Reporter and were standing right by the dam on rhodes pond, and take a look over but thats not the worst of it. If you look down towards where the dam ends and the levee begins, you can see the area was breached this afternoon, its out, theyre currently trying to reinforce it with stone. Lets show you what it looked like earlier this afternoon. Officials chance the dam could break and could flood highway 101 and interstate 95 downstream. State wild life owns this dam and they have a construction project underway to improve it, already spending more than 2 million to replace deteriorated dam gates and make this pond a better place the record fishing and for fishing and boating, so the construction crew was available to do the emergency repairs on scene. The state says this dam according to the records we reviewed online is a high hazard dam. Before this situation, the state tried to get the improvements completed by the d of november or early december. At this point those repairs are going to have to be put off a little bit because now they have to wait for the water level to drop before they can finish the construction project here. Reporter im standing on Manchester Road right now in the overhills section of spring lake, and the Lower Little River has the road completely covered. Its impassable. Is18 feet, so the river reached historic levels already, one of the hardest hit in Cumberland County so far. Residents say its the hardest theyve ever seen the rain and the highest the river has ever actually been. We were just as a press conference where the mayor of spring lake told us more than 100 members of Law Enforcement and rescue have been helping evacuate some families and he wants to assure people hesitant to evacuate in the highrisk area that is Law Enforcement will be patrolling them through the evening to make sure the homes and belongings do stay safe. About 20 to 30 homes have already been impacted, but at carvers creek state park, the water level versus come down, looking okay for that dam. Coming up later tonight at 5 30 and 6 00 well show you what residents had to say about the possibility of evacuations and someth of the rain and flood and some of the rain and flooding so far. Yesterday. 25 people were rescued from eir homes and cars. In all nearly 80 calls for service were made, and 20 intersections throughout the responders live and your own lives at risk. Police made a woman evacuate early this morning after flood waters threatened her home. They came and fire department, they were knocking staying get out and i said hold on. We go there with a look at the damage. Reporter we are on johnson mill road, and this bring was shut down because the creek underneath was moving so swiftly it started to erode the bridge away. You can see how fast the water is moving, and actually in the restaurant and bar called the mill. We spoke to the owner of the mill earlier today, and he says he thinks theres at least three or four feet of water within the restaurant, but he wont have a better idea until the water goes down and he can get inside there. Reporter hes lived here since 1968, and last nights storm was one of the worst flooding from anderson creek. The water was up over th five foot fence. Reporter just five miles down the road, the water was also overflowing the banks at jumping run creek. This car was completely submerged. This is typically a dry area. Its flooded though. The levels up at least a couple of feet. Well have to find different routes to school and work which have to go all the way around ray road to get to spring lake. Rorter another heart hit area was thompson road in lilington where the street was cut in two. Crews responded to this accident of a white pickup truck that fell in the hole. The driver of the truck is in good condition, but the road could take some time to repair. Just so much water, the pipe couldnt take it, and it washed it right in two. Reporter fishes say the washout could take up to weeks to repair. Thompson road itself will open in a month. A train packed with commuters barreled into a busy train station in new jersey this are injured. The train crashed through a barrier and into a wall and a platform of people waiting. The roof partially collapsed on the train. Mewhile on the train many passengers h no clue what was happening. The lights went off, and people started creaming and screaming, and it wasnt like a joke, it was like completely thrown from one area to the crowded there wasnt anywhere to go. Federal investigators are working to figure out what happened, looking at various conditions like the tracks and speed of the train. New details about a School Shooting that saw two 16year old students and a teacher hurt in south carolina. The suspected teen shooter killed his father at home before attacking the school a few miles away yesterday. One student was shot in the the most seriously wounded jacob hall was air lifted to a hospital. A female teacher also shot in the shoulder. The shooter armed with a hand gun never entered the school. A volunteer firefighter is credited with stopping him on the playground until the police arrived. As you heard, one of our firefighters did that, and probably saved a lot more hospital in critical condition. A unc Football Player facing rape allegations and his accuser appeared in court team. Reporter this morning the alleged victim and the accused were in the courtroom sitting on opposite sides as the judge determines whats next in the case. We now know the misdemeanor case will be moved to december female. Ardis maintains his innocence saying they had consensual sex. The victim says she was drunk and did not consent to sex. She also claims she was drugged that night. An investigation was launched by the campus but she says it was ineffective. Th were confident if they let the investigation played out he would have been proved innocent. Ardis, his family and attorneys say theyll not plead guilty to something he did not do. Hope you and your neighborhood e here are the highest rain fall totals since what we got yesterday into the Early Morning hours this morning. So nearly 10 inches in rockfish, 10 inches at pope airfield. Fort bragg over 7, and then the totals go way down. So you get this much rain and youre dry for a week and have time to recover, but any little problems, and thats what we have tonight. Its not massive flooding rain, not heavy rain, not severe. Theres no thunder or lightning, its just light to at times moderate rain, but this could cause a few problems, and you see it down here in western parts of samson county and garland. The main problems are in Cumberland County. The little green boxes, those are flood warnings for area rivers, dams weve been talking about. Widespread flooding is not expected tonight as you can see, most of us are dry, and most of us are also in the 70s. But the Flash Flood Watch stays in effect until late tonight for mainly the southern half of our viewing area because again just a little more rain could result in some more flooding whether its on the side of the road, on the road or rivers and ponds and creeks. Tonight we can really sound the all clear and look forward to sunshine and drier weather this weekend. But tonight a few showers, mainly scattered, basically what i showed you down to the south as temperatures fall through the low 70s, then dry out from midnight into tomorrow morning and the morning commute starting out about 67 degrees. So we had an immense amount of moisture in the atmosphere, then instability. This stationary front and area of low pressure made it perfect conditions for rain, and a big upper level low is sitting back toward the ohio val lee, and all of valley, and all of that coming together at the worst of times to bring the rain we had last night. Theres still some moisture and instability around leaving us with a chance of rain tomorrow, so heres the next 24 hours. Midnight tonight, clouds are around, but most of the rain is friday morning commute. But again we have another cloudy dry. Generally dry through lunchtime, and another afternoon a few showers come up from the south. I dont expect any Severe Weather or overly heavy rain, but a few showers to don in the early afternoon and dodge in the early afternoon and late evening. And the other big story is in the tropics, and matthew that quickly came to life as a hurricane this afternoon. The Hurricane Hunters just finished up the afternoon flight, and theres the center of the storm. Theyre looking to zig zag and gather information. Wind at 70 miles per hour, the pressure dropped, and the storm has slowed down, and get this, its going to be in the caribbean from now until next monday. A very slow moving storm that could strengthen to a category 2 saturday, and then take the turn to the north where it will remain a cat 2 until the early idea of what happens late next week. We hope to have a better idea tomorrow, but North Carolina and the east coast will have to watch this storm. In the meantime, tomorrow, its a 40 percent chance of rain with highs in the 80s, and we lower the chances even more saturday, and guys we are dry on sunday. I think thats some welcome news to everybody. We keep it dry through monday and tuesday as temperatures hold in the 70s to begin again matthew, something that could impact us late next week. Historic flooding leading to evacuations, new at 5 0030. Residents whose homes were endangered by the recognizing waters. A live look at spring lake. More than 100 First Responders have been busy there, helping protect families from the floodwaters. Lets get an update from wes hoen stein. The rainfall total thats weve seen in the past 36 hours normally come with a hurricane but there was no hurricane this time. It was just a lot of moisture in the atmosphere, a lot of instability and everything was moving really slow. And tonight, while the creeks and rivers and lakes are very sky isnt that heavy. But any additional rain is not good at this time. We have light to moderate rain falling in the sandhills, a little bit in Cumberland County, most of it moving into parts of sampson county, and its coming from the south moving off to the northeast. The green boxes that you still see are not widespread flood warnings. Those are specific flood warnings for the rivers, the dams, and the lake and pond problems we have. Coming half hour. But as you can see the big picture, many of us are dry tonight. There are more showers to the south. So some of that will have to move through our area mainly along the i95 corridor as we head into the evening. And i havent, i dont know if you have, but i have never seen a map in a long time like this. Look at where the bulls eye is. If you look at the rainfall estimates, the color coding here, lets just go by that. If you see orange, its three inches. If you see red, its four. So what on eh look at where the bulls eye was. Just some amazing rainfall estimates that are in excess of 9 and 10 inches for harnett, cumberland and hoke counties. We get to a dryingout process but a Flash Flood Watch stays in effect until 10 00 tonight. We have sun chancres we have a new month all coming this weekend along with some cooler temperatures. And weve got an update on Hurricane Matthew. Well look at the computer models where they think its the Severe Weather alert. Were keeping a close eye on a dam roads pond its on the sample con and Cumberland County lines. If it fails, water could surge over i95 and 301. Whats the situation . Reporter weve been following this thing since 5 00 with when we first went live down here. Let me show you this piece of stone. Its something called rip rap. This and all these other pieces of stipulate is whats saving the day. This dirt right here, this holding back roads pond. This levy used to extend all the way over to the cement dam, but this afternoon, you can see right over there, the levy began to breach. The water got through and began eroding that levy away. So emergency crews brought in this rip rap and put it down here to reinforce the levy to keep it eroding any further. They cant repair the breach until the water level on the dam, or the pond i should say, gets a little bit lower. Thats over 301, you can see that piling. You can see where the water level was about a half an hour ago, you can see the watermark on the piling, it is now a lot lower. So that is working. The level in the pond is slowly going down. This banking is no longer eroding, but Officials Say the risk of this dam failure still exists until about 7 00 this afternoon. If it does fail, they were concerned it would overwash both 301 and i95. But it looks stick with us and coming up at 6 00, well give you another update on whats happening here. Cbs North Carolinas Carly Griffith spoke to one homeowner who is worried about what the floodwaters will do. Reporter we are in hoke volunteers trying to pump water out of this area. There was a pond behind us here that overflowed and actually if you look beyond these trees, theres a house that has at least 2 to 3 feet of water enter it. We spoke to the homeowner, james jackson, who says hes afraid his house is just ruined now. And he also said that the rain came so fast overnight that he did not even know his house was flooding. I woke up to bathroom, when i woke up, about about an inch and a half of water in my house. Reporter more and more volunteers keep coming out to help and try to get rid of this water. But jackson says hes afraid they will have to move anyways because the damage has already been done. In hoke county, karla griffith, cbs North Carolina. Well, staying in hoke county, we have just learned that the county schools are on a twohour delay for tomorrow. Weve been monitoring the social shared images from the flooding. In fayetteville the police drove through a neighborhood that was dealing with rising water. Yall can see these vehicles are underwater. We have trash cans floating. All these citizens are requesting to stay inside their homes. You may be wondering, officers are driving a large vehicle used for rescues to check on people. Thats why theyre out there in that water. They used Facebook Live to share this footage a neighborhood. This park is a popular destination spot. You can see the water swirling in the park and in the parking lot. Our nate rogers visited the area and gives us a better idea of the situation. Reporter im nate rogers take a look at downtown festival park. The entire beautiful park now submerged by water. Conditions have been like this since early this morning. Even in another direction of the park, water flowing into this havent seen damage this bad since hurricane fran. Quick numbers from officials. Theyve had 28 water rescues since last night here in fayetteville. Also at least 80 calls for service. There remains about 20 or so intersections that remain blocked because of the high water conditions. Now right now, e. M. S. Officials are saying please listen to what local officials are saying, stay inside. Dont come out unless you have to or your home is threatened by the waters. Police body cam video shows the deadly end to a chase notice louisiana last november when a 6yearold boy was killed in an officerinvolved shooting. We want to warn you, the video is graphic. Cbs news David Begnaud reports. Video starts in silence. It shows deputy city marshals in louisiana chasing an suv in november of last year. They claimed after the chase ended that the driver posed a threat when he backed his vehicle toward them. Even though it appears the driver showed both hands to the officers. Two marshals opened fire. They shot 18 rounds, 6yearold jeremy diagnosed with autism was killed in the passenger seat. Hit five times in the he christopher few was shot twice but survived. Marshals Derrick Stafford and norris green hiss house jr. Are charged with murder. Stafford is heard saying he didnt know the boy was there. I never saw a kid in the car. I never saw a kid. Good evening again from the weather stretch the radar im happy to report tonight is much calmer than it was last night. Rain in any amount not what we need right now. But those of you who got most of the rain are dry with just some light to moderate rain showers right now in sampson county. Everyone else in our area is dry. There are a few showers to the south of this. And they are moving and parts ever wayne county to continue for the next couple of hours. But for most of us, we will stay cloudy, but we will stay dry as we head into the evening. And as we look at the big picture, a couple of things i want to point out. Most of us in the 70s, low 80s today. But you kind of look at the klorcon tours with me here. You look up into the mountains and beyond, and you start to see some colors we havent seen in a while. Theres some cool air out there. But its 59 right now in boone. We have some cooler temperatures on the sevenday forecast. Weve just got to get through the next few days. And in tonight, well keep clouds around with small rain chances. Mainly south and southeast of the triangle. Not severe, not heavy enough to cause flooding. But again, were concerned with any amount of rain at this time. So light to moderate is what were looking at tonight. Then drying after midnight. And for friday morning commute, yes just one will start off with temperatures in the upper 60s. Lets talk about what happened yesterday and kind of whats going on with our weather this week. Ill start with my luggest map. This is our ugliest map. Its a different setting on the satellite that orbits the planet and it deinspects the water vapor. So gray is a lot of moisture and orange is not a lot of moisture. But i want you to look right up here in the ohio valley. Thats like a bowling ball heading down the lane, right . So that giant spinning is an upper level, way, way up in the atmosphere low pressure center. This is a big one. Its helping to contribute to moisture in our air, its helping to contribute to instability, and everything just came together at the wrong way last night. Unfortunately for a lot of us. So theres that upper level of low pressure. Onnen of that we have this stationary front and a little bit of low pressure along that front. So thats aot theres a loss of moisture that can get sucked in at at any time. Its what happened yesterday. We dont have as much instability. While there is rain in the forecast tomorrow, again, its not as much. So lets talk about what were expecting. Tonight at midnight we expect to be dry with clouds sticking around and the same thing for your morning commute tomorrow. In fact, most of the morning should be dry, albeit cloudy.
