massive budget cuts tomorrow morning including layoffs or furloughs, for just about every city employee. good evening, i'm mary beth marsden, while they are exempt from contracts city workers find what the cuts could mean for them and those they protect. they are live at the city fire department tonight, chris? >> reporter: the city police met with the personnel. with the city facing more than cuts tension, anger and confusion among city firefighters. the head of the firefighters union says he has talked with a number of his long time colleagues. >> and they have mentioned they have never seep morale lower than it is now. we have absolutely no support from city hall. >> that was the backdrop for a meeting tuesday night between many of those firefighters and their chief, james clack, who arrived in baltimore from minneapolis less than two years ago. >> we do know they are hurting and they are worried about what's coming, they didn't get a pay raise this year, because of the issues with the economy, and they are worried about next year and -- >> reporter: mayor sheila dixon says she needs to cut $60 million from the budget to close the gap caused by the economy. his job is to integrate that without sacrificing safety. >> how do we meet this lower budget and have the least effect on the firefighters but, more importantly, the least effect on the public. >> the head of the union says all of the firefighters could be furloughed for 70 days and more than 90 of them could be laid off. and that could closeup to 10 companies permanently. >> that would put the citizens in really grave risk but we also sometimes have to think about ourselves too, and it's going to start putting firefighters at risk of injury or each death. >> yeah. >> reporter: the mayor's budget is expected to be approved yesterday by board of estimates, she is opposing it. she basically controls what happens there, it is expected to be approved. but negotiations with the fire department and with the police union will continue through october the 1st. >> live in downtown baltimore, cristian schaefer, abc 2 news. >> state prosecutors are trying to explain were oh unexplained cash came from in mayor dixon's bank account. they interview her but they all said they didn't give her the nearly 10,000 unexplained dollars. now this all comes as the mayor stands accused of lying about gifts from former boyfriend and developer ronald lipscomb as well as stealing gift cards needed for needy families. a civil lawsuit against a baltimore city police officers has been tossed out of court. at issue a youtube video last year that gained national attention. >> i don't have a father. >> shut your mouth, i'm talking. >> the civil lawsuit was filed by the family of the teenager who is being yelled at and man handled. 17 you're veteran salvatore riff areay was put back on routine patrol about a year ago. they have also finished their investigation and is still waiting on a panel to determine if riff areay will be disciplined. there is no word tonight if the keep's family will appeal. a baltimore man pleaded guilty to selling guns from his potato chip stand inside lexington market. prosecutors say 53-year-old michael papa take knack as was sentenced to 15 months in prison. under fire nationally for the video scandal, the video activist group a korn announced scott hershberger, a democrat, will conduct an internal investigation. the video showed akorn workers advising a couple posing as a pimp and a prostitute how to cheat on their taxes. they have already authorized the city attorney general to investigate. >> i did sign off on it, he is proceeding, and i think that all of us including his office needs to be guided by the facts as they uncover them. >> it's still not clear who exactly will be investigated, akorn or the makers of the video who apparently violated the two party consent law. >> it's clear who the perpetrators are and who the minus are. don't shoot the messenger, go after the wrongdoing. >> they voted to cut off federal funding for akorn. >> the family of then 2-year- old payton pa attach knee, burned after they poured a sid on a slide, have settled. details of the settlement have not been named. the acid was not properly secured by the school. the $60 million suit was supposed to go to trial next month. >> good news in the fight against crime in baltimore county. 7 of the 8 major violent crime categories have dropped this year compared to last year. the number of solved violent cases is well above the national average. our officers achieved a 75.9% clearance rate for violent crimes which is about 31% higher than the national clearance rate as of the end of 2008. this includes an almost 889% clearance rate for murder investigations. >> they say traditional community policing practices combined with new technology is helping to keep crime down. but don't tell that to a baltimore county church which was burglarized again two months after a string of similar break-ins. judy gobs is live outside baltimore police headquarters and, delia, are police making a link between the two. >> reporter: detectives are trying to piece together information on this most recent case. but the m o's appear to be the same. thieves braking in through a back window. >> at st. andrews on taylor avenue church members spent the day cleaning up the mess burglars left behind. >> i just came in this morning, i found the dead bolt was fought thrown on the door. when i opened the dire i found a mess in the hallway. overnight someone broke in through a window ran sacking the church office, stealing two laptops and one hard drive. the safe, though, remained intact. >> they went through out the building, no doubt about it, because of cabinets left open and -- but this is the only place i really see any damage. >> it's sort of like the sign of the times. people more and more don't show or feel the church as a being sacred place as many of us grew up believing. >> shocking to some but it's been done before. in fact in july 8 churches why burglarized in the cockyville, towson and take mown yum avenue. the culprits got in through a back window to steal electronics. >> who would try to rob a church. >> reporter: there are two unique aspects of the taylor avenue break in though. a brief black out in the area last night and the police substation just two doors down. a disheartening chain of events. >> i have been with this church some 50 years and it's the first time i've known it to be broken into like this. >> desist order was filed near his bank stock fell 18% on the day. your paycheck may not agree but, for the third year in a row, maryland is the nation's top earning state. the census bureau is reporting that maryland had the highest median income level at just over $70,000. here is the part you may already know. the cost of living in maryland wipes out that income. a speculation whether robert ehrlich will run for governor again in 2010. if he does a research poll shows that democratic governor martin o'malley would lead in a rematch 39 to 48%. that's with 13% undecided and a margin of sometimes go to the same location two days in a row, three days in a row, sometimes they don't. that's all part of our strategy and tactics. it just so happens the department of homeland security, reason for doing so. a significant reason. there's usually an impact on their life style. baldwin was willing because at 46 shy was past her childbearing years. she says within weeks she was back to say "dry" i'm not referring to the humidity. look at that. 90%. feel more like summer when you talk about the humidity levels out there, they are quite high at the moment. maryland's most powerful radar you see not a lot out there on the radar sweeps right now so we're looking dry at the moment. but it is moist out there. numbers from the day shape up like this. 78 degrees. that was our high, 76 normal this time of year. we ve been as high as 99 degrees when you go back the 190s, but it will be coming normal in the next few days. above 80 degrees tomorrow, again as we go to the next few days, cool it off as we go into the next half of the week. the drop in temperatures and the taste of autumn, none of that today. upper 70s, a few spots going above 80 earlier today despite the cloud cover because that was bringing up a lot of warm air and moisture with it. that's why it was so muggy. it was going to 70 degrees, and it's 11:00 at night, we're not going to drop much more. not a chilly start in the mornings by any stretch but it will be murky out there. we'll keep the clouds around, not much rain again tomorrow. hit and miss light showers. but around during the day, could make the roads a little vic. could fit into your commute if you got to drive a long way. patchy fog around daybreak tomorrow as well. something else you need to factor in, so much moisture in the air we'll likely see some fog around daybreak tomorrow. not a lot of heavy rain along the mid-atlantic and eastern school board. you have to go off to the mississippi valley to find heavy precipitation. we're socked in with the cloudy sky. no big time weather makers here, just a southerly flow. high pressure over the atlantic ocean bringing in that southerly flow. the forecast models not picking up a lot of rain but hitting the shower activity as we go into the day wednesday and again on thursday. i don't think a lot of sunshine. good day on the bay, a foot of chop with light southwest wind. tonight down to 65 degrees, cloudy and humid. a stray shower toward daybreak. good chance for showers tomorrow but i don't expect steady rain. high temp. around 80 degrees and boy it will be muggy out there. we'll keep the muggy air around as we go into the day thursday as well. a warmer day on tap but look at that cool front coming in to pick off the weekend. we may not make it out of the 60s on
