another shooting, this one in the 3200 block of bel air road. a man was shot several times by at least two people. those shootings are still under investigation. baltimore police say they have found a dogfighting ring in northwest baltimore while they were carrying out a drug warrant. johnny taylor is charged with eight counts of animal cruelty. officers found eight dogs they believe were used for fighting. they've been take tonight baltimore animal rescue and care shelter for medical treatment. >> a westminster man is in police custody at this hour accused of pulling a knife on denny's employee. the employee walked outside just after midnight monday and was approached by this man, charles meeker who pulled a knife out of his waistband who said he knew how to kill people seven different ways. the employee went back in and called police and meeker was charged with first and second-degree assault. you can look for a marylander as the top 100 most influential people. the man, who has turned umbc around. >> reporter: everything is turning up roses at the university of maryland baltimore county. the man behind that number, umbc president freeman hrabowski who has earned a pretty good number for himself, ranking in "time"'s magazine top 100, most influential people. >> what he does here is -- the two are inseparatable. doc has made such a difference here. >> reporter: it's the difference between a rel that live obscure community and one of the top schools for engineers in the country. >> we both came in 1987. this place has just changed. when i first came to cam porks the african-american students were actually having a sit-in. they were upset in the sciences, very few students were performing well. they thought the campus had a problem. now you look at where we are now, the top producer of blacks who are in ph.d's in the country, the top producers -- >> reporter: american band >> rorter: hrabowski reformed the curriculum. >> everybody knows he's there. just speaks well. anybody that's been with martin luther king for a whole week has to be a great leader, so it's awesome to work for. when are a on obama's short list, you're very influence hall -- influential. >> reporter: at umbc, jeff hager, abc2 news. >> as customary, freeman hrabowski couldn't make time but put umbc first. you can find all 100 names posted on our home page. students from the baltimore county public school system, they're screaming with clears after the announcement that summer vacation will start four days sooner than and. the last day of school was supposed to be june 14th. the new last day of school now will be june the 8th. today was a big day for one special baltimore city public school teacher. he was surprised after being named the teacher of the year. this year's winner chosen from dozens, bradley nornhold is a teacher at kipp ujima village academy. he is so dedicated that he gives his own home phone number to his students. he said the secret to his success is motivating students. >> just getting them to buy into what it takes to be successful. >> well, he is now the nominee for the maryland teacher of the world competition. the winner of that will go on to the national level. good luck to him. mayor stephanie rawlings-blake visited a different baltimore school to make a plea for the city council to take a vote on the bottle tax increase. she said the money raised should be used for school renovation. the principal says the first thing she he had a like to see -- she would like to see is the removal of a portable classroom. >> we also need air conditioning. it's very hot. >> the city council hearing is happening right now to talk about the proposed bottle tax increase. that brings us to the dooms day clock. the group wants to prevent steep cuts in the education system that will go into effect if the budget is not balanced. if the cuts take place, they say maryland's number one ranking in education may be in jeopardy. >> you can only ask folks to do more with less for so long. if we see budget cuts that will disproportion nail natalie -- disproportionately affect them, we will be moving maryland backward. >> if the budget stays the way it is they say this will affect college tuition and the functionings of public libraries. while they're sorting things out in annapolis, we have some tongue and cheek great news for you tonight. aaa say the the national average price for gas fell a half a penny. the national average is $3.90 for regular. what are we doing right?
