stories. major mark forwood with the harford county sheriff's office has been fired after allegationes stole from a bel- air home depot. this is the second time he's been investigateed for theft. the first incident came after the store reported he purchased items over several months returned them for a refund he used his receipt to exit the store with similar items valued at more than a thousand dollars. he's accused of placing several item inside a tool box and hiding it under a larger container at the check out. well today is world aids day people around the world are marking the day, and according to the united nations, new hiv infections have dropped by almost 20% nationwide over the past decade. but there's still more work to be done in the u. s. fewer than half of all americans, 45% have had an aids test. that's even after guidelines were expanded to include routine screening. today's stormy weather flooded the city dock annapolis. high winds downed trees and power lines and straight ahead. >> thanks, wyatt. an alabama man accused of murdering his wife on their honeymoon has waved his extradition rights. prosecutors believe dave watson devised a plan to kill his wife in alabama before the trip. diana has the latest. >> reporter: his american homecoming began with an arrest and extradition hearing. gabe watson will be tried for murder 7 years after the death of his bride tina. tina went into distress while scuba driving. she's laying on the ocean floor. alabama prosecutors believe watson turned off her oxygen tank because he wanted her life insurance money. watson said he tried helping his wife. >> she had both her arms out stretched up and almost like looking at me with arms up to grab. >> reporter: an experienced diver watson said he had to let her go or risk drowning as well. a australia court convicted him of manslaughter he served just 18 months. american prosecutors believe watson planned tina's death prior to leaving the states. they argued there are no international rules in relation to double jeopardy and asked that watson be extradited. it took a major compromise. >> the death penalty would not be instituted against mr. watson should he be returned to the united states. >> reporter: watson's attorney says his client has already served his time. tina's family says true justice has yet to be served. >> what we want is to see him face the evidence for the very first time before a jury and stand before that evidence and answer to it. >> reporter: despite the deal between prosecutors watson still faces a maximum punishment of life in prison. let's take a look at news from around the nation. students in wisconsin return to school two days after 23 of their classmates and teachers were held hostage by another student. that student shot and killed himself. students and family say sam hung l was a kind straight a student. they did release a statement saying they are saddened by the loss of their son but happy that no one else was hurt. that michigan dad charged with parental kidnapping of his three missing sons is fighting his return from michigan. his attorney says he did it no wish to wave extradition. his sons have been missing since thanksgiving. he was arrested yesterday. his bond is set at $3 million and another hearing is scheduled for december 14th. well, it's a symbol that city officers can look at every day to remember one of their own. today family, friends and baltimore city police officers gathered to honor detective brian stevenson with a very special dead indication. s entrance to the northeast district where stevenson was stationed has been named in his honor. 37-year-old officer died in october after he was hit in the head with a piece of concrete following a dispute over a parking space reason for that was a big clash of air marses cold air rushing throughout meeting up with warm air coming in from the gulf of mexico and lots of energy in the atmosphere were able to produce severe thunderstorms, lots of damaging wind gusts. >> reporter: in tennessee a rock slide followed two inches of rain blocking part of a highway between knoxville and the airport. across the midwest it's all about the bitter cold and now snow which has made for a harrowing commute. >> down south it was pretty slick. i just come from the south side there was a wreck at 65. >> reporter: the soaking rain is forecasted to end quickly tonight from south to north. the big story going into the weekend and all of next week will be that cold air an lots of lake effect snow. t. j. winick abc news new york. . >> struggle to get to the low 40s. even don here in the southern range of our viewing area you'll be lucky to top out in the low 40s tomorrow. >> that's going to be a huge change. snow showers being picked up well off to the west of misdemeanor. southern pennsylvania southwestern pa to be specific, and through ohio. lake effect enhancement going on. but none of this really expected to reach our
