lawmakers are trying to figure out. sherrie johnson is here to tell us legislators could decide to replace some of those with tax cuts with new taxes. we will see what happens. sherrie, what are they talking about. >> reporter: as legislators return, the top priority is bridge that budget gap. governor o'malley will inproduce the proposed budget next week and he says that will contain 1.6 billion dollars in cuts. there is talk among legislators in the house of delegates and state senate about an increase in maryland's tax on alcoholic beverages. it has not gone up in decades and the leaders of the senate and house has not signed on just yet but taxes will be levied at whole sale level. it's not clear how much will be passed onto customers. analyst estimate it could add one dollar to the cost of a bottle of wine and two to five dollars for the cost of a case of beer and more than $2 for a bottle of liquor. >> i don't see legislature raising revenues unless there's something from the county to try to lend support. >> the larger stores buy volume where i can't buy that kind of volume, so they are going to go to the larger stores. it's going to kill the small business guy. >> reporter: because of the state -- president of the state senate doesn't sport alcohol tax and there's talk of a two cent tax on gasoline. time 6:303. thank you. a -- 6:03. thank you a vigil outside the select lounge where two men including a police officer were shot and killed. it's a call for action by the fbi to get involved in the investigation of the incident. more details are being released about what happened that saturday night. we are told officer william torbit was on duty in plain clothes when he responded to the lounge. police say he was being beaten up so he began firing his weapon. forces say the other officers arrived and fired shots as well and eventually resulted in the death of officer torbit and 22- year-old sean gamble. baltimore mayor rawlings-blake says there will be an internal and external investigation. >> i am going get to the bottom it and so do the rest of the people of the city. but if we in haste, don't get it right, we are not doing a favor for anyone. >> it's not known who will conduct the external investigation. the reward for information leading police to phylicia barnes is up to $10,000. yesterday, it was her 17th birthday and she is still missing. she was seen on december 28th last while visit family in baltimore. since then, billboards with her picture have been going up like this one on interstate 95 and police and volunteers conducted massive searches. nothing turned up. they have little evidence. police believe barnes who planned to attend towson is the victim of foul play. if you have information on her whereabouts, police would like to hear from you. president obama is back in washington this morning after delivering the emotional news that the congresswoman giffords opened her ice. his brief visit to arizona put crews on stand by ahead of the storm. effectively paying them for waiting for it to snow. baltimore county is getting help for paying bridge chainup efforts following the blizzards from last february. the county is getting more than $4 million in federal money that will go to cover 75% of the county's overall spending for snow removal including overtime, road salt and contractor services.
