Developments in the controversy over Hillary Clintons jon Jonathan Karl is reporting that House Speaker john boehner is poised to announce a new investigation. Reporter Hillary Clinton may have hoped she put the email controversy behind her with the press conference. But the investigations are now about to begin. Top House Republicans tell abc news they expect Speaker John Boehner to announce a new house investigation next week into Hillary Clintons email practices as secretary of state. Including her admitted destruction of some 30,000 emails that she determined to be purely personal. As for how mrs. Clinton has handled the controversy so far, it seemed like a case study in how not to do damage control. She did not want to have two phones. She couldnt be like, hey, man, could you hold this other phone for me . Reporter nine days of silence. And then the reason she finally gave for not using government email at all . It would have been inconvenient. I thought using one device would be simpler. And obviously, it hasnt worked out that way. Reporter under state department rules, while she was secretary, if an employee used a private email account for official business, the email was to be turned over and entered into government computers. She didnt turn over any emails until 22 months after she left office. Why did you not go along with state department rules until nearly two years after you left office . The laws and regulations in effect when i was secretary of state allowed me to use my email for work. Reporter why did you wait to turn those emails over . The rules say you have to turn them over. I dont think i would be happy to have somebody talk to you about the rules. I was fully following every rule i was governed by. Reporter seeing mrs. Clinton on the defensive may be giving some democrats second thoughts. As one former obama aide told politico, you never quite feel like youre getting the full story. Will it matter to voters . In the polls since the controversy began, only 17 said theyre following the story closely. And she still has one of the highest Approval Ratings among all likely candidates, 50 . Its a hiccup. I have no concerns about what she did. Reporter and the email mess has gotten more complicated. The state department is acknowledging it was not routinely preserving any emails. Not even those sent to and from official state Department Email accounts. So while Hillary Clinton said the emails she was sending to employees on their state Department Email accounts were being preserved, it now turns out that that was often not the case. Lots more questioning coming from congress. Lets dig with in james carville, longtime clinton ally. Ana navarro. New yorker editor David Remnick and fox news anchor greta susteren. If you take this all and put it together, and you subtract 3. 1415 from pi, youre left with not very much. And thats at the end of the day, the republicans cant pass a budget, we have another investigation. Just like we had the white water. Just like you go through file gate. You go through travel gate. You go through seven or different eight congressional committees. You wonder why the public is not following this. Because they know what it is. It was something she did. It was legal. I suspect she didnt want louis doumit rifling through her emails. Which seems to me to be a kind of reasonable position for someone to take. It amounts to just like Everything Else before it, it amounts to nothing a bunch of people flapping their jaws about nothing. Nothing . Not one if its illegal, it violated the spirit of the law. She shouldnt have done it. What i cant get over, how stupid. I mean, she must have known that everyone would be looking at everything she did. What in the world was she thinking . Thats what i dont get over. She should have known better from the get go. Frankly, last august when trey gowdy wanted to first got wind of the fact that these emails existed, why didnt someone run over and negotiate a deal with her . Instead this blows up all over her. Maybe she thought the investigations were coming no matter what. Shes always thinking theres investigations coming no matter what. Thats w shes got this level for paranoia, need for control, this secrecy. This wasnt for convenience. Let me tell you. I want to thank james for reminding us of all of the other scandals. Because part of the problem with this is that it brings back a narrative that with the clintons come blurred lines. Like the song says. There comes drama and scandal. Just one more stripe on the zebra. No, no no. Its made up. Its made up. You take pi. You subtract 3. 1415, you dont end up with very much. I dont even understand what james just said. I think there was a reason. Heres the thing. I wish this were more convincing. You were not impressed by the press conference either . Not at all. Its one thing for a politician to be stupid, which Hillary Clinton is not. Its another thing for a politician to believe were stupid. And that is deflating. A lot of people that i know, myself included, are not likely to vote for a conservative republican come 20 months from now. A lot of our readers are in that camp. They want Hillary Clinton to be the best Hillary Clinton she can be in the absence of any competition in the democratic party. Which i also think is a bad thing. That will make it difficult for her to get into fighting shape . Yeah. Look at the obama will have clinton race in 2008. That made both candidates a hell of a lot better. To have to see that spectacle, like at the press conference, it brings back a lot of bad memories and bad instincts on the part of the clintons. James is right there were a lot of false scandals. There was a lot of stuff that i dont think it will change one vote. People who hated her from the beginning hated her. Those who loved her from the beginning, love her. The people in the middle probably havent heard much about it. A year from now, it will probably be a lot of noise. I think the fatal thing, though is she gave ammunition back to the original question to you, james. Taking your points about a lot of scandals in the past have evaporated over time. The clinton camp did demonstrate, i think in the last ten days, they were not up to speed. It took them a long time to figure out what the story was and to respond. This is not just spin. I actually believe this. In some ways this is good, because it reminds everybody of what it is. And so this happened. And its never going to stop. All right. Because its what i call a clinton rule. The rule that applies to the clintons. And then theres a rule that applies to everyone else. We agree. They think theyre above the rules. No, again, this is what it is. There are people out there like me that dont accept that. We dont accept the standard that some rules apply to the clintons and other rules apply to everyone else. You just stepped in it, james. You just stepped in it. No, you stepped in it. Thats the whole idea. The rule on the emails applied to them and not everyone else. Colin powell does the same thing, jeb bush does the same thing, you say, oh, thats colin powell. No. Its what she did was completely legal. Just as what jeb bush did and colin powell did. We do not accept it. May i address the jeb bush thing . Because its been the talking point du jour for all the democrats. Let me say this. May i please respond . Yeah. Im a little familiar with the email because i have been emailing that email since before jeb bush was governor. Jeb bush had that email before he was governor. Hillary set hers up the week she was in confirmation. Jeb bush has been one of the most transparent, if not the most transparent governors. He turned only a fraction of his emails over. Thats just a fact. 300,000 emails out there. How many of hillarys are out there . He has selfreported. Lets remember that these emails that hillary, is at some point going to turn over to the public, have been coming out under duress because of investigations. Jeb bush. Lets talk about the fact of how theyve handled it politically. Forget the merit. For a minute, lets entertain that its apples and apples. Jeb bush got ahead of the story. James, it took body to six days to create the earth. It took Hillary Clinton eight days to address the reports. The simple truth of matter is jeb bush released 10 of his emails. He had a private email server. Colin powell had a private email server. He destroyed his emails. When i say the clinton standard, i mean this. The press applies, they this story came from from the benghazi republicans on the scene. If you remember the New York Times printed eded a weapons of mass destruction story. The reason to go the war. The white water story comes from a bunch of old washed up in arkansas. I take every point you make. We have to take a quick break. The fact is the clintons are still dealing with it in the same way. Thats whats dispiriting potential supporters. And i think this kind of back and forth, with due respect, if that is going to be the nature of our campaign in the next 30 months, with issues like violence against women all around the world. Disparities in income and the insecurity and instability of the middle east and europe at stake, peoples livelihoods at stake. If this is whats at issue in the next 20 months were in very sad shape. We have to get to one of those other issues. You guys are going to come back. We have to get the latest now on the highstakes Nuclear Talks with iran. Secretary kerry back in switzerland overnight. This comes amid the controversy over the Senate Letter to the leaders of iran. Heres martha raddatz. Reporter president obama taking his latest shot at the 47 republican senators in an interview airing tomorrow on vice news. Im embarrassed for them. For them to address a letter to the ayatollah, who they claim is our mortal enemy, its close to unprecedented. Reporter the uproar over the letter growing. Just 16 days from the next deadline for Nuclear Talks between iran and the u. S. The letter warns any deal with iran must be approved by congress or the next president could revoke it with the stroke of a pen. Irans ayatollah firing back saying it was a sign of washington disintegrating. Now some who signed it having second thoughts on the strategy. Maybe that wasnt exactly the best way to do that. Reporter but the man who wrote it is not backing down. Were simply trying to say that congress has a constitutional role to approve any deal to make sure iran never gets Nuclear Weapons. Reporter and senator marco rubio took his defense of the letter and frustration with the talks even further, saying negotiations were hurting the fight against isis. The way we proceeded with our negotiations in iran have impacted our trust level with the critical allies in the coalition. That is flat wrong. Flat wrong. This is about a Nuclear Weapon potential. Thats it. The president has made it absolutely clear they will not get a Nuclear Weapon. Reporter the white house is firm it does not need congressional approval for a deal at this point. Your colleague ron johnson saying it might have been done in a different way. Do you have any second thoughts . No, i really dont, george. I think what was interesting was how aggressive the administration reacted. How aggressively the iranians reacted. That letter was essentially an op ed. It was released in every paper in the country. It said frankly what i have been saying for a year. And what the Senate ForeignRelations Committee has been saying for six months. There is a constitutional role for the senate if you want this to be binding and longterm. Senator bob corker did not sign the letter. The chairman of the Foreign Relations committee suggesting that this letter could backfire. This action from congress could backfire. And even if theres no deal, your goal right now, it will make it tougher to get the allies to go along with the crippling sanctions you want. Well, no deal is better than a bad deal. Senator corker sent his own letter. Which said dont go to the United Nations instead of the United States congress. The president sent a letter back. The secretary of state, i think the chief of staff said well have to go the u. N. We would me prefer not to go to the congress. I think that denies the longterm stability that any agreement with iran needs. We have shifted so dramatically from where we started. No enrichment. No Nuclear Weapon. Now were, okay, we want some time and space between when you can have Nuclear Weapons and were going to let you were going to understand that you will have capacity to do that. I think the negotiations have gone in a dramatically bad direction. Senator, you say no deal is better than a bad deal. Does that really hold if the allies blame the United States for undermining the deal and dont go along with the sanctions youre calling for . I think susan rice said the other day at a conference that in detter than a bad deal. In that case, i agree. Were so far from where we started here, george. I cant frankly imagine anything more destabilizing to the middle east or the decades in front of us than a nuclearcapable iran. Why we would be moving in that direction with now negotiating the months you need between the time they say we can have a Nuclear Weapon and they would have one or an end time when theres no restrictions at all. I assume what the administration is now playing for is hoping that before you get to the end date there is a better government in iran that wouldnt want to continually destabilize the world. Theyre already largely impacting the events in five capitals that they have control over. There are many capitals that are very, very concerned. About what will happen. Theyll want their Nuclear Weapon, as well, if we go down this path. Lets turn to the controversy over Hillary Clintons emails. You just heard John Jon Karl report that john boehner poised to announce a new investigation. Do you expect that in the senate as well . I dont know what will happen in the senate. I think this is reminiscent of what one of these campaigns will be like. The clintons can find a loophole in a stop sign, is what one of my favorite commentators said last week. I think were reminded of what its like when in spite of what mr. Carville says the rules that apply to them they clearly dont think are the rules that should apply to everybody else. How do you respond to critics that say its rich for congress to call for the investigations to level criticism like that when Congress Exempts itself from the very reporting requirements it imposes on other federal officials . The obligations of congress are different than the obligations for the secretary of state. The obligations for secretary of state to have a record, to maintain the record, to know what that record was are critical because that person is a critical negotiator. Just like john kerry is. Go back to the other point, theyre a critical negotiator. Theres a constitutional process you have to go to. Let me turn to the situation in ferguson, missouri. Youre the senator from missouri. We saw this week those officers shot after the demonstrations. After the city ajer decided to resign the police chief decided to rezane. What should happen now in ferguson . We need to look for everything we can to move forward. Ferguson and the country. The country is better than it was. 50 years ago when john louis led the march over the Edmund Pettus bridge. But were not nearly all we should be. We ought to be working on that. I think what happened this week goes back to august. When so much sudden obligation was placed on how the police were responding to Peaceful Protesters and not so Peaceful Protesters after the unfortunate, tragic end of the life of Michael Brown and all of the tragedy that that brought on everybody involved. We need to begin to look at how we move forward. You dont move forward by talking about things like the mill tarization the police. Its decisions need to be made by the police of how they protect themselves and how they protect others in the hard job they have to do. And, nobodys opposed to peaceful protest here. At some point, that protest needs to lead to what do we do about schools that need to work better than theyre working . And support systems for young men and women that need to be more than they are for people who dont have all the encouragement that they need and they dont end with opportunities. This morning, there is a new effort to recall the mayor as the Police Continue to search for the suspect who shot two officers during a demonstration on wednesday night. Now the manhunt continues for the coldblooded shooter before he can strike again. This was a damn punk punk, who was trying to sew discord in an area that was trying to get its act together. Reporter abcs Kendis Gibson is on the ground in ferguson. The county police say they have several leads but so far no suspects of persons of interest. In the meantime, theres a petition circulating seeking to recall the city of fergusons mayor. He says he has no plans to step down. Reporter the shooting came after a purge of city officials. Including the police chief and cityty manager in the wake of the pliserring Justice Department report that found systemic violence by police against africanamericans in ferguson. There was a whole structure there that indicated both racism and just a disregard for what Law Enforcement is supposed to do. Reporter the Justice Department accusing the city of using traffic stops on minorities as a means of raising revenue for the city. Some had hoped the tumult in ferguson was coming to an end. Theyre Still Standing in the shadow of the death of a black unarmed teenager at the hands of a white police officer. Now, a volatile mix. A shooter on the loose as the protests go on. The real test for the voters of ferguson will be april 7th. In their municipal election and in the surrounding communities, george. If they get enough signatures, on a petition to recall the mayor, then another election will be set. And i will go about educating the voters of ferguson on on what their rights are. And how just how they can change their City Government. For the better. You know, out of this practices and patterns report from doj, you can tell that it was system wide. The way they targeted people of that community to as really an atm machine to derive revenue in order for the City Government to function. So its they need to clean house from top to bottom. Clean house from top to bottom. Does that mean dismantling the police force . Its possible. If thats what justified the existence of the police force, then yes. The police force should probably be dismantled and allow the st. Louis county police, a better trained force, a qualified force, a larger force, to actually come in and conduct policing in a totally different way. That restores the trust of the people. Shows respect to the people who pay their salaries. And to start and to stop judging people by the color of their skin and criminalizing them because of what color they are. Its classic. Jeb is tough. Im enjoying every minute of this. Every minute of it. It will be good. The Republican Party has to go through this. We certainly went through it in 2008. The most interesting thing is jeb bush has got to do something about his polling numbers. Theyre universally bad across the board. An nbc wall street journal poll showed the ceiling jeb bush might have. They asked, which of these what percentage of you cant see supporting one of these candidates. Jeb bush 4 of republican primary voters saying they cant see supporting him. Exceeded only by chris christie. Rand paul, scott walker and marco rubio. Were at the preseason and were talking the super bowl. Theres a long way between now and how many people really know ill let ana do it. She can defend her candidate. I assume hes her candidate. How many people know jeb bush right now . They think bush 41 and bush 43. Theres a lot of fun watching walker and bush. But remember that the Republican Party, they love the primary. In the last two elections, theyve nominated a moderate. Jeb bush is more moderate than Governor Scott walker at least right now, until they do their movement and shifting. I certainly dont take that number, that would if i were jeb bush, that would give me more work to do, not scare me away. We were talking about the politics of argentina and how long the kirchners have been running argentina. Were facing a president ial election in which the two major candidates on both sides enforce this sense of exhaustion in one way another. How much does the electorate care . How much do democrats care about clinton history . How much do republicans care about bush history . Clearly, scott walker is counting on, hoping for the fact that he can meld a right wing Ideological Campaign with a sense of newness. Im not sure it can work. First of all, nobody in the clinton camp or bush camp has ever killed a prosecutor. Lets begin there with the comparison to argentina. Ill grant you that point. Okay. As far as i know. I think i think not that they didnt want to, though. I think both jeb bush and scott walker, if they are, in fact, the frontrunners, and when they run officially which they havent announced officially. Which is ridiculous. It aint official until its official. Both of them have to make themselves known and what they stand for. Walker has to deal with his record of governor. And what hes done, what positions hes now that he may have changed on. Jeb has got to deal with a challenge of showing that hes not just another bush. Judge him for jeb, not for the bush part. Foreign policy will be at the center of the primary debate. And probably the general election as well. I want to move to that in the wake of the letter the republicans sent this week the 47 republican senators sent to iran. It appears theyre getting some blowback. But you saw senator roy blunt saying he had no second thoughts. There may be blowback on Prime Minister netanyahu. His visit to the senate may be hurting him in the election in israel coming up on tuesday. I think that speak in congress may hurt him in the election campaign. Also, a lot of this campaign in israel is being conducted on economic terms. Nobody is discussing the palestinian question, unfortunately. So thats thats number one. I think the letter that was initiated by senator cotton and signed by 46 other republican senators was a horrendous mistake on their part. If you read the text of the letter. Its the most condescending, infantile text. Assuming that the leaders of iran, whatever you may think of them, and theres a lot on the record to think terribly of them. That they somehow they have no idea what the american system is all about. Its an absurd, comical and has he told you he had second thoughts . Senator mccain said he had second thoughts. But i agree with you. I think the letter was horrific. They endrun the president of the United States. They could have achieved the same goal without sending a letter. I likewise think its terrible that the president is trying to end run the United States senate and not call this a treaty and follow article two, section two, clause two, and try to get approval from the senate. Theres a lot of precedent for that. I dont care. Theres a lot of precedent for being slippery on the constitution. Maybe we should stop being slippery on the constitution. Remember the russian 2010 treaty that president obama signed. Nuke rear reduction and monitoring. Thats what were trying to do with iran right now. Security council plus one. Germany, france, britain, china, and russia. In israel, this morning, okay, i talked to paul begala who is over there and very involved. They expect theyre going to win. And netanyahu will lose . Who are the spress and how are they encouraging a aristocracy . I think if you see what has been happening to our country over the past 20 or 25 years, or so, with the economic model. First, the model itself has broken apart. The traditional model has broken apart. The Employment Model that was based on fulltime employment, manufacturing base, taking care of your working people fell apart a lot when the Manufacturing Sector was hurt so bad in the past 20 years. The other thing is, if you have capital, if you have assets, youre doing pretty well. The stock market has almost tripled since april 2009. This is particularly true with the generation coming into full adulthood. They dont have that model anymore. They were doing parttime jobs, consultancy jobs. They have Student Loans to pay off. Theyre wondering whether theyre going to be able to get a home. How can you fix it . You have to level the Playing Field in terms of how we take care of working people. Full time. Good job. The system is, in a way, becoming rigged against working people. Theyre getting these parttime jobs. My oldest daughter is a good example. She works for the disabled american veterans. She loves her job. Shes brought on as a consultant. She has to pay her own selfemployment tax. She doesnt have medical. She doesnt have retirement. This is becoming a model for the generation thats coming along. The other part of it is the people at the top have moved away from everyone else in our society. And the benefits theyre receiving. Largely through Stock Options and executive compensation that would never have existed 30 years ago when they were measuring corporate corporate compensation by the earnings of the corporation rather than the price of the stocks. I know you have been reluctant to speak about Hillary Clinton. You have had tough words about the clintons in the past. Owe wrote they were the most corrupt administration in modern memory. The fraternity has hired a big lawyer to fight back. The controversy is sparking a new conversation about frat life on campus. Abcs ryan owens has more. Reporter the video is just nine seconds long. Its consequences could last a lifetime. At least for these two fraternity brothers. Parker rice and levi pettit. This morning, theyve both been expelled and either they or their parents have written public apologies. But what happened on that bus last weekend affects more than those two. Its sparked protests. Earlier this year, Dartmouth College tried to crack down on dangerous debaucherily banning alcohol, and putting an end to pledging. Specially trained teams of student counsellors visit each week to talk about the use and abuse of alcohol. Reporter for years, these stories have overshadowed the good works like charity and community service. About three quarters of a million undergraduates are greek. 17 u. S. Theyre violating this taboo. Why not explain why we have the taboo. Two hours away is tulsa, where one of the worst antiblack race riots in American History happened. The families of these people are still alive. They still live there. Send those kids there. Have them talk to people who lost their homes and livelihoods because of people saying things like that and people taking action on things like that. I think that would be way more effective in terms of getting a change than expelling them, which has its own, i think, free speech problems. Caitlin, your studies, your long investigation shows this kind of activity here is one example of the kind of things that frats have gotten into, in the seamy underbelly of a lot of american campuses. What big things did you learn about the frat culture and how the frats are fighting back . There are positive aspects of fraternity membership. They serve a role on campus. When things go well, they tend to go very well. When things go badly at fraternities, were not looking at small problems. Not a messy house or a low gpa. Were looking at things like the inflicted trauma of hazing. Death by alcohol poisoning. Were looking at endemic racism and a huge problem with sexual assaults. Have they earned a place on modern american campuses in thats the question. What can be done about it . Some fraternities are better than others. Phi delta theta took alcohol out of their houses years ago. Theyre more popular than ever. Sae, 20 years of questionable management decisions. I want to get to that with you. You talk about educating the kids at the university of oklahoma. We have seen these things pop up at sae chapters all across the country. Part of me thinks that its encouraged by the frats own mythology about itself. It celebrates that it was founded in the south. Most of its original members fought for the confederacy of the civil war. It has a long southern lineage. A particular kind of southern lineage to put it nicely. If youre holding that up as an integral part of your frat culture, then i do thing it invites if not these sorts of attitudes and the kinds of people that would hold them and enshrine them in the frats culture. Does this incident spark real reform . We have had this conversation as long as i im 53 years old. I went to college a long time ago. We were talking about rape in fraternity houses when i was a girl in college. These problems assert themselves and reassert themselves. Nothing ever really seems to change. Every year, they have the Leadership Conference on a booze cruise to cosumel for sae. If your biggest problems are rape racism is a boo going to solve it .
