Breaking news this morning as matthew continues to cause problems. We are going life to the center in raleigh for where governor pat mccrory is. Life. This storm is not over for North Carolina. One thing we have learned is that when you go from a category 4 hurricane to a category 1, the danger and harm is still there. What those categories do not include is how water can kill. That is exactly what has happened in North Carolina. We still have those dangers potentially killing people. As we speak, people are trapped in their homes throughout North Carolina, especially in the east at and at the coast. Hurricane matthew is still hitting the northeastern part of our state, especially the outer banks. We are concerned with the storm surge and the outer banks. We are currently having a 36 foot surge. As we said yesterd going out and this is causing a great deal of flooding and destruction and dangerous water and road issues in the north east. It is similar to what we have been seeing in raleigh and failed fayetteville and in the south parts of wilmington last night. It will be leaving shortly, but i am sure it will leave behind destruction and hopefully no loss of life. Disaster relief declaration that we have sent to the president to provide immediate federal assistance to the state an additional federal assistance as quickly as possible. This will help people who do not have insurance for flooding. This will help the State Government deal with debris and the repair of roads and bridges. It is like to thank the president for his ongoing communication with me and also our federal partners and are county partners during this difficult past 72 hours. We have sadly confirmed seven fatalities at this time. One in pitt county and one in sampson county. 2 in blatant county. One in Harnett County and two our hearts and prayers are with the families of the individuals who have lost their lives. We had an individual who passed away in a shelter due to health concerns. Our thoughts are with those families also. Thoughts and families are with those families also. There is rocky mount and greenville and goldsboro another eastern to we will have major issues with river flooding. I will give you more details about that in a few minutes. We are extremely concerned with inland flooding because right now the rainfall totals saturday top 15 inches and goldsboro. 9 inches in raleigh and rocky mount. 6 inches in wilmington. More than 6 inches of rain. A lot of that rain is going to the rivers and we will not see the reverse the rivers peak and tell monday or tuesday. The model show very dangerous conditions as those rivers go over their edges. The k shaul river will peak today threepeat 3 feet above flood level. That communities and farms around windsor. We saw the damage that occurred last week when they had 15 inches of rain. We also had major issues at Rockfish Creek and rayford. Lumber river at lumberton. We also just had news of the dam breaking in lumberton and there are hopefully evacuations that had occurred. We just got notice of that in that is an extremely serious situation in lumberton. We were observing that yesterday also. But, there has been a breach of a dam in lumberton. Town creek near pinetops antar river near rocky mount. Neuse river near clayton and smithfield. Johnson county was hit very hard last night. The river at the u. S. At rocky mount. The people in rocky mount need to be extremely careful. With hurricane floyd, we learned that river can raise quickly and its going to happen. Stony creek at rocky mount and Crabtree Creek in raleigh. Dashawn river in edenton are the major concerns. Moderate and minor flooding is predicted for 34 other using 58 boat cruise and 334 rescue techs. They are going on as we speak. Right now the coast guard and the National Guard and the Highway Patrol and the special swiftwater teams from throughout the state and out of the state are rescuing people from their we want to do everything we can to help them. We actually had 562 rescues and Cumberland County alone where we have added a few months west rescue team to the rescue effort during the evening. I need to let you know these rescue teams are exhausted. They have been working through the night and we are trying to move more rescue teams in to if they are so fatigued and they are putting their lives in danger. Right now their lives are in danger in several dangerous areas. Let me give you some examples. More than 200 people were rescued from a neighborhood in pinetops and edgecombe county. Edgecombe county is underwater and several people have been rescued by the coast guard off of a roof. I hope the dog survives too. My wife, i know that great deal for pets and also livestock animals that can be in danger at this time. The helicopter went in for five people there were on a rooftop that boats could not reach. Crews are still in the area and there is also an attempt to rescue the pets. In weight county, 58 individuals were rescued and for a nurse who did not make it home after her shift ended. A National Guard team, god bless you all, found her clinging to a tree in floodwaters along her route home. Can you imagine in the dead of night, clinging to a tree. A nurse of all things. God bless the National Guard who continues to do great work. General, thank you very much. Active water rescues continue in Fayette Fayetteville as well. York and ohio and new jersey are filling in as our rescue teams try to get some sleep before they return primarily to the east. 300 North CarolinaNational Guard with high water vehicles have been activated and are and are performing rescues. There are more National Guard on the way. We think we will need more. So, National Guard crews have additional troopers and 16 20 additional troopers. There are several areas where they are being redeployed at this time. We are also working with the coast guard to help with these rescues. They are doing and extent an outstanding job. It may have been on our team since day one. I told the president that yesterday and a phone conversation how much we appreciated the u. S. Coast guard. The state Highway Patrol is getting troopers out to impacted areas and they are working hard to keep the roads safe. The department of transportation is doing an outstanding job and is putting resources into impacted areas to ensure that roads are open county status, we have 43 local state of emergency. 40 eocs are open. We have more than 6000 power outages, mostly in southeastern North Carolina. I spent the night in raleigh nehe also major outages in fayetteville and to the east and of course the coast. A lot of people do not have access to this press conference and do not know what is going on unless they have access to a radio or internet possibility. We need to get them information because they dart they are not getting information they that is causing serious issues, especially if people are trapped at this time. The state Highway Patrol is working with nearby counties and phone companies to get this rectified as quickly as possible. We are also patrolling a lot of areas to make sure that people see that there are people out there if they cannot be reached through 911. There are ways also i other local Public Safety offices to get help if you can. We have major water system is just issues and johnson county, gates county and Cumberland County at this time. We have got potter bottled water on their way to those counties. We have had some tragedies on i 95 last night. Now. 887 rescues across the state right now. We confirm can confirm governor mccrory is attacking roy cooper on the state crime lab. Well, we know roy cooper and we know the problems he discovered when he became attorney general. Roy found a backlog of over 5,000 dna test kits and years worth of shoddy investigations. But he cleared the backlog.
