neighborhood watch group. in june, abc 2 news covered a meeting that raised concerns about juvenile crime in ridgely. cheryl conner joins us now to explain what has changed. >> reporter: they call it cops, citizens on patrol and it's made a big difference in cutting down on crime. tonight, families gathered outside no longer in fear. ♪ [music] ♪ 5-year-old aaron jacobs shows his parents a few moves. he's thrilled to lay out a blanket and watch a disney movie in the park. >> i'm excited about the movie. >> reporter: just a few months ago, this may have never happened. aaron's parents and family were seeing a spike in crime and the president of the community association decided to take action. >> kids were riding around on bikes, stealing bikes, jumping kids, breaking windows out of cars. >> reporter: 35 volunteers have signed up to help control the crime. they call themselves citizens on patrol. >> we have someone actually go around on patrol in the evening time in a vehicle and foot patrol. >> reporter: baltimore county police officers and firefighters showed their support allowing kids to see a different side of law enforcement. >> everybody doesn't go to jail because you are back here. >> reporter: since june, officer gary ducett says they have seen a complete turn around volunteers with cops and increased presence of sworn officers deterred violence. >> in order to keep violence down in the community, you have to do what? that's why we're here, to continue what they are doing here. >> reporter: that allows the jacobs family to relax and enjoy the movie outside. >> we have not experienced probably any disruption in over a month. to come home from work after a long day, you like to enjoy your home and your neighborhood. >> reporter: officers say they also spoke to some of the parents of the teens causing trouble. many of them had no idea. vigilant neighbors working together with police officers has proven a success in ridgely. cheryl conner, abc 2 news. a community activist hit by a stray bullet inside her cherry hill home is not letting it stop her from helping others. miss shirley has been collecting school supplies for kids in her neighborhood for years. on tuesday night, miss shirley was in her living room watching television when a stray bullet hit her. she was not seriously injured but after that shooting, community donations poured in. even mayor sheila dixon's office helped out. >> i think i got more because i got shot. that's what i think, but we do this every year. >> miss shirley says she makes a plea to local businesses for school supplies each year. meantime, police still don't know who shot her. tonight, a prisoner who injured a howard county sheriff's deputy during an escape is still on the loose. they called mees after he showed up at their home. it happened not long after he attacked a sheriff's deputy and escaped while being transported to the howard county detention center. a jury convicted champagne of felony theft. he faced a lengthy prison sentence when he made a break for it. he's considered dangerous and if you see him, police ask that you call 911. olympic gold medalist michael phelps is nursing a sore ankle after he was involved in a car crash on wednesday but he will resume training. he was driving with an invalid out-of-state license when he was involved in a collision. the crash was not phelps' fault and the driver of the honda accord caused the accident when she ran a red light. phelps will have to explain in court why he was driving with a michigan license that investigators say was invalid. we have breaking news to tell you about now from downtown baltimore. you're looking at a live picture on light street. police tell us two people were shot at light street pavilion tonight. police say a man was shot in the leg and a teen shot in the right forearm. both were taken to the hospital and there's no word on their condition. we'll bring you the latest information as soon as it becomes available. president barack obama hit the road this weekend to drum up support for his plan to change the nation's health care system. here's abc's john cochran. >> president obama and the first family are out west this weekend visiting some of america's most beautiful natural wonders including yellowstone national park. this isn't just a sight-seeing trip. mr. obama has gone to talk about health care reform. tonight he held a health care town hall in grand junction colorado, an area voted overwhelmingly republican in last year's election. >> if you are a deficit hawk and tired of the crazy spending in washington and you want to finally make sure are that we are looking out for the next generation, then you more than anybody should want to reform the health care system. >> reporter: the stop comes on the heels of last night's meeting in montana. the president faced pointed but civil questions about how he will pay for the plan to reform the nation's health care system, a process that has caused his once sky high approval ratings to fall. in his weekly address, he wants the challenges to move forward. but utah senator orrin hatch rejected the charge saying americans just want the facts. >> although i strongly encourage the use of respectful debate in the town halls, we should not be stifling the discussions. there's nothing unamerican about disagreements. our great nation was founded on speaking our minds. >> reporter: the voters explain and sometimes defengd the reform legislation they are expected to undertake when they return to capitol hill next month. oncochran, abc news, washington. >> tonight, christopher dodd is out of the hospital after undergoing surgery for prostate cancer. a statement from his office says the 65 year was released from a cancer center. the five-term democrat announced last month he'd been diagnosed with an early treatable stage of cancer. he expects to return to a full stage senate later this month. now to california. today, governor arnold schwarzenegger urged people to list ton mandatory evacuation orders as firefighters fight to control nearly a dozen fires across the state. here's abc's laura mar questions with the latest. >> reporter: fears are rising that strong winds could ignite more wildfires in parched park as cross california. >> you could see names and see it spreading so quickly because the wind was howling. >> this is scary because of the winds. >> we're concerned about the winds and heat coming in the next few days. >> reporter: the worst fire is around santa cruz. >> we have declared a state of emergency for santa cruz county. >> reporter: altogether 2600 buildings are threatened by 11 fires raging throughout the state. >> you have people around homes that are in the immediate area where if the fire does bump up into that, they will do their best to protect the structures. >> reporter: the state has hoblized vast forces to battle the flames but it's taking its toll. >> over 700 injured and 68 helicopters, five shelters. then that's 25 firefighters that have been injured. and of course, we pray that they heal as quickly as possible. >> reporter: families are still worried they might lose everything. some are staying behind to fight. >> it's been worrying. we've been up all night with only a couple of hours of sleep. >> i'm a former firefighter and i know when it's time to bail out and time to stay. >> reporter: the steep, rugged terrain and dry, dense vegetation along with the high winds are making containing the fire difficult. maryland. ocean city checked in at 85. bwi topped out at 86 at about 2:30 this afternoon. satellite and radar pictures right now a clear scenario looking good. i think it will be quiet all night and into the day tomorrow. there is a cloud way out west to maryland. overnight, 68 degrees mostly clear here in baltimore. we'll look for a strong warm-up and talk about how hot it gets around here coming up. sherrie? a hometown hero and nba star is making sure kids are prepared to go back to school. rudy gay hosted a back to school event at the espn zone at the inner harbor today. more than 150 kids from baltimore city and county picked up backpacks filled with school supplies. >> i think it's important for the kids to be coming for the school year coming prepared. half of the battle is being prepared. i try to help with whatever i can. >> the high school stand jowf played basketball with some of the students. you know they loved that. other other end of the inner hawsh e, some young scientists had fun of their own. kids had a chance to experience hands-on activities like making solar covered pictures, eating stir fried crickets, warm cookies and having vegetable car races. organizers wanted to teach youngsters things they could do at home. by the looks of things, kids picked up educational ideas and had a great time. you say for years you watched your 401k grow and now (announcer) 28 delicious flavors at around 100 calories each. yoplait, it is so good. you work hard your whole life and put away as much money as you can for retirement, so imagine trying to get your money only to find out you can't touch it. it's happening and the federal government wants you to know the warning signs. joce sterman explains how to protect your future. >> reporter: dick allen is enjoying the golden years of retirement and worked hard to get there. one of his jobs was for a small environmental company. >> i was running a warehouse for them. >> reporter: but he eventually got laid off, and then the company went belly up. when he went to change his 401k plan, he got a huge surprise. >> they said, well, you are locked up. >> reporter: he had no access to his cash. his 401k plan orphaned. >> an orphaned 401k plan is a plan where there is no fiduciary left to make the decisions necessary to give the participants their money. so the people are left in a state of suspension. >> reporter: retirement and pension plans can be abandoned after a merger when an owner dies or after bankruptcy. bankruptcies rose 53% between 2007 and 2008. the department of labor estimates this are 15,000 orphaned company plans each year. >> if a 401k plan has been abandoned, it is extremely difficult for an individual participant to actually get access to his account. >> reporter: that's why the department of labor launched the abandoned plan program. the goal? so make sure orphaned funs can be distributed in a timely and efficient manner. >> a streamlined way for financial institutions who are holding assets of an abandoned plan to actually terminate the plan and distribute the assets to the participants. >> reporter: the department of labor oversees things to ensure each plan is terminated properly. it's important to note not all financial institutions choose to take part. dick's lender didn't so he ended up in court where a fiduciary was appointed to take on his case. >> it's strange that you can't get your own money. >> reporter: watch for signs of financial trouble within your company if you are at risk. >> the signals are clear. the company is laying off critical staff members, you know, cutting expenses that, you know, are really necessary to continue as they make last- ditch efforts to survive. >> reporter: and monitor your benefit statements closely even if your company closes or you leave a job on your own. if information stops, contact the plan's sponsor and ask questions. >> the participant is unable to get reasonable answers or to get any answers at all, then the participant should contact the department of labor. >> reporter: dick was lucky. he reached a settlement and is now waiting for his money to be released. joce sterman, abc 2 news. >> if would you like to contact the department of labor, you can call their toll-free number at 866-443272 or find it online at abc2news.com. >> what a nice day it was out there. a little warm but it's august, what are you going to do?
