southbound direction. originally reported in the northbound direction because the northbound direction was closed because of signal problems but when they were fixing those signal problems the accident occurred in the southbound tunnel, closing both tunnels. at this point both items are open but you can see the accident is on your screen and it could be causing delays, again that is in the southbound direction. otherwise though we have a new problem right now on 50 westbound. this one is a disabled vehicle, it is blocking the right lane on the westbound stand. watch for another problem, some fire activity on 95 southbound, that is past 32 possibly causing lane closures. if you are headed on the beltway no real issues as far as speeds go. speeds mostly in the 60s. there is a look at your average speeds. the average speeds in the upper 50s with 11 minute drive times. there is a live look again at your biggest problem of the morning the moment. 895 in the southbound direction just charged with her murder. wjz and monique griego are live outside city police headquarters. good morning, monique. >> reporter: good morning, don, good morning, every 1. right now police are not saying much. we do know it started with a frantic effort to save her life and is now a murder investigation. police say it started monday. investigators say a 5-year-old girl was rushed to the hospital in critical condition. >> police car sitting there but the lights weren't on but i just thought they was just looking around for somebody. >> the little girl later died. her death ruled suspicious, now a homicide. according to court documents her father, 22-year-old matthew carr was taken into custody on tuesday, now charged with murder. >> who wants to keep our child you know getting hurt or you know -- or anything happening to them you know what i mean? it is -- it breaks anybody's heart that has got any heart at all that -- >> in addition to first degree murder he faces a host of other charges. and carr remains in jail this morning without bail. police have not said exactly how the little girl was killed, don. >> thank you very much, monique. a hearing in this case is scheduled for march the 27th. an ohio community stops to remember three students killed in monday's school shooting there. last night hundreds gathered for a candlelight vigil. police say t.j. lane has confessed to shooting five students, a third dying yesterday. 1 remains in the hospital. another was released yesterday. more coming up in our next half- hour. a line of severe thunderstorms -- excuse me, severe weather moves across the midwest causing a state of emergency in kansas. a twister was caught on camera in reno county there. so far one person is said to be injured, in missouri that same storm system the dignity and the privacy of the family and the patient. they are set up so the entire team can come in and engage the patient and the family and get their input and make plans together. and the reporter: good morning. police aren't saying much. what we do know is it started with a frantic effort to save this little girl's life and is now a murder investigation. police say it happened monday in the 3400 block of calloway avenue in northwest baltimore. investigators say a 95-year-old girl was rushed to the hospital in critical condition. >> police car was sitting there but the lights that little girl was killed. don. >> thank you very much. a preliminary hearing is scheduled for march the 27th. the weather in the midwest is making headlines this morning. one person has died and more than a den injured after a possible tornado touched down in the southwest part of missouri. we are also getting reports of damage, including to one of the historic theaters in the city of branson. a state of emergency has been declared in kansas after a tornado touched down there due to the same storm system. the death of a maryland national guardsman in afghanistan is causing some tension on capitol hill. major robert marchanti was murdered inside a ministry building there, as part of a spike in violence after old copies of the koran were mistakenly burned. yesterday a senator questioned secretary of state clinton but the deaths and the u.s. role in afghanistan. >> my question is what do i tell his family. what do i tell his family today? was it worth it? because they are angry. people in maryland are angry. >> -- presence in afghanistan. we have been able to -- >> clinton says she can't justify anyone's death but insists they are making afghanistan safer. a pentagon report reveals unidentified remains from those killed on 9/11 were disposed of in a landfill. the report says a government contractor took the remains to a landfill in virginia. the ashes were reportedly from people who died in shanksville, pen vain and the pentagon and processed through dover airforce base. it is on the heels of an earlier investigation showing military remains mishandled at dover. we continue to follow a developing story out of alabama this morning. one person is dead there after a helicopter crashes during a nighttime training session. the coast guard helicopter crashed into mobile bay near point clear overnight. three people are still missing at this hour. a 4th crew member was rescued and taken to a local hospital but died overnight. the coast guard has two helicopters and a boat conducting a search for the missing three right now. three students are now dead in 3 wake of that school shooting in ohio, as the community mournings the shooter is making his first court appearance. here is manuel gallegos reporting for wjz. >> reporter: an overflow crowd gathered outside the church to mourn the deaths of three teenage boys russell king , jr., demy truss hughland and daniel parmatore. their pain is beyond belief lewising a child. >> his father first heard about it on the radio. >> i had a sick feeling in my stomach i didn't know why. i did. i really did. i was scared for him. i don't know why. >> a funny lovable kid. >> the suspected killer, 17- year-old t.j. lane arrived in juvenile court wearing a bulletproof vest. off-camera he sat quietly with his grandfather and two aunts and spoke only to say he understood his rights. >> yes, sir, yes, i do. >> the prosecutors said he admitted taking a gun and knife into the school and to firing 10 shots in the cafeteria. >> he chose his victims at random. this is not about bullying. this not about drugs. this someone who is not well -- >> law enforcement officials say lane will likely be charged as an adult with three counts of aggravated murder. thursday grief counselors will be at the high school. parents are encouraged to return with their kids before it re-opens friday. >> that is tragic. >> they say they reacted quickly but this small community is still in shock. >> a 17-year-old remains in serious condition at a hospital there this morning, after student was released from the hospital yesterday. back here baltimore city leaders are appealing for more funding to rebuild city schools. the mayor and city school ceo appeared in front of the general assembly yesterday asking lawmakers for an annual $32 million grant for school construction. city officials say improving the learning environment could proof to be too expensive without special consideration from the state. >> we need to start the ball rolling when it comes to getting enough funds in the works to take a serious -- make a serious effort towards performing and improving our schools. >> 70% of city school buildings are currently rated in poor condition. on another front the mayor is also pushing to raise the city's bottle tax to help pay for school reconstruction. also in the city a new push to get dirt bikes off the streets. as mike hellgren explains they are an accident waiting to happen. >> reporter: it is a dangerous baltimore tradition packs of dirt bikes on the streets with little regard for traffic laws. as our chopper shows you recent warmer weather has riders out in force. >> oh. >> in this utube clip a bike narrowly hits a truck. >> yeah, it is baby. i saw a couple of people get killed on dirt bikes. >> it is illegal just to own a dit bike. >> we have packs of dirt bike operators terrorizing neighborhoods. >> another video shows cops chasing them but they say their policy is not to chase but to stay back. >> leading these individuals on high speed chases doesn't work. >> people see them all the time. wjz asked them what they think should be done. >> it all depends on you know where they are riding them at. i think they need a place for them to really ride them. >> a place just strictly for them. >> as opposed to having them out -- >> -- streets you know. >> by law gas stations aren't supposed to sell fuel for dirt bikes and police can seize bikes not locked up. but none of that has stopped riders who have made the street theirs knowing it is hard for cops to track
