ofch properties on the ocean front that were really very are, very vuln vulnerable. and now they have a buffer. and it makes a difference. >> for now, it was tourists, not water, flooding back to the boardwalk. unfortunately for the furrists right now, no one is allowed in the water at all not i'm even wading to your knees. they are expecting a quarter of a million people still to come to ocean city here over the labor day weekend. and for those people, they're going to want to pay attention to the lifeguards because it's unclear when the waters will reopen to swimmers. by the looks of it right now, doesn't look like it's going to happen any time soon. reporting live from ocean city, adam may, wjz eyewitness news. >> people looked pretty happy on that boardwalk, though. first warning opinion weather coverage continues. >> as you heard adam, listen to those lifeguards saturday and sunday if you're heading that way. basically up toward eastern massachusetts. that's where they're going to see heavy winds and rains tonight. for us, a front out to the west. going to clear things out. it's already very warm right now. but we've got a great weekend shaping up. take a look at the latest track as it moves away from the region. the 5:00 report in just a moment ago. category 1, barely with winds of 81. moving quickly off to the north and northeast, at 22 miles an hour. it's going to cross very close to eastern cape cod and eventually to nova scotia. you can see them beginning to shrink as it moves up north and northeast in our region. dryer conditions coming up. updates coming in. tim williams has the latest on any advisories which have just been lifted. >> they had issued tropical storm warnings. because the impact were impacting, of course, the delmarva. but now, as bob mentioned, as of 5:00, those warnings have been lifted. what you're seeing now we're seeing clear conditions, watches and watches and warnings, including tidal concerns. and wind conditions. winds are calming down a little bit. wuit means 12 to 15-mile-an- hour winds. and the northeasterly impact that the storm hadas it kicked those waves up across the shore. but we're still seeing gusts up in the 20-mile-per-hour range again still pretty substantial and formidable. again, the tropical storm force winds extended 205 miles out. bob will have your complete updated first warning forecast coming up. the outer banks of north carolina are especially vulnerable to atlantic storms like this one. they got a taste of earl's power this morning. manuel gallegus reports residents are relieved the storm didn't do more damage. >> they expected the hit. but it rattled a lot of nerves. >> there was a lot of shaking. >> around 2:00 in the morning, it woke us up. water hitting the door so hard at the hotel. >> reporter: wind gusted more than 70 miles per hour. and driving rain pelted the coast. >> utility crews are busy, trying to restore power to thousands in the dark. little raven vance and her family woke up to find a pond in the house. >> reporter: a afternoon a stormy morning, the sky started to clear up. and people are starting to come back to the beach. it may be a tourist weekend here after all. >> thousands were voars forced to evacuate as earl approached. >> we are open and hoping for a tremendous labor day weekend. it's supposed to be in the high 90s. the weather is good. channel headquarters. kelly mcpherson has the just- released tapes. >> dozens of calls have been released, describing the tense and scary situation while employees were in lockdown. i can see people in the building. >> there are people on the floor? >> yes. >> where are you located? >> there's a hostage. discovery building. discovery. there's someone in the building with guns. >> james j. lee, armed with starter pistols and a homemade pipe bomb, took three hostages wednesday. authorities evacuated most. people who work at the clear cable channel. >> he also pulled a handgun out and was waving a handgun. >> eventually, officers shot and killed lee, when they heard a popping noise and thought he fired his gun. >> he came in with a revolver. >> the three hostages were not injured and later told police that they were devising an escape plan, while lying on the ground for four hours during the standoff. maybey? >> police later found and detonated a few home made bombs a few miles away from the scene. a mount st. mary's freshman dies tragically at her first week in college. and tonight, we know the cause. 18-year-old katie carnes died of a pulmonary embolism. she died in the hospital hours later. she loved horses. she grew up in monkton, baltimore county. graduated from mcdonogh. her freshman class plans to plant a tree in her memory. a disturbing incident that could have ended in a traggedy. two -- tragedy. two boys are in trouble for bringing a gun to school. >> reporter: it happened here in northwest baltimore. those two do is are back -- boys are back in the custody of their parents. but the question is, how did they get their handoss an unloaded weapon? >> reporter: shortly after the lunch hour at kipp ujimma, teachers made a disturbing discovery. they found two kids with weapons. >> we commended all of the students who actually stepped up and did the right thing. >> sean toller is at one of the baltimore's top performing middle schools. he said once the gun was found in one of the boy's backpacks, they called police right away. that's when the boys revealed how they got their hands on a weapon. >> they were cleaning the room of a deceased uncle. and they began horse playing. and they bumped into one of the dressers. and a teddy bear fell off of the dresser. and the gun was apparently inside of the teddy bear. >> if it would have been my child, i would have been livid. >> reporter: but tanya bucks is a parent. she received this letter that the school sent home. buxton blames the parent. >> it's a matter of how much parents communicating with their children about actions and reactions toward things. >> reporter: this comes days after the thought of a new school year. and they say the next stop is making sure students stay safe. >> many stepped up and said, this is not typical of kipp. so they want to partner together with us to make sure that nothing like this ever happens again. >> reporter: and kipp school leaders say they are pushing for a full expulsion for both of these boys because they have a zero tolerance policy when it comes to weapons of any kind on campus. back to you, kai, on television hill. motorcycle rider who recorded this moved to have his charges dismissed. police have cameras trained on all of us. recording everything from arrests to calls for help. but this driver had his helmet cam record everything. >> get off the motorcycle state police. >> as soon as he allowed me to start taking my gear off, i turned the camera off. >> but because he recorded sound, he was charged with violating maryland's wire tap law. today, they asked the charges be dismissed. >> the citizens do have the right to document what publicity officials are -- public officials are doing when they're performing their public duties in public. the state's contension here -- contention here is that the police has a right to tape all of us, and none of us have the right to tape them. >> i'm entirely in favor of reexamining this law. but if you're going to have the law on the books, then i'm going to enforce it. >> reporter: the internet is filled with traffic stops taped by police. but according to the aclu, in every other state, where a citizen also taped the stop, the wire tap law lost. it's now been dropped under emery flint to make the decision. >> we are hopeful that these charges were flagrantly improper. >> stay tuned for the ruling. >> if the judge does not dismiss the wire tap charges, anthony graiber could face up to 16 years in prison if convicted on all counts. if you're waiting for someone to get home from work, let's check on the roads with sharon gibala. it is looking like a holiday weekend out there. at least as far as incidents go. we have two problems now on 95. one of them on 95, northbound. an accident blocking the left lane. possible overturned vehicle there. and we're just getting word on 95 northbound past the beltway that there's a disabled vehicle blocking the center lane. meanwhile, on 895 southbound, we have a crash there, approaching 295, blocking the left lane. on 295 southbound. there's a wreck reported there. one in dundalk, merric boulevard. and another involving a pedestrian. philadelphia at chessaco. there's also a wreck in whitemarsh. four more in the city. greenmount at east 27th. and liberty heights at northern parkway. and one more in catonville at mctavir avenue. 29 to marriottsville road. nine minutes there at 28 miles per hour. four minutes in the eastbound lanes, approaching the beltway. speaking of the beltway, it's slow there as well. northwest side, slowest spot. 24 miles an hour, with a 19- minute drive time. there's a live look at the top side. we had an earlier disabled vehicle there. that did not help announcement from the national aquarium in baltimore. it's recocus -- refocusing its mission. by concentrating on education and research. the national aquarium in baltimore says it's not enough just to see the dolphins examine anymore -- any more. it is time to save them. >> we are committed to becoming, as you heard, a global leader in conservation, research and education. and an outspoken advocate for ocean health. >> reporter: the national aquarium is increasing its focus on conservation, by launching a conservation center. it will do many things, including chesapeake bay restoration. and studying the effects of the gulf oil spill on the sarasota bay in florida. >> and the conservation center is a logical extension of what you have already been doing. the restoration work that you have done on our shorelines is very impressive. wetlands restoration is important. and you've demonstrated how we can do wetland restoration, including in the inner harbor of baltimore. >> it will help make us, not just the nation's leader in conservation and protecting our water habitat. but also the world's leader. so we are well on our way. again, a great path. and an even brighter future. ocean city, warming up with sunshine to 80 degrees. all right. earl continues to move away from our region. and it continues to take the clouds with it. it'sed -- it's heading up toward past east of nantucket and cape cod. provincetown as it heads back up and weakens in the cold waters here. it's down to a category 1. much weaker. in fact, it's barely a category 1 hurricane. expect later tonight, probably become a depression, as it moves up toward eastern new england. but it is still strong enough to cause tropical storm force winds there. and damaging storms. and heavy waves. waves are a big issue now. that will continue probably until at least tomorrow afternoon, tomorrow night. clearing out to the west of us, nice weather headed our way. northwest now. ocean city, only at 12. 15 in cumberland. no wind here at all. and a west wind out in hagerstown. there's the storm running up to our east and northeast. a front to the west. this is going to change the weather. beautiful, dryer. great-looking labor day weekend here. we'll take it. we need the rain. didn't get that. ocean city, by the way, only had 8/100ths of an inch of rain. barely rained at all. most of the rain was just offshore. as you can see. so cooler and pleasant conditions headed our way. all weekend long. make those plans, nice weather for cookouts, all weekend long. tomorrow on the bay, it will be breezy if wjz is covering every angle. adam may has a firsthand look at its effects in ocean city. bob turk has a closer look at the course the storm is taking now. but we begin with adam may, leaving our first warn -- leading our first warning weather coverage. let me give you a wrap-up of where the day started, where it is now, and where it's going to go next. first off, the day started off with just a little light rain. and the winds started picking up later in the morning. blow being winds, sand blowing across the beach. it did get pretty dangerous here for a while this morning. the surf remains dangerous right now. and just a short time ago, the mayor of ocean city, rick meehan stopped by and talked to wjz. and here's what he had to say about his assessment of how they mr.ed the storm. they weathered the storm. -- how they weathered the storm. >> everybody is lessening to what we -- listening to what we tell them. staying out of the surf. they are walking on the beach. >> reporter: and as long as they use common sense and don't get themselves in harm's way, actually, the storm surge is pretty strong. but the winds we're receiving are probably less than what we anticipated. >> we were well prepared for this storm. we'll keep moves in that direction. and we'll be well prepared for the next one. >> reporter: that's right. they're already making preparations for the next storm, whenever that could be. we're hearing a lot of whistles out here in the background. the lifeguards here are trying to keep people out of the water. still you may remember that left last weekend, more than 500 people had been -- had to be rescued when hurricane danielle was in the area. they closed off the beaches to swimmers for a couple of days. as a result of that, they've only had a handful of water rescues. one person was arrested for jumping in the water. he did not have any clothes on. the beach patrol will be stopping by in a few minutes. we'll get update from them. and we'll bring you more later on. for now, we're live in ocean city, adam may, wjz eyewitness news. >> thank you, bob -- adam. bob turk and meteorologist tim williams are updating the first warning weather forecast. >> storms heading toward extreme eastern massachusetts. east/southeast of the new york area. look at radar. you can see the counter clockwise flow of rain shield around that storm. it's off to the east/northeast. the front to the west of us. they're bringing clouds later tonight. but for us, that means dryer air coming for the weekend. take a look at the latest track. it's a weak, category 1 storm. winds just above that range, at 81 miles an hour. at least at last report. and it's moving quickly off the northeast at 22 miles an hour. the pressure continues to rise. it will weaken later tonight. heads up toward eastern new england. probably passing cape cod around, let's say, 2:00 a.m. saturday. a closer view. you can see the you clouds beginning to move around our region. a things will be improving. and a great weekend in store for the beaches and all. tim williams has a look at the updated advisories. >> well, we up -- watched the storm move up the coast. the reason we had tropical storm force -- or tropical storm warnings in effect for much of the area was because the tropical storm force winds extended out 205 miles from the center. so they actually came inland a little farther than the actual center of the storm. and the bands of the storm came through. still have coastal flood advisories. and that's really along the shore. down around ocean city. the surf and the winds winds and rip current are still very, very strong. but all of the advisories in the bay into the northern portions. lifted about 6:00 in the morning. winds shifted and started pushing out of the bay. coming from the northwest. we're still seeing 20-mile-per- hour winds gusting. and 24 to 28-mile-per-hour winds in western maryland. the result of the front that is moving in and going to continue to push earl on up the coast. we'll have your complete updated first warning forecast. hurricane earl marches up the east coast. it has massachusetts in its sights next. randall pinkston reports for wjz from cape cod. >> reporter: cape cod residents are making final preparations to ride out the storm, as a weakened earl turns toward eastern massachusetts. cory meters and his father spent the day boarding up the shop. >> i'm hoping it pretty much kind of passes and not much damage. >> emergency officials did not order evacuations. but they want them to take precaution. >> i would encourage folks to hunker down, stay safe. >> chris navaraleigh has no qualms about facing earl. >> i'm not going to sleep tonight. >> because of the storm? >> yeah. the wind and the rain. >> reporter: the brunt of earl is expected to get here after dark. >> earl stayed 85 miles east of north carolina. heavy downpours caused flooding on the outer banks. and thousands lost electricity. but no injuries are reported. forecasters dropped some warnings and watches for new jersey and new york's long island. but they will still feel tropical weather. storm tracer devon to porec traveled to cape cod to see earl up close. >> i go up here. and said, how often do you get a chance to come in to the northeast and chase a hurricane? >> while this town is used to nor'easters, new england hasn't doppler radar, go to wjz.com. in other news tonight, a botched abortion leaves a teenager in critical condition. it happened in elkton, cecil county. suzanne collins reports, the state has suspended the licenses of two doctors in -- and ordered another to stop practicing in maryland. >> a cease-and desist order on the door. the trouble began when dr. micola riley performed a failed abortion on august 18th, perforating her uterus and cutting her bowel. the state has just suspended the doctor's license. and also the license of an 88- year-old doctor dispensing medicine at the clinic. >> the report that came to us was so egregious. and the information allegedly laid in the complaint was so serious that the state had to respond quickly. >> the semi conscious team arrived. one was dr. riley. the other, dr. steven brigham. who owns this clinic and a number of other states. >> investigators here say security at the hospital say dr. brigham and dr. riley were circumspect about who they were and where they came from. also, the state says dr. riley went back to the clinic and performed another abortion. >> he has no license to practice medicine in maryland. >> the state says he was supervising abortions. they took medical records and seized a freezer. >> contained the fetuses, approximately 35. some of them appeared to be close to full term. >> the licensing board investigation finds three patients, including the teens, followed dr. brigham in their own chars from the new jersey clinic where he can't perform late-term abortions to elkton. >> dr. riley flew in from her home in utah to perform the abortions. an elkton resident says she finds the story troubling. >> disturbing to me that this is going on in our town. >> brick ham operates four other clinics in baltimore, frederick and the d.c. suburbs. federal environmental regulators say they are expanding chemical collusion of fort detrick. they will test ground water for more than 90 wells at the army base. and 10 more off post. and will look for 10 more 30 toxic chemicals, including the type used in agent orange. agent orange was frequently used in the vietnam war. they will also learn whether chemical vapors entered residential baimentses in the area. we'll continue to follow that story. despite a so-so economy across the country, more and more students have managed to get into college. enrollment is up by 10% in many areas. demand is also up at full four- year universities like loyola. >> get in line at loyola university. today is the first day away from home. >> feeling a little nervous? >> yeah. >> toting the load and the expense. in >> and it's drawn from the largest applicant pool in history. more than 10,900 students applied to be the class of 2014. actually much nicer than i thought they'd be. >> any tv used to be a trait. today, a 40-inch sony being wheeled in is not uncommon. colleges are an investment. >> thanks for bringing that up. i was doing really well, right until then. >> i'm going to cry a good majority of the way. but it won't be the first time. this is our third. doesn't get easier. >> it will be a little sad. but i'm also excited for her. >> you. a helicopter pilot makes a crash-landing on a busy highway in california. the chopper landed upside-down on highway 101 near the salinas municipal airport. police say the pilot became disoriented and lost control just before the crash. the small plane block the traffic for nearly two hours during the labor day rush. amazingly, the pilot was able to walk away from that crash. the second oil rig explosion in the gulf this year. the platform exploded, sending 13 workers into the water. they were rescued after about two hours. the coast guard initially reported a mile-long oil sheen. but hours zebra impostors hit in the name of safety. horses and ponies, made up like zebras. as a reminder for drivers to obey traffic laws. the traffic police put together a safe zebra crossings campaign to ensure children's safety as they return to school. young pedestrians got a chance to ride the animals and learn vital traffic safety rules. natural pigments were used to disguise the animals. >>
