towing scheme pleads guilty to extortion. now the officer faces up to 20 years in prison. 16 other officers are accused of taking kick backs. frustration and outrage. u.s. soldiers are charged with checking their bags. vic carter reports. >> good morning. the airline is already changing its policy. this is the youtube video of soldiers posted after taking off from bwi-thurgood marshall on tuesday. the soldiers said delta airlines charged them $200 for each piece of extra baggage. a total of $2800 for extra bags. >> even though there's a contract between the u.s. government and delta airlines when returning from afghanistan. we're on military orders. we're authorized up to four bags. >> reporter: the video quickly spread sparking outrage. in response, delta airlines is changing its policy and will allow troops traveling in first and business class five free bags and four free bags in coach. delta issued a statement saying quote we regret that this experience caused these soldiers to feel anything but welcome on their return home. we honor their service and are grateful for the sacrifices of our military servicemembers and their families. delta said it will reimburse the soldiers for the fees. >> overnight united and continental said they will change their policies. more money is being dished out to prepare roads for the baltimore grand prix. the city agreed to life-threatening injuries. the trial of a city officer accused of the shooting of an unarmed marine resumes today. >> reporter: gahiji tshamba had no blood on the white shirt he was wearing, no injuries to his hands or neck, despite his testimony that he and tyrone brown were in a fist val struggle when he shot him several times. >> the only blood at that scene was where mr. brown lay after he fell. >> reporter: the first time officer tshamba gave his own account of the night he shot an unarmed marine, saying it started when brown grabbed his female buttocks and then tried to hit her. a police officer. put your hands up. back away. down on your knees. he says brown refused. he then took out his weapon. brown swung at him, hitting his shoulder, then chased him down. i was scared. i was in fear. he then said he fired the gun. but brown kept coming, hands out reaching for the weapon. it did not appear that he was being shot. he was still coming toward me the entire time. the two came in contact, struggling. he was overpowering me. i believed that he was going to take the weapon from me. he was literally trying to rip the weapon from my hands. he said he shot until brown released his grip. he said i didn't know where i shot him. >> he answered the questions open and honestly. i expected a much longer cross-examination, but the truth is the truth. >> reporter: the man who wrote the use of force policy also took the stand today and he said he believes the shooting was justified. reporting from the courthouse, mike hellgren. >> thank you. the judge may make a ruling by the and of this week. the raging weave in eastern arizona -- wildfire in eastern arizona continues to grow. flames are heading towards a pair of transmission lines. that wildfire has been burning for nearly two weeks. no serious injuries have been reported. >> new numbers out this morning shows being broke doesn't keep people from buying booze. a report shows alcohol sales increased during the recession and continued to grow. sales rose an estimated 10% last year alone. a confirmed case of the measles right here in m kai jackson explains others may have been exposed. >> the state health department said among those at the graduation ceremony at catonsville high school was a person with measles. measles is is a rash that's spread person to person by airborne droplets. the story gets complication. people were potentially exposed. what do you know about the measles? >> i know kids are supposed to have shots from them. >> i know it's highly con tai gist and if a person gets it, it can spread. >> reporter: the state health department said people could have been exposed at a giant grocery store, at an applebee's between 6 toast thft p.m. and 1 p.m. and june 3rd in baltimore at oriole park at 7 p.m. the state health department is not saying much. symptoms include a rash, runny nose, wart ri eyes. the estate health department is making shower that people should sook care if
