open by saturday morning, creating the kind of flooding not seen here in about 40 years. >> i would be scared when i seen the water down by the playground. i was scared. >> once they opened, like 45, 50 gates, there was so much water pressure that it would like start coming up through the street gate. >> reporter: offort deposit's voluntary evacuation order will become mandatory tonight. the mayor says help will not come. >> most of the residents understand, but we are having trouble with people who haven't seen a flood event in port deposit. and we are trying to deal with that as best we can. >> are you planning to evacuate? >> probably not. nowhere to go. >> reporter: already, a swift water rescue team took two people from their waterfront home. after the town cut off power, the couple decide it was time to leave. >> moved everything upstairs. we live on the third floor. and the river was creeping higher than we had ever seen it before. >> do you think it's at all smart to stay in this? >> no, i don't think it is. because now the electric is off. i have friends in the 100 building that did not leave. and i'm concerned about them. >> reporter: but others are staying put, even though port deposit will soon be cut off. no way in or out, except by air. >> even though it's terrible, we're going to survive. >> reporter: and they certainly hope to there. they are again evacuating in port deposit. they are evacuating in havre de grace tonight. 43 gates are open. there are 53 gates on the conowingo dam. they expect to open 50 by the time this peaks, which should be saturday morning, no joke, there really is flooding. and it's only going to get worse. reporting live near the conowingo dam, mike hellgren, wjz eyewitness news. >> all right. thank you, mike. and first warning weather continues with meteorologist tim williams, tracking the rain right now. and a closer look at when the susquehanna river is expected to crest. tim? >> reporter: denise, one of the biggest problems is the direction of all of this rain. it's going from the south portions of the state, due north. we have been watching this rain going from the southern portion of the area, right across the mason-dixon line. all of that rain settles just upstream from the susquehanna. you can see, all of this gray area here. those are flood warnings in place. and it's really until further notice. these floods are already happening. as you heard mike hellgren talk about, these flood stages are expected to crest right around saturday morning. so these flooding areas are already going to be in place until further notice. now, to give you some perspective on all of this, the normal flow for the conowingo dam and the susquehanna is just about 10 feet above average sea levels. now, as that pertains to this, current flood stage is just around 30.01. that's about 30 feet. that's about 30 feet there. expected to crest saturday morning at just around 35 1/2. a little more than 35 1/2 feet. now, in the record of how this all plays in, this is being compared to agnes, which is just about a foot above that flood stage. again, these waters are going to crest saturday morning. and they could be a little higher than those projections. so we have a long way to go, and that water is still coming up. kai? >> all right, tim. thank you. first warning weather continues now in gwen oaks. derek valcourt has the latest on serious flooding there and in the baltimore area. you were in gwen oaks yesterday, derek. what is it like today? >> reporter: you can see, it's a much different picture today. this is gwynn falls. the water is receding, but not like before. it was over the green bar you see on the bridge here. flooding into greendale avenue, that was well above many of the cars here now. you can still see some of the remnants. water in the streets. it's kind of reduced some of the traffic here to a single lane. and we are seeing scenes like this all over maryland. >> reporter: sky eye chopper 13 over flood-ravaged parts of maryland, as swollen rivers, streams, and drainage systems, wash out countless roads and businesses. in ellicott city, many businesses closed today, as they tried to recover from the flooding that was captured by a cell phone camera, rushing through main street. >> we believe the river got tied up. and the river just ran down the road. >> reporter: so serious it cost this rock -- caused this rock wall to collapse on cars. the county executive surveying the damage. >> we're lucky no one was in these cars. we want to make sure there are no other walls like this that could come down in the next few days. >> reporter: in cockeysville, several businesses still assessing their damage, after water deluged one stretch of york road. >> it's the largest flood we've seen here over the last 20 years. >> reporter: here in cockeysville, some of the waters have retreated. but fields are still flooded. and the cleanup her will -- here will take days. >> reporter: cars, businesses all ruined. the water level still visible on many walls. >> i've never seen it come up so fast. okay? normally, once it crests this bank over here, yeah, 10, 15 minutes. we had less than 5. and it was in the shower. >> reporter: all along the western side of the county, road after road, still washed out. many still closed. some drivers chose not to cross covered roads. others learned the hard way, their cars still stranded. >> within 15 minutes, her car was under water. the only thing you could see is the top portion of it. >> reporter: with the heavy rains now gone, many are still pumping out what mother nature pumped in. >> reporter: some of what mother nature pumped into is a lot of trash. you can see so much of it in many of the falls, the streams and rivers around here. they just carried all of that trash in from the flooding. meanwhile, a lot of mess, too, for bge. nearly 70,000 customers lost power because of the storms and all of the flooding. tonight, bge has restored power to almost all of them, just a few thousand. still working on getting their electricity restored. we're live in gwynn oak, derek valcourt, wjz eyewitness news. >> thank you, derek. anne arundel county is also live with first warning weather coverage. andrea fujii is in the glen burnie area. >> reporter: the problem in anne arundel county area is there are so many low-lying areas here. and the ground is so saturated, there is nowhere for the water to go. >> reporter: boat is the only way to get to this family's home from gambrels. overnight, at least five feet of water quickly flooded their house, leaving everyone to tread to safety. >> water. we had water in the house. and come to hit the bottom step. and it was towards him. and he put the dog on his shoulder and just grabbed what we could. and we're here. >> reporter: low-lying areas in anne arundel county's west side have been hit hard with torrential rains. an elderly couple had to be rescued. >> you never want to assume you can pass through a certain area. you don't know how high the water is in certain points. don't take that risk. >> reporter: those these families are grateful nobody was hurt. they must now figure out how to start from scratch. >> my mother. she's 77. this is all she's got. you know? we're hopeless. >> reporter: now, here in anne arundel county, more than 40 roads remain closed. and rescue crews had to save eight people who were stranded in water. but so far, there are no report of injuries. denise, back to you. >> all right, thank you, andrea. first warning weather continues with bob turk with the flood watches in effect for our area. bob? >> and flood warnings for you now for you folks in frederick county, montgomery county. and charles county. portions of southern p.g. county. all of that rain moving bottom almost due south to north. west of the city. heavy rains across portions of frederick. a whole heavy bunch, just to the west. that's moving right into the frederick area. i do expect to see flooding here shortly. also, southwest of washington. heavy rain going on. that's moving up to the north. and other activity in the eastern shore. most of that is moving now in the northwest. couple of those cells actually moving to the southwest now. so we take a look at the wide scale. you can see other activities moving across the region. do expect to see even more flooding, later tonight. to the west of us. and south of the baltimore region and the d.c. area. there's still a flash flood watch in effect for all of central maryland. flood warnings for frederick, montgomery, northern virginia, and now portions of charles county and p.g. county. and also some urban flood warnings going on in the eastern shore that have had heavy rain just in the last two hours. please, be careful out there. although we've had a rather dry day on the baltimore metro. it's not going to take much for a half inch to inch of rain to cause more flooding in the region. that may happen in the region later tonight. denise? >> stay with wjz for first warning weather. to find forecast updates and live doppler radar. >> okay. well, we're definitely taking a look at these rain numbers. with just a little bit of rain reported on the lower eastern shore. and just moderate to light amounts in western maryland. this has really been an event that has impacted the 95 corridor on both sides and central maryland, just on the total scale. let's take a look at some of these numbers. it's less than an inch of rain reported down on the lower eastern shore as we mentioned. 2 to 4 inches from carroll county to the west. the portion of central maryland hardest hit has been the city and either side, over toward harford county and over toward carroll. and straight on down to the southern maryland region of our state. 5 to 7 inches across most of that area. now, with that said, we're looking at just around 5 1/2 inches in sparks. and over towards westminster, just a little less than 5 towards frederick. bwi marshall, down towards columbia. and even toward annapolis, an inch to five -- 5 1/2 inches. and as you go towards leonardtown, almost 6 inches. one of the highest amounts reported in the state. the rain is continuing to fall. we'll have your complete updated first warning forecast with bob coming up. back to you inside. >> thank you. and captain mike perry has a look at the overflowing susquehanna river. >> reporter: yeah, you were told about the mandatory evacuation orders in place in havre de grace. they are now, as of last count, just a few moments ago, 38 of the flood control gates at the conowingo dam opened just a few moments ago. and you see that that is having an adverse effect on havre de grace. this is several of the marinas, just south of the hatem bridge off of route 40. and you can see, a couple of residences here, receiving minor flooding here. and many of the marinas, along the water front of the susquehanna in havre de grace. also, receiving substantial flooding. at this point, it's not clear how much higher the water will rise as a result of the opening of the several floodgates. but eventually, saturday, we're told, they had as many as 50 of these flood control gates on conowingo opened, which could cause massive flooding in downtown havre de grace. back to you on tv hill. >> thank you. and we invite you to stay with wjz for first warning weather. you can find forecast updates, live doppler radar, any time, wjz.com. on sunday, the pittsburgh steelers come to m&t bank stadium, for the first ravens game of the nfl season. wjz has complete coverage tonight. jessica kartalija talks to fans about the long-running rivalry. and sports director mark viviano has more from the experts. let's start with jessica, with a preview of the not-so- friendly prediction. >> the ravens-steelers rivalry is really starting to heat up this week. today, we hear what steelers fans are saying about surround's -- about sunday's game. a not-so-friendly rivalry, between charm city and steel city. friends and fans on both sides genuinely don't like each other. in pittsburgh -- >> i hate them. they have arrogant individuals on that team. you have ray lewis who comes and does a little dance before the game. i think that's really argarcht -- arrogant. >> reporter: oh, this dance? >> all right. tornado warping issued -- warning issued for the next 20 minutes or so. a little piece of northwestern, saint mary's county, and central charles county. wicomico and dense field. take a look at radar. can you see that area. that is the area that a tornado warning is in effect. we have this moving off to the northwest at 15 miles per hour. let's move quickly inside of that cell. we take a look at thabilityitivity -- the activity, moving off to the north and west. you can see activity. right now, not seeing much in the roitation. so -- rotation. they may cancel this shortly. just don't see it. a little earlier, as you can see, just through the difference in the colors. very, very weak. i'm hoping this will be dropping very shortly. once again, if you're in that region, around dense field, between wicomico, southeast of la plata. cape cover, it's possible there may be funnel cloud. moving generally to the north/northwest. and southeast of la plata, in the next 15 minutes or so. of course, we'll update this as soon as they cancel that warning. kai? >> reporter: well, we can tell you that here in the baltimore area, the waters are slowly retreating. things are slowly getting back to normal. except for some folks, the worst may be yet to come, specifically. we're talking about folks up in the havre de grace area. up in harford county, the county executive there has declared a state of emergency. he is asking all of the folks who -- the hundreds of folks who live in the low-lying areas to evacuate some of those low- lying areas. over in port deposit, the folks who live there, did not have a choice. they are being ordered to evacuate. everyone in the town by 8:00 tonight. that is because by saturday, it is possible that all 50 gates of the conowingo dam could be open. if that happens, that would cause some major flooding problems. the likes of which we have not seen in quite a while, on the susquehanna river. and if the susquehanna river goes, it would then happen to have flooding in port deposit. then down river, at havre de grace as well. right now, we're keeping a close eye. conowingo has threat gate -- 38 gates open. we'll have a live update for you. >> all right. thank you, derek. first warning weather continues now with doppler radar. >> even though it hasn't rained much in the city or the metro area. there has been a lot of rain to the south and west of us. we have the tornado warning in effect for you folks in st. mary's county. and southeastern part of charles county. let's take a look at the activity. frederick area, heavy rain, moving directly up toward the region for virginia. you can see, just west of d.c. quite a bit of rain. that whole stream there, from la plata. that's where the tornado warning is, right through there. moving up toward d.c. heavy rain moving in that area. i do expect to see more flooding in that region in the next hour or two. lighter activity on the eastern shore. very, very widely scattered. around the city now, it's very quiet. but we may still get some heavy rain later this evening. take a look at the warnings. once again, that tornado warning in effect for the next 10 minutes. for portions of charles county. and a little piece of northwestern st. mary's county. the flood warning for frederick county, montgomery county, all of the counties in northern virginia. and urban flood warnings in effect for the eastern shore as you can see. we've had tremendous amounts of rain. tim is in the outback with a look at some numbers. >> what's noteworthy is going into about two weeks ago, we were about even with our normal totals this time of year. after we started to deal with irene's moisture, then, of course, this one from lee. well, we are way, way above. on the right side of the screen, you see where our normal level is this time of year. just about 29 inches of rain. for this year, so far, we are just a little more than 40 1/2. the grand total of our surplus now, almost a foot more rainfall than we typically have this time of year. we continue to tally the numbers because the rain is continuing to fall. we'll have more on this coming up on your complete updated first warning forecast. we're receiving tons of dramatic images from the flooding from viewers across the area. jessica kartalija has more. >> viewers are sending us amazing pictures of all of that damage. check out this frightening scene in anne arundel county. a woman drove through standing water in patuxent road. and ended up stuck in a sinkhole. in ellicott city, a retaining wall collapsed there, crushing six cars under a pile of rubble. and in port deposit, homes are now covered in water, as the susquehanna river rises. and they won't be having any picnics at the american legion in havre de grace. because the water is just too high there. please send us your best shots by going to wjz.com. all you need to do is click on the link at the top of the home page. kai? >> all right, jess. thank you. flooding is also at an historic low. it is expected to get worse over the next few days. terrell brown reports for wjz, when just up the susquehanna in harrisburg, pennsylvania. rising floodwaters are sweeping through harrisburg, pennsylvania, threatening to watch -- wash large propane tanks away. the susquehanna is overfilling its banks. >> the situation is going to get worse in the next day. as rivers and streams continue to rise. >> reporter: in york county, this man was caught in rivers when he tried to get to his car. rescue crews tried to pull him to safety. >> this one has a happy ending. so we're going to call 911 and find out where our next call is. >> reporter: in harrisburg, pennsylvania, you can see the river nearby. i'm standing in a park. you can barely see the tops of benches. and the water here is still rising. >> reporter: workers are sandbagging near binghamton, new york, trying to keep water out of a middle school. the water overflowed a river bank. officials are hold holding out -- asking holdouts to evacuate while they can. in worcester, basements are flooded, playgrounds are submerged. and this bmw was no match for the flood. >> the tow trucks take four to eight hours to get here. but i guess they're busy. >> reporter: dozens of cars at this dealership are under water. the national weather service says an additional 10 inches of rain could fall in the mid- atlantic in northeast through thursday night. >> reporter: terrell brown, wjz eyewitness news. >> reporter: national guard troops have been deployed in new york and pennsylvania, to help with evacuations. stay with wjz for first warning weather coverage. to find forecast updates and live doppler radar any time, log onto wjz.com. firefighting crews in central texas say they are making progress against the destructive wildfires. nearly 1400 homes in the community of bastrop have been destroyed. fire officials say the blaze has consumed 45 square miles. it is being blamed for at least four deaths. 170 wildfires have broken out in just the past week, adding to what has been a year-long problem for texas. a 1-year-old child is stabbed to death inside a southwest baltimore home. weijia jiang reports, the baby's father is now charged with murder. >> reporter: a frantic 911 call led police to the 2700 block of west baltimore's rigs avenue, wednesday morning. >> for a report of an abduction. a woman called police. she couldn't find her 1-year- old baby son. >> officers found the baby in a pool of blood, beaten, stabbed in the neck, and wrapped up in a deflated air mattress. he had just turned 1, the day before. now, mcfadden's father, 25-year- old hari close, faces charges, including first-degree murder. >> reporter: at this point, police are still working out a motive. neighbors say they can't imagine what went wrong. they say the couple is new to the area, and by all outward appearances, everything seemed to be fine. >> only you see is the mother and her two children, walking up and down the street, going to the school and back to the house. >> reporter: court records show that mcfadden sued close for paternity. his facebook page says he is a male model, hoping to be the world's top super model. >> you never know, the economy is out to change. you just never know. so what drives a person to do such evil and ugly things like that? but i hope the truth will come out. >> reporter: police say close led them to several pieces of evidence, including a bloody kitchen knife. >> reporter: and police also say jennifer mcfadden told them that he had before tried to choke the baby. and that he tried to bite him in the ear. there is new hope for a maryland man jailed in cuba. vic is in the newsroom to explain the surprise development. vic? >> reporter: well, denise, former new mexico governor richardson is now in cuba to negotiate the release of allen gross. this is video. the 62-year-old potomac native is serving a 15-year sentence for illegally bringing communications equipment into cuba. gross said he was only trying to improve access. the u.s. state department says it supports the eferltses of rich -- efforts of richardson. today, he has indicated he's not expecting an immediate release. denise, back to you. >> thank you, vic. the gross family says it is also pleased with richardson's visit to havana. another sign the job market is not getting better. more people filed first-time weekly jobless claims last week. according to the labor department, the number of people applying for unemployment rose by 2,000, to 214,000. the report indicates, employers simply aren't hiring in this struggling economy. tonight, america wants to know how president obama is going to get people back to work. in just a few hours, he reveals his own plan to create more jobs. danielle nottingham reports for wjz, republicans are already voicing concerns. >> reporter: the stakes are high for president obama, as he gets ready to lay out his jobs plan before a joint session of congress and the nation. the president is expected to call for an extension of the payroll tax cut, and new efforts to rebuild roads, bridges and schools. he's also likely to push an aid package for state and local governments that hire new teachers and first responders. and tax credits for refinancing mortgages, job training, and businesses that hire new workers and veterans. the president's fellow democrats are on board. >> i support its goal. to create good jobs. and the 14 million people who have no jobs. >> reporter: but republican leaders say not so fast. they're not happy with the nearly $400 billion price tag and what they expect to get for the money. >> by the president's own standards are his jobs agenda has been a failure. and we can't afford to make the same mistake twice. >> reporter: some tea party lawmakers are skipping the speech entirely, including senator jim demint. he is in south carolina, holding his own jobs-related event. house speaker john boehner encouraged his house members to be there, but said it's their choice. >> you remember, i'm just the speaker. all right? it's raining outside. back inside. >> come on in, tim. police in georgia say a woman has died after being sickened by fumes at a mcdonald's. a total of 10 people were taken to the hospital, including three firefighters. two customers were found unconscious in a bathroom. a restaurant manager said they did clean earlier in the day but police couldn't find any traces of chemicals. doctors arrested in the biggest medicare fraud case in history. apparently the justice department called the clinic a setup for the sole purpose of defrauding the system. eric holder had strong words for the medical profession involved in the alleged scheme. >> numerous physicians, nurses and therapists provided their professional responsibilities, as well as their public trust. and that some of the most vulnerable among us, including seniors who suffer from dementia, and alzheimer's disease. >> reporter: the people involved are accused of stealing $295 million in medicare funds. someone dressed as a cartoon character attempts to rob a 7-eleven, but fails to take off with the loot. the suspect, dressed in a gumby costume and demanded money from the cashier. now, the clerk thought it was a prank. can you blame him?
