you. >> thank you. 6:01. new this morning a man on in anne arundel county is over. an escaped convict is now back in custody. bonrick barksdal \le overpowered a guard around noon yesterday. he was spotted and got around midnight in the admiral heights neighborhood he will face two new charges related to the escape. he's wanted for charges in north carolina. a fast-moving fire in upper marlboro. this was the scene along the 3000 block of chester grove road. the front row of a second-floor unit collapsed. still no word on a cost. d.c. police force once again under fire this morning. another officer is under investigation. >> so far this year nearly two dozen of the district's own have been arrested. now the chief is taking action. brianne carter is live outside metropolitan police headquarters with the latest. >> good morning. the metropolitan police department confirms that it is conducting an internal investigation after one of its officers allegedly fired shots injuring a dog. this is just the latest in a string of incidents involving officers here in the district. this three-year-old people blue as injuries to his shoulder and hip. owner tiffany reynolds said the shots came from the gun of an officer. fourth district officers were pursuing a man on a bicycle. the dog was not on a leash but its owner says that he would never heard anyone. >> he began to shoot at my dog. >> were you holding onto him? >> as i was grabbing towards the dog, he was still shooting my dog. >> this comes as we're learning another officer is off the job and under investigation. police believe one of their own a 12-year veteran witnessed the murder of 33-year-old wyatt robinson, and did nothing. the officer first said that she saw nothing, but later admitted she witnessed it. >> she should not be a police officer. >> it sounds like maybe they need to be little more selective. i don't see a culture of corruption. >> the dog owner received a citation for not having her dog on a leash. she said she would like more of an explanation or apology still as to exactly what happened and what the. department to look the. 23 officers have been arrested so far this year. reporting live in northwest, brianne carter, abc 7 news. we are following two developing storm watch stores. katia loses speed in his atlantic wall a new tropical system is taking aim at the golf. louisiana this morning is under a state of emergency. tropical storm warnings are route from mississippi to texas. the national hurricane center says the unnamed storm could dump up to 20 inches of rain on the region with landfall saturday -- by then it should reach tropical storm status. katia continue turning in the atlantic. it was downgraded to tropical storm yesterday. but it will likely become american again soon. there's no word on where it said. meantime, some people in our area still do not have power. that's nearly a week after hurricane irene moved through the region. bge still has thousands of customers without power. the company is under fire. for its fire the maryland public service commission plans to hold hearings on its performance next month. pepco and dominion power said they had restored power to everyone who lost power during the storm. irene is also being blamed for knocking down an historic treaty at arlington national cemetery. the 220-year-old oak tree fell on the weekend. it was near the grave site of president john kennedy. that tree stood in that spot since the ratification of the bill of rights. september could be a fresh start for still struggling. is what we are hoping for. good morning. the unemployment picture might look a little better later this morning, but no one expects big changes. that explains president obama's plan to outline a new jobs plan before a joint session of congress next week's. the nation's august jobs report is due out later this morning and is expected to show another modest bump. employers probably added 93,000 jobs. that is not enough to cut the nation's 9.1% unemployment rate. the white house says the jobs plan on thursday will cut that rate and before the 2012 presidential election. the idea is the government has to be the standard of last resort. republicans argued the government already spends too much money and are likely to disagree. last month americans spent more shopping and manufacturing expanded, but not enough to cut the unemployment rate or reverse the housing slump. buenos aires president obama's plan is likely to do both -- the white house says that president obama's plan will do both. good news for football plans. president obama's address to congress next week will not overlap the start of the national football season. the president will talk about his jobs plan next thursday at 7:00 p.m., 90 minutes before the opening kickoff. >> a lot of football fans are relieved. 65 degrees 6:07. >> the redskins wrap up the preseason with a grinning and record -- a winning two companies failed to reach an agreement on a new contract. stars wanted netflix to charge extra for its content. the white house as unemployment is likely to stay above 9% through next year and will notice the humidity. we do have rain chances especially on labor day and late sunday we could have a few showers and storms here and there, very isolated in nature. at any point throughout this you there. tropical storm katia is expected to turn back into a hurricane. tropical depression 13 is expected to become tropical storm lee later today. this system does not have anything to push it in the atmosphere. lee is sitting and spinning over the normal -- northern gulf of mexico. it will drift over the next couple days. there is uncertainty as exactly where it will drift theory this will be a big rainmaker for the deep south. 20 inches of rain possible in parts of southern louisiana and southwestern mississippi between now and the middle of next week. spotty showers across our region especially crossing the blue ridge right now into rappahannock county. heavy rain there. if light showers moving into a stafford county and north of winchester has a downpour. rainfall today will be in the morning and isolated mainly west of the metro, and partly cloudy for the rest of the day. 85 this afternoon, a few degrees warmer than yesterday. as we go into the weekend we have rain chances, spotted thunderstorms expected late sunday and especially into monday. on monday it will not necessarily be just an afternoon and evening, but late morning and mid day there could be a few showers. not a washout, just a few showers. and uncertainty in the middle part of next week for the gulf moisture. the biggest complaints we are getting eastbound 7 at belmont ridge road. lingering road work now is that ramp. a massive manhunt in anne arundel county is over and an escaped convict is back in police custody. bonrick barksdale escape from court in annapolis around noon yesterday after he to be 50% contained, but it's already burned 5,200 acres and destroyed at least 39 homes. hurricane irene may longer be gone, but a number of people in our area are still without power. bge as tens of thousands of customers still in the dark. the company hopes to have most customers back on line by later today. pepco says it has restored power to everyone. virginia dominion power says all of its maryland public service commission plans to hold hearings on bge.'s performance bge market a lawyer for gary giordano says that he will appeal a decision by an aruban judge to extend his client's attention. gary giordano, of gaithersburg, will serve at least 60 more days while police investigate the disappearance of his travel companion robyn gardner. he says robyn gardner was swept away while they were snorkeling. police say there are inconsistencies in his story. the man at the center of natalee holloway's disappearance, also in aruba is facing murder charges in peru. prosecutors say joran van der sloot killed stephanie floras in may of 2010. if convicted, he could face 30 years in prison or be ordered to pay a $70,000 fine to the victim's family. no trial date has been set. as we approached the 10th anniversary of the 9/11 attacks there are concerns about a tool to keep us safe in the skies. german officials say the full body scanners are too unreliable to be used. nearly half the time during tests if they cannot tell the difference between body sweat and explosives. security officials say the devices are sensitive. a new oexhibit will open at the smithsonian. >> the year. aaa mid-atlantic says 730,000 washingtonians and people from this region will trouble more than 50 miles this holiday weekend, down 2.2% compared with last year. experts blame the bad economy range. not very good for the white house. the obama team has resign themselves to bad through the unemployment they will try to run a campaign around that. it's not likely to go below 9% anytime soon.
