Now, meteorologist josh judge with your storm watch forecast. You may see some clouds or see the breaks in the clouds. What were all seeing are temperatures above average for this time in the morning. Its 30 in the monadnock region right now and a light southwest wind, rather, 6 Miles Per Hour there, 5 to 15 Miles Per Hour most places around the state right now. Check out the temperatures, keene, one of the cooler spots around. The mid or even near the upper 30s out there at the moment. So, where do we normally stand . Well, 37 in some parts of the state right now. The average high for concord is 38 and the normal low is in the teens as you see there. Thats where we should be this time of year. So, will we be going well above that 38 . You betcha temperatures are going to be headed into the upper 40s and low and mid 50s for many of us today. Here is setup. A cold front just to our north, dripping down and then stalling over the mountains today and that will mean continued off and on threat of some snow flurries, and snow showers, and when temperatures rise this afternoon, the chance of a couple of sprinkles in there. The rest of the state, its a mixture of clouds and sunshine and so well say partly sunny on average with milder temperatures pumping in for today and tomorrow and maybe a couple of days beyond that. But the warmest two days will be today and tomorrow, 40s after that. Theres a cold front dropping down from canada and stalling overhead. It raises to the north later today and tonight as a warm front here and that sets the stage for the cold front to roll through with some rain showers through the day tomorrow and then finally, mid week, this system just coming ashore in the west coast, arrives here and brings some possible wintery mix tuesday night to wednesday morning and probably over to rain. The exact track needs to be found until what happens later this week. What we can do is tell you what happened today. Partly sunny skies and south of the mountains, in the mountains, there could be just seeing clouds here, a couple of snow showers or a rain sprinkle or two this afternoon. Otherwise, well above average temperatures for today. Tonight, clear to partly cloudy and then tomorrow i showed you the front will move through. Here it is pushing through. And bringing the Morning Hours or mid day and pulling away and turning you to sunshine and continued mild conditions. You saw another cold front roll on tuesday with clouds and breaks of sunshine, but that cooler temperature sets up this. The arrival of some wintery mix possible. Snow, sleet, freezing rain, all a possibility, tuesday night before probably changing over to rain on wednesday, but check out the temperatures for today. Upper 40s, low and mid 50s around most of the state, a little cooler in the North Country, low to mid 40s there with some mixed showers a possibility. Theres the week ahead. We start off above average, 50s today and tomorrow for a lot of places and then 40s through wednesday. It does get noticeably colder, below average for thursday and friday, to end the week. Where should we be . 38 is the average, well be in lower to mid 50s. Amy wow. The 80th annual Academy Awards is today. Hollywood is in full preparation right now for the biggest awards show. To commitment 2016, now the results from South Carolinas democratic primary are in. Hillary clinton secured a big win in South Carolina, defeating Bernie Sanders by a wide margin with, 53 delegates at stake, clinton has won three states and sanders has won one, New Hampshire. Now the two are looking ahead to super tuesday. We are deep in the heart of political season and youve heard us talk a lot about delegates over the past few months. How do they decide a partys nominee. Here is a quick study from cnns zane asher. Youve seen them wearing funny hats and waving signs at National Party conventions. Delegates. Delegate. Delegates. Delegates. Candidates covet them and why theyre so important to the u. S. President ial race. They come from all 50 states, washington d. C. And every u. S. Territory. Bigger, more popular states like california, texas, florida and new york have more of them. For the most part they win delegates from primaries and caucuses. Generally more votes mean more delegates. Thousands will come together at the National Party conventions where they declare the support for a specific candidate. Ohio, madam secretary, casts all 188 votes for the president and the next president of the united states, barack obama. In order to become the partys nominee for president , a candidate must receive a majority of these delegates. The republicans, 1,237 is the magic number. For democrats, 2,383, theres an additional wrinkle for democrats, super delegates. Senators, and party members. Former president bill clinton is a lifetime super delegate. There are more than 700 of them and they can vote for whoever they want. What weve seen happen is that Hillary Clinton has gone out and has effectively collected as many of those as she possibly can. So, thats basically putting those in her back pocket, even about of we had one elected contest. While theres still more voting to take place, at the end of the day, its delegates that win elections. Cnn, atlanta. Amy we hope you stay with us. Next, road to recovery. Why one family says its been so difficult to their son and how theyre trying to change the stigma against addiction. We first met tracy backer. She shared the story of her son justice, who entered rehab years after using. And how the family is doing now and what theyre doing to make it easier to navigate a system that offers little help. The way justin sees it, his gets. I had life handed to me on a silver platter, i wasnt denied any opportunity growing up. My parents were at every event. Athlete. Away. The drug didnt take anything from me, i gave it all away. It started on percocets and at that point i had a job and something fun and new to do, buy a few and i started liking them. Kept on buying them and before i know it, all of my savings were gone. I dont know where it changed getting high to maintenance, but i found out a lot about myself, im a codependent person or a relationship or something to depend on that was always there for me and i found that in drugs. He was hooked, he was broke. After two years of popping pills, justin remembers the day a friend suggested a cheaper alternative, heroin. I was sick, driving around the city and i said, yeah, just get it. You know, i gave him the last 40, 50 and i got way more than i got with the pills, but that ended really quick. Start using that your tolerance gets higher and now spending a couple hundred a day. As much as i could get. I would do as much as i could get. No longer in school or wherever he could, pawning his mothers wedding rings three different times. Everything was easy, i wasnt a honorable person, i stole from my brother, sister, family, friends, to do what i do. My bridges were gone and i wasnt allowed in the house and keys and locks were changed, i stole from the scores. Over the last six years, justin estimates four years were in jail. I had a id make it and vowed never go in. And shed lock the house, theres not a system in place to help people dealing with this addition. Treatment is available, but conflicted with the job that justin found with his parole officer, one of the several disconnects in a state fighting a war with a battle plan thats still a work in progress. Somebody that will help you fill that gap, youre not going to get the room or the job and youre not going to succeed and thats where were failing them. Shes pushing for a pathway between recovery and many for help. We wanted to hide, we were been. So tracy also started family sharing without shame, a support group that not surprisingly grows in size by the week and as for her first born child im feeling good. I am cautiously optimistic. Justin has been clean for five months, hes working and smiling, unlike many that he crossed path with in recent years, hes alive and as he learns to be a father to a son he wasnt allowed to see, justin admits the tug of temptation is there and hell fight it for the rest of his life. I can refund my misery at any time. Less than 20 minutes to throw probably lose the only support system i have left. Amy that was Josh Mcelveen reporting. Family without shame have meetings in laconia and concord. We have information how to contact the group on our website, wmur. Com. Now, meteorologist josh judge with your storm watch 9 forecast. Josh the clouds have been clearing across southern and central New Hampshire. Well see sunshine and clouds sometimes and more clouds in the mountains. The lakes region, 36 degrees and well above average already this time of year and higher as the temperatures will top off in the low to mid 50s. In a lot of locations and if you dont make it to 50 south of the notches, you make it to the upper 40s. There they are, the temperatures weve been seeing thus far. And the Spotter Network with temperatures generally in the mid and upper 30s across southeastern New Hampshire with a few exceptions here and there. Upper 20s, lower 30s in as we look at the upper valley and Central Lakes region here, were seeing a lot of lower 30s as well. Some upper 20s and some 20s in northern New Hampshire as well. But as you can see, location, location, location, just like real estate, has so much to do with your temperature around this morning. So widely varied, elevation and cloud cover having to do with that. Milder temperatures not only today, but tomorrow, and slowly gliding downward, coolest at the end of the week. Tomorrow, a couple of rain showers will be around, so, just keep that in your plans, if youre outside, in the morning or mid day hours, scattered rain showers or sprinkles around, could have a couple of them and the next weather system on a wide scale is tuesday night into wednesday, the odds favor rain, but what happens as it goes to rain, does it start off as a wintery mix of snow, sleet, rain, origin as rain. That we dont know as we track, the more southerly track would north would mean more rain. Whats going on right now. Snow, just to the north and northwest of the mountains means you could have some flurries at times. As a cold front draped right overhead and stalled for a little while before it begins to pull away during the day as a warm front yet again today, allowing more mild air to stream in. Again, for tomorrow. Tomorrow, the only fly in the ointment will be the clouds and a couple of showers around. This is the area, and it follows the jetstream towards us on wednesday. About. South of us, the temperatures are cold enough that we could start off with snow, sleet, freezing rain on tuesday night, and into wednesday morning, and so, again, still a few question marks about it, but certainly, its going over to rain during the day on wednesday, it appears. A look at clouds and sunshine that well see through the day today, as you can see, good amount of sunshine for today, yesterday because there was none yesterday. And here is your High Temperatures for today. Lower half of the 50s across central and southern New Hampshire. Central parts of the state, borderline, either side of 50 degrees and then more 50s on tap for times tomorrow with a couple of rain showers and well keep a close eye on wednesday before it cools off at the end of the week. Now the two are looking ahead to super tuesday. Were deep in the heart of political season and youve heard us talk a lot about delegates the past few months. Here is a quick primer in u. S. President ial politics from cnns zane asherments youve seen them wearing funny hats and waving signs at National Party conventions. Delegates. Delegates. Delegates. Candidates covet them. What exactly is a delegate and why are they so important to the u. S. President ial race . They come from all 50 states, washington d. C. And every u. S. Territory territory. Bigger, popular states like texas, florida, and new york have more of them. For the most part, candidates win delegates through primaries and caucuses. While the rules vary from state to state, generally more votes means more delegates. This summer, thousands of delegates will come together at their National Party conventions, where they declare support for specific candidates. Ohio, madam secretary, casts all 188 votes for president and the next president of the united states, barack obama. Partys nominee for president , a candidate must receive a majority of these delegates. For republicans, 1,237 is the magic number, for democrats, its 2,383. And theres an additional wrinkle for democrats. Super delegates. These are elected officials, governors, senators, and party members. Former president bill clinton is a lifetime super delegate. There are more than 700 of them and they can vote for whoever they want. So, what weve seen happen is that Hillary Clinton has gone out and has effectively collected as many of those as she possibly can. So, thats basically putting those in her back pocket, even before we had one elected contest. And while theres more voting to take place, at the end of the elections. Zane asher, cnn, atlanta. With me to talk about this, senior vicepresident of business and Industry Association of New Hampshire. Welcome. Thank you, fred, always nice to be here. Lets go down the list, you follow these things and a plan that legislature has come up with, where is that . Most of this was the result of the special session looking at this issue was passed. In legislative terms, it was fasttracked through the house desk quickly. There are lingering bills, how do we provide better drug there are senate and house versions and they need to iron out differences. Its a huge issue and one that occupied even the attention of president ial candidates when they were here. Thats true. One of the key items in the bills that passed was a drug court, is that right . Yes, settings up a drug court and also increasing penalties for fentanyl in some ways has been more damaging than heroin use, if you can imagine that. Yeah, right. Natural gas pipeline and Northern Pass, the two theyre both in various processes, in terms of getting decide the siting location done number of bills are designed to either slow down the approval process or bring it to a complete halt. I know the town of milford and 20 or 21 other communities are intervening with ferc, and. Theres no question opposition is organized on the other hand New Hampshire is paying the highest electricity rates in the country and most people point to lack of Energy Infrastructure being a prime reason. With Northern Pass at the valuation committee. Medicaid expansion, where is that . It looks like its going well in the legislature. It was passed and scheduled to sunset by design. For the first time theyre receiving Health Insurance and in some ways the program has and theres a cost, and thats given by the house, the house with preliminary approval and finance committee the importance to business the costs over to business . Thats right, those people that were previously uninsured were still getting health care, usually in the emergency room, which is the most expensive, and those costs were transferred primarily to the Business Community in the form of higher premiums. Theres a limit of expense deductions for management of businesses, right . Yeah, its called a 179 deduction deduction. Its a part of the federal Tax Deductions for business and equipment. Its capped at 25,000 which is extraordinarily low, by example the federal cap is 500,000. Wow, theres two bills, and house and senate bill, both are cap. Net metering when you have some, like solar energy and you generate more than you use, and you can sell it back to the grid. If youre a solar customers, residential or commercial, and you have solar cells that are giving you electricity, there are times when you get more than you need. And that allows you to sell it back. It raises the cap, right . It raises the cap. The utilities are required to purchase this power up to their percentage of the cap and were hitting that 50 megawatt cap now and that would raise it. Temporary workers rights. Its grown into a major industry, employing thousands of people. What would this do . There are a number of bills dealing with temporary worker rights. Some are worse than others. Some are worked on the senate now, probably has some value. I think theres some tweaks that it needs before it passes, but its really designed to give same protections that fulltime employees have. Right, ok. Thanks for all of that, david. Still watching the exact trajectory on that. All right, so, clouds and some sunshine out there right now. And more warmth spilling into the region, that, along with some sunshine, gets those 3 temperatures up to the levels that were talking about for the next couple of days. Were going to watch this cold front right here, thats what brings some rainy tomorrow.
