And harrington is facing charges included aggravated dwi. Resisting arrest and transporting drugs. Police are still investigating this incident. Officer steinmetz was taken to the hospital for minor injuries. A dozen people got quite the surprise at the American Legion in new market when a pickup truck crashed into a mens bathroom and legion members say the driver claimed the brakes failed and no one inside the building was hurt. We always point this out when theres warmer air headed in our direction. Quite often right there. You see it . Mount washington, the warmest spot around. Thats because there is warmer air streaming in the upper atmosphere first and then works down to the ground so thats a telling sign that things are about to change around here and were about to get warm again. Clouds will come and go through the day today. So well say it will be partly yesterday. A good, say, about 10 degrees warmer than yesterday. And then we go higher than that in the ties to come. We will be watching this front, pretty carefully right here, and that does bring the chance for a few showers, but they are really going to be disintegrating as they head in our direction. So theyre not going to be packing quite the punch on the ray there. You can see because of the orientation, and the tilt of the front, it moveso why you could see a shower or two. And lasts into the evening hours. Again, falling apart as they do, but a passing shower or two a possibility. And here is a look at the warmer air mass. We are still in a little sliver of the cooler air, but this is pushing in and will certainly change our weather fortunes in the days to come. What is the plan to investigate those three clusters. Are there clusters in those three areas or is the plan to create them . No, those clusters very much exist, theres a tremendous collaboration that takes place in them. And were looking to enhance the collaboration between the university system. Dartmouth college and Higher Learning and the business talking republican private institutions that would be involved with this, Information Systems and now, mark, youve got some recommendations specifically to make this plan move forward and strengthen the eco system. What do you mean . So in the areas in the country that are strongest economically. Theres University Industry and government collaboration, that kind of drives that activity. So, to strengthen those collaborations and to strengthen the eco system is to have everybody at least know what the other people are doing. To have our faculty working with we have. And all of this, feeding into the education that our universities and colleges provide. And then the next one is talent retention, generation or retraction and we know that we have a were minus the talent that we need in this state . One of the major aspects of the retention part of it when students get educated in New Hampshire, what happens . Do they leave the state or stay. The data shows that hampshire when they graduate and this is meant, when they do this well, will create attractive jobs and companies and opportunities for those students, both on the training side so they come out prepared and also give them a place to go and give them a great paying job. And finally, with the collaborations, really, youve talked about that already. And thats bringing them together, to Work Together and out of that comes new products. Of course, the fog is thick, especially closer to some of the river valleys. The visibility is about a quarter of a mile in nature. The temperature though, 37 degrees, and there is your fog around the region. Measured in visibility. A quarter mile in manchester, a mile in plymouth. You get the idea, in and out of the thick fog. There are your temperatures, 2, 3, up to 5 degrees more this morning. But that being said, its a chilly one. Bundle up. Well be warmer than yesterday. Side. Highs in the mid and upper 50s and today in the mid and upper 60s. A chance that a couple of spots hit 70s. Along with rather, some of the merrimack locations. So we go from the 30s and 20s to the 60s and maybe 70s in some spots today. Clouds will come and go through the day though and that will be one of the limiting factors that would stop us from getting to 70s in some spots as the clouds otherwise partly sunny. They say that Harr Harrington led them on a chase. A man in a pickup with maine license plates was speeding and swerving on i95. Police caught up on harrington on route 1101 westbound, when troops tried to stop him and they sped up and kept going. They used stop sticks to slow down the pickup trucks and succeeded in multiple tires, but the driver did not stop. Police chased the driver to they say harrington fled into the woods. And troopers were able to make the arrests. They were facing charges included aggravated dwi and resisting arrest and transporting drugs. Police are investigating this incident. So, the visibility low there, about a quarter of a mile in many parts of New Hampshire this morning. So, keep down in some locations and this visibility shows it all. If you see 10, it means no fog and if you so the lower visibility, low clouds and fashion are hammering things. You see a warm wint direction. Another thing to point out is right here. Mount washington. Check that out. The warmest spot in the state right now. Why . Well, because when warmer air is levels of the atmosphere and works its way down. Thats whats happening now. Its warmest there and well see the temperatures warm up. Jaffray came in with a new reading surpassing Mount Washington. That will happen. The temperatures rise as the warmer air moves in. Jaffray has more elevation as well. A look at the clouds and what you dont see is that fog thats much lower level here on the infrared satellite. It doesnt show u but some of the areas very thick in the fog. Well see those clouds come and go through the day today as well be partly sunny, once any fog burns off and then we have to contend with this front as it rolls through. First in northern New Hampshire this afternoon. And far northern New Hampshire with a shower or two a possibility and some of the showers, though theyre going to break apart tonight, could be around the region during the nighttime hours. The big story in the forecast is warmer air, thats pulling in and parking over us for the next several days. Until at least mid week or so before that pulls away. So, i think so are about to be a lot warmer all over again. That front there, here its pulling through, a bit of a break and another warm front, even warmer air moves through on tuesday. Thats why tuesday and wednesday will be the warmest days of this week. Well zoom in a little closer and show you the temperatures as well. This afternoon, the clouds and sunshine, back and state except for the high temperatures. For tonight, look at that. Only getting down into the 50s. Police chased the driver to exit one in manchester where they say harrington fled into the woods and then troopers were able to make the arrest. That plan focuses on three industry clusters. Information systems, advanced manufacturing and biosciences and thats an effort to get a handle on those quotes that you are three, strengths and innovation, eco system. Talent generation and attraction and Industry University collaborations. All of this is part of a New HampshireUniversity Research and industry plan and with me are two people who are going to drive that plan and helped to put it together. What led to this research, number one, where you found New Hampshire lagging and then the plan, mark. Epscor is funned by the National Science foundation and unh is the recipient of the reward. Itsen as the program for epscor came together, perhaps there was misand linement between the university and what the state was doing, the plan that came from that award was designed to see where we could coordinate better and you have advanced systems and biosciences and terry, why and this is a datadriven plan. We did a tremendous amount of research looking at patents throughout the state and the major businesses in the state and found the spaces where the universities and businesses were doing many of the same things, but not necessarily communicating with one another. What is the plan to advance the three industry clusters . Are there actually clusters in h to create them . The cluster very much exists and theres collaboration that takes place within them. What theyre doing is to advance it between the university system. Dartmouth college and institutions of Higher Learning. Publicprivate institutions involved with this Information Systems, and advanced manufacturing and biosciences. Now, mark, youve got recommendations specifically to make this plan move forward. Strength in innovation and eco that are the strongest economically, theres university and government collaboration that drives that activity. So to strengthen those collaborations and to strengthen the eco system is to have everybody at least know what the other people are doing, to have our faculty working with companies, the companies coming to the university and taking advantage of the resources that we have. And all of this feeding into the education that our universities and generation or retractions and were fine must the talent we need in the state. One of the major aspects of the retention part of that. When students are educated in New Hampshire, what happened . Do they leave the state or do they stay . And we know that the data shows that a lot of our students are leaving New Hampshire when they graduate and if we do this well, will create attractive jobs and companies and opportunities for training side so they come out prepared, but also give them a place to go and have a great paying job. And finally, briefly, the industry collaborations, youve talked that already and thats bringing them together to Work Together and out that have will come new products and new products and new Startup Companies. New Startup Companies which New Hampshire needs in other words, to stop lagging in that arena which we talked about in the beginning. Thats right. Theres one important data point for that.
