pushed to the limits and some railroad tracks got so hot that trains had to slow down. cbs's jeff glor reports. >> reporter: it was 102 degrees when the air conditioning went out inside this nursing home near philadelphia. residents were carried out on stretchers. at 100 in boston, a minor fire turned into a major scene when firefighters had to get hosed down to avoid overheating. >> we're at the point we're about ready to pass out. >> reporter: in new york the the energy company con ed was expecting the highest day ever. how confident are you right now? >> i'm sweating just because it's hot. i'm cautiously optimistic. >> reporter: for many, the power system stressed this week rekindled fears of what happened in 2003, when a massive failure left 45 million people in eight states without power all night long. after that stricter rules were put in place. >> basically the whole idea is to make sure that the system -- all the system operators back each other up and operate in ways that coordinate well with their neighbors. >> reporter: more backups and stricter punishments, including fines of up to $1 million a day if power companies don't comply. >> the system isn't perfect. it was a technical flaw that led to the problems in 2003. i would not say that could not happen again, but i do think we've taken steps, major steps, to prevent that from happening again. >> reporter: so the power system appears to have passed a test on tuesday, but that doesn't mean the temperatures let up. very hot through at least wednesday and very humid through at least friday. jeff glor, cbs news, new york. >> so, it's not over yet. the weather is also the story in the gulf of mexico where choppy seas and high winds continue to disrupt a clean-up operation. a second containment ship has been attached to the leaking well but now oil has reached the crescent city. mark strassmann reports. >> reporter: bp's spill now hits new orleans where it hurts. oil is in the city's lake pontchartrain, swept in by stormy winds. >> heart break. heart break. didn't realize it was going to be this close. it's here. >> reporter: over two days here, crews have collected almost 1700 pounds of tar balls. and texas has tar balls. alabama has oil-smeared hermit crabs. to critics, all danger signs. too much oil is getting passed bp's defenses. bp's fleet includes 550 skimmers with another 500 on the way in the next few weeks, all fighting this spill from louisiana to florida. but to critics of this clean-up, the numbers just don't add up. just weeks before the spill, bp promised the feds it could skim and remove almost 500,000 barrels of oily water a day. over 78 days of this crisis, that would amount to more than 38 million barrels. but so far, bp skimming has collected over 670,000 barrels. that's 37 million barrels short. this mammoth skimmer might make a big difference. owners of the "a whale" claim it can skim 500,000 barrels of oily water a day, but no one knows. and 12-feet seas again delayed testing it in the gulf. choppy waters have kept skimmers docked for several days throughout the gulf, which does nobody any good. the forecast improves, but not until the end of the week. mark strassmann, cbs news, grand isle, louisiana. clean-up crews in gulf shores, alabama, came across what may be a world war ii mine. encrusted with barnacles. the object was spotted tuesday morning. it's about three feet wide and weighs 500 pounds. police say it could be an underwater explosive or just a buoy. a military bomb squad is investigating. arizona governor jan brewer says her state is under attack from the obama administration. the federal government has filed a lawsuit to have arizona's new immigration law thrown out, saying it violates the constitution. tara mergener is in washington with the latest on this. good morning, tara. >> reporter: good morning, betty. this suit sets the stage for a high-stakes clash over states' rights with implications likely beyond arizona. arizona governor jan brewer is confident her state's new immigration law will survive its day in court. >> if the feds aren't going to do their job, then arizona will step up and do it. >> reporter: the justice department filed a lawsuit tuesday denouncing the law as unconstitutional and claiming it's up to the federal government, not states, to regulate immigration. set to take effect in three weeks, the new policy would allow police to question the citizenship of anyone they stop legally. but suspect might be in the country illegally. it would also require legal immigrants to carry their immigration documents. civil rights groups call it racial profiling. >> 1070 is about dividing our community, not about bringing our communities together. >> reporter: the obama administration worries arizona's approach will lead to other states passing similar measures. the justice department has asked the court to stop the law from taking effect until the case is resolved. arizona is home to an estimated 460,000 illegal immigrants. the state passed the law, hoping to stem the flow and cut down on drug trafficking and other crimes in the area. >> once they cross that border, it's our citizens that are injured, killed and maimed every day and hurt. enough is enough. >> reporter: president obama has pledged to spend an extra $600 million and send some 1200 national guard troops to secure the border. but some critics argue, that isn't enough. and the fight comes at a very critical time, just four months before midterm elections. hispanics are a major voting bloc that usually vote democratic, but republicans have been trying to win them over, too. betty? >> tara mergener joining us live in washington. thank you. mexican officials are closely watching rising floodwaters that forced the evacuation of more than 18,000 people near the border with texas. the evacuees were taken to nearby shelters. following days of heavy rains the flood gates of a nearby dam were opened to control the high water. the american soldier who allegedly leaked a video showing a u.s. helicopter attacking unarmed men in iraq has been charged. army specialist bradley manning is accused of leaking classified data and putting national security at risk. the video shows a group of men in baghdad being shot by an apache helicopter back in 2007. it was posted last april on wikileaks.org. if convicted, manning faces up to 52 years in jail. on the "cbs moneywatch," most stocks in asia edged down this morning. ashley morrison is new york with the latest on that. good morning, ashley. >> good morning to you, betty. asian markets got the jitters after weak numbers in a u.s. service sector report. japan's nikkei slid 0.5% while hong kong's hang seng lost about 1%. wall street has broken its seven-day losing streak. tuesday was another up and down day for stocks but they did finish higher. the dow gained 57 points while the nasdaq added 2. bp's shares jumped 9% on news they announced they don't plan to issue new stock for clean-up in the gulf. that's good news to shareholders who worried their investments would be diluted if for stocks were put into circulation. netflix wants its customers to move from ordering dvds by mail to ordering them online, on tvs, computers and game consoles. the new strategy is aimed at competitors like hbo and showtime. it might be a good time to stock up on those forever stamps. the post office wants to raise the price of first-class stamps by two cents to 46 cents starting in january. the postal service is fighting to survive financially as mail volume continues to decline. and a new study finds the recession might not have been all bad. career builder says nearly half of employees now bring their lunch to work to save money. and a significant number of those who smoke say they've decreased how often they light up or even quit. so, anything to save a few bucks, betty. >> i guess that's one way span of over 260 feet. the plane's ultimate goal is a trip around the world. lindsay lohan has been sentenced to three months in jail and three months in rehab. a judge in beverly hills threw the book at the actress for repeatedly violating probation from her 2007 drunk driving arrest. karen brown reports. >> i'm not taking this as a joke. it's my life. >> reporter: a beverly hills courtroom became all too real for actress lindsay lohan. >> 90 days in jail. >> reporter: a judge sentenced her to 90 days in jail for violating the terms of her probation for drunken driving. >> i did the best i could to, you know, balance jobs and showing up. i'm sorry. >> reporter: lohan failed to show up numerous times for weekly alcohol education classes. >> i wasn't missing the classes just to -- i would never do anything like that. i was working mostly in morocco the trip i was working with children. it wasn't a vacation. it wasn't some sort of a joke. >> reporter: but the judge said she had been given enough chances, especially after allowing lohan to wear an alcohol monitor around her ankle instead of locking her up when she failed to show for a hearing in may. lohan was partying at the cannes film festival and said her passport had been stolen. in the courtroom lindsay lohan was on her best behavior. unlike previous proceedings, she was dressed conservatively, she was paying close attention, and she was very respectful to the judge. lohan's father was in court. he says his daughter is addicted to prescription drugs and needs rehab, not incarceration. >> my daughter has been failed in the case and a lot of people will be in the future if they don't get it right. >> reporter: the court ordered her to complete three months of rehab but first she'll have to surrender to authorities on july 20th to start her jail time. karen brown, cbs news, beverly hills. a new study this morning suggests divorce might be contagious. the study found the chance of your marriage ending in divorce increases 75% if your close friends or colleagues break up. what's called divorce clustering is based on research over more than 30 years. that's a bit of an eye-opener there. a testy tiger indians 12-1. and mets' pitcher johan santana hit a home run off the right field foul screen for his first career homer. santana held cincinnati to only three hits in a complete game. 3-0 shutout. it will be an all-european final at the world cup. netherlands edged uruguay 3-2. to reach the sunday final. germany and spain play today for the other spot in the championship game. and the wait almost over. superstar lebron james will reveal which team he'll play for next season with an hour prime time special thursday night on espn. now, most analysts think he'll end up staying in cleveland. other violates the constitution. it will be another day of record-breaking heat in the east. the extreme heat is straining power companies and affecting transportation. also, the heat wave is particularly oppressive in large urban areas. cities not only hold the extreme temperatures, they make them worse. elaine quijano explains. >> reporter: on a rooftop high above new york city, the temperature hovers around 180 degrees. >> that's the highest i've seen on roofs. >> reporter: but just a few feet away in these plants, it's a relatively cool 110. >> look at that. you've shaved off 70 degrees. >> reporter: this is what's called the urban heat island effect, when everything from buildings to sidewalks to rooftops and roads absorb the sun's heat and trap it. >> 138, approximately. >> reporter: that's pretty intense already. then there's the added heat generated by traffic, air conditioners and even people's own body heat. without adequate green space to help cool the atmosphere, highly populated urban areas essentially become they're own overheated microclimates. >> it's completely manmade. it's the way we've transformed the landscape if cities. as we talk about vegetation, it just drops dramatically. 105, 106. dr. >> reporter: dr. stewart and his columbia university students are studying the cooling effects of planting on rooftops. >> with green roofs we've discovered the equivalent of street trees. >> reporter: he believes it's possible to undo what man has done. >> these surfaces are just sitting there, waiting to harbor vegetation and do their job. >> reporter: here in times square and other parts of new york city, the professor says there is enough roof space where gardens could do the work of more than 20 tree-filled central parks. that could make a
