and are you ready for britn britney? britney spears, finally. the concert event that took over san francisco. and wait until you see what our "gma" cameras caught backstage with her. and get this. britney has something special she wants to share with you this morning, right here. good morning, everyone. i cannot get britney's music out of my head. the global superstar, as you have never seen her before this morning. we're with here on stage, off stage, as she gets ready to put on a show you'll never forget. you have the best seat in the house for it to see it right here. >> you had the best seat in the house. so much fun. we'll get to that in a little bit. let's begin with the latest on libya. while you were sleeping, secretary of state clinton followed up the president's speech with a meeting in london, amid several roshts about a possible deal of safe haven for gadhafi, to get him into exile. well get into that with the u.s. bourd to the united nations, susan rice. first, we go to jake tapper at the white house. >> reporter: good morning, george. the president said a confluence of events compelled the u.s. to act to stop a massacre. a moral and a strategic case to act. and broad support for reaction throughout the world. but, george, that did not stop the president's critics. the president said they were a special set of circumstances. >> the united states has worked with our international partners to mobilize a broad coalition, secure an international mandate to protect civilians, stop an advancing army, prevent a massacre and establish a no-fly zone. >> reporter: also clearly informing his decision were lessons from two previous presidents. why would the u.s. not militarily seek regime change in libya? >> to be blunt, we went down that road in iraq. >> reporter: but also the responsibility to prevent a massacre, as did not happen in the former yugoslavia during bill clinton's tenure in 1995. >> as president, i refuse to wait for images of slaughter and mass graves to take action. >> reporter: the critics came out swinging. from the right. >> it was a profoundly disappointing speech. it prove thasz the obama doctrine is full of questions. >> we are now fighting on the side of the pro -- the anti-gadhafi rebels. we are paving the way for them. >> it was almost too late. if we had done this three weeks ago, it would be over. >> reporter: and from the left. >> people have to understand we're sacrificing our domestic agenda here. >> reporter: the public, too, is deeply divided. less than 50% of americans support the actions. and taxpayers are facing a pricey price tag. 194 tomahawk missiles at $1.42 million each. and more than $600 million. it costs twice that in afghanistan each week. but that's a war request 100,000 troops on the ground. and president obama did not offer much by way of cost. the price tag for this action remains elusive, as does an end game. president obama said he did anticipate that gadhafi would desperately cling to power. perhaps setting a stage for a long and protracted conflict. george? >> thanks, jake. for more, let's get right to the ambassador of the united nations, susan rice. she joins us here in new york. to pick up where jake left off. the president was very clear last night on what he would not do to get rid of moammar gadhafi. we're not going to have a military invasion. but he was less clear an what he will support. we want to get into that. will the president help arm the forces fighting gadhafi? or does he believe that's prohibited by the u.n. resolution? >> what the president said, our mission -- our military mission in libya has been to protect civilians and establish a no-fly zone. on a national basis, we obviously have an important interest in seeing gadhafi step down. and the people of libya have the opportunity to determine their own future. >> did that include arming rebels? >> those steps include squeezing gadhafi's resources. cutting off his money. his mercenaries. his arms. providing assistance to the rebels. and the opposition. engaging in a political process, as secretary clinton is doing today in london, to chart with our arab and european partners, a post-gadhafi libya. >> that could include military support? >> we've not made that decision, george. but we've not ruled that out. >> how about reports coming out of london, of a possible deal to let moammar gadhafi go into exile? something being brokered by the italians. is this something that the united states is open to? allowing gadhafi safe haven out of the country? immunity from war crimes prosecution, if he would step down? >> first of all, there's a variety of ideas and proposals on the table. but at the end of the day, gadhafi has to make that decision to step down. and we see yet, no indication, that he is prepared to do so, absent continued pressure from the international community. how gadhafi departs and under what circumstances, will ultimately be for the libyan people to decide. but the united nations security council, the united states, and our allies have made very clear that there needs to be accountability. and justice for crimes committed. >> i know that's what the united states wants. but is it something the united states is willing to set aside if the libyan rebels say, that's fine with us. just get out of here? >> well, george, i don't want to get into speculation and hypotheticals at this point. that ultimately needs to be a decision for the people of libya. but the united nations security council referred the case to the international criminal court, with the united states support. it was an unusual step to do so unanimously. so, the people of the international community, there needs to be justice for the crimes committed. obviously, should there be an opportunity for some sort of arrangement before gadhafi to step aside? that's something that the libyan people will have to judge. and we will take it as it comes. >> one, final question. you say there's no evidence that gadhafi is prepared to leave. but last week, secretary clinton told diane sawyer that a lot of people around colonel gadhafi were sending out feelers for a possible deal. have those contacts stopped? >> no, george. i think obviously, we hear different things from different people around gadhafi and those who claim to be around gadhafi. i think we will be more persuaded by actions, rather than prospects or feelers. and i think the message for gadhafi and those closest to him is that history is not on their side. time is not on their side. the pressure is mounting. the sanctions are biting. and he needs to make a decision that will be for the benefit of the libyan people. >> that's right. thanks for your time this morning. >> thank you. we're going to turn to a medical breakthrough. doctors have discovered something incredible. gastric bypass surgery may reverse type 2 diabetes, almost instantly. for the first time, the international diabetes federation is recommending surgery for obese patients. our dr. richard besser has much more. >> reporter: for 16 years, katie wily suffered complications from diabetes. >> it was horrible. diabetes controlled my life. i was so worried that i was going to die. >> reporter: that you wouldn't be there to see your son grow up. >> i was so careful that would happen. >> reporter: then, two years ago, she enrolled in a clinical trial, using gastric bypass surgery to treat diabetes. going from 198 pounds to 123. a dramatic 75-pound loss. but it didn't just treat her diabetes. it eliminated it. >> i was declared diabetic-free. >> reporter: it's not just there in hiding? it's gone? >> it's totally gone. >> reporter: in gastric bypass surgery, the stomach size is reduced and intestine shortened. doctors believe that hormones called incretins go to work. is this a game-changer? >> about 100 years, diabetes has been treated the same way, with pills and shots. >> reporter: how quickly could they come off insulin? >> some patients will come off within hours. if not days of surgery. >> reporter: hours after surgery? >> yes. before they leave the hospital, they never use insulin again. >> everything went great. >> reporter: for katy, the effects have been life-changing. give me three words to describe katy now? >> healthy. >> reporter: healthy? >> healthy, healthy, healthy. >> love seeing that, dr. b. katy's something else. there's a lot of people sitting at home saying, is it right for them and their loved ones? >> for people who are truly obese and have diabetes, diet and exercise aren't really that effective. >> katy was fortunate in that her insurance covered this. >> it can cost $20,000 to $30,000. you have an operation that saves lives and improves lives and saves money by improving the cost of the complication. how can we not pay for that? it blows my mind. >> you think there could be a theory here? >> i think some of it is an anti-fat thing. here you have something that should be paid for. >> it's not about willpower. >> thanks. >> we'll see if that changes. we're going to turn, now, to the nuclear crisis in japan. there's new worries this morning after lethal plutonium was discovered in the soil near the cripple plant. neal karlinsky is live with the latest in tokyo. neal? >> reporter: george, they are worried about plutonium samples that you mentioned found in and around the reactors. also, highly-radioactive water that continues to leak out of there. the people most at risk are people that live near the reactors. people that refuse to leave their homes, despite calls to evacuate. it is a roadblock few have dared to cross. the sign says danger. and it is the edge of the restricted zone, just 20 kilometers or about 12 miles from the nuclear plant. a japanese team has ventured in to check on whether anyone has refused to evacuate. they find a rice farmer who seems to have ignored pleas to leave. and all common sense about the radiation filling this place. there aren't many goods available, he said. there aren't shops open. there are farmers in the area. so, we have vegetables. this, he says, is his neighbor's farm. the cows have been left on their own. in the streets, dogs left behind by their panicked owners, now roam aimlessly. how long will it last, this man says? more people will die. more bad things will happen. this is going to get tougher. not far from here, the assault it seems at the fukushima reactors is in full gear. the power company has put up a help wanted sign for what could be the most dangerous job on earth. $500,000 a day to be a front line geiger counter operator. today, officials are grappling with a steady leak of radioactive water, while also acknowledging that highly dangerous plutonium has been found in soil near the reactors. they say it could have only gotten here one way. as the result of finding plutonium and finding a high density of radiated water, it's clear that the fuel has melted, this official said. whatever happens with the reactors, the toll is already knocking. today, what they're calling the first fukushima fallout victim. a farmer who lived inside the radiation zone. he said he couldn't take it anymore. he took his own life. robin? >> that's sad to hear that. neal, thank you. looking at the effect that the radiation in japan is having here. trace amounts of radiation has been detected from nevada to massachusetts. before we went on the air, i saw sam tracking this for us. >> we need to start by saying no harmful levels of radiation have been found any place in the u.s. let's show you how connected we all are by air and water. this incident proves it, if nothing else does. we start with the problem in japan. it releases when the nuclear reactors have a problem. it releases particles in the air. one thing we're going to look at is iodine 131. that's caused by nuclear fission and put out in the air. it should be no surprise, that this, in some level, will carry across the u.s., on the winds that generally flow from west-to-east across the globe. the first place we detected night the first week, in california, and also in the northwestern area. california, washington, nevada, in week one. by week two, we're picking up that some of this has begun to travel across the u.s., on the eastern coast of the u.s. by week three, we know more places have picked it up in the u.s. we're talking about minuscule, trace amounts of radiation. you would get more radiation in a flight across the globe, across the ocean. or you would find the radiation, as dr. besser showed you in a product like a banana. some of it occurs naturally in the world. this is the amount of radiation we're talking about. here's how it's detected. the first two states that we're talking about, new hampshire and massachusetts, should come as no surprise when it's in the air, when it rains or snows it comes that way, down to the ground as rain or snow. in the other two areas, north carolina and florida, this has been monitored in the air. there's about 160 monitoring stations around the globe. and, robin, the very good news is, the trace amounts have been found. george, to you, now. we will know if there's anything worse that comes in the planet right now. right now, there is not. >> that's an extensive detection system. thanks very much. so far, very safe here in the united states. >> so far. we're going to switch gears now to prince harry. he's in norway this morning, where he's kicking off a very special mission. the prince is with wounded afghanistan war vets, prepared to start an epic journey for charity. and our bob woodruff is live, just 200 miles from the north pole. bob? >> reporter: this n this town, temperatures can drop to 60 degrees below. together with prince harry, they will be heading out to the north pole. >> this project exemplifies, the tenacity and courage of those who serve our country. it really is that simple. >> reporter: the team has been training for 18 months. this morning, we asked prince harry if he was up to the challenge. >> not as ready as these guys are. but i'm just giving them as much support as possible. yeah. i haven't had as much time to train. but they're going to see me on the skis this afternoon. that should be in training for all of us. >> reporter: this morning, he met with his team. captain guy was ambushed by insurgents. his leg shattered. now, he has a prosthesis. >> this one is prosthetic below the knee. this private lost his left arm, crushed by an rpg. >> to know what i'm capable of doing and what not. this is probably one of the biggest challenges there would be. and i'm sure we all will be able to do it. >> reporter: this foundation, called cau eed walking with the, was started by two veterans. and prince harry, now a certified pilot of the apache helicopter, has been a huge supporter from the begins. >> these guys and all of the wounded servicemen and women around the country. and just what a wonderful inspiration they are, to take on this massive challenge. >> reporter: so, prince harry and his team will be taking off from here on friday. they're going to take off by plane and then to helicopter, so they get 200 miles from the north pole. they told me that next year, they want to take this maybe down to antarctica to try to get to the south pole. george? >> bob, it looks cold up there. you all at home can track prince harry's mission on our website at abcnews.com/gma. now, back to sam with the weather. hey, sam. >> we're going to talk thunderstorms. there's a lot of them. during the daytime heating, we're going to get them popping up. in san antonio, shreveport, jackson, houston. all of them will have strong hail and gusty winds. stay up with the local abc stations so you know what time they hit in the afternoon. here's the chilly air. this is much colder than normal. 15 degrees colder than normal. we told you it wasn't going away. st. louis, at 22. severe storms on the borderline of that cold air. everybody's in good shape in the northeast. warmer in phoenix at about 85. >> we'll have more from sam in our next half hour. now, a dramatic rescue that may give many parents pause when they send their kids out to play. seattle children, horgs around in the mud, found to their horror they were being sucked down in quicksand. they were pulled to safety thanks to one little boy's quick thinking. clayton sandell has the story. >> reporter: these young adventurers didn't have to go far to find danger. katie high et and her brother, carl, met up with brothers andrew and caleb hummel. >> we saw the mud and started playing in it. >> reporter: the kids had no idea the pit was filled with dangerous quicksand. >> my shoe got stuck. by that time, katie and carl were sinking. >> i couldn't get myself out. >> reporter: were you scared? >> yes. >> reporter: katie and andrew were trapped. caleb ran for help. and larry pilcher called 911. >> we've got kids in what seems to be quicksand. >> reporter: the more they struggled, the faster they were sinking. show me how far the mud came up. by the time firefighters arrived, little katie was freezing. >> i climbed in the mud with her to start digging her out. >> reporter: after a rescue that lasted 30 minutes, the kids were finally pulled free. to give you an idea of how strong the quicksand mud can be, you can step on it here. and the more you move, the more stuck you become. it's nearly impossible to pull yourself out. this mixture of sand, clay and water may appear solid. but walk on it and it liquefies. that's what happened to this 10-year-old boy trapped just a few days ago in england. this mud pit has now been covered in gravel. and lesson learned, katie, carl, andrew and caleb are finally getting back to just being kids. >> i'm scared of mud. >> i'm not scared of mud. >> yes, you are. >> no, i'm not. >> reporter: for "good morning america," clayton sandell, abc news, spokane. >> i had no idea it was so powerful. >> certainly did not. coming up here on "gma," look at this crowd we have. you have a front-row seat as superstar, britney spears, gets ready to hit center stage in san francisco. you will never forget this. plus, a brutal fight caught on tape, led to an mtv teen mom reality facing assault charges. now, the victim speaks out. who says credit card rewards can't be simple?
