Amy now, meteorologist josh judge josh a chilly start to our sunday though its not as cold as the next several mornings. Even though it feels cool out there. The temperatures mostly at or move the freezing mark of 32 and milder than it will be this time for the next several mornings. It will be much colder tomorrow morning at this time. Lets take a look out there. There are a new scattered showers, but these are scattered and spotty out there. As you can see. Theres a couple of areas in the higher terrain where there could be sleet or flakes mixing in, but, of course. As we told you yesterday, a lot of places will miss out on this. At times there could be a random scattered showers this morning. But really, random and so not everybody will see one. Bee stay dry and its mostly cloudy at the moment, but going through the day, were going to peel away some of the clouds in western and northern new this cold front comes through. That means that western and northern New Hampshire at least should see some breaks of today. However, if youre in southeastern, New Hampshire, its a different story because of the front that will develop and the front rolling through and a little bit of a wave along it to our south here, rolls on through and brings the chance of a few more shower to coastal New Hampshire locations and a couple of scattered showers as i mentioned, watch the clouds begin to peel away in western New Hampshire and the closer you are to the coast, the better chance of staying with some clouds and developing a few here. Late today. So, just prior to sunset, and probably during the evening hours, there will be some scattered showers at times. Continuing to move through. You can see how close of a call that is. But areas west of perhaps 93 up portsmouth and dover, areas west of those locations, i dont think you see any rain out of this tonight, just cloudy skies which then pull out overnight and we go to clear, sunny skies for monday, but monday, because that cold front rolling through, a much colder and very chilly air mass coming in for monday and tuesday, tuesday a mostly sunny day with a few clouds around as well. The temperatures tomorrow and tuesday, high temperatures are going to be in the 30s and lower 40s. Here is todays highs though with a bit of a variable forecast, really, depends on your location today and then for tonight, look at chillier conditions, the overnight lows in the teens to the north and just the lower to mid 20s everywhere else. The week ahead is looking pretty good. Not too shabby, lots of sunshine, chilly at the beginning of the week and then gradually getting milder, thanksgiving and friday, those days look quite good. When she walked by the shuttered toy and stationary store with a for rent sign in the window, she had an idea. When i saw this toy store, i realized i could do it on a grander scale for one year. She contacted the owner of hudson party store and proposed buying everything inside. We talked and negotiated and i bought the toy store. By store, she means thousands of toys and stuffed animals and boxes of school supplies, too. She bagged it up and donated it to the Citys Department of Homeless Services just in time ive been doing this for years ap we have many generous sponsors and people do toy drives and a lot of giving. I have to say this is the first time anybody bought out an entire store and donated to children in shelters. She says she usually donates hundreds of toys to give as Birthday Gifts. She and her husband once owned a Successful Technology company. Children is my focus, a lot of foster kids get a lot of used things and probably a lot of them never had a Birthday Gift they wanted thanks to her spending spree at least thousands of children could have a present to open. I know everyone could use a gift during the holidays. Makes you believe. Josh that must have been fun as much enjoyment as the kids do. I dont have to choose, just take everything. Welcome to New Hampshires business, im fred kocher, and this credit card, see that that is a chip for payment of a credit card, when you make a payment at a store and its supposed to give security that will help make transactions more secure, cannot be duplicated on a counterfeit card. Now, here, the New Hampshire retailers are really concerned about what this conversion is all about. Because were converting to microchip cards. They say it doesnt protect consumers enough against fraud and more risk with merchants and imposes new costs on merchants and the conversion is disorganized nationwide. With me now are two people who know this well. One is dennis de paulo, specialty stores. Welcome. Thank you. And curtis barry, represents the New Hampshire Retail Association in their legislative and regulatory affairs. Nice to have you here. Curtis, the issue that the New Hampshire Retail Association is really looking at here in a nutshell. Sure, the new cards as you he thinks med come with as you mentioned comes with a chip and theyre pressing the banks system to have had a pin along with the chip. Its my understanding far fewer than half of the cards in circulation have the chip at all, but theyre issuing them with a chip and signature system. Amy chip and signature, but not chip and pin. Youre signing the receipt. Four digit pin like with your atm or open your smart phone is far more secure than the chip and signature system. Amy why didnt they go with the pin . Its up to the banks and we dont know. Theyve given some excuses. They dont make sense because as i said, the pin system provides far more security and reduces data breach fraud. Amy which is used in europe. It is and proven to reduce amy dennis, your specialty. Seasonal, pool tables, hot tables. Amy what have you done to get ready for the microchip card . We ended up doing 10,000 for equipment. And 100 a month for the equipment and the processor is not able to work for us. Why is that . If they didnt have enough time to do everything they is the banks . The Credit Card Companies. Amy Credit Card Companies, yes. And they didnt have time to do the data work and work to get it done. Because this is done for the entire country on the same the transition has been underway for a year and a half and by october 1st the cards were supposed to be ready. Banks havent sent out all of the cards. As processors very havent been but they dont work. Has anybody told you when it is work . No, theyve told us why its so difficult for them, but theyre not sure when theyre going to be ready. This is particularly onerous for Small Business cards because the big businesses can ab soared the costs and Small Businesses cant. Its not a significant cost, i think that some businesses are, and some choosing to take a little bit of a risk. But the Retail Industry nationwide in New Hampshire supports the chip in the card because it adds security, but the important piece is adding the pin to the system. Where is this going . Thats a good question. Several attorney general signed onto a letter urging banks to include the pin and further discussion is coming along. Are more swiping the cards or using the microchip. Theyre seeing it and trying to use the microchip, but it doesnt work. Amy so they have to swipe. The Seasonal Specialty shops. And curtis barry helping the retailer association, thank you, we made the point. If you want to see the interview again, go to wmur. Com and click on news and click on project economy. And now, meteorologist josh judge with your forecast. Josh its a chilly start to the day, but it will be a lot colder tomorrow. Theres cold air settling in. One last day with temperatures a few degrees above average. Were in the 30s right now. At this time tomorrow morning, we will likely be a good 10 to 15 degrees colder, if not more we are right now. The last 12 hours, showing a few scattered mixed showers, yes, some sleet and some snowflakes in the higher terrain, but these are widely scattered, spotty showers, meaning hit and miss in a lot of places being missed. Theres a few more showers farther to the west in eastern new york and a couple could roll through as well. The big take away from this, most of us stay dry, just a few communities will see the showers roll through. After that, it depends where you are for the rest of today. Areas farther west and north, youre going to see, breaks of sunshine developing, down to maybe about concord or manchester and then from these areas, closer to the southeastern New Hampshire and the coast, youre going to stay mostly cloudy with the chance of a couple of evening showers, some rain showers could be around as well. Pan this way to show you the system that brought the snow to chicago and the midwest. Watch it falling apart and more headed into canada this morning and that means just the cold front is pulling on through today. It does a couple of things, brings the shower chances and brings in much colder air. Check out the temperatures that into tomorrow. So tomorrow and the next couple of days, its going to be much, today will stay above average and again, a couple of the scattered showers could roll through, but for the most part were staying dry. By mid day and into the afternoon hours, breaks of sunshine developing, but watch southeastern New Hampshire, not only does it stay cloudier, but some rain showers from an ocean system will just clip southeastern New Hampshire. Just prior to sunset or during the early evening hours and then off and on through the nighttime hours and may end up pass a brief snow flurry, and we are clear and high and dry with temperatures on the chilly side. A cold monday and tuesday during nighttime forecast for the next couple of nights as well. Its all because of the dip in the vet stream and the colder air pushing in. We go through the first half of the week and brings in chillier air and calm skies, but the ridge is in mid, late week. If were in for thursday and black friday, things are looking better with temperatures and higher average. Either side of 50 degrees, variable conditions and then for the week ahead, as you can see, chilly to start the week, highs in the 30s and 40s for tomorrow, and chilly conditions at night. The jetstream is nearly on sop of us, you can see that there or to the north. That means the deep arctic cold stays locked in place north of us and slightedly milder air remains. Some may not produce just snow. Messy mix. To get an idea what it looks like here in New Hampshire, we winter much 1997 and 1998. There was one big snowstorm two days before christmas. Here is video of new london. The roads are closed course remember from that winter is the ice storm of january of 1998. Areas of new england and new york were devastated. And then pa bit of a break in the mid day and early afternoon hours to the north and west and then clouds start to fill in again as another area of precipitation after the ocean, a little coastal system gets close to us, makes a close swipe at some showers to southeastern New Hampshire, extreme southeastern New Hampshire, close to the coast. So, you should stay dry if youre away from the areas, but youll see breaks of sun developing later this morning and afternoon and clouds may fill back in again and late day or evening showers around southeastern and coastal New Hampshire locations, it pulls away and as you can see, the clouds clear away, lots of sunshine and a chilly start tomorrow and a chilly day. Mid and upper 30s in most spots now, weve seen them go up a few degrees in the last hour or so, and plenty of clouds at the moment. You see some of the widely scattered showers and very slight chance of another one in a spot or two this morning, but again, most of us stay dry and these are very few and far between. All right, as this front, this is a cold front, as it rolls through the region, it does two things, it brings chillier air, takes a long time to filter into tonight and tomorrow and also brings the showers and the chance of some breaks of sunshine as it pulls through this morning. So, a little later this morning, of sun for a little while, temperatures get up near 50 degrees for some, but then the front stalls and an ocean system rides up and skims the coast and that means a couple of showers of possibility for coastal locations in southeastern New Hampshire. We showed you this system yesterday that brought all the snow to places like iowa, chicago, as much as half a foot to a foot of snow. The system is winding down and trucking up into canada and thats why were only seeing some scattered showers out of this in a few spots, but what it does bring is the colder air, of course, and take a look at it. And certainly is impressive, you can notice the purple colors here, pink, purple, bringing down colder air already in the teens and 20s right now, thats headed in our direction and thats some numbers that we may be seeing here in the next couple of days for some chilly days, but bright days for monday and tuesday and parts of wednesday as well. May be a widely scattered shower this morning, and then a break of maybe some sun and clouds back and forth for a while. It should be fine later today. And then the clouds may stream back up again. I mentioned the system stalls and a couple of showers will be around the seacoast region and southeast New Hampshire later on today. So just before or just after sunset, thats where you could see a couple of showers, so its highly variable upon your location, if youre in eastern Rockingham County you could see late day or evening showers, otherwise most of us stay dry. Cloudy to partly cloudy and tomorrow. Lots of sunshine for your monday. Today, upper 40s to lower 50s. The week ahead, sunny, bright, chilly for the couple of days ahead. Daytime highs tomorrow and chilly nighttime lows, down right cold in fact, teens and 20s and later this week we get milder again, just in time for no storm this year like last year. You guarantee it . Pretty much. 99. 5. Its not unusual this time of year for people to donate a toy or two for those this need. You know what is unusual . The new york woman bought the entire contents of a toy store and gave it all away. Every year karen donates to some of the poorest children and when she walked by the shuttered toy and stationary store in the west village with a for rent sign in the window, she had an idea. When i saw this toy store, i realized i could do it on a grander scale for this one year. She contacted the owner of hudson party store and proposed buying everything inside. We talked and negotiated and i bought the toy store. By store, she means thousands of toys and stuffed animals and she bagged it up and donated to the department of Homeless Services just for the holidays. Ive been doing this for many years and we have generous sponsors and toy drives and its the first time anybody bought an entire store. She says she usually donates hundreds of toys each year to give as Birthday Gifts to foster kids in brooklyn. The west village philanthropist have the means to do it. They once owned a Successful Technology company. Children is my focus, a lot of foster kids probably never had a Birthday Gift that they actually wanted. But thanks to the toy buying spree, thousands of Homeless Children in the city will have at least one present to open. I know everyone could use a gift around the holidays. Wow. Love that, right . Yeah, not only is that a but hopefully inspire others as well. Yeah, definitely. Coming up next on news 9 this morning. This credit card and see that little gold chip . That is a chip for payment of a credit card when you make a payment at a store and supposed to give security that makes transactions more secure. Cannot be duplicated on a counterfeit card. Now, here, the New Hampshire retailers are really concerned all about. Cards. They say it doesnt protect consumers enough against fraud and they say more risk now with merchants and imposes new costs on merchants and its with me about this, two people who know this well, one is Dennis Dennis napalo. And curtis berry with the dupont and with their regulatory affairs. Nice to have you here, curtis, the issue that the New Hampshire Retail Association is really looking at here in a nutshell. Just tell us about it. Sure, the new cards you mentioned come with a chip. The Retail Industry nationwide is pressing the Banking System to include the pin along with the chip. Currently, theyre issuing chips and its my understanding that far fewer than half of the cards out in circulation have the chip at all, but theyre issuing them with a chip and signature system. Chip and signature. , but not a pin. Still signing the receipt, four digit pin with an atm or than the chip and signature system. Why didnt they go with the pin, the thanks banks, that is . We dont know. Its up to the banks. We dont know. Theyve given some excuses and they dont make sense. The pin System Reduces data breach fraud. It is proven to reduce fraud. Dennis your business is what. Seasonal, swimming pools, hot tubs, pool tables. And tell me what youve done to get ready for this microchip card . We put 10,000 into Software Upgrades so we could do it. We did all of this in february. Yeah. Paying 100 a month to rent the new equipment and our processor is still not able to allow it to work for us. Why is that . I mean, if they did not have enough time to do all the things they needed to do. The Credit Card Companies, the Credit Card Companies, yeah. They didnt have enough time to do all the data work and the work they needed to get it done because this was done for the day. Yeah, the transition has been underway, just reading here, for a year and a half and by october 1st, those were supposed to be ready. None of that happened. Banks sent out the cards. For most of us, the processors havent been able to get everything ready. So we did our part, but our machines dont work. They dont work. And has anybody from the Credit Card Companies told you when it. They havent . Theyve told us why its difficult for them, but not when theyre ready. Businesses. The big businesses can absorb, but the Small Businesses cant. Some businesses are choosing a risk, but the Retail Industry, nationwide and here in New Hampshire, supports the chip in the card because it adds security and the important piece is adding the pin to the system. Where is this going, quick . Several attorney generals written a letter urging the banks to have the pin, the question is openments are most swiping the card and using the microchip . They see the equipment and try it use it, and because its not ready. So they have to swipe. And dennis is the owner of the seasonnal Specialty Shops in amherst and curtis barry with the group. We made the point. Go to wmur. Com, click on news and click on project economy if you want to see this again. Teens and 20s, that brings us highs in the 30s and 40s the next couple of days after today nighttime lows. Now. Futurecast will show maybe just a slight chance of a sprinkle, away. Breaks of sun are beginning to develop. Best chance western and northern New Hampshire, even spotty areas all around the state could see a little bit of sunshine mid day and into early afternoon. When we get to the mid to the late afternoon, the system coming up along the coast continues to push the clouds back and especially in southeastern New Hampshire and thats where there could be a shower or two during the nighttime hours or very late day, prior to sunset. Right along eastern Rockingham County and along the coast here could be fairly limited to those locations and pulls away. Skies clear out and tomorrow, a lot of sunshine, but as i mentioned, very chilly with lower 40s and that goes for tuesday as well. Plenty of sun. Maybe a flurry or two in the mountains. All right, the big Game Tomorrow Night, in foxborough and its going to be chilly. Look at the starting temperature, lower 30s for kickoff around 8 30 and then dropping down into the upper 20s for the end of the game. So if you or anyone you know is headed to that game. Bundle up. Its thanks to this jetstream dip. Were in the milder area, this settles overhead and brings chillier conditions. The important part as we get to wednesday, thursday, friday, ridge and the jetstream coming back up and bringing up milder air all over again for this upcoming week, so, thanksgiving day itself with High Pressure settling off the east coast, pumps up milder air for thanksgiving and look at that. For block friday, looks good, too. Saturday, that cold front to the west could bring some showers, temperatures in the 40s to lower 50s out there in the state for today.
