the firefighters and police unions have put up a billboard with a heated message. adam may is there to explain what the message is all about. >> reporter: the message is about pensions. it's located right outside the police headquarters. i a lot of them say they were a little stunned to see the billboard but also pleased. at the base of the jfk, people coming to baltimore are now greeted with this. >> welcome to baltimore. >> that's an interesting statement. >> reporter: the billboard was bought by the police and firefighters unions. earlier this summer the mayor acity council increased the retirement age, increased contributions. >> you have a bunch of thieves at city hall, period. >> reporter: the mayor responds to this billboard, by saying this year's reform of the fire and police are reasonable. >> i think it's a good idea. maybe wake up people a little bit, to pay attention on what's going around the in the city. >> i think police and fire firefighters should have a little more respect from the city council. >> reporter: but the city council say it's not about respect, it's about city issues. >> that's how government works, you can decide who you want to be in office. million over the next five years. you thought downtown traffic was a mess before, it's about to get worse. as road crews begin a yearlong project to get the city ready for next year's big grand prix race. derek valcourt is there and has more on the delays. >> reporter: some of baltimore's roads need a major tune up before racers come to baltimore. downtown drivers weren't so happy citying in construction traffic today. >> i have my kid in the car, it's like when you're trying to get some where, it's so hard, why are they doing this to us? >> reporter: this is why, because at 100-miles-an-hour, race cars can't it on these roads. first on the list, pratt street. >> we're doing pratt street because pratt street is in need of repairs. some of the repairs haven't been done in over 35 years. >> that's crazy. it's already bad enough. >> reporter: the normally wide pratt street now down to just two lanes as crews begin cutting up the concrete. the city says this week they'll reopen the closed lanes during rush hour but starting next week, those lane closures will be round the clock until the work is done. >> cutting two lanes out of four, you're reducing it by 50%. so rush hour should be really fun. >> as long as we can do it with one lane or two lanes, there's going to be a back up but we needed the work completed. >> reporter: since the grand prix is expected to create jobs and inject $700 million into the economy, some drivers say they are willing to tolerate the traffic. >> a little extra for the grand prix is already for you. >> i think so, i think it's good for baltimore. >> reporter: city officials say if mother nature cooperates they hope they can be finished with the work on pratt street for the next three months. but after pratt street they have several other streets that will neat some work. so we're looking at a yearlong project, live downtown derek valcourt. >> the buses only designated lane on pratt street will be eliminated while to getting hurt or getting injured. they feel, according to our survey, just taking their eyes off the road for a few seconds. >> reporter: a new 17 survey looks at the driving habits of 16,000 teens. 86% have texted, talk on the phone or did their make up. of those 35% say they don't think they'll get hurt. 19-year-old daryl conoway told me today his mom repeatedly warning him of how dangerous it is, then he does something smart. >> i put it on vibrate, then put it out of reach. in the backseat or under the seat. >> when you're driving, do not talk on the phone, that way your teen says how increase on wednesday and a lot better chance on friday as the front approaches. generally the winds have been at 16. to the west of us is where the real weather is, thunderstorms activity. most of the southeast is hot and humid. clouds are going to start moving away. a front to the west, will it be approaching us by thursday? right now most activity going across ontario on to new england conditions, unfortunately it was right before the crash. >> reporter: of the five people aboard the medivac the family of the paramedic mickey vicki was the first to file a lawsuit. now the family of amber riley will also file a lawsuit. of the two victims, only one family tried to file a lawsuit but was not allowed to. jordan wells will receive damages. >> i prayed to god, please save me. >> reporter: for tonya mallard's family it's because of loss. >> i am sorry for everybody elses loss. my family is truly, truly hurt. >> reporter: as a paramedic works the car accident, she stepped tests look good, crews will spend tuesday slowly pumping heavy mud into bp's well. the. >> the decision whether or not to put cement in after the mud will be completely dependent on the assessment. >> reporter: here on the harbor in venice, louisiana fishermen and dock men say they finally see the light at the end of tunnel. >> we're hoping that they can seal it off and we can get back to the way it was before. >> i want to get back to normal. you know, if there's such a thing anymore. >> reporter: gulf coast leaders still have plenty of concerns about millions of the gallons of oil in the water. >> we know there could still be a lot of oil sub surfaced, we know that a lot of oil was absorbed. >> reporter: the epa released a new study showing the disbursement is no more or less toxic to marine life than the oil itself. joel brown, wjz eyewitness news. the epa test results were released today after the obama administration, what's criticized for letting bp use excessive amounts of chemical disbursements before they knew how dangerous they were. two men were convicted of five terrorism conviction attempts. one was a former cargo handler. this is the first major terrorism trial in new york in four years. children are among the victims of a deadly bombing in afghanistan. a suicide bomber killed five children. the attack happened on a main road where children were playing. violence has been at its peak this year in afghanistan. the bloodiest since u.s. sources overthrew the taliban eight years ago. former vice president dick cheney is recovering tonight after surgery. doctors installed a small pump to his heart. his daughter says he hopes to return back to work sometime this week. the 69-year-old has had five heart attacks since he was 37 years old. lyndsey lo lohan is out of jail but she cannot go home yet. >> reporter: lyndsey lohan arrived at a rehab facility in the middle of the night. radar cameras caught her transfer at about 1:30 this morning. she served 15 days of her 90 day conviction because of the overcrowding at the jail. a recent probation report shows the actress was being prescribed five powerful drugs including aderol given to adhd patients. zolof prescribed for depression. the actress was isolated in an eight by 10-foot cell. in rehab she'll be able to interact with other patients but she cannot leave. if she violates any rules, the judge could send her back to jail. >> this is a very hard one no matter who you are. i think it's particularly difficult if you are a movie star and everybody is watching you. >> reporter: if lohan finishes her 90 days, she will be able to go home but she will still have to undergo a year of drug testing. >> lohan is putting several of her movie projects on hold. and spirit says it's tonight. two people survive what could have been a deadly plane crash in massachusetts. a single engine plane went down about 100 miles south of cape cod. the passenger walked away unharmed, the pilot
