force. >> reporter: pastor james mosey said he was trying to help a friend. when police showed up, he was confused why they wanted to question him. when he started asking why, officers beat him with a baton more than a dozen times. james mosey has a hard are time getting around these days, but ages a nothing to do with why this 44-year-old baltimore county pastor is walking with a cane. he claims he got these injuries during a scuffle with less. he was driving home to council a neighbor who had been involved in a feet with his wife. on the way he saw the man and flagged him down. as the two partied police responded to two calls. police asked him for i.d. mosey asked why. >> it went from zero to 100 real quickly and i just wanted to know why. >> reporter: he wanted answers and so did police. they say mosey was corporative. james said he put his hands up when backup arrived, only to be tackled to the ground. >> they had me on the ground. my face -- i was eating dirt. >> reporter: and they started to beat you. >> yes. >> reporter: mosey claims he was hit more than 15 times. >> we take all allegations of this nature very, very seriously. >> reporter: baltimore county police have opened an internal affairs evaluation and charged mosey with resisting resist because of a two-minute struggle. >> attempt topping determine if he was connected to the two violent crimes and if there were weapons involved. at that point mr. mosey was not cooperative and officers had to use force. >> reporter: moseyed a mets he resisted because he was confused having shown up to's friend in crisis. how to deal with post-traumatic stress disorder. he landed in afghanistan september 30th. less than a month later he was killed by a suicide bomber. his funeral will be held tomorrow on veteran's day arrest. >> reporter: bob was brought back from the brincht today he was giving a very public thank you to those involved. >> i can never, ever express my full and sincere appreciation for the actions tim rutherford. got an update on that natural gas main break in locust point. service has been restored to all of the homes and businesses. monday the break was discovered and nearly 1,000 homes and businesses had their natural gas interrupted. bge crews brought in help from maine. on the eve of veteran's day, news was released that a local soldier was recently killed while serving over sees. 41-year-old army lieutenant colonel david cabrera was killed in kabul at the end of october. he was a social worker and assistant professor of family medicine. he is survived by his wife, three sons and a daughter. a local pastor says he was beaten by police during an incident over the weekend. pastor james mosey was trying to help a friend when officers showed up, questioned him and beat him with a baton. police said mosey became uncooperative when officers tried to question him. police at penn state are reviewing video trying to identify some of those involved in the rioting. it happened after the announcement of joe paterno. students flooded the streets, pushed a television van over and hit a photographer with a rock. this story has been in the news so much. it's a tough choice to dog in 2009 followed by the burning of the cat named mitt tens and several others in between. it is how baltimore is fighting those troubling numbers that has won two residents a national on north its and burned by two teens, the scar the only remnant of such brutal abuse. >> she basically plays, naps, eats, place, eats naps. >> reporter: mitt ten's story was too powerful. the same reason this animal became the poster cat in an effort to pass several animal anticruelty bills in annapolis earlier this year. >> i think her case helped sway some of our state lawmakers to pass the bill and it became a record session. >> reporter: which is why mittens here will be crowned cat of the year by the american society for the prevention of animals. the story helped bring the prosecution of one of the teens. >> she suffered a debilitating injury, but i think it shows some of the work of the commission. >> reporter: work that will also be honored by the spca. she will share the stage with mittens later this month to get her own award to lead the antianimal abuse prosecution, a comprehensive and unique commission, first of its kind in any american city. >> it's an endorsement of baltimore's efforts. >> reporter: this commission is beginning to see an increase in animal abuse convictions and has launched a new ad campaign with known local sports figures and their pets, huge strides to combat a troubling problem here in baltimore. suck serks the aspca will highlight -- success the aspca will highlight. >> both will be honored in new york on november 17th. congratulations.
