out live. and tonight's the night we take you behind the scenes with a new cast of "dancing with the stars." and this question this morning, who is already showing they've got chemistry? and good morning, indeed, everyone. george is off this morning. we are delighted to have our good friend, david muir, back with us. >> always great to be by your side. >> you were reporting this on "world news" last night. more missile strikes for the u.s. and allies against libya. now, from is growing concern over how gadhafi will respond. and whether he will make good on his threat of terrorism. and the latest from japan this morning. official there's saying the death toll now tops 18,000 this morning. an incredible number. and new concerns about radiation. contamina contaminating, not only the tap water, but the vegetables there and seafood. we'll have a live report from the quake zone. and in this country, a spring roared in california. a rockslide, shutting down highways there. >> the first full day of spring, david. let's get right to libya. and the latest actions by the u.s. and its allies. french fighter jets for the third day in a row, headed to libya. we have a team of correspondents, covering all of the angles this morning, starting with martha raddatz, where she has been reporting all through the night. >> reporter: good morning, robin. the strikes have truly intensified. hitting military targets all over libya, including those that gadhafi, who has not been seen in days, was apparently trying to hide. the symbol of moammar gadhafi's resistance, devastated overnight. a three-story building in his personal compound, hit by two coalition cruise missiles, collapsing the roof. missile parts scattered amongst the rubble. although not lunched by the u.s., officials say it was a strategic site, not against gadhafi or his iconic tent nearby. >> he's not on a targeting list. >> reporter: but gadhafi's air and ground forces are. "operation odyssey dawn" cripplcrippl crippled troops and planes. by air, three b-2 stealth bombers, dropping 40 bombs. and by sea, 124 tomahawk missiles, launched from the mediterranean at more than 20 coastal targets. this is all that's left of a convoy of ground troops after u.s. fighter jets attacked southwest of benghazi. >> we believe his forces are under significant stress and is suffering from isolation and confusion. >> reporter: nine countries are contributing force, as the no-fly zone takes shape. >> we'll have a military role in the coalition. but we will not have the preeminent role. >> reporter: in tripoli, the crackle of anti-aircraft fighters signaled gadhafi's will to keep fighting. while state tv, show women and children used as human shields, no visible sign of their defiant leader. only his voice, heard sunday, vowing a long war against allied forces. libyan tv is saying nearly 50 people have been killed since the attacks began. and many more injured, claiming most of those were children. the u.s. says there have been no civilian casualties. david? >> martha raddatz, leading the way with her reporting all weekend long. martha, thank you. we want to get to the "gma" smart screen now. the b-2, that martha mentioned, there were three of them. they're back in the u.s. after a 25-hour round-trip. the orange here, that's the british contingent. and we wanted to show you the ground offenses they were targeting all weekend long, along the coastline there, in the effort to create the no-fly zone. we don't know the exact perimeters. but this is believed to be the area of that no-fly zone. from tripoli, this is the newest image out of the building that was targeted. the pentagon confirms that gadhafi himself is not a target. we want to go east this morning where the rebels are. alex marquardt traveling through the night for us. alex, good morning. >> reporter: this city has been the rebel stronghold since the rebellion began. the city is tense, scared. but thanks to the air strikes optimistic. arriving in the opposition capital, benghazi, this morning, signs of a city that's been under siege. empty streets, shuttered shops, road blocks. it's different than the jubilation we'd seen here when the city was firmly in rebel territory. it was terrifying, the last few days, this man told us. now, thanks to the international forces, i give gadhafi a week. on a wall of pictures of those who have died, abdel shows off a picture of his son that was fighting. like many here, he is missing. we want this to stop, he said. we thank everybody. but please, stop the bloodbath. the coalition air strikes have breathed new life into the uprising against gadhafi. the rebel forces are pushing west. vehicles in the eastern part of the country, bombed. weapons depots, in flames. the rebels were on their heels, on the cusp of defeat, when the united nations voted to intervene. >> we were very depressed. we were very worried. the casualties were increasing. people were dying. civilians were being killed. today, there is hope. there is light at the end of the tunnel. >> reporter: we were listening to the radio as we drove through town this morning. there were warnings that snipers were still in the area, as well as the ram naemnants of gadhafi forces. those things are looking good for the rebels. david? >> i'll pick it up from here, alex. gadhafi has a long history of using terrorism against his enemies. but does the libyan leader have the means to carry out an attack against the u.s. and our allies? brian ross has been looking at this. >> reporter: the intelligence community has been analyzing the prospects of a terror attack from gadhafi. terrorism is hard to predict. but gadhafi appears to be a leader that's lost his timing and his punch. and much, but not all, of his stockpile of mustard gas. a highly-lethal chemical weapon, that gadhafi started to produce in the mid-'80s. they gave gadhafi a deadline of this may, to destroy all of his mustard gas. but it's unclear if he did so. >> it is clear he has mustard agent. you need to put that in something. and as far as anybody can tell, he doesn't have the munitions to effectively use that. i think the military risk posed by this is relatively small. >> reporter: on abc's "this week," with christiane amanpour, the chairman of the joint chiefs of staff said, the remaining amount of the chemical was being monitored. >> mustard gas, stockpiled. is in a a problem? >> it's closely monitored. >> reporter: still, scored by americans have been billed by bold acts of libyan terrorism, over the years. pan am flight 103, in 1988, blown up over scotland. 189 americans dead. two years earlier, an attack on a german disco, popular with american servicemen. two american servicemen dead. a former senior official, says gadhafi may have the motive, but not the means to attack again. >> i think from what we've seen in the past, he's got intent. but the second piece is capability. he's been out of the game for a long time. whether he can resuscitate it is a bigger question. >> reporter: in fact, the key to any gadhafi-ordered attack would be his network of intelligence officers with embassies around the world. with attacks on gadhafi growing now and diplomatic defections, those diplomatic officers, have to calculate which side they want to be on. >> have to pick sides. he has a big pock as always. but may not have what is needed to back it up this time. >> reporter: he can talk the talk. but we'll see if he can walk the walk. he continues to talk that talk this morning. gadhafi promising a, quote, long war. how long could it be? this week, christiane amanpour, joins us from london. i know you saw gadhafi, saying they weren't going to be defeated. this seems to be a leader digging in this morning. >> that is his public stance. we're not going anywhere. we're going to die here. and i asked his son that, as well. and he said no. my father is not stepping aside. not going anywhere. others think he might fold after a few days of the bombardment. and here in london, of course, actively taking part in the parliament behind me, they are retroactively voting behind me for the military intervention. >> his son, his closest adviser over the weekend. and we were struck by what he told you. president obama, we thought was a good man, a friend, is now bombing libya. are they maintaining the u.s. is on the wrong side here? >> well, yeah. when i spoke with gadhafi, as well, he spent a lot of time how they like president obama. how president obama, in his view, was a different kind of president. not one that wanted to police the world. but one that wanted to have humanitarian and good relationships with the world. they're surprised about this. their statement and their view and their claim and their position is, that these people are terrorists. the rebels, they call them terrorists. so, they're saying, the u.s. is going to wake up and find out that they've backed the wrong people. that is their public stance. >> christiane, we heard from the white house here this would be a limited engagement. what you heard in the last 24 hours this does not sound like it will end quickly. what are you hearing? >> i asked admiral mullen. look, iraq. there was a 12-year no-fly zone over iraq. and saddam hussein remained in power. if gadhafi does have a cease-fire, which they've called for again in libya, could this go on? could there be this sort of standoff, stalemate over the skies. and interestingly, also, there is a gap developing between britain and the united states. the defense secretary, today, has said that they might, it's possible, they would go after gadhafi. only civilian casualties and the concern about civilians would stop them. the u.s. is saying no. secretary gates says that's not our aim. >> christiane, many thanks. >> that would be a major turn. we're going to turn, now, to the disaster in the pacific. japanese officials, today, estimating that more than 18,000 people have died in the devastating earthquake and tsunami. food and tap water from the area around the damaged nuclear reactor's now under intense scrutiny for radioactive contamination. our david wright has the latest. joins us this morning from osaka, japan. david? >> reporter: good morning, robin. you know, it really seems to be one step forward, two steps back, when it comes to the efforts to contain this nuclear catastrophe. just as officials were set to announce progress, today, another setback. the good news, high-voltage power has been reconnected to three of the stricken reactors, making it possible to restart the cooling system, in hopes of averting another meltdown. then, late today, a cloud of gray smoke puffed out of reactor number three. and the seven emergency workers on-site had to evacuate. officials have also discovered that water from the hoses used to cool down the damaged reactors has leaked into the ocean, raising concerns about more radioactive contamination. already, the radiation has leeched into the food supply. milk, spinach and other vegetables farmed near the reactors are unsafe for consumption. radioactive iodine and cesium is even detectable in tokyo tap water. at supermarkets, shoppers are paying attention at where the produce is grown. this supermarket owner assures customers, the items he sells don't come from the affected area. >> for american consumers, there's really nothing to worry about. >> reporter: in a coastal town hit hard by the tsunami, a dramatic rescue sunday. an elderly woman and her grandson, pulled alive from the rubble of their three-story house. she is sumi, 80 years old, shaken, but completely alert. her 16-year-old grandson spoke from his hospital bed. i am so relieved to be rescued, he said. saying he and his grandmother passed the time eating snacks and chatting. for a country starved for goodness, a morsel of hope. tonight, japan's top government spokesman thought to reassure people about the smoke pouring out of reactor number three. he said, it's not necessarily that the reactor itself is on fire. he said, there's lots of flammable things there besides those fuel rods. as you can imagine, not a lot of reassurance. we're going to bring in dr. richard besser for the threat to japan's food supply. and whether any of the contaminated food could end up here. the food that japanese officials are concerned with right now this morning. >> there are real concerns about any foods that come around the foulukushima reactor. that area. the milk, spinach, canola and other greens. they have tested the milk and spinach have found high levels of radioactive iodine and cesium. >> remind us how it gets into the milk. >> some of the radiation will settle out. rain will help it come to the ground sooner. the radioactive iodine will land on the ground. the cattle who are there, will eat that grass. and then, it gets concentrated in their milk. children drink that milk. it's concentrated in the thyroid glands. that's why milk is such a big issue. >> we said time and time again, that's what happened in chernobyl. the food here coming from japan. what's our risk here, rich? >> very little food comes from japan. that's less than 4%. big groups that come from there, are seafood. you have processed fruit and vegetables and snack foods. it's a very small amount of what comes in here. >> you talk about seafood. i know you had sushi on friday. >> i did. i like sushi and i'm not changing because of this. less than 2% of our seafood comes from japan. and we talked about -- that's going to protect seafood to a large percent. i talked to people in charge of protecting our food. food and drug administration, department of agriculture, and customs and border protection. and i am extremely impressed, in particular with customs. since 9/11, they put in a massive system, testing everything that comes in here for radiation. and that's been adapted for food. they picked up radioactive blueberries coming from russia. and that system is now in place, screening over 99% of our food that comes in here. i think it's safe. >> screening the food. screening the planes bringing in the food. >> they're screening on the tarmac. it doesn't get into the terminal. >> appreciate it. for other developing stories, let's get over to bianna golodryga, in for juju, at the newsdesk. >> good morning, everyone. we begin with a dramatic scene caught on camera during a shoot-out between police and a suspect in wisconsin. >> reporter: a killer was on the loose. >> i had been told that my sister had been murdered. it was devastating. it broke me. >> reporter: hugh murray, an army attorney, was in iraq, when he heard his sister was attacked in this upscale yoga store. police say her co-worker told them they had both been raped and robbed by two masked men, dressed in black. >> responding units that morning found a bloody crime scene and located two women. one deceased. the other bound and injured. >> reporter: did the version of events, when they told you, did they make sense to you? >> i believed that's what they knew. >> reporter: but after a week-long manhunt, what they knew wasn't adding up. >> we've arrested brittany norwood, age 27, for the murder of jayna murder. >> reporter: police said there was no evidence of assault. and the only footprints came from norwood and another pair of shoes that were for sale in the store. they say she planted the footprints and then injured and tied herself up. after luring jayna back to the store, saying she forgot her wallet. workers at the apple store said they heard two women arguing. and a college teammate of norwood told things of her past. >> people said lock your locker. she's been known to steal things. >> reporter: now, her family is focused on the jayna murray foundation, that will provide scholarships to programs associated with jayna. >> we want them to take that experience and really make a mark on the world. >> reporter: for "good morning america," andrea canning, abc news, houston. in a "gma" exclusive, we're joined by jayna's parents, david and phyllis. thank you both. i know it's hard to sit here and watch what just played out on television. we can't imagine what you're doing through. but if you could for us this morning, how are you remembering your daughter? >> her smile. throughout the funeral and e-mails and phone calls, people have always commented that it was her smile. and it was her hugs. and whether she knew you for two seconds or years, those were her greetings. and she wanted people to feel comfortable and happy. and she was full of antics, to make people laugh. and at opportune times, when business meetings were tense, they always depended on jayna to turn the mood and bring on happiness and levity. >> to lift things up. we saw her on a bungee jump there, david. and you chuckled when your wife talked about the antics. >> that's right. that's right. one of the most fearless people i've ever known in my life. and that's as objective as a father can get. i really admired her for everything she did and everything she represented. >> i know you're both relieved there's been an arrest in the case. we learned of the name, as well, brittany norwood. did you know anything about brittany? did jayna talk about her before? >> no. she mentioned many names. we didn't know her. and again, jayna never mentioned her. there were always people that she would have dinner with and go to movies with. but brittany's name was never mentioned. >> so, it's not clear whether she was more than a co-worker, perhaps a friend, that the two would spend time with. we just don't know yet. >> not at all. >> she is expected to be in court this morning. for two parents that endured such a loss, are you glad the case is moving forward? >> absolutely. i can only say the montgomery detectives and police department have been incredible. to us, with respect. and yet, to keep us informed. it's the rumors that kill. and you just -- it just burns you inside. >> i know everyone watching at home can see the bravery, the two of you coming here to talk with us this morning. we couldn't miss the spirit that you talked about. and you have started a foundation that her spirit lives on. >> we have. many have been involved in the genesis of the foundation. friends have come forward, by themselves, a -- singularly. and they have recommended. they have promoted this foundation be established. both of our sons, 10,000 miles apart, came up with the idea. alone. >> in putting this together. >> in putting this together. >> i know it's a difficult question. but if you could any anything to brittany norwood, the suspect, this morning, what would you say? >> reporter: there's a number of reasons. bahrain is a u.s. ally. and we have a naval fleet stationed there. when i asked a senior administration official, how do you reconcile involvement in libya, but not in other places, like yemen and bahrain? he said, they're concerned about violence in the other countries. but the real concern was the scope of the violence in libya. there was a greater risk of mass killings in libya, in places like benghazi. that was why there was a humanitarian need, the official said. >> jake tapper, at his post in washington this morning. we want to get a check of the other top stories of the morning. bianna golodryga is here for juju chang at the newsdesk. >> good morning. we begin with the new emergency of japan's devastated nuclear power plant. clouds of gray smoke rose from damaged reactor number three this morning, forcing workers to evacuate. this is a disappointing setback after officials said they were making progress in restoring power to the facility. the emotional and physical toll of the disaster in japan is impossible to calculate. but a new damage assessment is out this morning. and our clarissa ward is in northern japan, where she met one survivor who is nine months pregnant. good morning to you, clarissa. >> reporter: good morning. well, the world bank now estimating that this tsunami/quake disaster could cost japan as much as $235 billion. simply an infathomable number. relief workers continue to flood in to northern japan. desperately trying to get supplies to those who need them. at this hospital, we meet sumi from the coastal town. she was nine months pregnant when it hit. did you feel the shaking of the earthquake? it was shaking so hard, i couldn't get up. i just laid down on the ground. i was so scared. she fled to higher ground, narrowly missing the wave that destroyed most of her town. a few days later, she gave birth to a beautiful baby boy. but her happiness is tinged with fear and sadness. her mother-in-law, not heard from since her house was destroyed by the tsunami. i'm worried about her, she says. i have no idea where she is. yet, many are not as lucky as she. stranded in their villages because of crippling fuel shortages. as this hospital stands by, ready to treat them. >> i'm sad because i can't do nothing about them. i'm just waiting here. >> reporter: and doctors and nurses from that hospital are going out to the hardest-hit areas, every day. they're looking after people who are sick, who are wounded. and also, people who have simply been emotionally devastated by what has happened. bianna? what has it been to go through such hurt, such pain, to go where you are today? >> i mean, everything that my family taught us. our my mother, bringing us up in church. that's the greatest gift they could have left us with. from my grandmother to my mother. and each day, every day, it's not a day goes by that i don't hear my mother in my head. and when i think back, i used to think she was very quiet. now, when i look back, i think, my mother was really wise. wow. so, that's what i live by. and everything i do, i try to reflect and know to be sure that she's proud of me. okay. what would she say about that? and that's what keeps me going, knowing that i know she's proud of me. and my sister and all of us. like, she always said, all you have is your family. and my sister is here with me today. and baby david is here with me. and my cousin, gina. and she's the nanny. i make sure everything is surrounded around family. that's what she taught us. if you don't have family, you don't have anything. >> and every time you've been here, the people you are surrounded with are always so upbeat. it's an absolute joy. you brought us south africa. >> it was the hardest thing i've ever done. i didn't know winnie's story. how did i miss this in black history? >> yeah. >> how did it? >> it's amazing. what was the infrags behind the little blue dress? >> blue is a quality we equate with easter. every season, i go through shades of blue. that shape, i've been making that shape since '04. it's a dress always in my collection. it fits all body shapes and all sizes. my grandmother has that dress. my daughter has that dress. kate has warn the dress. it's very versatile. and it fits all body shapes and it's for all ages. >> i think that's why we like it so much. everyone can see themselves in the dress. >> yeah. >> did you know she was going to wear it for the big engagement?
