Trump administration is changing the outlook for defense right now . Their first shot was an increase, the 54 billion, but i think probably more important is ifhe actual numbers, they can repeal the budget control act, as they have suggested they would do. That, in my mind, is what produces the inns ability in the defense budget. We have to do one and twoyear deals to adjust that budget control act. Its almost impossible for the department to do any longterm planning. To see that reveal is the first priority. Are you hopeful that will happen . As you anticipate that happening, has that changed the outlook and some of the planning on your side . I think if it does happen, you get growth and you are able to plan theto invest, and i think administration is committed to doing it. Its challenging to balance domestic needs, defense needs, against the deficit to get that bca repealed, but that is their commitment, i think. Its been less than two months that he has been in office, and i think he has developed a pretty interesting relationship with industry. He is very involved with the defense acquisition personally, haspresident trump sometimes very publicly criticized defense programs. What do you think is happening here . Is this a healthy environment . Is this good for the defense ndustry in general . It is still early days of an administration. I think it is probably a mistake to make a judgment on a whole administration based on the first six or seven weeks. They goals in terms of defense planning. I think secretary matusz has laid out a plan with a nearterm goal of addressing readiness and a longerterm goal of developing more modernization and even a longerterm goal of getting more balance in the defense program, so i think he has laid out a plan. Solidk he is a very choice as secretary, so things are looking in pretty good shape that way. Switching gears a little bit, its morning, drs announced had acquired a new company, daylight solutions, which is a Laser Technology company. How do you plan on incorporating hat tech . It is a terrific acquisition or us. We have had organic growth the last couple of years, and we are trying to build on that with some targeted acquisitions in key areas, and this is our is a laser company. The key product is various military systems including aircraft survivability, and we think it will strengthen our infrared business, which is one of our core strategic businesses. What are some of the Strategic Acquisitions for defense . Laser nextgeneration capability has acquisitions in defense for targeting and aircraft survivability. It has some medical applications, some scientific a locations applications. We are focused on the defense side of it, but we plan as well to leverage the technical side. I want to talk a little bit about the air force competition to build the next training jet. Leonardo and drs have partnered up to offer a version of leonardos and they are calling that the t 100 and the north american market. Can you talk about the biggest selling points of the t 100 and how you have positioned yourself to win . We think the t 100 is wellpositioned to win the competition because of its track record. It is an established system that is a proven system. It already has an integrated Training System with embedded training in the car that. It already does the things the air force is asking it to do for the tx, so we think we will be the lowcost, low risk solution to this important priority. Leonardo had partnered with raytheon previously. Can you talk a little bit set the stage and talk a little bit interactive leaders and leonardo decided to partner together and what is the benefit of those companies coming to is the competition has evolved, it has become more and more focused on having the capabilities that the him 346 has, but also to be a lowcost solution given the other air force priorities. We think the combination will be best decision to bring us the most costeffective solution. We think we can get to the lowest price with that solution. You keep mentioning the low price aspect of your offering. Of do you balance the cost the aircraft with performance . I know the air force is offering some incentives for meeting certain performance parameters. We will be able to go over the threshold on some, so we will get credit for some of those performance and risk director mystics, but at the end of the day, those things just adjust the price. The way you will win this is to have the low price. One last question like for your program . Have you put in your bid yet . No, the bid is due at the end of march. We will meet that deadline, and at that point, the air force anyect the bids to ask questions of the bidders they have, and they go into selection, which will take, i think, until at least the end of the year. Last week, the United StatesArmy War College hosted the african alumni symposium, bringing together senior military apparatus from multiple african nations in order to discuss various challenges on the continent including combating extremist groups and developing partner capacity among allies. We are here inside the u. S. Army heritage and Education Center at the Army War College in carlisle, pennsylvania. He is the jewish and is hosting a large contingency of militarying African Leaders for a symposium that addresses how they can enhance capacity through establishing and strengthening partnership in africa. They come from but swan a, democratic republic of congo, and a host of other african countries, descending here in carlisle for four days of what they hope as military leaders of their respective countries, will strengthen ties between the u. S. And other african nations and to learn from one another on successful and not so successful efforts to bring together their countries. Major general Joseph Harrington kicked off quoting a wellknown african proverb if you want to go fast, go alone. If you want to go far, go together. Stressing the purpose was to strengthen the countries for the long haul. Theres 54 countries in africa, 2100 languages spoken. The variety of people that come together you cannot take one monolithic look at what africa is. To answer that question, what might work well in the west does not work well in the east, so it is environments and this that allow us to understand their problems, their threats, their opportunities, and the ways we can partner together. Going toarmy is not solve these problems, but together in a collaborative form, we have a better chance of being successful and helping our partners the successful. Several leaders worked together to build security against terrorist organizations to stabilize government and also to partner on equal footing with other countries. The tableries at wanted to know how the u. S. Army might be able to enhance and strengthen its partnership there. We want to help train and educate our people. We need partners we can work with so that we can be able to fill some of the resource gaps that were facing. Our hope is we can share information and intelligence and do business together. Is buildingme, it relationships, building strong partnerships, not only just malawi and the u. S. But with as well. Ican countries i think we need to have a discussion about what we mean when we talk about partnerships. I am looking for a partnership that has no junior partner or senior partner in a partnership that will work and work alongside. For partnerships wat there will be nobody partner. Im also not looking for a partnership who will just be begging, begging, begging, but will also bring ideas to the table. Where we understood africa 10 years ago to where we stand africa now is dramatically different. This is one of the vehicles that has driven us to that place. Our relationships are much greater. Our debt of understanding throughout the continent is definitely better, but here is a continent that has 2100 different linkages, 3. 5 times the size of the United States. The complexity is enormous, so add to painting that mosaic to better understand it, which help us better developed policies and procedures going forward. We are growing procedures within our own army to better understand. If this is really about the long game and the things we strategic success in africa and how do they tied to Building Army readiness . For dominance against china in the region. How is that going to really match up to china . I think you are right. We just do not see them gaining the same amount of ground as china. The Southeast Asian region, South China Sea region was a big focus for the obama administration. The future of that under the trump administration, but it seems like we are seeing growth in that area. Thats right. Driven by the tensions with china you see in southeast asia, the number of arms imports has to about 6 . Asia overall is about seven point evan percent. The country to watch is vietnam, who has doubled arms imports over that iveyear period. A lot of it coming from the u. S. And last one, the region that has always been a good importer of u. S. Weapons, the gulf region, the middle east. Remember these trends are driven by where there is conflict, and that is an ongoing civil war in yemen. Saudi arabia is the leader of the Coalition Fighting in yemen. Arms imports in the middle east ve arabia is the leader. They have doubled their arms imports over that fiveyear period, but you also see that in qatar, there is a huge uptick. About 245 or send growth. We headed down to highlight some of the best technology we saw on the show floor. 21stcenturyuly helicopter, unlike anything in the military currently. It is built to partway 29 standards, very modern, robust standards, so it is very safe, very fast machine. Its performance is, helicopter out there, which is why we have then so successful initialsince its first capability deliveries in 2006. This aircraft have been doing that mission for 40 years. The people are doing a great job with the equipment they have, but its time to replace it and we think what we have here is a good replacement for it. This is a modern helicopter, to the a step forward next generation of helicopter, and being able to use this helicopter, which was essentially designed about a decade ago and has been in production continuously over the last 10 years allows the air force to tap into that modern technology in order to apply it to these missions. Smoother and about twice as fast. Most of the time, youre comfortable at about 80 knots. This aircraft, im comfortable about 160. It as the air force is trying to address this critical mission, they have to keep in mind theres a lot of competing priorities they have to address. While this is a number one priority, there are other number one priorities. We think we can provide about 1 billion in cost ratings across the lifecycle of the acquisition and the operating and owning cost, that allows the air force to use their funding to address some of their other priorities. These are assault landing drone lights. They are a kit that allow combat controller teams to set of expedition on the airfield. The last time i saw them in the news was during the typhoon in philippines when there was all that devastation. Air force combat controller and set them up then, so that is kind of the latest, but they were also used during the earthquakes in haiti. What were working on now, batteries, something simple to get and to resupply. We are working on extended battery packs that will allow for even longer use of the lights. As a bigom was born brother, and they were designed as simply chemical light replacements for troops in the. Ield then we had troops at fort polk that started using them to land rotary aircraft. Then the air guard units at Charleston Air force base and them totarted using land others, so they went way beyond what they were initially designed for. They asked us to specifications for other landing lights. This gives us a 60degree field of view, where what normally happens is a 17 to 20degree view. This is a 60degree field of view. Instead of an expensive piece of technology that looks around all like a bugshave eye where it is strapped down and is much cheaper to produce. The air force can use Something Like this when we have a gps denied environment. A lot of technology back in the 1980s and 1990s was gps focus, and we figured out someone might be able to jam our technology, so we needed a way to circumvent that issue, and by doing this, we can compare data and put the metadata behind it in order to navigate. Basically, having this wide field of view gives us the a movingo not have part. What normally to move around like our eye does. This can see the entire scene at one time.
