comes as a chilling 911 tape is released. wjz one live in downtown baltimore. andrea fujii is at fire department headquarters with the latest. >> reporter: good morning jessica, good morning everyone. we're hearing what it was like to be trapped inside that burning home early wednesday morning as the nearest fire house just blocks away was closed to save the city money. >> hello? >> reporter: 76-year-old sam davis lost his life early wednesday morning in a fast moving house fire. the fire company just half a mile away from his house was closed that morning, part of an effort to save the city money. now neighbors are not only on edge, they're also outraged. >> you want them to come as quickly as possible. and if they're coming all the way from a different neighborhood as opposed to right up the street, the response time is not going to be the same. >> reporter: the fire department admits the response time was delayed but not because of the closure. they say it's because the first call placed to 911 was difficult to understand as the woman on the phone struggled to breathe. >> hello? >> hello? >> fire! >> what's the address? >> 31 street.. >> the 911 operator misunderstood the address, sending the first unit to press bury street instead of pressman, the crew arrived four minutes later at 3:06 a.m. at 3:09 davis' neighbor called 911. >> what's the address. >> oh my god, 313 pressman street. >> units arrived to the correct location four minutes later. according to the firefighters' union the response time may have been delayed even more because of the closure. >> every person that lives in baltimore city that relies on emergency services should be concerned. >> reporter: the mayor disagrees that money matters had anything to do with the response time or davis' death. >> no, this was not a result of budget cuts. based on the distance of the current stations, we are still within a great safe zone as far as responses. >> reporter: now, the firefighters' union maintains that response times are still excellent city-wide, but with rolling closures, precious minutes can be lost early on. and studies show those early minutes are critical in saving lives. jessica, back to you. andrea, thank you. the cuts are expected to save the city at least three and a half million dollar more this morning on the legal whoas of baltimore mayor sheila dixon. she could now be down to her final week in office. >> reporter: good morning, convicted of misusing gift cards, the mayor is now looking at a possible suspension in january. today a judge set january 21st as the sentencing date for the mayor. last week a jury found her guilty on a misdemeanor charge of embezzling gift cards meant for the needy. once the mayor is sentenced she could be suspended from office. dixon's lawyers do plan to ask for a new trial. a hearing to discuss that is scheduled for january 6th. now back to you, jessica. thank you, denise. mayor dixon was acquitted on three other counts. the jury didn't reach a decision on the fifth. a state trooper is convicted of double dipping this morning, working private security jobs while on the clock. 36-year-old andrew mohan was dollars. stationed at the forestville barracks near district heights, convicted of two felonies and five counts of misconduct in office. he remains suspended without pay until sentencing. $70 million, that's how much money a woman is seeking from ravens line backer terrell suggs. 26-year-old candace williams says she is the mother of his two children, claims he abused her on two occasions last month. in one occasion she says suggs poured bleach on her and her son. suggs is not saying much about the lawsuit. >> i've always been fair. when i can address it i will. i have nothing to hide. as bad as i want to talk about it right now, i just can't. you know, when i'm able toe do t you all can ask a million and one questions about it, i'll be glad to answer for you. >> a judge granted a temporary restraining citing visible lacerations on williams' chest. suggs has not been charged with any crime. a howard county teen is facing serious charges this morning. police say he is behind a series of threatening calls made to area schools from phone numbers that have been spoofed. here's more on how police tracked him down. >> a former oakland mills high school student faces serious charges after police say the 15-year-old called local schools with frightening threats. the message that we want to send to students is that if you do something like this, you will be charged criminally. >> reporter: police say the calls date back to september 10th when the suspect and a female accomplice called the board of education saying a student was carrying a gun in school. the next day the pair made a similar call. it wouldn't be until december 1st that police say the suspects called oakland mills high claiming another student brought a gun there. on december 4th they called again. this time to say there were bombs at school and the principal would be shot. >> the threats turned out to be bogus, but. >> it is very serious, it alarms the folks involved. it is very embarrassing to the students who had to be pulled out of class. it's scary for the the students who were around to see somebody pulled from class. >> all calls appeared to be coming from axe texas phone line. it is called spoofing which masks all cell phone numbers. >> countless spoofing programs are available, some are free. a demo shows callers can change the number that shows up on id devices. voices can be changed, but computer experts say the software doesn't hide much at all. >> it doesn't actually change the phone number so verizon or the telephone company could find out who is doing the call in 30 seconds. >> reporter: even though police found the caller, oakland mills parents worry others could follow suit. >> it's so prevalent now with the threats and students getting upset, they want to use violence for whatever reason, you know, academic or whatever. so it is scary. >> reporter: police say charges are pending for the female suspect who lives out of state. store for us today. this morning we're hearing that this recent cold weather has been deadly. four people in maryland are now confirmed dead from hypothermia in just the past month. officials are pressing marylanders to check on friends and neighbors, especially the elderly. hypothermia contributed to more than 50 deaths in maryland last winter. a cold blast continues to hit the midwest that is correct didn't keep the browns fans from tailgating before their match up with the steelers. fans broke out portable heaters or stayed in the car. the temperature around game time was a chilly 20 degrees, but those fans went home happy as the browns picked up a win against the defending super bowl champs. the only touchdown of the game, this 10-yard run by chris jennings, as the browns celebrate, the steelers drop to 6-7 on the year, final score 13-6. the browns go up a game on the steelers if the ravens win. it is a great morning for ravens' fans. >> it really is. >> and browns reach a decision on the fifth. . crime spree busted. a mother and her teenage daughter are facing charges this morning after a violent string of robberies. police say the 32-year-old woman and her 15-year-old daughter robbed nine people recently stretching from federal hill to anne arundel county. also charged the teenager's boyfriend. one of the women who was robbed at knife point spoke to us at wjz. >> he told me if i didn't give up my bag, he was going to cut me. i kind of struggled at first and then he cut my cheek and that's when i knew he was serious. >> the mother had already been facing charges of child abuse, accused of beating the same daughter with a belt and punching her. some sharp criticism for washington's metro system courtesy of barbara mccull ski. she says she has no confidence in the metro season or the people who run it. she says the deadly train crash in june shows administrators aren't doing enough to solve problems. metro's general manager shares the frustrations. nine people died in that crash. wall street is waiting for a potentially pivotal day as lawmakers get set to impose tough new regulations. whit johnson has a full report. >> reporter: more than a year after the collapse of lehman brothers sent the financial system into a tail spin, house lawmakers are set to vote on a bill designed to prevent it from happening again. support for the sweeping regulatory overhaul is split down party lines. democrats are fighting one amendment that would throw out a proposed agency aimed at cracking down on predatory lenders and deceptive credit card practices. they also want tighter restrictions including one that would allow bankruptcy judges to rewrite mortgages and lower payments. banking groups have spent months fighting the bill, so have republicans who say it's just an extension of the unpopular financial bailout. >> the obama administration is still trying to reign in those bailout companies. cbs news has learned the president's pay czar will slap new salary restrictions on high level executives later today. kenneth fineberg will reportedly put a $500,000 limit on the cash compensation to hundreds of executives at six companies. the top executives have already agreed to their own pay caps. >> i think it's completely fair that they should try and figure out a way to reduce the risk in the system so that we don't go through the agony of the past 12 months. if companies think there is an end insight to company rules, they're out of luck. >> president obama has invited ceos to the white house on monday, first thing on the agenda, overhauling financial regulations. whit johnson, wjz eyewitness news. changes could soon be coming for drug companies. two senate democrats are pushing lawmakers to sign a bill for bidding companies from inspecting pharmacy records. companies are notorious for the practice to learn which doctors are prescribing their medications. the house has passed it's version of bill remain? how is that weather going to be for sub-day's ravens good morning. it is a beautiful day start. the winds have diminished down to a breeze from the wind of yesterday. let's look at the numbers. that tells the story. the watch, warning and advisory graphics, no wind advisories in the area except in western maryland. those will be dropped over the next two or three hours. on tv hill it's 23. four is the dew point, that is dry. bottom line closer temperature to dew point, more humid and uncomfortable. 23 and four, 43% humidity. the breeze at nine. the barometer is 30.22. 10-mile an hour breeze and no gusts in the area. that's the saving grace of the morning. although there is going to be a wind chill hit, even with that 10 miles an hour. a 21 cumberland, 22 hagerstown, mid-20s, dc and easton, ocean city 28, 19 westminster, 22 bel air, 23 columbia, 26 annapolis and kent island, 27 rock hall. that 20-degree downtown baltimore equates to a 13- degree wind chill. so we have got this northwest flow somewhat abating as high pressure builds into the area. as the high moves offshore, it will drag warmer, more humid air. a dew point closer to the temperature if you will in your neighborhood. on sunday that could give use couple snow showers, nothing though. l become problematic 37 the high, mostly sunny this day. tonight 28. and tomorrow in the 30s, below the normal of 47. it is going to be rain and snow showers sunday. nothing that should become problematic. this is not a system that gives us snow. you will see a couple snow showers, 38. raise it up to almost with this morning on 95 southbound approaching 32 still blocking the left lane with a five minute delay behind it to 175. we also have an accident in the city that one is going to be on west northern parkway at park heights avenue. there is a look at your drive times and your speeds, the three slowest spots slowest spot is between 132, 95 southbound because of that accident, 36 miles per hour with an eight minute drive time. and we are also looking at very slight delays on the west side of the beltway between 795 and 95:52 miles per hour with a 12 minute drive time. 295 at 175, running smoothly another step. this sounds like a winner. because not only are you a musician and actor involved, but musician helped write the story, correct? >> that's right. written by cowritten by kenny rogers, big kenny rogers and you know, when i read the script, i fell in love with it. i love the passion, the honesty, and the reality of the being in the civil rights movement in the '60s, and my character daniel canaan is canaan, texas i'm a farmer in texas. and working hard and it's been a tough year and my son gets in a fight with another kid at school and i decide that instead of separating them, it would be better to bring them together and let them realize, you know, just how similar they are. >> now, did kenny rogers write this from a real life experience for him, do you know? >> i'm sure that some of the things that are in this story are based around what he's lived, what he has seen, you know. there is a lot of honesty in the entire story that i'm sure we can all relate to in one way or another in our own lives. >> i've been listening to several other interviews you've been doing on the subject here. you mentioned your father figures into the way you play this role. >> that is correct, don. yeah, as i read the script, and learned more about daniel, it was obvious that if i could just be my -- my own dad, his name was ron cyrus, if i could be my dad in this movie and just, you know, let bring him back to life for this character, that that's pretty much who daniel was. my dad lived by the law of what is right and treated others as you want to be treated and that's kind of what daniel does. >> i'm told that all great actors draw on somebody from their past or something to make a character work. so you're getting your acting chops together. >> well, it's interesting, my dad -- my dad too would always have this saying, he would say we'll get by somehow, we always do. that's what my character says in the movie, you know, that's his mantra, we'll get by somehow, we always do. and i wrote a song that's now become the theme of the movie. and added it to my new album that's coming out the first of the year, it's called we'll get by somehow, we always do. >> very good. so there is sort of a synergy in a couple different levels here? >> well, i love acting. i love making music and most of all love to find those projects where i can combine the two. >> can we continue on, talk about your new album, when does it come out, when does it drop as they say? >> it's going to be sometime after the first of the year. i think it will be close to the last week of may, first week of june. i'll probably coincide it with my summer tour next year. it's a little different style of music than i've made before. i'm combining with a young man that i met be vancouver while doing christmas in kay noon. i canaan. i have brother clyde, it's all about the music, that's what this album is very real, the songs are influences of all genres and it's a very unique sound that i'm anxious to get out and hopefully people will be able to dig on it and come see brother clyde. >> your daughter is very busy, is she going to be home for christmas? >> she is right now in england. myself, i left tomorrow for new york and then i'm going over to play for the troops in iraq. and i'll join her on christmas eve in london. >> i'm looking forward to your album. i'm looking the accident scene on 95 southbound with a nine minute drive time at this point. delays on the west side, slight ones, 51 miles per hour with a 12 minute drive time. 95 south of 100, traffic starts to continues this morning over the city's budget related fire house closures. this comes as outraged neighbors and the fire union say the closures delayed crews responding to a hughes fire wednesday morning. a 76-year-old man died in the home. mayor sheila don says the system of rolling closures did not delay response time, instead blaming a misunderstood 911 call. the political future of baltimore mayor sheila dixon could be decided next month. a judge has scheduled sentencing for january 21st. attorneys for the mayor say they will file a motion for a new trial. as the ravens gear up to play the lions this weekend they could once again be without terrell suggs, still recovering from a knee injury. he says playing sunday will be a game day decision. suggs has other worries, he is
