the outburst. he eventually pleaded guilty to public intoxication, public swearing and he was arrest. >> he didn't even know that a woman had arrested him. he did not remember being tazed that night. i can't understand how you can't remember -- being tazed. >> she said, he kept saying, i'll kill you all. >> i told him he needed to comply with my orders. that he was only making the situation worse. >> huguely comes from a wealthy family. he spent his high school years here. the head master told wjz, our hearts go out to all of the families involved in this terrible incident. we ask that you remember them in your thoughts and prayers. >> it's just so shocking. you know, to have a death at a school, let alone a murder. >> reporter: police are also looking into whether huguely threatened her before her death. and whether or not he had been drinking. >> it may not have come to the attention of authorities that could have taken the appropriate action. >> we'll have new legal analysis coming up tonight at 6:00. and as you mentioned before, mr. huguely sits in jail. his next court appearance is in june. we also stopped by the home of the roommate who found ms. love dead. her father half ago, shows faisal shahzad taken a year and a half ago, with friends and family, just 100 yards from where he's accused of leaving an suv, packed with explosives. his suburban life as a financial an lift, husband and father -- analyst, husband and furth, didn't raise red flags. but we are now learning that he bought a handgun in february. >> it appears that in march is when he decided to put this plan in motion. >> reporter: shahzad has already confessed he rigged up the bomb. and told investigators he got training in pakistan. so far, u.s. officials have not verified that claim. >> reporter: while he waits for his first hearing here, authorities are trying to determine his motive, and whether he had any help. >> what we're starting to see, more and more, the unguided missiles. and by that, i mean, they're given some training in terrorism. and they're told to go do something. >> reporter: fbi agents started watching shahzad late sunday, after they learned he recently bought the suv. police are also looking into this. because agents briefly lost track of him. >> i don't know why they lost surveillance on him. but this is not that unusual. in surveillance matters. >> reporter: authorities put shahzad on a no-fly list monday morning. but he was not arrested until he was already on a plane to dubai monday night. emirates airlines said it was working from an outdated left. -- list. now, the will require airlines to check for updated lists every two hours. >> and police believe the man shedding his shirt in that publicized video near the times square car bomb is not related to the attack. and police are not even looking for him at this point. new information tonight about a deadly halloween party at a howard county mansion. denise is in the newsroom with details judge frustreleased documents. >> well, kai, this deadly shooting took place last halloween at a $1.6 million mansion. 19-year-old aaron bryce and nathaniel quick. according to the times, documents released this week revealed that chaos at the scene of the shooting, at least four fights broke out that fight. and guests passed guns through the window into the party. according to the witnesses statement. witnesses also gave varying accounts of the shooting to police. providing drastically different descriptions of the suspect. >> the howard county times reports that the chaotic scene is what ultimately led them to drop charges. word of a special memorial for a special police officer, killed in the line of duty. smith burg was trying to arrest douglas pryor in 2007. pryor was accused of stabbing his girlfriend to death and fled to a house. nicholson was shot and killed as he approached that house. now a section of route 64 will be dedicated to him in the may 14th ceremony. pryor is now serving six life sentences for that shooting. officers surrender three baltimore officers. turn themselves in. now, wjz learns one of the officers has been in trouble before. wjz is live in east baltimore. adam may has the exclusive details from central booking. adam? >> mary, all three of those officers have been locked up here at central booking all afternoon. meanwhile, today, wjz has learned that one of the officers has faced misconduct ailgtzs in the past. and in fact -- allegations in the past. and in fact, the settlement cost city taxpayers tens of thousands of dollars. >> reporter: three baltimore city police officers turned themselves in to central booking. they were indicted on kidnapping charges. they're accused of picking up two 15-year-olds in a police van last may. dropping one off at east baltimore and driving the other to howard county, leaving him at patapsco state park, with no shoes or a cell phone. the boy's family has now filed a $10 million lawsuit. >> there might be allegations of practices and procedures of something that has been allowed to go on. and has, in fact, been sanctioned by the hierarchy in the baltimore city police department. >> now, wjz larges -- learns one of the officers has been in trouble before. we discover court records from a 2008 complaint. they were fired by a man who claimed officer helen burned a cigarette into his forehead. the city settled that claim. helen was only back on patrol for about a year before being suspended with pay during this kidnapping investigation. >> it sometimes takes a while to look at all of the witnesses that prosecutors need to speak to and interview, prior to going to the grand jury. >> police officials have not commented on that 2008 settlement. but they are talking about the new allegations. >> we are not going to tolerate any behavior that undermines the integrity of this agency or the hard work of the men and women of bpd. >> reporter: and the city f.o.p. now is currently defending the officers. two had their bail set at $200,000. and officer helen, the one who had the previousations of misconduct, his bail was set at $250,000. >> all right, adam. thank you. the naacp say its applauds the indictment, not the officers tonight. new details tonight about the victims of a deadly crash in western immediate -- maryland. that crash happened in flints stone. it rolled hundreds of feet down a steep hillside. state police confirm all of the victims were from fayette city, pennsylvania. the only survivor, 18-year-old rachel ankwas spot -- ankram was spotted. >> you may soon see a spike in your water bill. baltimore public works officials want to boost water and sewer rates by 9% for city residents and businesses to cover costs to replace aging pipes. under sykesville, carroll county, voted them in, suzanne collins reports, residents responded no way. >> against. against. for. >> reporter: it's a moment of true democracy. the people of sykesville have spoken. even though the town council voted overwhelmingly for speed cameras, the calculus fought back, gathering enough to put it on the ballot. allow its -- allowing it to be overturned. >> i think it's trickery. >> to get money? >> to get money. >> 208 voted for speed cameras. but 321 voted against. the town manager said people felt adam mant -- adamantly one way or the other. >> folks who live on cul-de- sacs or have philosophical reasons feel strongly. >> reporter: three speed zone cameras were to be established. one here at sykesville. >> my 10-year-old son goes to piney ridge which is just down the street. and he's told me several times that a car has gone speeding by. >> reporter: police say a traffic survey showed it didn't change behavior. >> in one location, it does show that we had about 800 vehicles a day, traveling 12 miles or greater over the posted speed limit. >> reporter: many who voted against the speed cameras say yes, speed suggest wrong. but they just didn't want those cameras in their small, historic town. >> i didn't like the idea of the cameras. i care very much about the speed issue. and it is an issue. and i think were needs to pitch in and slow down. but i wanted there to be another way. >> people opposed to the speed cameras law had to collect 120 signatures in just 20 days to get the signature on the ballot. a washington, d.c. school principal will beremain behind bars. >> reporter: all three suspects were caught on surveillance camera, using brian bets' credit card. after he was murdered. detectives say the teens killed betts during a botched robbery attempt. the three are charged with murder. but their parent says they're innocent. >> what would you like us to know about your son. >> he didn't kill nobody. >> we don't want any comments. unfortunately, this is a sad case for either the victim or ourselves. so right now, we just want to try to go and, you know, find some type of restitution in our heart for all of this whole matter. >> reporter: >> the montgomery county attorney says that all three teens could face the possibility of life in prison without patrol. >> parole. >> coworkers went to betts' home after he failed to show up to work at the middle school. angry plans against the government's new plan. joel brown reports for wjz with the latest. >> reporter: angry mobs hurled molotov cocktails at greek police then storm the steps outside parliament, where they were met with tear gas. smoke poured out of this bank in athens after demonstrators set it on fire. three people were trapped inside and killed. demonstrations are one thing. murder is another, said the greek prime minister in his plea to end the violence. the riots, along with the nationwide strike that shut down schools and airports are response to greek government plans to slash salaries, pengs and -- pensions and raise taxes. those painful measures are intended to save greece from financial ruin. the rest of the country is offering a $141 billion bailout package. but only if greek lawmakers agree to the cuts. the turbulence on the streets of greece put the world's financial markets into a tailspin. stocks plunged on wall street on tuesday and were down again wednesday morning. because investors worry that greece's debt trouble could spread. if more european countries go broke, they won't pay back american banks. and they could stop buying u.s., at a time when the u.s. is trying to recover from its own economic crisis. joel brown, cbs news. >> today marks the first death during a protest in greece since 1991. at least 12 other people have been hurt so far. newsweek was founded back in 1933. the company took ownership five decades ago. the post says newsweek has been piling up losses team. >> reporter: the government group sports united collaborated with the iraqi baseball federation to help bring 10 kids and their coaches to the united states. and the ripken academy was happy to jump on board. >> we have been lucky enough to work with countries such as southafrica, taiwan. >> the kids range in age from 15 to 17 years old. they say opportunities like this don't happen at home. >> we can't practice baseball because we don't even have the right stadium. >> reporter: we're told these girls are very tent tive of -- tent tive of being on camera. sports for iraqi women is looked surveying the damage after a truck explodes near a san antonio refinery today. the 18-wheeler was being loaded with fuel. setting off a chain-reaction smaller blast. at least one person was critically
