Now a story we first broke on Eyewitness News at six a Chain Reaction of events. Starting with a failing pool pump. All playing a role in the death of a teenage lifeguard at a North Raleigh pool. Thats according to an inspection report released by wake county. Angelica alvarez spoke to an electrician about the report. Shes live at the Wake County Sheriffs Office with his take on the accident. Angelica . This is a very detailed report. So we took it to an expert. Off camera. He looking at this report. It looks like a safety wire. That might have prevented this. Had been cut. Images of wires. From varying views. Paint a very technical picture. Of what led up to the death of 17 year old rachel rosoff. The lifeguard. And Enloe High School senior. Was found dead in the heritage point pool on september 3rd. Investigators say the water had become electrified. And led rosoff to drown. When she touched the water. How that happened. Is now detailed in this first. It says the pool was installed in 1979. And since then no other construction permits have been filed. It says the pool motor failed. When one of the wires became corroded. Sending an electrical charge outside of the pump. Eventually flowing into the water. Outside of what caused the deadly charge. The inspector notes other things not up to code he found an unknown contractor had fixed the electrical feeder to the pump five yeas and he found the bonding conductor to the motor was cut. Which does not comply with National Electrical code. And our expert. Tells us that bonding conductor. If intact. Acts as a failsafe should the pool motor fail.
