seconds. here in joplin, missouri, hope is fading fast. rescuers are hopeful. cell phones are working again. the community will also have a chance to come together at a memorial service sunday to and reprinted them as $100 notes. a 12-year-old, not even in high school, is fighting for his life this morning after yet another shooting in the city. as kai jackson reports, police have no motive. >> reporter: violence rocked baltimore. city police said over a six-hour time span six people were spot. that's a person an hour. month victims a 33-year-old man found dead in a vacant lot. just before 10 there were multiple victims after a massive shooting on cliftview. >> the victims are a 12-year-old boy, 15-year-old, 18-year-old and 19-year-old. two were found at the location of the shooting. the other two were found a short distance away. >> reporter: two suspects approached people on a porch. they left, came back hitting four people. residents don't want to go on camera to talk about the shooting. let's be clear, they are concerned. here's the problem. after the police, politicians, media leave, thing also go back to normal but as one resident put it back to normal is what they don't need. >> a 12-year-old boy is being described in grave conditions. he is not expected to survive. >> reporter: they have no motive. police say if you have any information regarding any of will cost nearly a billion dollars with about half of this coming out of taxpayer's pockets. this is what the new hotel and arena will look like. it will be big enough for political conventions, maybe an nba, nfl or nhl team. this would connect to the current convention center, almost doubling in size and relates sheraton on charles street. >> you build this building on the east coast, philadelphia's not happy, d.c.'s not happy. boston's not happy. >> reporter: who's paying for it. the sheraton's current own are and whiting turner president and ceo willard hacker man would pay $500 million for the hotel and arena. taxpayers would cover the estimated $400 million convention center bill. >> this is the only center of its type which can address these types of conventions. >> reporter: the redevelopment would continue at the harbor. a new rash field and a vegas style water and light show around the harbor. now this project is still a long ways off. funding must be secured. studies must be done and if officials gift go ahead, construction will take four to seven years. don, back to you. >> that complex who include a parking garage. an afternoon game for the orioles going elizabeth smart comes face to face with the man who kidnapped her and raped her over a nine-minute span -- nine-month span. kendis gibson has more. >> it's been a huge mir ri keel in my life. >> reporter: a federal judge sentenced brian david mitchell to spend the rest of his life in prison for kidnapping smart. mitchell closed his eyes and sang hymns as smart confronted him in court. she said he took away nine months of her life and she will have a good life despite what he did to her. >> at one day he will have to be responsible for his actions. >> reporter: smart was 14 when mech chel took him -- mitchell took him. her them helped convict mitchell of charges. to the end mitchell's lawyers argue he is mentally ill and asked the judge to consider that smart is doing well and has not suffered extreme psychological injury. >> brian david mitchell knew exactly what he was doing when he kidnapped me. >> reporter: smart is getting on with her lie. she recently returned from a moore mon mission to france and plans to attend college. >> she is considering a career in law. the criminal case against arizona shooting suspect jared loughner is on hold for now. a judge ruled the 22-year-old is not competent to stand trial, saying he suffers from schizophrenia. he was pulled out of court after loudly proclaiming he had killed congresswoman gabrielle giffords. he will remain in custody until a hearing in september. former international monetary fund chief dominique strauss-kahn was all smiles, waking new a posh four bedroom town house in lower manhattan where he will remain under house arrest. he is awaiting charges on raping a hotel made -- maid. hoe bay the law or lose your life. it's a warning from rangers as they crack down on illegal swimming. kelly mcpherson plate. i run out and run back to the office and contact everyone you can imagine to deploy the right information. >> we were talking about the third base side. a lot of folks don't know, the third base side you focus on a lot. >> most of the storms come from west to east, so the home plate area through the end of left field is the main corridor for a storm to track through the ballpark. >> so if it get's really dark, you know you've got a problem. >> i watch through those windows. >> we want to make sure that the folks know at home peds important for the players as well as the kids, if
