state commission has recommended ways to raise $810 million in new revenue for the state's transportation needs. part of it is a gas tax, five cents a year for three years which the commission said would raise an estimated $491 million each year. another part of the plan would be to increase vehicle registration fees by 50%, increasing bus fares, eliminating food bus passes and the vehicle emissions fee. the proposal will go off to the governor and the general assembly. you might have to turn on your furnace this weekend and we're hearing whispers of the first snow. here's your first come. for now, we're enjoying 60 at the beach and 60s as far west has westminster and clashings -- clarksville. tomorrow 70 at 4:00 in the afternoon but the clouds thicken up. the chance for rain tomorrow night by 8:00 and things really begin to go downhill after that. we'll talk more about your thursday, friday forecast when this gets interesting. all right. baltimore county is making sure they're getting ready for the winter weather. road crews are taking part in the heavy equipment rodeo. it encourages crews to hone their skills. maryland has 23 counties and half will be getting aid for hurricane recovery. 12 counties already, including harford county and most of the shore already on the disaster list. local governments and nonprofit groups scan apply for nonemergency services. when it comes to signs, you know, things are tough with people in this economy. look at the evercrowding at animal shelters right now. that's the case in the baltimore area. at the maryland spca they say 2011 has been very diff cult so far with an increase of animals being turned into the shelter, ab increase of 20% over last year. >> it's sad when a pet is given up. we have programs designed to help people to combat some of these problems. the maryland spca has increased it. here to date we've done over 5,000 spade and knew they are -- neuter surgeries. >> the maryland spca isn't the only delaware beaches are floating the idea of a water taxi plan. the idea would be called the blueway and would link the two resort cities without adding to a crowded route one corridor. rehoboth sees about a half million people visiting. those who support the plan say it could be a big tourist attraction along with a transportation link. all right. let's take a lack at your bge heating bit. last year let's say you paid $584. this year you'll pay $556. it's lower by 5%. >> reporter: bge said the savings should knock some of the sting out of the winter heating bill, but that depends on a lot of thingings. winter is coming. the trees say so. figuring out a way to stay warmer and save bucks is on the mind of many. >> insulate the doors and windows every year. put insulation on all the edges of the windows and especially under the door. >> reporter: whether you live in an older home or newer one, the potential to save some cash is good. bge said three were able to get natural gas at a lower rate this year than last year and saved about two cents per thermal unit. if your gas averages about $100 a month, you would save about $5. that would knock the gas part down about $5. electric customers can save. >> they can expect to pay $1150 down from $1240. we want to remind our customers, though, that it's all going to depend on factors that are specific to that customer. >> reporter: those factors depend on the winter and how well your house is insulated and how you use energy, gas or electric. if you run your gas at 80 you'll have a high bill. if you run it between 60 and 70 you'll have a low bill. >> i'm talking about obviously, a sweater around the house. normally keep the thermostat anywhere between 66 and 68 degrees. any savings, i welcome. >> now that 5% savings is not guaranteed. it also depends on the type of winter we have. heavy snows mean more people will stay home and bge said it still encourages people having problems to seek heating assistance so they researchers think that men are getting it from women through oral sex or other close contact. the vaccine is controversial with some critickings saying further studies are needed. medical experts said
