in the next several days. i'm sure we'll find out more as the streets open up and we look at the damage. >> reporter: we have an ambulance coming through here, now the fire department told us a short time ago that there were no injuries so that may not be related to that. we are seeing a lot of fire trucks here, look at that water just all pouring downhill. all on light street and near pratt street. and kai pointed out last hour how we have the grand prix coming up in seven weeks who knows what that could do to those plans and this is a busy intersection at any time of year. so if you travel down here if you're working tomorrow you better plan on delays. it is just gridlock here if you look down pratt street right now, you can see the cars are just backed up. everybody trying to get around this. and there just is no good way around it. it's best just to avoid downtown at this point. but again we're still working to figure out exact dimensions of the water main break and exact cause. that is unknown at this point. but there's still a lot of water coming down here. the main break appears in lumbard and redwood. they have the command center down there and they have the a huge water main break continues with captain jeff long. >> reporter: the one of the things you can see from our vantage point in addition to the fact that there's a lot of water coming down the road here is how many breaks there are in the road. we counted at least four. there's probably more. but when all that water starts coming out of that pipe it's going to take the path of least resistance. heart of downtown right in the middle of rush hour. only imagine what it would be like working downtown trying to get out and get home right now, our coverage continues with christie bersland. >> this couldn't have happened at a worse time. we know that it is closed and the water is just like a big mud light at this point going across lumbar d, to pratt street. they're redistricting you over to charles street -- they're redirecting you over to charles street. you could even take the jones fault expressway. so this is just going to continue to get even busier but we will keep you up to date reported quite a few of them. they've just told us moments ago they have no idea when they're going to be able to shut this down. so for now the water it will continue to flow. they are still efforts trying to get that valve shut off to shut off this water so it starts flowing right here down the street. now that is the same size pipe that busted back in 2009 in downtown baltimore, it's a 20- inch pipe. there's a lot of buildings that was flooded back in 2009. we don't have any confirmation now of buildings that are flooded yet. i know this area there are few parking garages around here that do have lower levels so i'm sure that is a concern for people who have cars right there. also we just got off the phone with adrian barnes. she is with baltimore city's department of transportation. she is putting out an urgent transportation alert to people that are downtown baltimore right now. she is telling them if you're downtown in this general area it is best to try and stay downtown for the time being. they're trying to ease up some of this traffic gridlock that we've been seeing here from sky high chopper 13. if you do have to leave downtown, try using the south side or some of the tunnels to get out of downtown. if you have to leave downtown and go north, go north and try to avoid light streets. these water main breaks they have been a huge problem in baltimore over the last decade or so. there have been a number of them. there are some real amazing estimates of how much money it would cost to fix these problems. hundreds of millions of the dollars in baltimore alone to fix this infrastructure. until that funding comes through, we're going to see many of these. the water main is still broken. it is a 20-inch main. back to you. >> thank you. stay with wjz for complete and run. $35million guaranteed worth a potential total of 40 million. rice earned that big payday by becoming one of the biggest threats. he's twice been named to probowl and the deal he agreed to today lasts long term. rice would have been under a one year deal able to become a free agent after the 2012 season. and the rice contract allows the ravens to now turn their attention to a long term over the last couple of hours and they're drifting to the southeast. the good news is, it's only a few areas getting the lightning out of this. the bad news is we still really do need the rain. today we're going to show you temperature wise, in baltimore still a lot of 90s. when you factor in that high dewpoint it feels like it is 98- degree in baltimore, 93 in dc and still in the 90s still at this hour for most of the state. now we'll show you for the next couple of days the heat is going to continue and probably peak on wednesday. temperatures going up to 98 degrees both afternoon. the heat index will be higher on wednesday. during the stretch notice the average is just 88 degrees. so we're going to go way above that. the other thing with this forecast is other than a couple of thunderstorms today slight chance again tomorrow. going to remain fairly dry. and our rainfall deficit just continues to grow. minus 8.33-inches on the year. so we really do need the rain. we have a crews using sonar and dogs scout the river using for a man who slipped under the water. he was with sunny singh on a bass boat like this one at the tail end of a hot day. >> two guys were out on a boat, they decided to cool off. they jumped overboard. one of them got away from the boat. the other tried to help him. >> reporter: teresa dixon's husband rushed to help. their rescue calls brought two men out in boats. michelle park's husband made the rescue. >> a couple of people in the neighborhood called him a hero for rescuing that guy. he said but it feels so useful, empty because he could never find the other guy. >> reporter: authorities looked for the man. >> he did say he feared he was going to go under himself. and that's why he swam back, back to the boat. >> reporter: what began as a search and rescue became a recovery effort today. >> it's not an exact science with the tide and the wind. we pretty much are going with experience on how to look for him. >> reporter: all during that search agonizing what ifs for those who did what they could do. >> we wish we would have been there seconds earlier we could have possibly saved the other gentleman. >> reporter: eyewitness news. >> police say neither men was wearing a life jacket when they went for their swim. police are looking for a young man. >> reporter: vic, investors say the men forced themselves into a home. police say the gunman kicked the door in then shot one man in the head and shot 50-year- old alfreda ellis in the foot. a man was shot in the face. police believe he was the intended target and the other two people were bystanders. police believe it's possible the motive was drug related. but they aren't ruling anything out. vic. >> no arrests have been made and anyone with information on the case is asked to call police. shots ring out at a busy howard county shopping center and now a man hunt is under way for the man accused of gunning down two people. wjz is live at the shopping center, derek valcourt has the latest on the search, derek. >> reporter: one of the victims worked here at the nail salon. she was apparently afraid of her ex-boyfriend, even had a restraining order out against him. she's in the hospital, he's on the run. when gunfire erupted inside the nail and hair care spa saturday night -- >> it was frightening. >> reporter: christa lopez was one of the employees that ran for cover. the gunman, tuan pham shot the mother of his two children the áf. he is also accused of shooting her male friend who was waiting to pick her up after her shift. >> i heard what i thought were fire crackers and i ended looking out and a man was running away with a gun in his hand. >> reporter: police found pham's get away car. it was abandoned 2-1/2 miles away from the crime scene. >> everybody is praying that he gets caught. >> reporter: lopez credits motorcycle riders eating at a restaurant for helping victims. >> all the community helped. >> i guess it can happen any place but once again it's not going to deter me from coming back. >> reporter: anyone with information on pham's whereabouts is urged to call howard county police who are offering a $2,500 reward for information that leads to an arrest. derek valcourt. >> once he is apprehended pham will face a long list of criminal charges including first and second degree murder charges. lawmakers are looking into placing gaming on the ballot. >> reporter: supporters have already launched a media campaign urging lawmakers to place gambling on the ballot. governor o'malley told voters what's at stake. >> one of the things that's at stake is dollars that could come to the state. the other thing that's at stake is all of the progress that we've been making together in the toughest of times to build an economy to last. to improve education, to improve public safety. i don't want to jeopardize that by the potential for this issue to throw a wrench into everything that we're trying to accomplish. >> the first warning weather forecast will be coming up. dozens of people lose their homes and all their possessions as fire rips through a baltimore county apartment building. but witnesses say it could be a lot worse. rochelle richie has more on the fire. >> reporter: hi vic, fire investigators say they aren't sure just yet what caused this fire and it could be weeks before residents know what sent their home up in flames. it's just before midnight on sunday when this you tube video is shot showing flames billowing from the top of two apartment buildings in randalls town. the fire causing a glow when the dark skies as they roll through garden view apartments. the smell of burning furniture and appliances sinking into apartments. >> everybody over there, everything was lost. so it's just sad. >> reporter: her husband says residents could only stand and watch helplessly as their apartments burned. >> it could have been my apartment. >> reporter: the fire started on a third floor apartment. traveling through the attic to another building. >> the biggest challenge is getting up into the attic and getting it out. the very limited access, once it vented through the roof we were able to get guns and ladder pipes off of our ladder trucks and into the fire and extinguish it that way. the damage to the building is severe, surprisingly everyone made it out alive and no one was hurt. >> reporter: lieutenant massererti credits smoke detectors going off, you can hear them in the video. the smoke, fire and water damage left behind is seen here. repair bills in the thousands. vic, back screen. tomorrow morning there's going to be a lot of workers out there in the heat trying to make those repairs bernadette. >> the next afternoons are going to be a really hot one. so if you're working on that or even just at camp these are the kind of days you want to be smart and take breaks. not much left a lot of this is dying down and moving down to the south. this thunderstorms is the one that made its way through. other wise it's the heat. heat advisory in effect in southern parts of baltimore county. that's it right now. this will likely be extended or expanded if not tomorrow at least on wednesday because that's probably when we're going to peak with this round of heat. temperature wise, still 93 degrees outside. 88 in dc. 90 in haguerstown and the dewpoints are pretty high. when you factor all that together still feels like 98 in baltimore and 98 degrees in ocean city. and 93 degrees in cumberland. today 95, tomorrow wednesday we're predicting highs of 98 degrees. on wednesday that humidity is really going to be up there. those dewpoints in the low 70s. so that's probably going to feel the worse of these next couple of afternoons and this is why. look at what's out to our west. this is the heat all the way up to the canadian border once again. 98degrees right now in minneapolis. 97 in chicago and that's what's moving in our direction. now there is a front right behind that. that's the next front that's going to move our way. today's thunderstorms with a tail end of storms. that's getting out of here. a little bit of a break tomorrow from that side of things. the next front comes our way on wednesday. that's going to bring possibly strong thunderstorms and that front is slowly going to push away. this is how it works out. it slows down as it moves it's way toward the mid-atlantic. gets pretty strung out, starts to lose strength and it's going to stick around for thursday. still a chance for showers and thunderstorms on thursday. we really do need the rain. we're over 8-inches down on the year. could come at the price of thunderstorms but at least it looks like we could get a decent shot of rain out of this too. by the time we hit the weekend that will move away and temperatures start coming down. bay temperature 83 degrees. we're going down into the 70s. any thunderstorms that's out there will be coming to an end. hotter feeling on wednesday with the same high that we're predicting since we do think those dewpoints will be higher. then we start to back off this round of heat thursday into friday. but again could come to play about. we do want to update the breaking news we've been following all afternoon. a huge water main break is forcing police to shut down several streets in the heart of downtown. wjz is live with extensive coverage. we're going to go to mike hellgren with the latest from the department of public works. >> reporter: we're here with kirk coker, we hear it's a 20- inch break. >> we believe. there's three mains that run through this area. there's a 40-inch, 20-inch and 10-inch. based on the amount of water we believe it's probably the 20- inch. we really won't know until we dig it up. it's very dramatic when something like this happens downtown and also during rush hour that complicates commutes but this is something we should be able to handle relatively quickly. there's going to be road damage, in order to allow us to do what we need to do it's important for every commuter to stay away from this immediate area so that our crews can get in, do the work they need to do so they can get it totally shut down. it's very important to assist that. >> is the water out or is it still flowing. >> it's being shut down. >> reporter: is there any word how long that will take. >> it depends on how long it will take to access some of the valves because of the traffic. that's one of the things that helps us if you stay away so we can access these valve. >> reporter: any idea what may have caused this. >> no, not right now. >> reporter: how many crews do you have on the scene responding to this? >> we have a number of people from maintenance. i don't have the exact number of but we have a contractor to deal with the valve shut down. we have everybody in the arsenal essentially out here dealing with this break. >> do you know of any reports with flooding and building. >> i've heard of one report of flooding. >> reporter: what about water service is that off? >> i'm not sure, there's no word it's affected anybody. >> reporter: we have jamie kendrick here, i want to ask you jamie what about the commute right now and also for the morning? >> at this point we're actively managing the situation. we've seen some improvements just in the past 45 minutes since the event started and people should be thinking about the morning thinking about taking an alternate rout. using transit. coming in a little later, a little early. it'll be a few days before we get this if -- see here it's still a pretty constant flow. we've seen a lot of crews on the scene trying to help work out the problem. not only for the flow of water but for the flow of traffic. and baltimore city police helicopter fox trot is circling across right near us and they are communicating with police officers on the ground to try to give them some advice on what's the best way to rout the traffic they found. >> reporter: they plan to conduct their own investigation of the scandal. the report they are pointing to was done by freed. freed conclude had the the group was trying to shield the school from bad publicity. last month, a jury convicted sandusky of abuse. >> sandusky will likely spend the rest of his life in prison. andrea fujii -- >> reporter: firefighters are fired up after the volunteer firefighters association sent out this press release. warning the public about misleading telemarketers that are working for professional firefighters. >> it may mislead that the money is going to volunteer firefighters when it is going to the union firefighters. >> reporter: fund raising has been going on for years and most of that goes for buying fire detectors. volunteer firefighters say they only fund raise through mailers. >> this has cause add huge conflict between the union and the volunteers and obviously i don't want that. >> reporter: the one thing both sides agree on is their main goal is to save lives which no feud will compromise. >> if you call 911 in baltimore county you're going to get help. it's unfortunate it's come to this. >> reporter: the volunteer firefighters association president says he knows at least six people who say they've been confused donating by phones to the professional firefighters when they thought they were giving to prix is likely to lose money but say investors remain committed and they want to stabilize the race within their five year contract. >> there's a million details in a race like this and we're polishing off those details. >> reporter: ticket sales just started. last year's event drew 165,000 spectators and the race sold 110,000 tickets. track work will start later this month and continue right up to the race and drivers are ready to hit that track which is slightly tweaked through downtown with speeds hitting 108-miles-an-hour. >> the event itself was an absolute success. it was the financials that were a little shacky. >> reporter: morning their challenges there still isn't any major sponsor. unlike last year original organizers left the city and state out thousands of dollars.
