Well, buddy dyers office tells me they have not been served with this lawsuit yet, but they said at first glance, it doesnt seem theyve violated any state statutes. This afternoon, the city council actually approved this sale, but that doesnt mean this transaction is a done deal just yet. At about the same time as orlando city hall was giving Orlando City Soccer president phil rawlins a standing ovation today, a lawsuit was being walked into Orange County courthouse, seeking to stop the citys sale of soccer stadium land to the team. The group filing it claims the deal is illegal. You need to tell me why this is such a great thing that its okay for a government to violate the law. Since the city of orlando used Eminent Domain to get the land, it needed to follow certain steps before selling it. They claim in the lawsuit the city owned the property less the original owners to repurchase their land and they didnt open up bidding for the land. The residents say there will be irreparable injury to the residents and businesses and an unjust sale and misuse of Eminent Domain. It says clearly in the state regulations, you cannot sale, lease or rent this property for 10 years. Therefore its clear theres a violation of the law. Construction on the land is already well underway. This afternoon, news 6 found out the construction is not coming along without its problems. There are delays. And now local businesses are starting to feel the pinch. Because of the construction in the area, many of the businesses havent been able to get foot traffic or traffic going by. Orlando city soccer president phil rawlins says he wants to work with the commissioner Redevelopment Funds to help those hurting businesses. As for the lawsuit, of course, the city will be served with this lawsuit. It will eventually be up to a judge to decide if the sale will go through or if it will be halted. Thank you, eric. A teen suspect in a stolen car refusing to stop. Tonight, were seeing the body camera footage showing the tense moments an Orlando Police officer opened fire on this car. News 6 reporter Shaun Chaiyabhat takes us through what happened. It was a tense scene that unfolded a little over a week ago on north lane. Police tell us officers tried to stop three teens in a stolen white Dodge Charger back on january 16th. This is bodycam video from officer jonathan mills. Officers warned the driver after he backed up and that is when an officer fired the shots. Now heres how it unfolded from another angle. Camera outside the store. Officer mills shot the driver, 17yearold trayvon le mans. He crashed into a vacant home a short time later and he is now charged with aggravated assault on an officer. As for the other two suspects, they got away. Now, officer mills was not hurt, although he is on paid administrative leave while the fdle does their investigation. Back to you. Shaun, thank you. New developments tonight about a dog stolen from its own yard. News 6 first showed you this Surveillance Video last month. It shows a woman taking the dog at a home in winter springs. That woman, kitty rivera, claimed she was rescuing the dog. Tonight we learned shes facing charges. News 6 reporter Troy Campbell is looking into the charges and joins us live from the neighborhood where it happened. First of all, lets take a look at this little girl. This is ninemonthold roxie. Full of energy. A little pup. Roxie was seen on Surveillance Video being placed into a van and then driven away. I found out that kitty rivera was formally charged for the grand theft of roxie. News 6 first showed you this Surveillance Video back in december. The state Attorneys Office says it shows 38yearold kitty rivera, taking little roxie from her front yard. Rivera was arrested on saturday, charged with grand theft. Roxies owner is feeling relieved someone needs to be responsible. She didnt need to be saved. She has a good home here. We love her. Shes well taken care of. She didnt need to be saved. She says for weeks she was left wondering if the woman will be charged, hoping it sends a message for anyone looking to take a dog out of someones yard. You did actually. I think a lot of other people have come out and are now being happen a lot. And, yeah, you guys rock, definitely. Again, roxie, she has been home with her family ever since the incident. We also did stop by riveras house and it appears no one has been home all day long. We also placed phone calls into the Animal Rescue shes affiliated with who we have yet to hear back. Tonight weve learned six weeks after a deadly crash involving a Seminole County deputy, investigators have still not taken a statement from that deputy. 28yearold corey alicott died when the uber car he was riding in collided with the deputys car. Road 434 and ron reagan boulevard. The Seminole CountySheriffs Office says it has not taken a statement from Deputy Scott Sullivan or the uber driver. They did take a statement from the trainee in the passenger seat of the patrol car. Investigators still arent saying who is at fault for the crash. They say the entire investigation is expected to wrap up in two or three weeks. Well keep you posted. We now know what most likely caused a deadly fire at a Senior Living fatality in lakeland. Investigators say a man was smoking in a room at the bella vista manor yesterday morning before the fire started. He died and three others were hurt. 41 people were inside the facility. They evacuated everyone besides the man who died. They say their quick action helped keep the number of deaths and injuries low. Well, a pickup truck slams into a home, leaving behind a gaping hole. Now police are talking to the truck owners roommate. Destruction in orlando. The driver hit a couple of cars and went through a chainlink fence before slamming in the front of the house there. The homeowner says he heard a big explosion. I could see a truck in the room across the street across from it. And it wasnt supposed to be a car in the house. The driver got out of the pickup truck and ran off. Investigators say a man was detained but has not been arrested. That man whose roommate owns the truck is still being questioned. Tonight were now getting a chance to see the time lapse video showing the complete redesign of Daytona International speedway. This is pretty cool. For the past 2. 5 years, the speedway had been under construction and the entire construction process from groundbreaking to completion was recorded. Take a look.
