know the thin is going on in the classroom. child has trouble following directions. and the child can't sit in their seat. and the child handwriting or whatever is not what it should be. there are indications to look further. >> let me ask you what does a learn difference diagnosis mean. >> it means you learn differently and we all learn differently. according to the institute of literacy they are saying between 30% and 50% of the population have some form of a learning difference and i don't want to call it a disability. >> population. >> because think about it. how many people you know you wouldn't ask direction for if your life depen on it i know one of my friends i would never ask direction. the difference is it's not interfering with the school work. the only time a learning difference really takes on a life of its own is when a child is struggling in the classroom. and remember, it's not a disability. we call that to get the fund from the federal government. in order to help but aid learning difference. what it means is your child just learns differently. they can go onto college and go on succeed. many people who have some form of a learning disability or difference are biggest models of the world. think about them albert einstein where would we nob so you've learning difference and it's like you are compensating and take training wheels off and what with you do newspaper believable. remember the only learning difference to the institute we created called school. they are not learning difference for the real world and they get out and see the world differently and they develop things and creative and most ceos in america if you check it's one of the interesting statistics. big ceos have some form of a learning difference. >> there you go. there plan this is what we want to do. if your child is struggling in school, you, the parent, need to become the advocate for the child go into school and figure out what is going on. >> and the earlier the better. >> that's common sense the earlier we intervene the better results we see. >> let's say you are junior in high school and get caught with some learning difference. parents will be 50-50 say why didn't you catch it recally and then you know what thank goodness you caught it now we know why. >> many students that we don't see until 9th or 10th or 11th grade and they are so great because they learned to beat the system and learned to work the system and learned how to deal with teachers and tend to have very good personalities and very good social skills and in 10th grade they hit the wall and realize this child has really a problem let's say with working memory. >> isn't it finding the strength of the child. >> absolutely because wherever there's a difference there's a strength. and good education regardless of whether we are talking about learning differences or not should focus on building strength and young adult strength because that's what they need. >> that reporter: it has been months since taxies -- tax season came and went and we paid our dues to uncle sam but scammers are sending out e-mails to make you think your payments to the feds are no good. according to the better business bureau, phishing e-mails have been sent out telling you your payment has been rejected. scamers were dumb enough to send it to them too it refers to the irs electronic faction payment sed tem and tell you to forward information in another way. about you the bbb says don't buy into the claims it's bogus. if you have get the e-mail, delete it. the irs doesn't send unsolicited e-mails asking for personal information. don't reply to the e-mail and don't open any attachments or click on links supplied by e-mail from someone claiming to be the irs it could make the to get finances in order. coming up, a way to try to fix that credit score quickly. the pitfalls of rapid it's rescoring. and also teen driving safety week. we will look at five reasons teens end up crashing and what they need to do to avoid a trip to the hospital. gf we go to break we try to help you get back to work. each wednesday on good morning maryland at 9, we will put free video resumes baltimore and we know it's important to have a good credit score to dictate rate you will get for loans or whether you will be even approved. we know it takes quite sometime to get a low score higher. but there's actually a shortcut to take if you are look for a rapid improvement. debra davenport stumbled over a great deal on a house and knew she wanted to buy. but she wanted something else, too. >> i was looking for the best way to get on a mortgage. >> reporter: she wasn't a big fan of the interest rate offer when the mortgage company saw her credit report so she went to credit expert for advice on how to bum. score up in hurry. pay off a credit card and she owed 500 bucks and it was not a bunch money but because the card limit was only 700, it ruined her credit to debt ratio with had a direct impact on the score. >> just by paying that $500, and now putting that card in to a zero balance, it lowered my raceos. >> reporter: but she couldn't wait for the payoff to be reported to the credit agencys. and that happens every 30 to 45 days and she had the lender request a new rapid rescore. >> rapid rescoring is he essentially a unscheduled update to the information on your credit report. >> reporter: mortgage lenders hire outside companies to do a quick update. >> if you pay off a credit card or pay off a collection for example, then, through the proselves rapid updating, they can have that information reflected within 24 to 72 hours. >> reporter: and that can make all the difference. >> it can take someone that's not qualified right now and get them to that credit score level where they can qualify for a mortgage on it might be able to get them to level where they will be able to qualify for a better interest rate. >> reporter: once you've done what it takes to fix the accounts, your loan officer or broker can request the rapid rescore and comes with a price. generally around 30 dollars for each account for each bureau so an update on one card could be $90. and it may not improve the score enough to get lon approved but it worked for davenport on more than just her mortgage. >> i am able to get better rates on other cards and other types of loans even my car loan recently. i was able to get a very low rate because the score is higher than it would have been. >> reporter: into it's available through a lender or a broker. so watch out for companies that market directly to consumers. sometimes the score involves an error which requires dispute which you will need to hp resolve. megan. >> all right. thanks, jamie. carl comes in to give us great advice point we had a client that was ready do buy a house and kept putting off for -- kept offering homes and were rejected and put in an offer and a home where they have to buy the house but need the money to fix it up. so,. >> what's the -- >> after two or three renovations loans. since the date they made the aust program guidelines changed from a 50% to a 45% debt ratio and they were at 46.2. not that far off, but can't get it approve. so we are going back and forth and couldn't use the husband because he was self-employed and took a loss and i said how to make it work. can i lower the interest rate i couldn't get that low. just doesn't exist to make it work. it's a small loan amount. the other is bring another $20,000 to closing to get the loan amount enough to qualify. not going to work. it's remembered earlier conversation the husband mentioned that the wife was there three years and works her tail off and they kept promising a raise and called the wife and said would you mind if i talk to your boss and said what about i said i am going get you a raise and i said knock yourself out. called the boss and asked to meet me and explained here's where we are and she needs a raise in the scheme of things not that much and explained not too often do we make a difference in someone's lives but this case, for a raise he admitted he was considering giving her she would now qualify for a house and imagine how much more loyal this person would be and hard are she would work to give her raise but enabled her to become a home owner. it's all the daunting obstacles are front of you and it's first home and you are near the end and the programs change again. so it's like a therapist and in this case it was like a yob consultant. >> yes. >> and he agreed and they are getting the house so it's one of those things where the mortgage officers used to be just order takers and take the information and anyone got approved. now with the constantly changing rules and guidelines, you have to be up on more than mortgage rules and we try to make sure we have a litany of different professionals to call upon and say here's tax return i am not fully understanding it. so a lot of my time is talking to cps wondering why it's recorded this way and a number of things to figure out and help clients out. but it's important nowadays because it's key weep hearing rates are at an all time low and few people qualify. tough know what you are doing and old i was don't work anymore. >> that's great storey. and we have to go -- should every person do that and should you look for that when you are hiring somebody to do your mortgage for you. >> i think people look for the lowest rate. if you don't get it you've wasted time and rates may be higher. so you have to look for experience and credibility and reputation in this market. that's the primary three things to look for not so much rate. they can quote you a rate but if you don't get it, what does it matter. >> thanks for coming in frederick. >> we head tout frederick and we have 30 breweries in maryland. i mean, i am always like you can go up to the wineries and we have great breweries and head out to the oldest brewery in [ male announcer ] if you're on medicaid and medicare, or in a nursing home, you may want information regarding special needs plans. so...have questions about medicare? new to medicare? call or visit us online and get this free guide. we look outside yesterday's high temperatures with 76 degrees in baltimore. and we had a nice surge of warm air after that wind driven saturday. but at least we have the sunshine. good look weekend and it locks like today things start to deteriorate just a little bit. we have to pull back the reality and current temperatures 54 degrees in baltimore and 55 easton 40s to the north and west. and again you may notice some of the high clouds building in across the sky. we have the sun but looks like from this vantage point at harbor school owens mills there may be a hint of the white in the sky-high thin cirrus clouds the first sign of a change in weather. no doubt about that. we are going have change here. currently 58 degrees and owens mills and you can see the flare-up of the high clouds that will gradually lower and thicken. we have a few sunny hours this morning. and that sun again fades this afternoon with the advance of the next weather system. this is part affrontal bondry that will stall to the south. and it will be wakes of energy that ride along that. first wave a chance of rain as we head into the overnight. mainly after midnight and towards daybreak, we get a few hours of showers. and that's it we won't have a all day rain convenient and that should be out there by the afternoon. the brightening in the sky but another wave comes through on wednesday morning. and then the next one beyond that actually has colder air to slip in as we head into thursday and when thursday is event comes there may be the talk and i know i mentioned this to jammy last week, there may be some snow within driving distance. that will be the thursday event and it's not going to be here in baltimore or towson or anywhere around the beltway but there may be some mixed in snow with that chilly air nearby at least wan couple hours of a car drive as we head through thursday. today, 67 degrees. call it mostly sunny. and again, we will start to see that sun fade away and the showers probably going to hold off until well after midnight and towards daybreak as we fall back down to about 48 degrees. so, slightly wet start tomorrow. but all day, not a washout. we make it up into the lower 60s and notice the trend here. mid-60s with showers and kept the rain drops in there. 66 and or thuns afternoon, could easily be 20 degrees cooler heading into the mountains and that may bt mix but otherwise 60 with sun by friday and saturday rain on sunday. >> did you shake your fist at justin. >> he shook a lot. >> you shook your fist at weather report. >> go to the mountains on thursday. there you go. >> we want to live you with a great storey. every now and then someone comes along who reminds us of the magnificence of human spirit. >> so today, it's young man in a wheelchair accomplishing what no one thought he could show or do. abc2 news has the story you have to see and hear to believe. >> reporter: at this skate park in suburban las vegas it takes a lot to impress the daredevil crowd of teenage regularrers but the one who everyone wants to watch is the last person you even would expect to see here. 18-year-old aaron known to kids as wheels. he looks at the world from the seat of his wheelchair and doesn't see object cals but just new things to jump. he turned his wheelchair into a sport by pulling off something we could hardly believe until we saw it. >> i don't think any one on earth could do that. >> reporter: take another look from his point of view a back flip. >> at love people think the wheelchair as a medical instrument i. think that's wrong because you know, why not think of it as something fun. >> reporter: so this is what a crash landing? >> yeah. this is a mishap. >> reporter: his mother says he's had the attitude his whole life aa life including more than his share of struggles after being born with spine biff da a birth defect of the spiem cord left aaron without the use of his legs. >> we cred ate lot of his progression or desire to do what he's doing to the fact that we were told by the doctors that whoa be completely incapable. you know looking at take care of him for his life. look at what he's done. >> reporter: today he travels the world with extreme athletes doing things like this incredible jump off a 50-foot ramp and just weeks ago pulling off the first ever double back flip in a wheelchair. hey. >> hey, mom i land first first double back flip. >> reporter: but excitement and adrenaline can't compare with the inspiration he gives. >> you go first. >> dak it. >> reporter: he is one of thousands who see in aaron possibilities for a life they thought was only for other kids. >> he's hero. >> disabled? you don't like that word. >> no because it's almost what's the word degreat grading. when someone -- degrading when someone calls you that disaged, i believe like the definition of that is unusable like doesn't work you know. >> reporter: aaron doesn't believe in limits. his favorite song is appropriately called something to live for. like every other teen out here, he wants to shred. >> wow. what a guy. >> wow. you were complaining?
