measures the driver's alcohol level. if it exceeds it, the vehicle won't start. the vehicle was originally -- the device was originally swo deuced in -- introduced in 2008. lawmakers say the state needs the federal government's continued help. jamie costello joins us to tell us about a hearing today to prevent some foreclosures. >> reporter: we see the signs in front of the neighbors, maybe around the corner, maybe in front of your own home. can't afford to meet the mortgage. baltimore has been hit badly in the foreclosure mess and the state says it's digging through the mounds of paperwork but they need help, from the federal government. so today, a house committee on oversight and government reform came to the university of maryland school of law to talk about fraud and lender errors. >> hopefully this kind of testimony will give them some second thought to slashing the funds that are so important to the people to stay in their homes. that is very important. i've spent now, in the past two years, trying to make sure people stay in their homes, can save 3,500 people. why? because we work hard on the issues, getting banks together with borrowers. that is very important. >> reporter: he's been instrumental in the self-help seminars he's held the last couple of weekends. congressman cummings, the mayor, governor all spoke. we also heard from kevin matthews, who fought to get his home back in baltimore after he was injured in an accidents. his job lost and home went into foreclosure and caused a ripple effect of problems in the community. jamie costello, abc2 news. let's look at tonight's top stories. police have found two children who went missing last month. 3-year-old shaniah and 7-year-old tyquan wiggins were taken by their biological mother. the custody had been awarded to the foster mother and court proceedings were were in progress to award shaniah to the foster brother. tyquan has been returned to his foster mother. shaniah is still with her biological mother. a district attorney is deciding whether charges will be filed. two girls later found safe over the weekend in woodlawn. a man facing rape charges. we've decided not to identify the young victims because of these charges. they disappeared sunday and found along rolling road. less than a week after the u.s. supreme court upheld protesters' rights to picket military funerals a maryland congressman is fighting back. congressman dutch ruppersberger proposed the safe haven for heroes act, the nation's highest court ruled in favor of the westboro baptist church as a matter of free speech. the safe heroes act would limit the time, place and manner by which they exercise that right. a decent-looking day of weather. we have sunshine, clouds rolling in midday. then more clearing late this afternoon. i wish i could say that is going to hold up. it won't. we have big rain coming in tomorrow night. first look at temperatures. we've got mid-40s in most of the immediate baltimore area. 45 in lutherville. 48 edgemere -- or 46 rather. also 46 annapolis. easton 47. we're watching a big rainmaker brewing to the west. it will continue to track in to maryland as we go into the next 24 hours. probably arriving just at or after we hope the evening rush tomorrow evening. then that rain gets heavier and steadier overnight tomorrow. that's why we have a flood watch up for much of the state from tomorrow night into thursday. tomorrow through the day 42 by noon, 46 by the afternoon. then that rain comes in tomorrow night. we'll talk more about this rainmaker, big one coming up. charlie sheen now finds himself unemployed. cbs fired the actor yesterday but he shows no signs of slowing down on his highly public shenanigans. the question, how long will america pay attention? nicely. a gorgeous-looking sunset in howard county. let's take to you annapolis, nice-looking day on the severn river. quite a bit of boat traffic at times. light breezes and just a few passing high thin clouds as we go toward the end of the daylight here. look out in western maryland. still snow on the ground here, from some light snow over the weekend out that way into monday. and still a chilly scenario out there in the higher terrain toward deep creek lake. currently in baltimore, 47 degrees now, humidity very low at 24%. winds east at 10, just about. our current air temperatures statewide, in the upper 40s to low 50s. 50 dulles and 50 easton. ocean city a little cooler at 42 but at bwi marshall we're 47 still. these temperatures will hover in the range here next two days or so but what we ral look for to change is the cloud cover which will increase tomorrow and the rain which comes in tomorrow night, will be around into the early part or at least the middle part of the afternoon on thursday. currently, light and variable winds. maryland's most powerful doppler radar scanning all clear, finding nothing of concern tonight but generatedar will get very active as we go into tomorrow night. neighborhood forecast tomorrow, will get up into the 40s as the showers move our way. satellite and radar trend is pretty quiet now across the state. just a few clouds blowing in out of the west. we'll briefly get more clearing where we have this cloud free zone in the northern virginia. that will drift over us later today. later this evening, that will mean clearer weather tonight. then clouds really begin to thicken up during the day tomorrow as our next storm makes its way in out of the west. large rainmaker here, this will not be a winter weather maker for maryland but certainly will for points north and west. upper midwest back through new england will be on the cold side of the system and we'll experience the snow and winter mix. we'll just have high pressure and dry weather one more night. it will kick to the east tomorrow and rainmaker then moves in, in earnest. our futurecaster keeps the system well west tonight and most of the stay tomorrow. as we push toward the evening commute, 6:00, see the showers begin to nudge in from the west. then get heavier through the night. probably getting to the most intense during the early to mid-morning hours thursday. thursday morning's commute could be slick and even have flooded roads at times. it will be a mess early thursday. then finally we clear this out of here probably by around 6:00 thursday around baltimore. it will rain a little later than that on the eastern shore, probably into thursday night. overnight tonight, 33, variably cloudy, late clearing. through the day tomorrow, partly cloudy to mostly cloudy. 46 degrees as late-day showers push in out of the west. that rain gets heavier tomorrow night as we drop down to 42. that flood watch will be in effect from the national weather service beginning tomorrow evening and lasting right through thursday afternoon. 7-day forecast, the outlook here again, for that deteriorating weather tomorrow night into thursday, but then we clear out rapidly friday and looks like a dry and nice weekend around here. after that dreary weekend we just had, the fog and clouds, this weekend looks nicer. we'll take the rain. a couple of inches of rain though nothing to play with. we'll see what happens early thursday. tourists are trying to make ocean city a happier place. an on-line poll of how best to refurbeer the boardwalk. has drawn an overwhelming response. 51% say they favor the all-wood surface to stay for the boardwalk. 15% of voters favored a concrete ribbon down the middle of the boardwalk. 34% voted for a compromise option, in which concrete would be painted to look like wood. the boardwalk is deteriorating because of decades of wear and tear. active duty service members and their families now have a new foongs tool in their arsenal -- financial. free credit scores. it's on a web site available as part of a military outreach program. the usual price is about $20. as cotton prices rise retailers are passing some of that cost on to consumers like everything else. the rise is also hitting the government as it prints the money we spend. over the past year cotton prices surged more than 160%. those dollar bills in your wallet are made about 75% cotton. the government now spends about 10 cents to make each dollar bill. compared to that that 2008 when it spent just 6.4 cents. while flying fewer routes is one way to offset fuel costs, some are raising airfares. southwest sadly joining other airlines in increasing domestic round-trip fares by about 10 dollars. according to farecompare.com leisure travelers may now be paying $260, when it cost $200 at the beginning of the year. you can save money on shopping. two discount stores now opening in the baltimore area this month. marshall's is moving to the mondawmin mall, that is on st. patrick's day. warehouse grocery price rite is opening a store on security boulevard in woodlawn. that is scheduled to be running by march 13th. it will be price
