest residential landlord in L.A. He basically does unto others what had been done to him her him the kids so. To and inappropriate with his players all the time and I would hear stories from players about the way he would treat them in the way they just all cringed when he was around it was like they all ran the other way when he would come into the locker room or into any of their social settings and there are some really cringe worthy moments one from the pod cast that really stuck with me was from a player old Impala nice describing an interaction with Sterling in the Clippers locker room with Sterling talking about his body. These muscles all here. A little bit because I'm a nobody there's a reason why the left. Buck . Trader block Yes I mean at least you kind of speechless Oh yeah and I think that when we talked about this story and the part of the reason why people reacted so viscerally to it so emotionally to it is he had what's called you know what we refer to as a plantation mentality right like this idea that I am the owner and hence at it you know these are the black slaves and these are these are proud black men who have worked their entire lives to become fantastic basketball players and they're in the not N.B.A. The best league in the world most of them have great careers off the court as well for them to be treated like as old and colonies as black slaves and be seen that way and made to feel that way was absolutely disgusting and you know they don't even in the tape that that Donald Sterling has where he talks to the studio where he says who feeds them who gives them clothes like as if they should be indebted to them they ordered that in defense of himself when people are accusing him of being a racist like as if somebody else can own the Clippers and give them this job they don't need you for a job you just happen to have a franchise the reason why that felt like such a dangerous thing in the league if we want to extend this metaphor and it's I'm always careful in how I talk about it but I think owners are always terrified of the players rising up against them the same way if we go back to the plantation days plantation owners or afraid of slaves rising up against them I mean this is a terrifying existential question and I think at that moment it finally was so egregious and it was so public that players like Le Bron James felt comfortable the day after those tapes came out stepping in front of the cameras and saying there is no place for dog. Sterling in this league that right now seems so obvious right there is no place for Donald Sterling in the N.B.A. But when Le Bron said it it was revel atory it was like This is the rebellion so this is also a story about how a new N.B.A. Commissioner actually does something about an owner how much of this was about Adam Silver asserting his authority I think a lot of this story is about Adam Silver hearing the tape and knowing instantly that they needed to get rid of Donald Sterling you know and I've I've talked at him at length about this over the years like I think I just commented you know in some ways my newness to the job he'd only been on the job for less than 90 days when the when this happened so in some ways my newness to the job actually helped me because he didn't have to think through or good or get bogged down by all of the other issues involved here and the slippery slope for other owners the issue of being in court with him forever like he just knew this was morally repugnant and he issued what amounted to an executive order I mean he just did it and challenge anyone to say he was wrong late and where is Donald Sterling today. It's like nothing ever happened he's living in Beverly Hills he had a saloon dollars richer he is still frequently spotted around town with much younger women right people who always are texting me screenshots of Donald out with a another mistress or young woman the only difference is he doesn't own the Clippers anymore and you know all all never forget one of the longtime employees of the Clippers he said you know with other Clippers Donald just another rich guy in L.A. Now to Afghanistan that the U.S. Special envoy to that country says the U.S. And the Taliban are at the threshold of an agreement after 9 rounds of talks in Doha those talks have been going on for months with both parties negotiating a greater political role for the Taliban and the withdrawal of U.S. Forces the Taliban fighters are still on the offensive this weekend they launched 2 separate attacks on 2 northern cities reporter Jennifer glass is in Kabul Jennifer thanks for joining us great to be with you Leo So this isn't the 1st time we've heard from negotiators that a deal is close this war's been going on for 2 decades what's different this time well we know that the U.S. Secretary of state had said he kind of wanted a deal to happen by today September 1st we have presidential elections happening later this month September 28th there have been 9 rounds of talks as you said but now we have the U.S. Negotiator and the Taliban both saying that this latest round was successful he is saying they're on the threshold of a deal and he's on his way here to Kabul to consult with the Afghan government so last week President Trump said that the U.S. Is considering only a partial troop withdrawal and this was a surprise to the Taliban according to a spokesperson who spoke to N.P.R. The impending deal they thought hinged on a full withdrawal do we actually know what's in the deal we're not sure it hasn't made public what we understand is that they'll be a timeline for some sort of phased withdrawal of American forces in exchange for counterterrorism assurances from the Taliban but really what's crucial is what's not in the deal in March of there were 4 conditions these counter-terrorism the U.S. Withdrawal but also the interim Afghan dialogue and a comprehensive cease fire now then as I was saying there's no final agreement until everything is agreed and now it seems as though he is saying that the interest in talks that will happen after this agreement is signed will basically spell out any sort of long term P. . Yes and a long term ceasefire so we don't know how many specifics are in it and a lot of people here on easy that they don't know what's what exactly has been agreed and then in the meantime the Taliban is still launching attacks and it seems like a tool for leverage while in the fighting Well that is a great question and the real question here and as the son of the same Northern Alliance commander Ahmed Shah Masood this week is actually hedging his bets he is bringing together on Wednesday an anti Taliban coalition they say they're going to fight the Taliban politically and militarily if necessary really kind of an indication that the Afghans aren't sure they can trust the Taliban at all the while these negotiations have begun going on for 9 months the Taliban have continued to fight on the ground trying to increase their leverage on the battlefield so that they would have more influence at the negotiating table I'm so Afghans aren't sure whether this any peace agreement will mean the fighting is going to stop so then what does that mean for Afghanistan's upcoming presidential elections scheduled for later this month. Well President Ghani has insisted these elections should go forward but this week a bill of Villa his main contender and his chief executive officer has said he's ready to quit the elections for the sake of peace and that kind of throws things into question so far we understand the elections are going forward election materials are being distributed now as we speak the elections are only 4 weeks away and it was really uncertain is whether the Taliban who have a V.M. And it has a number of characteristics that make it as the new considers a new species What's up with the 3 jobs is this common most leeches in this group and other words have 3 jaws but the number of teeth on those jaws is more variable so why why 3 jobs what do they need them for jaws are held internally and when they're interested in feeding they'll spread their mouth out to create a sucker kind of like a suction cup on a window and then they push the jaws out in the jaw the muscular in lined with teeth and they move the jaws back and forth to create the wound with the teeth and then that sucker helps suck the blood from the wound that does not sound comfortable and really don't feel it most of the time you're standing in water you're surrounded by plants are probably not paying attention and it may feel like a little bit of an itch if anything but I can see how it's really a nerve ing to people to be minding your own business standing water and look down and find a large bloodsucking warm on you. And I thought in writing the book that it was important to show kids the variations in conditions so that when they see a child doing only one of the things the book stalks about that they don't think that that means that child is not experiencing something differently one of the reasons I connected to the story is because my son Santiago has high functioning autism he has his life experience and his challenges and everything that he has taught me so much and he's made me a more patient person I've been the most impatient person my whole life and I realise some amazing abilities that he has like this great to memory he has is amazing ability to remember things he's an incredible writer he can write 5 years of head of his age so I have learned so much from my son and I consider what he does superpowers I look at him and he just he leaves me speechless all the most important takeaway of this book for me is that differences are not bad things that we are and can have as rough Ale has described the superpowers that they can give us the ability to perceive and interact in a world in a positive way.
