This is a huge system and he continues to move to the westsouthwest, just pummeling the central bahama islands. It is starting to make the turn which will eventually bring it to the north. 130sustained winds at Miles Per Hour. It is drifting out to the westsouthwest at about six Miles Per Hour. A welldefined eye. It is expected to turn over the next 24 hours in computer models are continuing to track it. You notice the track is further to the east, further offshore than it was yesterday at this time. Yesterday we had one major model by itself keeping it well offshore. Now some other mainstay models are starting to join. It is inspected to slowly weekend. If it has any effect on the area, it will not be until monday. We still have a big spread in the computer models. Andtretches from georgia going just to the north of bermuda. Which one will it be . It is too early to tell. I think tomorrow will see some of the models start converts together and give us a consensus going of where it will go. Even if it stays offshore and does not hit the metro area or come close to our area, there was enough things happen again the atmosphere where we can still get rain and strong winds here and especially along the coast. We have to deal with present heavy rain and flash flood threats. Steve has that story. Steve a lot of rain on the way. Into tonight and tomorrow night. The National Weather service is posting flood watch is in effect for the d. C. Metro area. The district, arlington, alexandria. No warnings out there right now but i expect by this time tomorrow we will be looking at mornings across parts of the area. What we have in terms of Doppler Radar, most of the showers are moderate at this time around the metro area. It will not amount to a whole. Ot, at least not right now tomorrow, heavy, heavy rain on the way. That will lift up in the north and our futurecast gives us a better grasp as to what to expect. 1 00 in the morning friday to late tonight, look for this heavier rain bands to move through. As we head through the day tomorrow, nor does the orange, yellow, red. 11 12 00 tomorrow night this is where we are expecting the heaviest rain to be overhead. I was showing some pictures down at the lower ocean city receiver flooding will start. You are expecting severe flooding . Moderate to severe flooding. Probably starting at about noon tomorrow with a high tide cycle. And with the water that is coming into the back way in the rain building up we expected to be moderate to severe. It will have some of the streets flooded downtown and theres going to be areas that are not passable. Reporter we are already getting winds. Gusting higher than 25. This is not joaquin. What happens when you have one storm after another like this . It causes additional problems because of the additional rainfall. All the water that builds up in the back days. Bays. And then the hurricane coming, that will just cause a number of high tide cycles to be way above normal. That will cause flooding. That is our major concern at this time. City vehicles are being relocated to Higher Ground off the island. The parking lot will be closed. We are making sure that we get rid of any hazardous hazards that could be out there. Declaring a state of emergency. He said they are taking an abundance of caution its allowed them to activate the National Guard if and when they are needed. Shelters are on standby in case people need to evacuate. We talked to the firefighters today you said they are gearing up for the impact from all the rain and the storm we are in right now, warning drivers to stay away from flooded roads. State police are saying at least seven people are dead and another 20 or injured. The suspected shooter is in custody but we are monitoring the situation. Accused cyr serial killer Charles Severance he did not guilty to three murders at his arraignment today. He is charged with the deaths of three alexandria residents. This was over a 10year span. The shooter is not just in custody, he is dead. That is what we are getting from oregons attorney general. A press conference will be underway any moment with the governor. We are learning that police are saying this man who appears to be in his late 20s when into a number of classrooms in a Science Building on umpqua Community College campus about 200 miles south of portland. We understand he is also engaged in gunplay with the police who showed up on the scene. Police believe he is the only shooter there and the situation has been brought under control. We are seeing video of the police now going to the parking lot and searching all the cars left behind by the students and faculty. They are going with dogs. Theyre looking to see if there are any other threats there. Campus hasnd this some 3300 fulltime students and 16,000 parttime students. They were all being take off by bus and theyre being taken to some fairgrounds about a quarter of a mile away to be reunited with their families. This is a situation that began around a quarter to 2 00 eastern time. There were a number of students that were shot. We dont know that shooters connection to the campus, if he was a student or had a connection with anyone there. We do not know what the motive was. Still waiting for information about the weapon that made been used but the latest word is at the shooter is dead. Doug i think we will see its ma its turn to the westnorthwest and is heading north. I think the computer models will continue the trend of keeping it away from the u. S. East coast. That would be good news for everybody. A closeup look at all the details. Latest wind speed from the National Hurricane center have this as a dangerous category four storm with sustained winds walld the eye will of of 130 Miles Per Hour. Strong winds up to 150 Miles Per Hour possible. We think it will move west and it may take another 24 hours to make that turn back to the north. That will be key. Once it turns north, i think over a short amount of time the computer models will start to come together on a more unanimous and work consensus outlook for the past. The operative path. The opportunities have been all over the place. This is the consensus track for the National Hurricane center. This is simply the centerline. This red line is an illustration. It does not mean that is the preferred track. They could come up to the west, come this way, or stay out to see. The trend has been for the past several computer model runs to keep it offshore. Anything can happen with these storms. There is more and more reliable guidance being provided by aircraft flying through the storm. This is what the current outlook models look like. All the models together with key models starting to show a favoritism for a right can move off the coast. Coming up we will get a new set of updates and models india look put some real detail into it. It will take a couple of days more for everything to congeal and come together. It sure does not make it any easier knowing you are getting this much rain and more on the way. States of emergency have been declared. The governor of virginia says his state is ready and he is encouraging everybody in his state to also be prepared. That includes some of these guys out here. Like everybody else in alexandria, they are getting ready. Governor mcauliffe announced ,oday the state of emergency 800 National Guard seven mobilized. Hundreds of employees on call. Right now, operations are normal. That situation is similar to the torpedo factory. The art Center Located just feet from the Potomac River is also prepared. Their floodgates have been tested. I cannot believe i cannot imagine what a parent or child things when they know they have a loved one at the campus and all you hear is active shooting situation. It is horrific. Not something anybody should have to go through. Sheriff andg on the it sounds like he is waiting on somebody else. Officers engaged that suspect. There was an exchange of gunfire. Threat was new group neutralized. Officers continued to sweep the campus looking for other threats. We have confirmed there is confirmed injuries and there are confirmed fatalities. At this point it is very active at the scene. It is an active investigation. That is really all of this point im prepared to share or i can share. Reporter the Oregon Attorney general says 13 dead . I have heard varying numbers and i do not want to report on a number that is inaccurate. We have a tremendous amount of Law Enforcement help. Policethe oregon state assisting. We have all the local agencies, including roseburg police. Some other smaller municipalities. Office, the sheriffs the u. S. Marshals service. A lot of support in this investigation. I personally know of a number of people that i work with who have very strong concerns about the welfare of loved ones that are going to school there. Doug the Hurricane Center just put the latest statement. Still a category four hurricane. Still drifting to the southwest but they do expect the eye to make a turn. How far are short really be . According to the updated track, the hurricane is expected to maintain strength for quite a while and turned to a category two but remain well offshore. The model consistently shifting the track further offshore, further to the east. If that holds, that is great news. More on that coming up in just a few minutes. Alison thank you. Though storms are referred to as dangerous hurricanes. Per now associated with it. We have a location right over the central and southeast bahamas. Tomorrow toted start to make the turn and then follow upperlevel winds and stay offshore. It will be interesting to watch as this big trough of low pressure up and of these coast will bring us the heavy rains tomorrow on saturday and saturday. Whether it will have any effect on this at all. If the tuesday separate, that would be the best Case Scenario for us. The way these things work, i would not be a bit surprised at 11 00 tonight for the next update if it wiggles back one way or another. That is just the nature of storms. I think we can think pretty good news is the trend is to keep the center of the track well offshore. Here is the famous spaghetti plot. Still a mishmash. You can see more and more often the east and that is good news. The major models seemed all be showing the same trend off to the east. We will watch on Doppler Radar the trend of rain continuing and that is what brian will talk about in detail. The possibility of flooding around the area . Rain are intense bands of coming down tomorrow night and early saturday. The heavy stuff starts to pull away. There will still be pockets of rain and some of the damage will be done.
