Radicalized during a past stint in prison for robbery and turned to isis videos online and then to an isis handler overseas. Governor cuomo says the plot was a sirius one. Spoke overthe internet with ter reeves organizations, planned the attack, brought the material and planned to assassinate people on new years eve night. Fbi said they found him along these rod chester streets as lutchman went to this walmart to buy knives and ski masks for the attack. He boasted of wanting to build a bomb. The feds moved in. They were going to wait a little while longer until the arrest was carried out. But he was going to carry out another act of violence. Lutchman posted this operation is a go. Investigators say lutchman did not have much money but he had the will and some weapons and now he faces terror charges that carry up to 20 years in prison if convicted. An bronx doctor outrajds over a traffic stop involving a nypd lieutenant. If an officer in plain clothes stops you in an unmarked car. Heres Investigative Reporter sara wallace. Does that hurt . This doctor often works late with patients in his busy office in the bronx. He was driving home in this commercial dark and december late area one evening in october, says he spotted a car driving very slowly in front of him on still well avenue. I do a little bump, a beep and as him whats going on. He pulls a little bit on the side. I keep driving. He says the next thing he saw whats going through your mind at that point . I was a little terrified. I was shaken up. He thought the car wanted to pass him but it doesnt. He finally stopped on the parkway, a man approached. The doctor captured this quick glimpse with his cell phone camera. He was somewhat menacing, large body build and he was dress in a jeans shirt, jeans bottom and a yankee hat. Any sign of a shield or badge . There was no sign of shield or badge. That man was later identified as dame onsanchez, a lieutenant with the nearby 49th precinct. I asked him, i said, did i do anything wrong and are you a police officer. He completely ignores him. At that point i said, i think i need to know those two things. He says shut your car right now, shut it. At that point im shaking, im almost like in, you know, a state of panic. He says he showed the officer him by the new York State Troopers pba. He kept asking the lieutenant for his id. I havent seven seen your id sir. Completely ignored him. He says finally a female officer appeared and showed her badge. I said oh, so you guys are police officers. And i gave them what they really were asking for, my license and registration. And all i really wanted was an identification to tell me what i was pulled over for. Reporter so what are your rights if youre stopped by a Law Enforcement person in an unmarked vehicle. The answer may surprise you. The iteam discovered there is no law in the tristate area requiring officers to identify themselves but individual departments do have a policies including the nypd. That came about in agree of 2003 after a huge increase of complaints from 199 and 2002, a 175 jump in four years. Attorney david schwartz. Basically says that the name, the shield number and the rank have to be identified. The nypd says the lieutenant did identify himself, that his shield was on his waistband and that the doctor refused to follow instructions. After calling for backup, the lieutenant left the scene. He never id fdny identified himself. Arriving officers gave the doctor four summons that could add up to ten points on his license, including failure to yield to an Emergency Vehicle and failure to comply with police, all signed on behalf of the lieutenant. The doctor says theres a much bigger point here. There are situations we hear every day where a cop can get shot or the opposite where a civilian gets shot because theres no identification. And this could have ended really badly. Reporter the doctor is adamant hes in the drivers hes pursuing a claim with the civilian Complaint Review board and preparing to take his case to Traffic Court early next year.
