in the 30s and 40s here in central maryland. we have temperatures in the 30s out north and western counties and it's a very calm start to the day. light winds around today. it's going to be a little chilly chilly. that's going to be with us through the first part of this weekend. temperatures we said right now, it's 40. 28 the cold spot out in oakland. we have 42 in cumberland. your forecast looks like this. temperatures starting out around the mid 30 to 40-degree. we'll call it the low 50s across the area. overnight lows getting down into the 40s. thank you, tim. but now here's what people will be talking about this weekend, a controversial dance almost ended their season. now a dramatic reversal for the soccer team, megan has more as the big team prepares for a game today. >> good morning, the school's principal suspended the soccer team after a victory dance landed them in hot water. now he's changed his mind. this dance called the burney almost ended the soccer season. parents complained the dance was lewd. after public outcry the principal lifted the suspension against the team friday. the dance decision, big talk. >> what they did was wrong but they definitely shouldn't have gotten aspen liesed. >> reporter: i think in the end he made the right decision. it takes a lot of courage. >> reporter: the controversy even caught the eye of ravens place. sun told our partner if they did do it after me, i'm flattered, i think it was way too harsh for them to get suspended. teammate ray rice added it's not doing anything -- now they will continue their rise to the top. the focus, scoring the goals and not how they will celebrate after. instead of forfeiting the season the soccer team will be required to take an online sportsmanship course. thank you, megan, the perry hall soccer team plays in the semifinals this afternoon in montgomery county. nearly 20 people are without a home after a fire rips through an apartment building. this video was posted on youtube from the scene. it broke out last night on haven court. everyone inside made it out safely. >> the neighbor said it was just a little bit of smoke when he called the fire department. but by the time they got here his place was completely in flames. >> reporter: it took firefighters two hours to get the blaze undercontrol. an investigation is underway this morning after a crash in prince george county kills two children. it happened last night on route 50 east. three cars collided and the children inside one of their cars and their car burst into flames. there's no word yet on the condition of that person or any other injuries. a dramatic end to a school field trip when several people are rescued from a fast moving river. children from cambridge school were canoeing on the bush river. several students and adults fell into the 50-degree weather. say the children may now have hyper therm i can't. vandals strike the campus of -- one of the messages warns people to remember the 5th of november. that is a reference to guy faulk's day made famous in the movie v for vendetta. police aren't sure who could come from the graffiti but they are steeling students -- telling students to be careful. businesses will fight a tough economy with aggressive black friday deals. maryland companies are cautiously optimistic. >> friday night and the mall is packed with shoppers. >> today we went shopping with her with her money, so everything was on sale. >> reporter: sales are what people will be looking for this holiday season. the organization has announced it expects to see an increase in buying this year, up roughly 2 to 2 1/2%. >> that covers november and december and hopefully consumers will come out and shop their local retailers. >> reporter: many americans don't have jobs so they can't take care of the basic necessities, much less gifts. >> reporter: monique martin is a student, she's looking for a seasonal job that will allow her to buy christmas gifts. >> i'm struggling, my parents are struggling and i'm out of state, too. >> reporter: is it right to push and encourage people to go buying and shopping when many of these americans don't have jobs today. >> we're hoping that the traditional businesses are going to generate more jobs. and maryland businesses say they are competing with states that don't have sales taxes and internet sales. it's the ends of the era for oh bricky's house. the owners say they will focus on their smaller locations that are open year round. they have restaurants at marshal restaurant and cleveland's hopkins airport. as one seafood restaurant closes its doors, another one opens its doors. the new phillips seafood will open in interharbor. it's said to open november 11 november 11th. phillips is making the move from its long time harbor location which closed in september. the baltimore grand prix is a swine pour is -- win for the city but a big time loss for some. its debts appear to be mounting. >> labor day weekend starts the engine on what city officials and racing fans celebrate as the grand prix a success. >> it was great. >> the speed. >> it was amazing. >> it's just unbelievable. >> but if suns rise safety service doesn't get its money the owner is afraid the sun will set on its company. >> hopefully it won't put me out of business but it's very scary right now. >> reporter: racing development owes her several thousand dollars. the vendor that put in the grandstands is suing for $350,000. the economic impact of the grand prix was about $47 million, 4 million spent with restaurants, 2 million in state taxes, 1.6 million in city tax. so says those that haven't been paid, show me the money. >> i just don't understand how baltimore city could have let these people get away with this. >> reporter: continued to avoid questions about the outstanding debt. >> you didn't answer questions yesterday about it. >> i spoke to you off camera she's not answering any questions at this point. >> reporter: neither has -- responded to a certified letter. wjz contacted the offices of all council members today. all were unavailable or did not return our calls. yesterday jay davidson offered assurances that the bills will be paid. vendors like vogueel probably wish they had known that going in. >> stephanie you really screwed up. >> reporter: the race is scheduled to run next year. thank you, pat. the race will run for the next five years after that because they signed an agreement with the city. and from racing to college football we have got a big day of games live here on wjz today. at noon the terps take on virginia in college park and at 8:00 it's the biggest college football game of the year, versus number 2 alabama. see both games right here on wjz13 today. the pride of baltimore 2 is now back at home. it's been at sea for the past 5 months making stops through the east coast and canada. it visited 8 ports all together. it was celebrating the by centennial and the penning of the star spangled banner in baltimore. >> this is where the ship has spent most of its early life. this is really home even specific to baltimore harbor. >> reporter: throughout the tour 500,000 people got to visit the prize. baltimore's ambassador. going everywhere. >> yeah, very nice. we got to watch it very nice with a nice wind yesterday. and we got to watch it yesterday through the evening programs. winds not quite as strong as they were yesterday when they were help pushing the prize. but it's a nice day to be out. it's a little chilly, though. the average highs now are just about 61 degrees. we'll be up in the low 50s today as our high, which means we'll be in the 40s, 30s and 40s for much of this day. so it's going to be a chilly day. albeit sunny. 39 degrees right now our temperature. your -- relative humidity is in the 50s, so it's pretty dry out there overall. this northeasterly wind helping to keep our temperatures down a little bit. that northerly component is wrapped around high pressure. the position of that high is tapping into that colder air. but look at this barometer, very high. we hardly have a cloud anywhere to be found. if you find one, you're lucky. maybe not lucky but you won't see too many of them around. that's the point. 45 in ocean city, 39 at bwi marshal and as we take a look around the area, 37 in bellaire, 45 down on kent island. you see the temperatures are changing. we're dropping as we typically do before suns rise. -- sunrise. so we're looking at these winds coming in from the north and northeast. just about 10 miles per hour. 14 miles per hour winds around dc and the dc suburbs. and 20 miles per hour wind down around ocean city. that's tapping into some of the temperature around the bay. bay temperatures are now dropping, well the ocean i should say. ocean temperatures in that 60- degree range. so it's getting pretty cool around the area. the low pressure we watched in the area over the last few days took a little bit of a nose dive. it's still spinning off the carolina coastline. we had the clouds yesterday, but now what we're dealing with are the cooler temperatures as high pressure is now starting to build in. it's starting to wrap around some of that cool air. it's pushing into our region. that's why we're getting the winds from the north and northwest. so the high is not a bad thing. sunshine and blue skies stay with us through the end of the week. it's not until thursday that we start to see our next chance of rain start to move in. in the meantime mild temperatures mean we go well above our average. we'll be tapping into temperatures above 70 before it's all done. the sunrise was at 6:40. we have a small craft advisory through this afternoon, so maybe there are just a few breezes on the bay. 52 degrees today down to 32 tonight. the average is 39 so we're substantially below the normal lows and highs. then for if next 5 days. 68 could very easily be 70 degrees on tuesday. and then pretty chilly forecast. much the same for pittsburgh as we have here. a lot of folks making that trip up to heinz field. we'll be dealing with some very chilly temperatures. but you have to set your clock back before you do any of that. this is the week we do that. standard time resumes tomorrow morning at 2:00 a.m. remember to set your clock back one hour before you go to bed tonight. we want to remind you also to change all the batteries in your smoke detectors and carbon monoxide detectors. plenty of sunshine with nice conditionings, although a little bit chilly. for tomorrow, 56 degrees its own investigation. the investigation shows the scanners can raise your cancer risk. it also found that tsa workers down play the opinion of self cancers -- several cancer researchers. can opt out of the scan. passengers flying out of bwi marshall will have another cash caribbean -- to handle charter air service to and from cuba. a freelance journalist who traveled to libya 8 months ago is expected to arrive home tonight. matthew van dike went to libya, but after 6 months in prison he escaped and took up arms with rebel fighters. now that gadhafi is dead, tells wjz that her son will fly home tonight. representative gabrielle giffords vows to return to congress. she delivers that message in her book the final chapter. her husband mark kelly wrote the book after she was shot in the head outside a grocery store. also reveals giffords underwent. lions and bears were charging at them, that's what police were facing after animals escaped from a zoo. one deputy shot a charging black bear that dropped within 7 feet of him and at one point deputies shot an african lion, but it got up and started charging them as well. the animal's owner released them from their cages before killing himself. so sad. they were just being animals. >> yeah, and it's one thing to see a deer or squirrel. it's another thing to see a bear, wolf, monkeys and lions and tigers. that's a little unique. maryland news station. welcome back to eyewitness news saturday morning, i'm gigi barnett. >> and i'm tim williams. now temperatures are in the upper 30s in some parts of the area but we are dealing with a pretty chilly start to the day. of course the ravens are out of town for this weekend playing their arch rivals the steelers up in pittsburgh. pittsburgh forecast we'll have for you in just a moment. i know a lot of folks are making that trip up to heinz field. so we'll have that forecast for you. 45 degrees down in ocean city. 28 out in oakland. the dewpoint is 25, which means the relative humidity is very low. it's pretty chilly out there. we'll have a lot of sunshine but temperatures stay below the average high. we stay in the 40s for some of the day and will top out just around 52 degrees. we'll have a complete forecast coming up. here's who people will be talking about this week, fire investigators will be back at an important complex trying to find out what sparked a big blaze last night. the fire broke out just after 8:00 last night on haven farm court road. although everyone made it out safely, firefighters say several families were left homeless. >> no injuries have been reported at this time, no one has been transported to hospitals. right now we are concentrating on relocating the displaced residents. we do have red cross on the scene in case they need any seasons in that manner. >> in all 17 people were displaced because of the fire. suspension reversed, a local high school principal changes his mind about his punishment for the perry hall soccer team after they did a victory dance. this is a video of the incident that -- in response the school's principal originally forfeited that game and ended the season. students say they were shocked at the administrations swift response. >> the dance was just for fun. they have done it at other games before. >> what they did was wrong but they definitely shouldn't have gotten aspen liesed as -- as penalized as they did. >> reporter: now that the principal changed his mind the team is back in the title hunt and will play in the semifinal regionals today. the michael jackson manslaughter trial is coming to a close. now the fate of dr. conrad murray rests in the hands of the jury. >> reporter: jurors have over 300 pieces of evidence and the testimony of 49 witnesses to consider as they consider the fate of dr. conrad murray. 7 men and 5 women must decide who is responsible for michael jackson's death, his personal physician for the singer himself. prosecutors say the choice is clear. >> this is criminal negative le gens. >> reporter: they accuse dr. murray of giving jackson too much of the drug propofol and then waiting too long to call # 11. >> the defense blames jackson for giving himself the lethal dose. they say dr. murray is only on trial because jackson was a super star. >> this is not a reality show, it's reality. >> reporter: during the 6 week trial jurors listened to an interview that dr. murray gave police, but they never heard directly from the defendant because he chose not to take the stand. some experts believe that can have an impact. >> the truthful answer is yes, it shouldn't but it does. so many people and jurors particular have in their mind, well, if he was innocent he would have explained what happened. >> reporter: the judge gave jurors lengthy instructions about how to interpret the law and advised them to use their common sense in deciding whether murray is guilty of manslaughter. if convicted the judge will decide murray's sentence which could range from probation to 4 years in prison. back here jurors are deciding the fate of a local politician. accused of using his influence to the shopper's warehouse chain. say the 74-year-old pushed through legislation benefiting that chain while also working as a paid consultant. say he simply forgot to disclose. wjz uncovers the details of a little boy and his mother. say the man accused in the killings may have turned violent over a car. mike halgren has more on the courtroom drama and the murder weapon used on the young victim. >> this is new video of kurtis lopez minutes after being brought back to maryland in a murder case. say he killed his 11-year-old stepson william and his wife because he wanted to give her new honda to his new love. >> he had in fact stolen her car and given it to his girlfriend. >> reporter: investigators also uncovered surveillance video from a gas station. they say he used a baseball bat to kill a young boy. >> the baseball bat that was used to kill him was found a short distance from the body. >> lopez fled the state and say prosecutors have no case against him. but investigators say they can prove lopez killed jane in her sleep using a 30-pound weight. prosecutors called it ghastly violence. the murders have drawn national attention and outrage online. >> it's just crazy what people will do to especially their own family. >> just divorce or just walk away. you don't have to kill. >> reporter: despite pleading for relief, lopez remains locked in jail. the state's attorney has not decided whether to ask for the death penalty. lopez has a violent past, including a conviction for attempted murder. 3 men are behind bars this morning accused of impersonating police. these men used fake badges to rob people at gun point. one of the instances happened on press street. police say they had no reason to believe the men were not real police officers. >> they had fake badges so you assume they were police, and they had guns. >> reporter: after the robbery victims called 911. when the real police caught up with the trio, officers say they were in the process of robbing more people. the men are now charged with impersonating a police officer and theft. police make an arrest in the fatal shooting of e at a troubled baltimore city carry out. charged mar kel jones with first degree murder. say his parents turned him in after seeing him on this surveillance video in waferly. 52-year-old freddy jones was shot and killed. police are still looking for two other suspects. monday's shooting was the 4th at yow brothers in 3 years. one of the women who accused gop presidential candidate hermann cain of sexual harassment is speaking out this morning. daniel reports. >> attorney joel bennett handed out copies of a statement from his client who does not want her name or identity revealed. >> she made a complaint in good faith about a series of inappropriate behaviors. >> reporter: bennett says his client did not want to go public with specifics about her claims against hermann cain while he headed up the national restaurant association. >> mr. cain knows the specific incidents that were alleged and if he chooses not to remember or not acknowledge those, that's his issue. >> reporter: bennett also disputed cain's use of the term severance. >> this was a settlement of sexual harassment. it was not a severance agreement. >> reporter: herman cain has denied any claims of sexual harassment. he's been trying to put the focus back on his presidential canned canned. >> i have been in washington all week and i have attracted a little bit of attention. >> reporter: cain is neck in neck with mitt romney in the polls. the cain campaign says they have raised $1.6 million this week. that's 4 times the amount they typically draw in a whole month. at least two other women also brought sexual harassment charges against herman cain while at the restaurant association. all right, we're talking about all the different things going on this weekend. weather wise it's going to be a little chilly. and pumpkin chunkin. you always say pumpkin and it's punkin chunk i know. >> that's right, you have to do something with those left over pumpkins. this is a great weekend to go out and do leaves this week. so they will probably stay still enough for you to rake them. and a lot of people making the trip up to the northeast part of -- if you're going up, kick off is at 8:20. they are going to have a daytime high of around 58. their overnight low is 38. so this game is at 8:20, so kinds of split the temperatures. expect the temperatures to be probably in the upper 30s to about 40 degrees before it's all said and done. dress for football weather. right now we're at 39 degrees. 25 is your dewpoint. relative humidity is at 56 percent. northeasterly wind bringing in some very cool air to the region. we'll top out in the mid-50s. high pressure in control. blue skies, no clouds, hardly any moisture out there at all anywhere to be found. 28 right now in oakland. 30 in cumberland. 45 down on the shore around dc temperatures just around 40. we have an annapolis at 44. high pressure is up to our north so we have the flow of air. it's just tapping into that cooler air and bringing that right into the region. no cloud cover blocking out the sun or anything but it is that high. just kind of look at the direction of those winds. that is the culprit when we are talking about those northeast winds. the jet stream is very high up into canada, so this rise is going to allow for very mild air to eventually take over our forecast. so what we're going to be dealing with is a little bit of a cool start to the weekend. as we move on through the beginning of the week we'll get temperatures closer to average and kind of skip over the top of the average, going to around 70. so right now high pressure is control. we have clouds forming out toward the west. we will eventually get here about wednesday afternoon into the evening we'll start to see the clouds increase. our best chance of rain now comes on thursday. and really in the technical scheme of things we had a hard frost across much of the area last week, so this really could be considered our indian summer. the first warm up after an area wide frost and freeze. so this could be a last time we see the temperatures getting up to the 60s, so enjoy it while it lasts because it seems like these temperatures are not going to be around for long. your sunrise today at 6:40. and these temperatures are going, these times are going to change after tomorrow because remember, we set our clocks back before we go to bed tonight. plenty of sunshine today. we have 32 degrees tonight. mainly clear and just a little bit below the normal milestone for police commissioner. >> it will be 5 years on the jour for the commissioner. making him the longest in a decade. >> are you doing all right? have you seen the. >> he reins over the streets of baltimore but three decades ago, this is how he started, a cop walking the beat. now this month he begins his 5 5th year as police commissioner. >> i'm just a blue collar kid with a modest education that's poured his soul into this job nor the last 31 years. >> reporter: the commissioner met me in a baltimore city neighborhood trying to overcome crime. he talks about the lowest homicide rate in more than 20 years. and juvenile homicides at their lowest rates. but the commissioner says more needs to be done. >> other cities have successfully brought down crime, more than baltimore, what is your goal? >> the goal is beyond the numbers because here's what we know. while the numbers have come down over the last 4 years it hasn't changed people's perception. some of it is foot patrol, they see officers in their block, making sure officers are courteous. >> reporter: appointed in 2007, he brought stability to a force that had a resolving door of police commissioners. his trademark blunt talk is peppered with analogies. >> they want you to catch sharks, all the dangerous fish. >> reporter: it's meant to help his cops understand why -- to make an arrest doesn't work. in tim williams, temperatures are in the 30s and 40s across the area, it's a very chilly day shaping up, albeit clear. it's going to be a nice weekend all in all, it's just that temperatures are going to be a little bit cooler than the norm. hardly any moisture anywhere so there's hardly any cloud cover. right now temperatures in the area ranging to the upper 20s in oak lands, our higher elevations are chilly, 35 up in northeast marry lain and right -- maryland. it is the position of this high pressure just up to our north that's helping us tap into some very dry but chilly air. it's pushing in football team. meghan mccorkle has more as the team prepares for a big game today. >> good morning the school's principal suspended the soccer team after a victory driver's dance landed them in hot water. now he's changed his minds. this victory dance almost ended perry hall's soccer season. parents from the other team complained the dance was lewd. >> they have done it before. >> reporter: after public outcry the principal lifted the suspension. the dance decision big talk at perry hall's game. >> what they did was wrong but they shouldn't have gotten aspen liesed. >> i think in the end he made a right decision. that takes a lot of courage to change a decision like that. >> it even caught the eye of raven players like -- told our media the baltimore sun, if they did do it after me, i'm flattered, i think it was way too harsh for them to get suspended. ray rice added it's not promoting violence or doing anything offensive, it's something that's harmless. >> i just hope we can play now. >> reporter: now they will continue their ride to the top. the focus, scoring the goals and not how they will celebrate after. instead of forfeiting the season the soccer team will be required to take an online sportsmanship course. and the perry hall soccer team plays in the regional finals this afternoon. nearly 20 people are without a home this morning after a 3 alarm fire rips through an apartment building. the video was posted on youtube from the scene. it broke out last night on haven park court. firefighters say everyone inside made it out safely. >> the neighbor said it was just a little bit of smoke and he called the fire department. but by the time they got here his place was completely in flames. >> it took crews nearly 2 hours to get the blaze under control. investigators are still trying to determine how it got started. an investigation is under way after a crash killed two children. it happened late last night on 250 east of martin luther highway. the one with the children inside burst into flames. medics rushed an adult in that vehicle to the hospital. there's no word on any other injuries. a dramatic end to a school field trip when several people are rescued from a fast moving river. students from cambridge school were canoeing on the bush river when a strong wind flipped one of the canoes into the river. several fell into the 50-degree water. say some of the children may now have hyper thermia. schools are gearing up for the holiday shopping season and will fight a tough economy. kai jackson explains maryland companies are cautiously optimistic. >> friday night at town send town center and the mall is pack. >> today we went shopping with her money. >> reporter: sales are what many shoppers will be looking for this season. the organization has announced it expects to see an increase in buying this year, up roughly 2 to 2 1/2%. >> that covers november and december. hopefully consumers will come out and shop their local retailers. >> facing an economic reality, many americans don't have jobs so they can't take care of the basic necessities, let alone go out and buy gifts. >> what is the economy like for a 20-year-old college student. >> very hard, we're broke. >> reporter: she's looking for a seasonal job that will allow her to buy christmas gifts. >> i'm struggling, my friends are struggling. my parents are struggling and i'm out of state, too. >> is it right to really push and encourage people to go buying and shopping when many of these americans don't have jobs today? >> what we're really hoping is that the traditional shopping is going to generate more jobs. >> reporter: kai jackson. and maryland businesses say it's going to be tough because they are competing with states that don't have sales taxes and internet sales. it is the ends of an era for o bricky's house. the owners say they will focus on their smaller locations that are open year round. they have restaurants at the bwi airport and hopkins airport. the baltimore grand prix is a win for the city but a big loss for some local businesses. now this morning there's even more fall out for the business development company and as pat explains its debts appear to be mounting. >> labor day weekend starts the engine on what city officials and racing fans celebrate as the grand prix success. >> it was great. >> the speed, the cam camaraderie. >> it's just unbelievable. >> if sunrise safety service doesn't get its many the owner is afraid the sun will set on her traffic company and the only sign they will be making is going out of business. >> hopefully it won't put me out of business but it's very scary right now. >> business development owes her $200,000. the vendor that put in the grandstands is suing for $350,000 according to a visit baltimore report. the economic impact of the grand prix was about $37 million, 4 million spent with vendors and restaurants inside the tax, 2 million generated in state taxes. 1.6million in city tax. so says those who haven't been paid, show me the money. >> i just don't understand how baltimore city could have let these people get away with this. >> reporter: blake today continued to avoid questions about the outstanding debt. >> you didn't answer questions yesterday about it. >> i spoke to you off camera that she's not answering any questions at this point. >> neither has a letter sent to council man bill cole who helped promote the case. all were unavailable or didn't return our calls. yesterday offered assurances that the bills will be paid. >> at the en of baltimore 2 is now back home, it's been at sea for the past 5 months making stops. the pride and her crew visited 26 ports all together. was promoting the by centennial of the war of 1812 and the penning of the star spank he willed banner. >> it's good to be back. this is really home even specific to baltimore harbor. throughout the tour 500,000 people got to visit the pride. and we were saying it was such a beautiful day yesterday to be out there and we're hoping today is going to be a little more of the same, tim. >> yeah, you saw the water, the sky, and today will be much of the same. as a matter of fact temperatures pretty close to about the same. maybe not quite as much wind today. yesterday it got really breezy yesterday evening and it will be breezy today but it's just not going to be uncomfortable. it's going to be chilly. very seasonal. we were talking about events this weekend. i love the way you say alabama. and lsu. >> it's alabama. >> there you go. alabama. your southern bell is coming out. but if you're going, i don't know how they say pittsburgh up in pittsburgh but if you're going up to pittsburgh, this part of the forecast has to be part of your weekend as well. they have a daytime high of 58 tomorrow. 48 around kick off time and then 38 degrees their overnight low. so if you're going up to heinz field, nighttime conditions is going to be chilly. seasonable. but temperatures are going to be dropping through that game so it's going to be cold. be prepared. there you go. and it's going to be a pretty comfortable weekend temperature wise, we were just saying, we had a freeze across the area last weekend. we had that snow move through, a hard freeze. freeze warnings across much of the state. so technically this next warm up we're getting into could be considered our indian summer. the first warm up after a hard freeze. so right now we're at 38 degrees. while this seems chilly it's not going to be chilly over the next few days. 56 relative humidity. northeast wind at 12 miles per hour just up to our north and that is funneling in cooler air from our north up around canada and off the water so it's bringing in these cooler temperatures. high pressure definitely in control. it is a very high barometer and we have 28 right now in oak lands. 45 down on the shore. 41 at the river. around dc temperatures are in the upper 30s. we're going to be in the 40- degree range for much of the day. but the wind are definitely going to be part of this forecast. double digit winds across much of the state. right on down the 95 corridor. winds 10 to 12 miles per hour and 10 off the shore. it is the direction of that high as we're mentioning that's bringing in those cooler northwest winds. so we don't have the cloud cover. that's not blocking out the sun, it's just all a function of the wind and the direction of the wind. we had low pressure move through the region and took pretty much a nose dive. took all the moisture with it and when those clouds started to break and high pressure really started to build in the wind started to pick up. so the clouds are no longer a part of our forecast. but the mild air will definitely be as we get past today. the air brings in temperatures of about 61 and before eighths all said by midweek we'll be up to 70 degrees. we're looking at sun set today at 5:01. we do have all these sun set and sunrise times are going to be adjusted by one hour after tomorrow because remember to set your clock back one hour before you go to bed tonight. 52 degrees today. 32 degrees tonight. tomorrow, 61 on monday and near 70 degrees on tuesday, could easily be 70. winds will increase and then a chance of rain on thursday. overnight lows going from 30s to about 50 degrees on the warmest day of the week. caught on tape, it seems as if everyone has a camera and when police make an arrest there's a good chance someone is recording. >> the growing friction between police and cameras. one maryland man who is taking police to court. >> good morning, everyone, cameras on police can create a controversy but whine the scene there's -- behind the scenes there's an even bigger battle going on. a young woman's arrest caught on tape at the preakness. motorcyclists record his own arrest from a camera. and a oklahoma state friend's records this. it seems like everyone has a camera and they are recording the police. who don't want to be recorded. >> despite what this officer and others have been telling people, it's not illegal to record police officers in a public place, but too many officers don't see it that way. >> turn that off. >> it's actually the constitutional right of the person taking that video to record. >> reporter: so the aclu has filed a lawsuit against the baltimore police for confiscating a cell phone camera of sharp. is it your opinion that the police officers don't know that what they are doing is improper? >> i think the police are on notice that this is the interpretation that the courts are giving. it's hard for them to pretend that they don't understand them. >> take a walk. >> reporter: police officers confronted sharp, forced him to give up his phone and took it as evidence. >> why did you eventually hand over your phone? >> i was certain i was going to go to jail. >> reporter: later that night sharp got his phone back from police but all his videos were gone t. preakness arrest and shots of his son has disappeared. >> reporter: courts across the country has revealed that anyone can video someone making an arrest. and those videos can go viral. a former police officer says officers need to be able to focus on their job and cameras can interfere. >> you are there doing your job and the next thing you know somebody is filming you. is that going to be a distraction because i'm now looking at more than one thing. >> reporter: the aclu says that's no excuse to violate the first amendment. >> they are trying to discourage citizens from holding them accountable for their actions. >> it's happening all the time. you have got to adjust your behavior. >> reporter: the lawsuit seeks changes in police policy and training so officers understand the law. >> at some point this has to stop. >> this is happening to me, i can't imagine what's happening to other people. and lawyers for the baltimore city police department say they are in discussions with the aclu to discuss the lawsuit. >> it routinely reminds officers that the law does allow people to record them in public. still to come on eyewitness news saturday are right around the 40-degree mark. sunshine is coming up and it's a gorgeous day shaping up. just a little bit chilly, so you will need that heavier fall jacket. temperatures are only topping out right around 50 degrees. plenty of sunshine, look for just a chilly breeze across the area. so going down to 32 tonight. and then 56 tomorrow, mostly sunny. we'll have your first complete forecast in just a few minutes. here's what people are talking about this week. fire investigators will be back at an apartment complex trying to determine what sparked a big blaze last night. this video of the flames was posted on youtube. the fire broke out just after 8:00 last night on haven farm court. firefighters say several families were left homeless. >> no injuries have been reported at this time. no one has been transported to the hospitals. right now we are concentrating on relocating the displaced residents. we do have red cross on the scene. >> in all 17 people were displaced by the fire. red cross says they are now staying with friends and relatives. suspension reversed. a local high school principal changes his mind about punishment for the soccer team after they did a victory dance earlier this week. this is a video of the incident that sparked the fire storm at perry haul high. in response to the celebration the school's principal originally forfeited that win and ended the season. that would have blocked a possible trip to the state championship. but now that he's changed his mind the team is back in the hunt for the title. state center ulysses curry is accused of during his corruption trial say the 74- year-old pushed through legislation benefiting the chain. defense attorneys say curry simply forgot to disclose his position in the state ethics forum, deliberations continue on monday. three men are behind bars accused of impersonating police officers. say these men used fake police badges to rob people at gun point. one of the incidents happened in the 500 block of press man street. victims say they had no reason to believe that the men weren't real officers. >> they had fake badges on. you see the badge so you assume that it's police. and they had guns. makes you feel a certain way. >> reporter: after the robbery victims called 911 and when the real police caught up with the trio, police say they were in the process of robbing more people. they are now charged with impersonation and theft. police make an arrest at a troubled baltimore city carry out. arrested 17-year-old markel jones and charged him with murder. say his parents turned him in after seeing him on the surveillance video of the robbery. 52-year-old freddy johns was shot when he fought back against the gunman. police are still looking for two other suspects. monday's shooting was the 4th at yell brothers in the last 3 years. a dam that outlived its usefulness on the pa tas coriver is being put to new use. more on the similar kiss dam is being recycled to build a new life. >> water canons are doing the work where the chester river enters the chesapeake bay spilling tons of recycled concrete overboard. >> we want to find these locations that are hard bottom where we can place heavy material safely without having it sink down in the mud or anything. >> reporter: that material was once sim kin dam, with mills a thing of the past the dam was removed to give fish a way upstream. a new reef will give oysters a place to call home. >> by next week we will have 4 million juvenile oysters planted on to it. >> will use a specially designed boat to scatter the oysters rising one foot above the bottom. >> if they are sitting on the bottom they have a tendency to get covered up with silt and that sort of thing. >> reporter: the reef is being built because this was once oyster grounds. >> these are historically good grounds for oysters. >> reporter: but no oysters. disease and centuries of fishing saw to that. but an old dam could mean new life. and the temperatures start a run of near 60. our next chance of rain comes with a system out to the west. heading into wednesday afternoon and then thursday is our best chance of rain. until then this is your forecast. sunshine, blue skies, the cooler air eventually starts to move off and over the top that have high. as the high pressure starts to sink and move to the south and southeast the milder sayre
