bars. police say lakesha haynie confessed to the crime last night and is now charged with first and second degree murder as well as child abuse. records show lakesha haynie has had four other children and each of them had been taken away from her by city and county departments of social services. she was denied bail in a hearing this afternoon. police in anne arundel county are looking for this man. authorities say that 25-year-old thomas vertz of glen burnie is charged with assault and child abuse. police say on march 9th his 6 week old son was taken to the hospital suffering from apparent head trauma. the child remains in critical condition tonight. now homicide detectives say after conducting interviews and talking with medical personnel they determined that the injuries were the result of child abuse. worst fears confirmed for the mother of a baltimore county woman whose been missing since november. police say they had found the body of jerryell foster and charged her boyfriend with her murder. the young woman's body was found nearly two weeks ago along an exit ramp on i-95 in virginia. she had been shot in the head and stomach. and now police believe her boyfriend, frederick christian, pulled the trigger. >> i want you to know fred. this is only the beginning. only the beginning. the day has come, you're going to pay! you're requesting to -- you're going to pay. >> court papers say christian bleached the carpet in their cockeysville apartment, tossed their love seat and later told investigators he planned on pleading guilty to killing her but backed out of the deal days before jerryell foster was found. christian is behind bars in baltimore county tonight, without bail. baltimore county police identified a man found dead outside onwomenson lane in cockeysville. on williamson lane in cockeysville. authorities say he's 48-year-old vincente perez-soto his body found march 10th. detectives say they've interviewed several people but have no suspects. if you have any information you're asked to call metro crime stoppers, the number is 1-866-7-lockup. a man murdered during an attempted robbery in baltimore and tonight police are trying to find his killer. authorities say that 25-year-old daniel dixon was walking with a friend on frankfort avenue in east baltimore shortly before midnight. three men approached them and announced a robbery. dixon refused to hand over anything. there was a struggle and he was shot. he was taken to bayview medical center and pronounced dead about 30 minutes later. a man captured in west virginia after mistakenly being released from a maryland prison has aeed to be sent back to baltimore. raymond taylor was serving three life terms for attempted murder when he was mistakenly released february a 5th from from the maryland adjust center in baltimore. authorities say he posed as his cellmate who was scheduled to get out of prison that day. taylor was captured the day after he escaped. the wife of former baltimore raven michael mccrairy has withdrawn her petition for a protective order. mary claimed her husband had threatened her and a nanny. michael's attorney says the former defensive end denies the allegations. the attorney says the two are involved in divorce proceedings and agreed to communicate only to discuss their daughter. the father of a florida girl killed by a convicted sex phoner is calling for a change to maryland laws. mark lunsford, whose 9-year-old, jessica, was kidnapped, raped and murdered five years ago but a convicted sex offender says marylanders need to demand that state law protects children from repeat sex offenders. he says mandatory minimum sentencessed in to to be made for the rape and molestation of a child. >> we try to be strict. we don't have choices. let them challenge the laws we raise. let us raise them as tough as we can. and let them challenge us. >> mark lunsford has traveled the country with the child advocacy group calling on states to pass tougher penalties for sex crimes against children. many states have approved such bills calling them jessica's law in honor of jessica lunsford. also in annapolis, state senators have amended a bill to increase the dropout age to 18. they tweaked the measure including wording that the measure cannot be put into effect unless o'malley provides funding for it in the budget. the provisions of the bill could cost up to $48 million in the first year alone. supporters argue the state would save money on services for delinquent youth. the state of frederick? looks like it's not going to happen. the frederick commissioners rejected a proposal to consider seceding from maryland. the panel voted 4-1 against republican commissioner lenny thompson's resolution. thompson proposed secession is a a way to protest what he calls the general assembly's financial irresponsiblity. the pikesville chamber of commerce had a special guest at the monthly meeting today. former maryland governor robert ehrlich stopped to talk to the group. he encouraged small business owners to hold politicians accountable for their actions. >> we talked about what business people can do, on this election cycle, future election cycles, to protect themselves. to gain more influence in general assembly, to elect small business people, to serve in the maryland general assembly. >> ehrlich has not publicly announced his candidacy for governor in the upcoming 2010 election. a lot of supporters are actually urging him to run for the u.s. senate taking on democrat barbara mukulski in november. you could soon be playing games like craps, poker and roulette in maryland if the baltimore senator gets her way. she urged a senate panel tuesday to let the public decide whether to amepped the continuing. that north breeze is going to actually change over the next day or two. so we're actually going to get warmer around here. much warmer, in fact by the end of the week. you won't believe workers restored three of them. but that final stubborn south face hadn't ticked or toked ever since. artisans have come in to perform one of the most elaborate clock repair jobs ever witnessed in the city, pulling the 12-foot clock hands off the face. many of the same brass, bronze and cast iron pieces disappeared over time, and it's not cheap to craft them from scratch. >> it's a job that costs about $30,000. so we have received a $10,000 grant. we also had a match by the baltimore development corporation so we do need to raise an additional $10,000. >> the, the original cost, just $3,500. marshall. light north wind 6 miles per hour, barometer 29.96 and holding steady. probably on the rise over the next 24 hours. i want to show you a couple of the stats from the day. 63 the high. 54 would be normal this time of year. you get an idea, we were above average. we'll blow this away as we go towards friday, temperatures up towards 70 degrees. blue sky. earlier this afternoon, earlier this morning at chesapeake beach, see the morning cloud cover? then clearing out very nicely into the afternoon. just a sapphire sky. look at mount airy, morning clouds quickly clearing out. then you see the blue sky. as a result local temperatures well up into the 60s. you see 63 from edgemere. 63 perryman. 63, kind of the lucky number today. some spots 62. some temperatures only 62 to 59 depending on which side of the chesapeake you're looking at. it's a little cooler off the chesapeake. a light north breeze still going on, not too strong but enough of a cool north breeze to hold the numbers down a little bit. we would have been even warmer without that north breeze. still a coastal flood advisory up for the southern eastern shore, those tidal sections, low-lying areas, there could be flooding there with one last high tide this evening and then should be be just about done with the flood threat in maryland. our satellite and radar shows things cleared out nicely across the state. here's the back edge of that coastal storm that brought us rain into the last part of the weekend and early into the week. that's now well offshore and well south of us. behind it there's not much there. the oath thing that storm is doing for us now, helping to provide that north breeze that held us into the low 60s today. that is going to let up tomorrow so we should be in the mid-60s, very mild air pushing in, up near 70 toward the end of the week. forecast model keeps us clear, no cloud cover, you have to get down toward alabama to find any kind of rain over the next 24 hours. back here, it's going to be all dry, clear, cool, light north breeze tonight. into your st. patrick's day, one of the best we've seen in baltimore in many a year. we're talking low to mid-60s. downtown, places like canton could see 65 or warmer. mostly sunny, beautiful day to be out under one of the tent cities that will pop up across the area. 37 tomorrow night, mostly clear as perhaps the party goes on for a few of us. then the outlook for the rest of the week, sunshine, warmer temperatures. we're talking close to 70 thursday. i think we'll hit 70 friday. and again on saturday. great day to kick off the weekend. in our "health alert" -- from cell phones to i-pods, no doubt your teens face a variety of distractions behind the wheel. there's a new virtual program that allows young accident when using a cell phone. at least eight times more likely while texting. >> you take inexperience, add on handheld electronic devices, distracting teenagers and you have a fatal combination. >> reporter: when the teens do inevitably crash during simulation they experience a mock arrest booking and sentencing. >> you're going to serve five days in the county jail. >> reporter: sobering consequences that shocked both kaley and henry who are both rethinking their behavior. >> i think i'll put down the phone and wait for a stop. >> reporter: a good practice that can make the roads safe for all of us. you may soon have more food choices at the movies. the head of sony pictures thinks theaters should offer healthier snacks to help fight the obesity epidemic. a survey by the studio
