News I'm Robert Siegel and Washington and I'm Kelly McEvers in Culver City California wildfires are flaring up again today in northern California winds are feeding them in Napa and Sonoma County tens of thousands of acres are burned along with 3500 homes and businesses the fires have also left 21 people dead and with hundreds of people currently listed as missing authorities say that number is likely to rise N.P.R.'s Eric Westervelt is in Napa County and is with us now from the Napa Sheriff's Department headquarters Hey there Eric. So what is the latest on the fires where you are right now. I should say there's a light coating of ash falling down all around me right now there's a smoky gray haze everywhere around Napa County the smell of burning wood in the air there were more evacuations ordered last night in parts of Sonoma and Napa County I went out looking at $22.00 fires across this wine country many of them are not at all under control Kelly and fire officials here say look it's a fluid situation they're moving quickly and there are fears that some of these fires could merge and the wind is is of course key to all this to battling these fires you know is a little cooler and winds were a little calmer yesterday that gave a boost to firefighters but you know overnight and today the winds are picking back up and that's added more power to the fires and stronger winds are predicted for later today and this evening you know and it's shipped in from the southwest wind to the north. And so more wind and low humidity will mean you know big challenges for the firefighters working long hours on these lines and I spoke just a little while ago with a very clear I mean he's a rapper County Fire Chief winds are predicted to be in the 10 to 30 mile an hour range with higher guest on that will create extreme fire behavior and when you put this all together it is going to be a very challenging situation we will continue to evaluate the situation on every fire and we will issue additional evacuation warnings and orders as become appropriate. Orders and warnings as they become appropriate and what have you heard there in Napa from people about evacuations. Where there was a new evacuation order for Green Valley in Solano County a neighboring county and Callisto that's the northern part of Napa County home to some 5000 residents and it's a big wind center and there are historic hot springs there there was a partial evacuation overnight I spoke today with Diane Dillon She's the county supervisor for really northern Napa County she was up all night tired at around $330.00 she says she got the alert She then went door to door with police telling half the town or more they needed to leave right now and we started walking and knocking on doors within a half hour people were already trying out and with their car stuck there were some people who were surprised and didn't know it was coming but they they didn't respond they didn't resist as we mentioned at the top of this hour hundreds of people have been reported as missing at this point what do we know about that. Well remember Kelly people left in a hurry some may not have had you know their cell phones they made it up told relatives you know I'm going to this friends or I'm going to this cousins and cell service was pretty spotty for the 1st 48 hours so some of those high numbers you know police here say is just part of the chaos of so many fires that came so quickly and people may not have checked in or updated their missing person report that's a big part of it that said authorities say that the. The toll is likely to rise in coming days when they can sort of get in to these so-called hot spots and look for the for the dead missing and this is day 3 of these fires and besides the unpredictability of the wind was the biggest challenge now. I think fatigue is a huge factor here I mean what one fire official said look you know we were used to long hours and difficult hours but this is really pushing people to the limit Cal Fire is working to get their crew some rest some food to cut it get them rejuvenated and some relief has arrived but with so many fires raging across northern California you know fire resources are stretched thin and rest is really in short supply and that's something they're going to try to get today as they try to rejuvenate people for the for the fires ahead That's N.P.R.'s Eric Westervelt in Napa County California thanks a lot. You're welcome. We're asleep and my husband woke up and I looked at my phone it was 1242 and I stood up and looked out the window and the entire bridge across from our house. Was on fire that's Emily Cox She lives in Napa where the Atlas fire has been burning for days his parents are vineyards and neighborhoods including hers she says she fled her house early Monday morning we can see Atlas Peak road which is a mountain road that goes up Atlas peak and you could see cars like going driving through the flames kind of getting down and it was just the entire ridge I mean like 3 miles it's just all fire so we went outside and looked and it my throat hurt immediately and my eyes are watering and ash was falling I called my friend who's actually a fireman and self and he lives a few miles away and he said that the sheriff or somebody had come through and told all the residents and his little kind of rural home community take to get out we had had anybody come to us she had to make the decision on your own you had you it was up to you to decide like whether or not to leave Yeah and we have 2 cats no children so. Put the cats in carriers you know I was kind of panicked and I didn't really know it's a grab and I kind of like stood in my closet and I don't even know what to grab and I grabbed a couple shorts and a pair of pants and you know a few things of food and we didn't know if we were going to a campground you know so we had put our tent in the car and we jumped in the cars and that was it we just left heading east and ended up in soon city Hampton and so you had you I mean do you have a couple pairs of shorts a pair of pants a little bit of food an attempt here 2 cars here 2 cats Yeah that was it I mean I ended up grabbing and you know I grabbed my passport and I grabbed some of my grandma's heirloom jewelry and it just like hit me I was like grabbed that stuff and 2 pictures of my parents and our wedding album I grabbed that and everything else is gone what happened to your house you know I've been talking to my parents and my mom called and she's like I think your father found a picture of your house on the Internet and I was like oh tell me the Web site and he she's like just be prepared and I pulled up the website when I was on the My dad called I was on the phone with him he's like here's the website and I pulled it up and it was our whole engulfed in flames and that's how we found out that it was gone it's it's surreal So now you're staying with your parents a few hours away. And I know it's really early and. You know maybe you don't answer this question but what's what's your plan I mean the smoke is terrible and we can't go back right now and I I don't even know when we can I mean you know these fires like when you see the big wildfires that rage outside you 70 or whatever that he weeks to put out and it's 0 percent contained so like it's going to be weeks I mean at 1st we thought maybe 72 hours I don't know it's just a wait and see which is hard because it's the uncertainty but a lot of people are facing that so we'll figure it out and like Cox thank you for telling us your story and good luck thank you. News I'm Robert Siegel in Washington and I'm Kelly McEvers in Culver City California in Puerto Rico the number of people who have died since Hurricane Maria has gone up to $45.00 and will likely go even higher power is still out across across much of the island and hundreds of thousands of people don't have running water now 3 weeks after the storm there are now more than 13000 u.s. Troops in Puerto Rico that's on top of fema and other u.s. Personnel helping the island recover from the hurricane they are working to deliver the emergency aid that arrives daily by air and sea but to reach the people in need they have to work with the island's 78 mayors as N.P.R.'s Tom Gjelten reports that means navigating bureaucracies that often have been plagued by mismanagement. For people in San Juan life is tough but mostly manageable but in the most remote areas of the island food supplies are low and residents have neither power nor running water the 3 star Army general in charge here Jeffrey Buchanan and his Puerto Rican deputy general who say Ray is visited the town of Lara's by helicopter Ray has had some news for mayor Roberto pro-gun say they want to be out but ice and I think that's all he's going on it but I gather you're not even it was you know they were bringing in extra troops here it is said 15 or 20 soldiers to help you distribute the aid this is happening in each Puerto Rican municipality a militarization of the aid operation it will be the troops responsibility to oversee local aid distribution to make sure it gets to the neediest areas but that's not all the time like this desperate people do desperate things stuff is getting stolen We are also providing security to supermarkets gas stations the major one that people you know we have in the house even there been another u.s. Officials here say most Puerto Rican mayors are doing what they can to serve their people but one reason for deploying u.s. Soldiers in each municipality is that some local officials are not all that trustworthy but we have some people that are not. Are not going for aiding but will make sure we get the comedy goes to the people that actually actually need an accountable mayors are an old issue in Puerto Rico are said to be accustomed to doing their business without interference from above or Naldo Cruz research director at the foundation for Puerto Rico says the mayor's clout stems from the key role they play in turning out the vote in their region for their political party if you're a governor or your senator or if you are a congressman then you can piss off the mayor because you need the mayor of all 4 years you could there are ones who are going to get you to vote but in the aftermath of Hurricane Maria u.s. Federal authorities are running relief operations and I've been able to read state one. The thought was that in the region around Loris yesterday generals Buchanan and Ray is personally a company of the aid deliveries going house to house with boxes of food and water. As their trucks roll down the narrow streets loudly announcing their presence people came out to cheer the generals and the fema officials who accompanied them in the town center the Lara's mayor and his son made a personal pitch to General Buchanan saying all age should come directly to them so that they can distribute it themselves in their own trucks for them to be good imo he forgot about that in some fable if a helicopter comes and leaves the aide in some village park somewhere he told generally Cannon's interpreter that no one will know where it is gentle be patent was unpersuaded what it is and no is until I get told to stop from fame I'm going to get fortune supplies by air and I understand why he wants it here but you know this way we can ensure that everybody is getting help so what would it doing it and when we get directed to stop we will. The u.s. Officials here say the Lowrance authorities seem well organized pushing the aid straight to remote areas is an island wide policy at a time of concern over whether local authorities are moving the aid properly the chief federal prosecutor here Millie Rodriguez tells n.p.r. News San Juan President Trump has called the Iran nuclear agreement an embarrassment and he's threatened to declare Iran in violation of it the president's main complaint is the the agreement does not address what the u.s. Considers Iran's bad behavior on non-nuclear issues here's n.p.r. National security correspondent Greg Myre and with a look at what lies outside the Iran deal the nuclear deal lifted tough sanctions on Iran and eased his isolation the thinking was this might in fact this on might produce a more moderate Iran it hasn't worked out that way I believe that President Obama's flawed nuclear deal was a gamble. A gamble that Iran would choose to become irresponsible actor that's California Republican Ed Royce speaking today at the House Foreign Affairs Committee which he chairs the Tehran regime clearly sees itself as a movement. One that uses ideology and violence to destabilize its neighbors you don't need a critic of the Iran nuclear deal to get an earful on Iran's aggressive behavior supporters of the nuclear deal offer similar complaints beginning with Iran's ongoing missile test those missiles could potentially deliver a nuclear warhead but they're not covered by the nuclear deal the missile tests are very troubling and particularly because the missile tests are done by the radicals in the most provocative manner possible Abbas Milani heads the Iranian studies department at Stanford University he's critical of Iran on many other fronts like in Syria where Ronnie and fighters have helped ensure the survival of President Bashar Assad I think Syria is a fairly foregone conclusion as I don't think there is much that the world can do to change the outcome of this now ravaged country and in Iraq he now believes the run will have a virtual open hand to increase its influence Iran also supports a host of radical groups Hezbollah in Lebanon Hamas in the Palestinian territories and Hutu rebels in Yemen but all that falls outside the nuclear deal u.s. Allies international inspectors and the trumpet ministration itself have all said Iran is in compliance with the nuclear agreement Ali raise and neither of the Rand Corporation advocates a 2 track policy in dealing with Iran at next perfect time to keep the nuclear agreement and push back against Iran and other way Iran. Susceptible to crash and he says the u.s. Could use the carrot engaging Iran over a shared opposition to the Islamic state and the stick a threat of new non-nuclear sanctions. President Trump is planning to issue an executive order tomorrow that he says will inject more competition into health insurance markets the goal is to make it easier for people and small businesses to band together and buy insurance presumably at lower rates but the new policies they buy might not offer the benefits and protections consumers have become used to under the Affordable Care Act N.P.R.'s Allison Kojak reports Hi I'm Tracy welcome to the Farm Bureau health plan if you live in Nashville you can get a health insurance policy from the Tennessee farm bureau here for $100.00 a month one of the most common questions we get asked how do we keep our rates so low and it's a good question the Farm Bureau offers for health plans for under $200.00 the cheapest plan on the Obamacare exchange is about $350.00 a month so what's the Farm Bureau secret they can offer a stripped down policies with high deductibles only to healthy people the $100.00 a month plan has a $5000.00 deductible it pays for 80 percent of the cost of doctor visits tests and prescriptions but it doesn't cover preexisting conditions and it doesn't comply with the rules of the Affordable Care Act That means people who buy these plans have to pay a penalty to the i.r.s. Kevin Lucia's says lots of people still want these policies he's a professor at Georgetown University's Center for Health insurance reform it may be worth it for some people because their premiums Kobo enough that they can combine both a premium and a penalty you know still feel like they're getting the policies are known as association health plans because they're sponsored by trade association for business groups and President Trump wants to see more of them he's expected to sign an order that he says will make it easier for organizations like the Tennessee farm bureau to sell insurance across the country and also be signing something probably this week which is going to go a long way to take care of many of the people that have been so badly hurt on health care and they'll be able to buy they'll be able to cross state lines. And they will get great competitive health care it will cost the United States nothing according to reports in The Wall Street Journal and The New York Times Trump will direct federal agencies to make it easier for associations to sell insurance to individual members and to small businesses in multiple states the goal would be to release them from the Affordable Care Act strict rules that govern what a health insurance policy has to cover that would be hard to do that's never shall lay a senior fellow at Mathematica Policy Research She says the law clearly defines the rules around insurance and an order from Trump won't change that whiskey Affordable Care Act in place there is less and logic to association health plans or strategy to expand coverage or reduce costs the only way association plans work she says is if they can attract healthy people and leave sick people behind and that means getting rid of at least some of the popular consumer protections in the a CIA like coverage for preexisting conditions that Cooper is a health economist at Yale University part of the reason we brought in essential benefits so that insurers couldn't sell products that for example didn't cover diabetes which would then make it hard for people with diabetes to get coverage Cooper says this executive order and most of the other proposals designed to fix the health care system are missing the point ultimately the reason health insurance premiums are so high is because health care is so expensive Alison Kojak n.p.r.
