tara mergener is in washington with more. good morning, tara. >> reporter: good morning, michelle. well, president obama calls so-called loose nukes the number one security issue in the world. he's enlisting the help of dozens of countries to reduce the threat. >> his excellency, nicklaus sarkozy. >> reporter: president obama hopes by the end of today world leaders will agree on a plan to keep nuclear materials out of the hands of terrorists. >> the threat of nuclear terrorism is real, it is serious, it is growing. >> reporter: the president's counterterrorism chief stressed the need for urgency monday. he warned that al qaeda is actively looking for the key ingredients for a nuclear bomb and someone who can assemble it. >> we cannot wait any longer. >> reporter: as part of a joint effort to secure the loose materials within four years, canada agreed to send its spent nuclear fuel to the u.s., the ukrain also agreed to give up its weapons grade uranium. >> this is something the united states has tried to make happen for more than ten years. the material is enough to construct several nuclear weapons. >> reporter: the obama administration also plans to lead by example. the u.s. and russia are expected to sign a deal today reducing stocks of weapons grade plutonium. and while iran may not be on the official agenda, it's on the minds of many. after a one-on-one session with president obama, white house officials say china is now prepared to work with the u.s. on a set of potential sanctions against iran. the goal is making it clear that nuclear defiance will not be tolerated. no major policy changes are expected to come out of this event. the white house says it's more about getting everyone on the same page. michelle, back to you. >> tara mergener in washington. thank you. navy officials are investigating the crash of a training plain in northern georgia that killed at least three people. the twin engine navy jet crashed yesterday afternoon near the north carolina/tennessee border. no one on the ground was injured. three bodies have been recovered an it's believed a fourth person was on board. the t-39-n was based out of pensacola. through the night, recovery crews worked to remove the remaining victims from that west virginia coal mine disaster. a memorial service was held at the state capitol yesterday for 29 victims of last week's explosion. the blast was the worst coal mining disaster in this country since 1970. federal officials arrived yesterday. the mine has racked up a string of safety violations. that tennessee woman who adopted a russian boy and then sent him back isn't talking. the boy was sent back to russia on a plane by himself last week. torry hansen wrote a note claiming the 7-year-old is mentally unstable and violent. hansen says she won't talk unless charges are filed. >> that's the only way we'll get to talk to her it looks like. so i guess we're kind of getting our hand forced here and that's the only thing i know to do at this point. >> but no federal laws have been broken, so it's up to local officials to press charges. there are allegations of abuse, but the boy's back in russia. russian has threatened to suspend all adoptions with the u.s. the acting president in poland is naming replacements for the officials killed in saturday's plane crash. meanwhile, the body of president lech kaczynski will lie in state at the presidential palace beginning today. a funeral is planned for saturday. he and 95 others were killed in the crash. investigators believe human error is to blame. the pilots were apparently warned not to try to land due to stormy weather. in indonesia this morning, a passenger jet skidded off the runway. the 737 was landing in heavy rain about 2,000 miles east of jakarta. there were 109 people on board when the jet skidded into a canal and broke in half. some 20 people were injured. most with bruises. and only a few broken bones. the vatican has unveiled a new policy on how the clergy should respond to cases of sex abuse. it instructs bishops and others to report such crimes to police if required to do so by law. that's a first for the vatican. the vatican secretary of state cardinal bertoni says celibacy isn't the cause of pedophilia, it's homosexuality. bertoni was speaking during a visit to chili. he called for the behavior of priests who molest children as scandalous. and the vatican has made amends with the beatles. the vatican newspaper paid tribute to the band on the 40th anniversary of its breakup. the vatican says it's true the band took drugs, lived desolate lives and claimed they were more famous than jesus, but listening to their songs, all of that seems very distant. on the cbs "moneywatch," there was profit taking in asia this morning and emily smith is here in new york with that and more. emily, good morning. >> reporter: good morning. well, most asian markets fell today on concerns the global economic recovery may not be able to hold. the nikkei lost about 1%. today wall street gets an earnings report from chip maker intel. monday the dow gained 8 points to close above 11,000 for the first time in a year and a half. the nasdaq was up 3 and change. a bill to restore benefits to the long term unemployed has advanced in the senate after several republicans joined democrats to end a filibuster. both parties blame each other for allowing the program to lapse last week. unless it passes, about a million americans will lose their benefits this month alone. president obama is about to lose a close ally in organized labor. andy stern, president of 2.2 million strong service employees international union, will reportedly step down from his post at age 60 after 14 years. the sciu spent about $60 million to help mr. obama win the white house. twitter is trying to get profitable. the social networking site will begin rolling out ads to users today. initial advertisers include starbucks, virgin atlantic and best buy. until now, the 4-year-old company has resisted going the advertising route. and there's good news for ipad owners boarding a plane. unlike traditional laptops that have to go through separate screenings, the tsa says passengers can keep ipads in their carry-on luggage when going through security checkpoints. airport officials say the ipad is so thin it won't block images when passing through screening machines. and tiger's return turned out to be the ratings bonanza everyone expected. cbs sports coverage of the final round of the masters was up 36% over last year. generating the highest ratings in nine years. and i didn't plan to watch it, but everywhere i went, it was on the tvs, so -- >> i watched it. i never do, but i did. >> lots of people did. >> emily the 2 million viewers he had on the tonight show, he'll be a huge hit on cable. there is new information out this morning for women about alcohol and breast cancer. a study by the journal "pediatrics" links heavy drinking to the risk of breast cancer, especially in younger women. sandra hughes reports. >> reporter: there is nothing to toast in the latest findings that alcohol may be linked to be sunshine breast disease in young women. a new study that looked at 16 to 23-year-olds found the more they drank, the higher their risk. benign breast disease is a mixed group of different conditions like lumps or cysts and they can be a warning sign. >> they're thought to be just a marker of increased risk of breast cancer. so when we consider them all together, women on average have about a 50% increased risk of developing breast cancer. >> reporter: young women who drank six to seven days per week had more than five times the risk of benign breast disease than young women who never drank. women who drank three to five days a week have three times the risk. >> this says women should really consider modifying their alcohol intake. >> reporter: researchers believe the connection between alcohol and breast cancer can be found in the hormone estrogen. drinking increases estrogen levels, so drinking more increases a woman's risk. the findings are a wake-up call after a study last year that found binge drinking among college women in their early 20s reached a whopping 38% in 2006. but with all this evidence, it still may be hard to convince young women to abstain. >> if we listened to every report that came out, you'd have to stop living your life. >> maybe i should start thinking about it since i'm drinking in college. >> reporter: researchers hope the study will at least give young women the facts to consider before they order that next drink. sandra hughes, cbs news, los angeles. ben roethlisberger is not being charged with sexual assault in georgia. roethlisberger says he is truly sorry and is happy to put the case behind him. a 20-year-old college student accused him of sexually assaulting her inside a night club bathroom in march. but the district attorney said yesterday there was not enough evidence to prosecute. >> we are not condoning mr. roethlisberger's actions that night, but we do not prosecute morals, we prosecute crimes. >> roethlisberger will meet >> no. we have indicated this many times, not me, our president, our supreme leader. this is against our tenants, it's against our religion. >> reporter: the u.s. and its allies might have more faith in that argument if iran didn't do things like this. publicly unveil a new centrifuge that would enrich more uranium even faster, or say things like this. >> any military encounter with iran will create consequences that are beyond anybody's imagination. >> like?
