deal gone to pieces because of one clause within the labor agreement. four private donors pledged $64.5 million to boost teacher pay and increased bonuses. the money came with stipulations. some say it is standard practice. because says chancellor michelle rhee, if she quits or is fired and the district does not need certain benchmarks, the donors can pull out and take the money with them. this could be the reason sources in the mayor's office say that the d.c. financial officer will not certify the contract. >> you should not contingent the salaries of teachers being on anything like that, whether superintendent states or not. >> the head of the d.c. teachers union said he had not heard the recent news. >> are there more than school politics at play? >> that is something we have to
