german shepherd and his wife, who all felt in danger. so he used his personal block 9- millimeter to shoot the dog. an account bear bear's owner refutes. >> i trust they're doing a thorough investigation. i just hope they're not meeting the resistance that we are. >> reporter: prosecutors are investigating whether the officer was authorized to carry a concealed weapon and whether he was justified to shoot bear bear. >> we're willing to do whatever it takes to follow this as far as we can. seeing that justice happens for bear bear. because he deserves that. >> reporter: and the careful review of this case has reached the highest level of the state's attorney's office, because of the high profile of bear bear's death. i also asked ms. weinstein who she might file a civil 1:00 in the afternoon. a man is fatally shot in anne arundel county. police believe three teenagers are responsible. vic is in the newsroom with details. >> may have been part of a botched robbery. ann arundle county police say 30-year-old eric hill was picking up an acquaintance this morning. that's when three suspected flashed a gun and demanded money. the car suddenly accelerated, and hill was fatally shot. police say the teens fled on foot. >> it's still not clear whether the suspects got away with any money. an update tonight to a murder in pikesville. police now have someone in custody. craig buoy was killed by a gunshot wound last thursday. investigators now say 27-year- old kelly shird was the burglar. sherd has just been arrested in virginia when he was brought back to baltimore county. he will face first-degree murder charges. an annapolis social worker is convicted of molesting a female client. in 1999, 56-year-old thomas wetmore, allegedly made sexual advances toward a woman he was counseling in his office. annapolis city police believe there is a good chance wetmore assaulted other clients as well. if you or someone you know has been a victim, you are asked to call annapolis police. b p's blownout oil well is not yet plugged for good. as hoped this week. workers will push on and continue drilling a relief well through our mud and cement to be pumped in from the bottom of the well. this is known as bottom kill. we've heard about top kill. bp hoped a similar operation from above sealed the well. but that's not the case. work on the well has been delayed because of weather this week has been pretty bad. the relief well should be finished within the next few days. only small amounts of oil continue to wash up on beaches along the gulf. the issue of border security has fueled a firestorm this summer. the president has signed a law to stop illegal immigrants from entering the u.s. but the immigration controversy isn't going away any time soon. >> reporter: sneaking into the united states from mexico is going to get tougher. with the secretary of homeland security by his side, president obama signed a bill that will spend $600 million to tighten the poorest border. >> and reduce the trafficking of people, drugs, currency and weapons. >> reporter: mexican border towns are at the center of an ongoing drug war. that claimed some 28,000 lives since 2006. the white house says the new money will help keep that violence from spilling into the u.s. by adding 1,000 border patrol agents. 250 border protection officers, and 250 immigration personnel to target drug smuggling. >> reporter: republicans supported the measure, but some, including arizona senator john mccain say much more needs to be done to secure the border. >> reporter: with this measure, the president is walking a fine political line, trying to look tough on border security issues, without upsetting latino voters. >> reporter: the obama administration says the new law is a stepping stone to comprehensive immigration reform. >> reporter: this -- >> this bill passed on a bipartisan basis. now other let's get republicans to the table, finally, so we can address the whole issue of immigration reform. >> reporter: the changes at the border won't happen overnight. 1500 new officers and agents have to be hired and trained. that's expected to take at parents. new federal funds will help improve roads near maryland's most traveled military facility. senators barbara mikulski and ben cardin announced, they will share $10 million in funding from the u.s. transportation department. all three facilities are about to see extra traffic as tens of thousands of jobs are relocated. it has been a long, hot summer for plebes at the naval academy. today marked the start of parents weekend. first chance for parents to see their children since the plebes started. they will tell about their new lives in annapolis. >> we all thought it was going to be more physical. but it's actually more mental. and a lot of people struggled, no matter who you are. no matter how perfect you were, it is tough. and definitely an experience. the hard part is not will will be members are -- community members are already gearing up. they join on north avenue for the annual back-to-school rally. >> -- the pretty cool. a lot going on. a lot to learn. >> i'm going to third grade. so i'm real happy. >> reporter: several booths offer educational resources and school supplies like backpacks and markers, which parents need a lot. especially this year. >> a lot of kids' parents may not have it because we're living in a recession now. and this helps get kids the proper food they need to do successfully in school. >> stopping at food vendors to get information about things like the pta, services that the city and the community provide. >> reporter: but this rally is not only for parents and students. teachers say they rely on this every year to reach out to members of the community. >> it's an opportunity where you can meet the masses, rather than trying to go to them. having an activity where there is many people present. it brightens your net. >> and those people are certainly happy to be here, ready to kick off the new school year. at least most of them are. but others want to hold onto the summer as long as they can. >> when i go back to school? (announcer) new icy hot power gel. relief that's icy to dull pain, hot to relax it away. and no mess. new icy hot power gel. don't mess around with pain. it is 5:29. 75 degrees. and mostly cloudy in baltimore. good evening. thanks for staying with wjz eyewitness news. here are some of the stories people are talking about tonight. a freak accident at a downtown high-rise still has police scratching their heads. it involves a trash chute, a dumpster, and a lot of unanswered questions. suzanne collins has more on the unusual deaths. below the park charles apartments downtown, a man's body is discovered in a dumpster. detectives say it's clear, he came down a trash chute that runs throughout the tower. and the body was compacted with other trash, before landing in the bin. >> reporter: but now police say it appears to be a horrible accident. >> there's no evidence on the body. no gunshot wounds, no stabbings. there's no physical evidence found on the floors or the trash chutes as far as blood or bodily fluids. >> reporter: some were concerned it could be crime. >> we are quite scared about this incident. >> reporter: since i learned that now, of course, i am. especially i have two kids. >> reporter: an autopsy is done today on the dark-skinned male whose body was very mangled. the evidence at the scene did show the body fell from the 20th floor chute. >> i don't know who he is. we don't have a name, a race. no one in the building identified anyone as being missing. >> reporter: a man says each floor has a trash room at the end of the hall. when you go in, you pull open the chute. but he says the opening is rather small. and he says he doesn't believe anybody could accidentally fall in the chute. >> the hole is like a two-by- two. i don't know how you can do it by accident. >> reporter: no one heard a commotion or a fight. today, detectives return to do more crime lab tests in the trash chute. >> reporter: it would be very difficult for somebody to put a body in that chute without some type of evidence on the body or the chute itself. >> reporter: suzanne collins, wjz eyewitness news. >> reporter: now, the next step in the investigation is fingerprints to determine the identity of the victim. a shooting in ann arundle county may not have been -- anne arundel county may not have been a random attack. police say the victim has been uncooperative. he only told them he began running after he heard gunfire and was shot three times. his name and condition are being withheld. the man who is being called a serial killer appeared in court today. he's the suspect in 18 stabbings across three states, including northern virginia. terrell brown reports for wjz, he's agreed to face charges in michigan. >> the serial stabbing suspect says he won't fight extradition to michigan, where he faces attempted murder charges. >> it is more logical right now. >> alis abulazam appeared today without an tarn. -- attorney. >> i don't understand what that means. >> extradition means -- >> reporter: it took some back and forth with the judge. customs agents nabbed him as he tried to board a flight to tel aviv. he is wanted for 18 attacks in three states that killed five people. nearly all of the victims were black men. abu lazam has a green card and has been working at a convenience store, as a clerk in flint, michigan. >> i'm just shocked. i had this guy around me, my sisters, my employees. >> reporter: tips led to the store. investigators were able to connect him to the attacks in virginia. >> the pattern is a series of stabbings, all occurring late at night. all occurring to individuals who are walking alone on the street. >> reporter: so far, prosecutors have only filed charges against abu lazam for a stabbing on july 27th. but additional charges are expected in michigan, virginia, and ohio. terrell brown, cbs news. the suspect is also under investigation for an attack in israel. he's accused of stabbing a friend during an argument about six months ago. a day-long barricade drama in carroll county ends peacefully at night. vic is in the newsroom with more on how the situation evolved. vic? >> reporter: well, denise, it began when police were called to a area in sykesville. police say when they approached the home around noon, they heard gunshots. these pictures are from a wjz viewer. tactical units were called to the scene. the standoff lasted until 9:00 at night. that's when john anthony pane surrendered. the 61-year-old was taken to the hospital for observation. >> police say criminal charges are pending against john anthony pane. the feel no complex is in limbo as has owners set a potential deadline. they say several star is looking for the single entity to purchase three of its properties, including the one in fells point. and russian-based company wants to hear final offers by the end of the week. they purchased the baltimore county plant in 2008. maryland residents can do their part to create a greener economy by trading in their lawn mowers. this saturday, at camden yards, old gas mowers can be switched out at a new discount price. it's called the great maryland lawmaker exchange. it aims to improve maryland's air quality. >> just by operating an old, gas-powered motor for one hour is equivalent to driving a car with modern emission control from here to pittsburgh and back. so it releases a lot of pollution. >> only 1,000 mowers are available. to take part, you need to preregister. you can log onto wjz.com. and click on links and numbers. in tonight's wjz healthwatch report, a new study, regarding tylenol and teenagers. rita nissan explains the evidence that over-the-counter acetaminophen may cause asthma and eczema in children. >> reporter: it's probably the first medicine you turn to when your child has a fever. acetaminophen, the acid ingredients in tylenol. but new research says, adolescents who take it once a month maybe double their risk of asthma. >> scientists say aseat acetaminophen may stop the immune system from fighting off infection. >> i'd keep an eye on the study, but i wouldn't get overly alarmed. >> reporter: but a top london pediatrician says he's worried. he says patients -- parent shouldn't continue to use the drug for minor aches and pains. >> if a child is really ill, say over 100 degrees fahrenheit, then it would be reasonable to use it. >> reporter: this study was done in 50 countries, including here in england. and it's not the first time researchers have examined the link between acetaminophen and asthma. >> it's not just the teenagers in this study. but also the younger groups studied there seems to be an increased risk. >> reporter: widespread use of acetaminophen may be why asthma rates have gone up worldwide. but critics say more studies are needed before parents start to panic. a rita niss -- rita nissan, cbs news, london. >> the study followed more than 3,000 adolescents from around the world. time now for a quick look at some of the stories you'll find in tomorrow morning's edition of the baltimore sun. find out how a college program is helping solve a shortage in park rangers. and cal cal ripken world series. and peek inside the home of an underarmour executive. for these stories and more, read the baltimore sun. and remember to look for the updated forecast from wjz's first warning weather team. attention foodies. once again, many of the finest restaurants in baltimore are teaming up to offer three- course lunch and dinners at a substantial discount. some restaurants in the county wanted in on restaurant week. >> restaurant week officially kicked off. but there's a new twist this year. >> restaurant week has proved so popular, it has now come to county. but organizers in the city wouldn't let county restaurants participate. so chef brian boston had an idea. >> i asked them, can i be part of your restaurant week. and they said no. so i said, okay, i'll start my own. >> it was city coanl?
