,,,,,,,,,,,,, it's 4:29, 52 degrees and thank you for staying with us. >> the united states is joining together with the world to oust qaddafi. world leaders agree he's lost legitimacy. >> reporter: rebels fighting to take control of qaddafi's home down are finding themselves out gunned. the this fighter said, where's america and where's great britain air strikes helped rebels regain military. the military opposition is limited to protecting civilians. hillary clinton met with the opposition in london. >> we must continue to pursue the broader goal of a libya that belongs not to a dictator, but to the libyan people. >> reporter: the leaders are calling for sanctions to increase pressure on qaddafi. they didn't talk about arming the rebels. >> we didn't make decisions about providing arms transfers. >> reporter: president obama says that qaddafi needs to leave and he's ruled out using u.s. troops to oust him. >> reporter: several say more force is needed. >> we need to continue to make it a fairer fight. >> reporter: the submarines fired missiles in tripoli tuesday. the pentagon says that the price tag for setting up the no fly zone is $530 million. wjz, eyewitness news. on wednesday, the u.s. hands off leadership to the military operation to nato. days after an air traffic controller fell asleep, the faa unveils new rules to prevent that from happening again. kai jackson has more on the new rules. >> reporter: wakeup calls are mandatory for the air traffic controllers working on night shifts. they're requiring radar facilities to give a heads up call when the planes arrive in their air space overnight. last week, someone fell asleep and two planes landed without help. if no one answers, then the regional coordinators can give the pilots options to divert. shortly after the incident, raylahooh ordered reagan national to have two on duty overnight. toxic plutonium seeked from the plant in japan today. it's not a risk for humans. the radiation made its way into milk and semitables. -- and vegetables. what's happening in japan has prompted a nuclear group to issue its own warning saying that the accident could happen in the u.s.. we have more on the new report. as radiation levels continue to climb at the crippled power plants. critics have been busy issuing their own warnings. >> reporter: the reports that are released shows that nuclear power is too risky for the community. >> reporter: 17 incidents have been reported since 1979. >> the nuclear commission identified a significant precursor to the meltdown. >> reporter: locally, the report claims that any incident eight years ago was in southern maryland. >> in 2003, radioactive hydro general leaked from the plant, the source of the hydrogen was one of the pipes originally layed down. >> reporter: this didn't lead to problems outside of the plant. they dispute this isn't likely to happen here. >> this has prepared us to deal with events like japan and worse. >> those assurances are coming with comprehensive safety reviews. back to you on tv hill. managers at bp could be facing serious jail time for the rig explosion that started the disaster last year. they're considering charging them with manslaughter. mary bubala has more. >> reporter: they're looking into questionable decisions before the explosion that killed eleven workers. bp knew about the problems with the cement used to seal the well. however, the managers decided not to install a lock down sleeve in order to save $2 million. the investigators are also examining whether the bp executives knew more than they admitted when they testified last june. thank you, mary, it took three months to cap the well after it blew last april. by then, 200 million-gallons of crude leaked into the gulf. a us airway's spokesperson says that a pilot was making an inspection and saw a hole. the plane arrived the day before following a flight from philadelphia. the hole didn't go through into the cabin and the plane was out of service for repairs. it's supposed to be a day of relaxation, but this was anything but. as ted reports, witnesses say they couldn't believe their eyes. >> it was flying this high and landed in jenny's chest. >> reporter: how scary would that be. an eagle ray flying out of the water and landing on top of you? it happened to an illinois tourist out on a boat tour with her family. >> it slammed this way and that way. she was trying to crawl back, it kept landing on her. >> reporter: they were trying to get her out from under the eagle ray and it didn't work. for a full three minutes, she was trapped and was finally able to break free. that's about the same time wild life officers were nearby. >> we passed and we heard screaming. they said, it's in the boat! >> i could see the ray in the boat. i knew it was in the boat. all of the kids were crying. >> reporter: the officers got there and saw the ray. something happened in the past and someone died. >> this was not an attack. they're not looking to have little human meals. it's a one in a human chance. it's amazing it happened to them. >> reporter: amazingly, no one was hurt, just really scared. >> when you get on charter's boat, it's a no drama cruise. they messed up the theme. >> the eagle ray was also unhurt. they pushed it back into the water. firefighters had their hands full with a brush fire. sky eye chopper 13 was over the scene. dry, windy conditions fed the flames. and the sun is out now, the air is far from warm. wjz has weather and traffic together. the sun is going away for a few days? >> we'll also get rain with that. this is going to help the dry situation. but, take a look at the radar, there's a batch of moisture from the south west. that will bring us clouds and rain likely tomorrow. humidity only 20%. west winds at 13%. during the day tomorrow, as the low pressure approaches the region, look for cool, damp conditions. so cool and damp, the highest elevations in allegany and garrett county can see a few inches of wet snow during the day tomorrow. temperatures are remaining in the mid-30s. for us, drizzle and rain expected. that will, of course, help the fire situation. vic?
