We have just learned tonight the first School System has announced its plans for tomorrow. Spotsylvania county schools will be canceled tomorrow because of road conditions. Well let you know if and when other School Systems make decisions. Only on 7 tonight, new video ising the daring efforts to save a teenager after he fell through the ice at royal lake in burke. Stephen tschida was there as it unfolded. Stephen, we understand you spoke to the teen as he got to shore. What did he tell you . Yeah maureen, very cold teenager. Very lucky, though and thankful to be on the shoreline here. This is what went down this afternoon. You see this dam behind me he was sliding down the dam. He got out there on the water, on the ice and fell to the ice and then made his way to that concrete overflow drain that you can see out there. We actually had some video of the rescue. Two firefighters were the first here. They put on Ice Protection clothing and they literally crawled to that concrete overflow drain. They were able to bring the teenager, a 15yearold some blankets and able to get some blankets around him to try to get him warm and some other firefighters brought in a boat and used that boat actually to go over the ice. Get to the teenager. And then bring him to shore. Now, we spoke with him moments after he was rescued. What happened to you . Can you tell me what happened . I slid down the hill. And i went into like the water. Are you cold . Whats going on . Did you get wet . My feet are cold. Im sorry . My feet are cold yeah he was taken to an ambulance that was waiting down there. They bundled him up and took him in there. They warmed him up. Afterwards, he exited the ambulance and his father was here. We donny know what his condition was from authorities. He did appear to be ok and again, very thankful that he was rescued from that very precarious situation out there. Reporting live stephen tschida, abc 7 news. Thank you, stephen. And as you probably know the long cold winter is also taking a toll on infrastructure and transportation. Everything from pipes to trains. This morning, switches froze on train tracks in maryland delaying marc trains. Brianne carter is live in Riverdale Park with how marc and other agencies plan to handle the possibility of record cold temperatures in our forecast. Brianne . Well as you might have just seen there you can see that the trains are running here on the tracks today. That is the good news at this hour. After a very different scene during the morning rush hour here along the marc train lines. Now, it was all because of a problem here along the tracks only complicated by mother nature. The arctic air plaguing the region is wreaking havoc on area infrastructure. Just sat there and waited and waited. Jennifer is one of the marc train riders who was stuck out in the cold this morning after switches on the track froze. A spokesman for c. S. X. The company that maintains the tracks says the heaters on the switchers malfunctioned during the bitter cold morning rush causing major commuting delays. The company tonight is apologizing for the inconvenience but she says shell find a different way to get to work during the rest of this deep freeze. Were not going to stand out there on the platform not knowing whats going on. Not knowing when the next train is coming. Its one thing if you know ok its going to come in five minutes. Then you can wait. But if you have no idea youre just sitting out there. Meanwhile, metro is working to prevent problems on its buses and trains. Trains, buses and escalators will run overnight to keep them from freezing as the temperatures dip. They will put trains on the track during the overnight hours to prepare for thursday mornings rush hour. While transportation agencies are preparing, drivers should as well. Prosecutors say michael gardener tried to plot the killings of two young girls set to testify against him. A judge will decide on monday if the allegations will be part of his upcoming trial. Gardener was convicted in 2011 of molesting two girls. That conviction was later overturned. He was arrested last october accused of abusing a different girl. He admitted shooting omar sykes during a robbery in july of 2013. Prosecutors dropped eight other charges against him as part of a plea deal. Lagard faces up to 30 years in prison when hes sentenced in may. The acting director of the secret service is now the permanent director. President obama appointed joe clancy to lead the embattled agency. A long time agent, clancy came out of retirement following several recent high profile security lapses. Among them, a fence jumper who made it all the way to the east room of the white house with a knife. Clancy has since reassigned four high ranking officials and forced several others into retirement. Flooding has closed a museum at the historic fords theater in northwest washington. The National ParksService Tells Us about an inch of water covered the museum floor this morning. As you can see in front of us snow is coming down. I think we may have punched through the wall, if you will. Might be a little ahead of the snow squall at this point. And videos other than maybe a few fender benders weve seen along the way and roads have been a little slick. We havent seen a lot of the treacherous conditions that people really feared. Many patches of snow squalls and snow showers along the leading edge. All will push out and skies will clear. Temperatures will tank later tonight. Because of the snow and the fact that we can quickly get some glazing in on the roadways tonight from those snow squalls, a Winter Weather advisory until 9 00 tonight and then at midnight, a wind chill advisory goes into effect. This will stay in effect until midnight tonight, all day tomorrow, tomorrow night through 10 00 on friday morning. It will become bitterly cold and feel even colder. Right now, at Reagan National were at 33. Look north and west. Temperatures where the front has gone through have started to drop below freezing. 27 at dulles. 26 in martinsburg and hagerstown so the colder air is moving in. Thats your concern later tonight. That freeze. Look at these numbers by morning. 5 to 15 above. On the thermometer tomorrow morning, it will be breezy and cold with wind chills around zero or below. Wind chills right now running in the upper teens to low 20s. Winds are picking up. By tomorrow morning, wind chills will be in the very low numbers to below zero. Even in downtown washington. Through the day tomorrow wind chills will stay around zero to the Single Digits or even below zero north and west. The news only gets worse as we go through tomorrow night to friday morning. Look at some of these wind chills. By 7 00 friday morning, 15 below zero wind chill in gaithersburg. 13 below at dulles and on top of that the actual air temperatures will be below zero in many areas. Here friday morning, in fact i think there will be dozens and dozens of new low temperatures set friday morning across the eastern part of the united states. That outbreak is this cold.
