Certainly will probably be consequences. People take good faith differences agreement and act like grownups. They dont go around threatening one another. Mayor bowser calls Republican Leaders bullies and have this response to threats she could be arrested. I have a lot of things to do here in the district of columbia and me being in jail wouldnt be a good thing. Congresswoman Eleanor Holmes norton said Democratic Leaders believe the mayor is on solid legal footing. Are you prepared to go to jail with the mayor should she be arrested . Here i am. But today, Republican Leaders told us they arent calling on attorney general eric holder to have the mayor arrested. If shes, you know arrested ill be the first one there to make sure she gets bailed out. So the republicans will not be calling for the arrest of the mayor but they say they will seek to enforce the will of congress. They said they also are sympathetic to the mayor trying to follow the will of voters but they say there could be punitive action taken by other members of the g. O. P. If they feel the mayor is defying congress. Reporting live from the Office BuildingRebecca Cooper abc 7 news. Keep us posted. John boehner is staying tight lipped tonight and he will not say how the house will respond to a senate bill to fund the department of homeland security. This bill is controversial because it gets rid of house approved provisions to derail president obamas immigration plans. Now, the d. H. S. Faces a partial shutdown unless Congress Passes a 40 billion budget by tomorrow night at midnight. We have something of a partial shutdown weatherwise today but the abc 7 Storm Watch Team got to give them credit they were right on with the morning storm report. They nailed the totals and the timelines. They sure did. Now our chief meteorologist doug hill is a look at what we can expect next from the forecast. Were not surprised. You always nail it. Not always but i appreciate it. Ill tell you what traffic this morning, conditions all things considered, people took their time and paid attention. Worked out well. Now we have a cloudy day with a few breaks in the overcast on the western horizon. Were looking east right now from the rooftop camera so well hang on to a lot of cloudiness through the evening. Well get cold tonight. Temperatures above freezing through the day have allowed some of these areas to start to see some melting, some real time melting after eight inches in reedville and four inches in fredricksburg, 2 1 2 in Baileys Crossroads. Damascus at 1. 7 inches. When temperatures start to fall off tonight, that will be an issue. 38 degrees right now at Reagan National airport and tonight, well see this new area move in with just a few flurries. Temperatures into the teens and low 20s by morning. Icy patches, a major concern late tonight and tomorrow. Well look ahead to the weekend and be gone in a few minutes for you. Well see you then. Thank you. This certainly wasnt the worst winter weve ever seen but its certainly keeping the plow drivers and road crews really busy. Jeff goldberg picks up the storm team watch coverage live from alexandria with a look at whether this winter has been a budget buster. Hi, jeff. Hey, alison. It really depends on where you go to answer that question. Obviously, it was a rough morning but here in the potomac yard section of alexandria, the streets are plowed and here we see these all over town, big piles of snow next to the road. In alexandria theyre under budget when it comes to removing snow but to the Agency Responsible for clearing all the big roads in virginia, that big budget just wasnt enough. Snow days were absent early this winter but lately theyve been piling up. I think february is the month it gets us. In the del ray section of alexandria, julia isles said the city plows have been quick to respond to recent storms. Definitely mount vernon, our main road is always clear to get out of. The side streets arent as clear but we dont have as much trouble. Cities like alexandria take care of their own streets but vdot is responsible for plowing highways and main roads. 18,000 lane miles across northern virginia. The recent heavy snows have pushed vdot 15 million over budget locally. Youre never in good shape when youre over the budget but were not considerably over the budget. The agency will make up for the loss by deferring maintenance and repairs and delaying purchases but nothing critical to safety. This shortfall, however, is far more manageable than last years deficits of 100,000. Compared to last year it wasnt. Last year was a big challenge. Back in alexandria the city has spent 85 of its 835,000 budget for snow removal. Looking good considering were coming up on the end of the year now. For the man in charge of plowing, no more snow means no snow deficit. We are looking forward to spring in the same way that you are. Everybody is looking forward to spring. Of course, one good thing about this snow its good for making snowballs. Thats about it right now. One person thats definitely ready for spring Virginia GovernorTerry Mcauliffe who said yesterday on wtop that vdot has already blown through its budget of 150 million for plowing roads across the commonwealth. Live in alexandria, Jeff Goldberg, abc 7 news. Ok jeff thank you. Speaking of budgets, abc 7 also reached out to d. C. And then several maryland jurisdictions today about their snow budget. The maryland state Highway Administration tells us that before todays snow it was 36 million over its budget already. It also already used 243,000 tons of salt. Montgomery county tells us it budgeted 9. 5 million for snow this winter and has already spent 15 million. We did not hear back from the district or prince georges county. The snow is also putting School Systems in a bit of a bind whether it comes to the snow day budget. Arlington county is the complicated one with one day left for the high schools and none for the middle schools. The Elementary Schools are already one day over budget. Charles county theyre also one day over budget there. Montgomery, prince georges and frederick counties in alexandria city have used all of their days. Prince William County has five days left. Loudoun has six. And we did reach out to Fairfax County and the district today as well but havent heard back from either system about how many days theyve got left. And some confusion about the status of d. C. s schools this morning after an online mixup. The system was on a twohour delay but metro bus official twitter accounts sent out a tweet saying that d. C. Public schools were closed and buses wouldnt be driving any school trips and that had parents scrambling to figure out whether their kids actually had to go to school today. Metro corrected itself shortly after that but we checked and 90 minutes after that incorrect tweet was sent out, it was still out there on line. We asked metro about the confusion today and a spokesperson apologized for the mistake but did not elaborate on how it happened. You can stay connected with the weather through wjla. Com. Through our Facebook Page as well and the abc 7 twitter feed. You can also download the stormwatch app for your tablet or smartphone and stay in touch that way. Alison . We turn to a developing story out of Silver Spring this afternoon where police are looking for the man who tried to rape a woman late last night. It happened in the 1400 block of Hampshire Court west , just west of New Hampshire avenue. Thats where Richard Reeve is live with more on the investigation. Rich . Alison police say they want to find this suspect. Residents here say theyre pretty shocked by all of this and heres why. Take a look behind us. Some of these security lights here there are surveillance cameras in this apartment complex and they tell us they have security patrols at night. Residents here say this was very unusual and pretty frightening. Theres a sense of unease even alarm here at the hampshire West Apartments in Silver Spring. Thats nerveracking. Residents in this complex are just now learning about how a 20yearold woman was attacked around 11 15 wednesday night. Scary. I wouldnt want that to happen to me or something to happen to my kids. Police say a man in his late 20s to early 30s approached a woman and made a sexual advance after she refused, police say he pushed her against a wall and inappropriately touched her. I heard about Something Like that happened. Wow. Investigators say he then pushed her to the ground and tried to sexually assault her. She fought back kicking and yelling and he fled. She was brave like im glad she do that. If i were in that position maybe i would do the same. Maria diaz and others point to the security cameras and the Night Lighting here. How would security patrols they have always felt safe. Ive never heard anything like that happen here in the 10 years that ive lived here so thats the first. Now police have only a vague description of the suspect. They believe hes done this before in an exposure case that he apparently they say, made advances towards a 36yearold woman. If you have any information about this case police would like to hear from you. Live in Silver SpringRichard Reeve, abc 7 news. Prosecutors say she flirted her way into an exboyfriends apartment with a plan to kill. And it was only by pure luck that police managed to tie her to the brutal crime. Montgomery county reporter kevin lewis live in rockville tonight to explain what cracked the case against katrina benn. Kevin . Leon this was a classic case of jealousy anger and revenge. Katrina benn a now convicted murderer shot and killed her boyfriend, eric somuah. The motive here, leon katrina benn learned she wasnt the only woman in somuahs life. It was like 25 bears coming off my eric somuahs family elated that katrina benn is going away for good. Life will never be the same again for our family. It was june 2012 at this upscale Silver Spring apartment complex. Police found somuah lying dead in his bed with a gunshot wound to his head. A bullet casing left behind. Police say katrina benn was so convincing they initially ruled her out as a suspect. But then days later, a park ranger spotted something along the capital beltway and it was this handgun that detectives tracked right back to benn. Eric was shining star of our family. Photographs of benn attending somuahs funeral. Prosecutors contending this was a premeditated murder. She killed him because of a place she was relegated on the social calendar. The girlfriend stood up and told somuahs family im deeply moved by each of your impact statements and im very sorry for your loss. Cant bring my brother back. This will be a closure for our family that she will be spending the rest of her time in prison without parole plus another 20. The judge here certainly didnt care for katrina benn calling her cold, calculated devious and narcissistic. He sentenced her to life without parole plus another 20 years and he justified that sentence saying katrina benn had no hope for reform. Im kevin lewis, abc 7 news. Kevin, thank you. And coming up on abc 7 news at 5 00 mixed messages. Look at how parents are talking to their kids about drugs now that small amounts of marijuana are legal in the district. Plus the Health Benefit of drinking more coffee each day. And then a little bit later, an aboutface at the pumps. A look at gas prices. But first taking the kids out . Im tired. The rude awakening for some what a scene this morning in arlington, not exactly the way you want to start your day. Car thieves made off with the tires off of peoples cars in the neighborhood there. Thats right. Brianne carter went to this Pentagon City neighborhood where it happened at least three times. Take a look at this not one or two but all four tires gone. To hear that happening is pretty alarming. Wednesday morning, three s. U. V. Owners in south arlington woke up to find their cars sitting on milk crates or bricks after their tires were swiped overnight. One of the victims was the wjla account executive. Its unfortunate the town you live in, you live in a nice neighborhood and here you go. You got somebody that takes all four tires. The tires that happened within a mile of one another. All three vehicles targeted and two were parked outside of the owners doors and the third happened in the Hotel Parking lot. We are trying to see some Surveillance Video in the general area not just at that specific location could have caught a vehicle between the time frame. Police say in at least one instance, there were wheel locks on the vehicle but they were not engaged at the time. And tonight, Arlington County police are telling people to take every precaution to protect themselves. Try to park in well lit areas or garages. If a vehicle appears to be suspicious report that information to police. Literally, theyve done thousands of dollars worth of damage. He says even though his insurance is paying for it he still has to deal with the inconvenience of going nowhere fast in that car. In arlington, Brianne Carter abc 7 news. Nicest guy. Cant see that happening. Similar incidents of wheel thefts happened in arlington and more than 40 cars were targeted then. Majority in those cases were wheels like that can be used forreet racing and they fetch a high price on the illegal car parts market. Lets turn back to the weather. This mornings storm brought up to eight inches of snow actually in some parts of virginia. Thats right, brought in plenty of pretty pictures from other places across the region. Stephanie tweeted this photo of abc 7 meteorologist, this came in from burke. And another sent out this photo of her snowy driveway and then jen took two pictures that caught her eye in b. C. The first one, i think, showed some park rangers near the washington monument. And the second is a great view of flurries looking back across the tidal basin at the jefferson memorial. Look at that. If you werent stuck in it or having to drive, stick and look outside, its beautiful. On the scale of snowstorms here and impact it had, the impact worked out pretty well. Everybody handled well and was well prepared. Tonight, we have flurries coming with a reinforcing push of cold air. Dont expect pushback from that. In the teens for tomorrow. Icy patches are a real concern overnight. Lets get you started. This is satellite and radar animation. Goes to the beginning here and tailing through the end and right now, it will start at 10 00 a. M. This morning and 11 00 a. M. And look at how quickly the winter storm moved out to sea. It is racing pushed by jet stream winds. Pushing it out. Leaving clouds behind. Things are pretty quiet right now weatherwise and were looking at the next little system moving in tonight with another push of cold air and left behind snow ranging from a trace near the pennsylvania border to about an inch in germantown and baltimore. A little less than an inch officially at Reagan National. 3 1 2 at waldorf. 5. 2 inches in southern sections of st. Marys county. Snowfall amount, six, seven inches very common. The concern now is not for the snow in the ground but the snow that has melted or become slushy temperatures now are ok. Above freezing in the metro area but not long from now, well drop to 32 or below and late tonight, when the colder air comes in numbers in the teens to lower 20s tomorrow and thats going to be the problem with the refreeze. 16 is the projected low in gaithersburg and 22 degrees lower on the river in quantico. Now, looking forward here were seeing plenty of cold air to the north and west. See the divide here. The farther north and west you go, thats the core of the next batch of cold air thats going to come in tonight and stay with us for a few days making it harder to get to the average high of 50. Closer to 30 or 32 for the next couple of days. High pressure pulls the cold air to the north and west. A little flurry activity late tonight and the morning, turning partly cloudy and well be kind of pleasant and cold. Back to near 30 degrees and then on sunday moisture, well have keep an eye on moving from the south, another cold front to the west. We could see a wintry mix of rain and snow in many areas by late sunday evening. Overnight inside the beltway, a few flurries and then check out the next seven days for you. Hard to believe the average high is 50 degrees. Were nowhere near it now. Just wait as we get through early next week we have a chance of doing a little bit better. And a chance of rain on monday as we climb to the upper 40s and turning a bit colder and then the next system likely to become all rain with highs in the mid 50s. Still 50 degrees by thursday. Steve rudin will take a look about other parts of the country of the southern storm that got whacked hard by the snow and ice. See you then. Thank you. All righty. Two airlines with a laundry list of issues. And still to come, how united and southwest are addressing these problems. They say they just wanted to be part of a family. A brotherhood. Instead, several young people describe being brutally beaten in fraternity hazing. Ill tell you how they hope to change marylands hazing law. But first heres a look at whats coming up tonight on abc in primetime. Were back now with this programming note this afternoon. President obama and israeli Prime MinisterBenjamin Netanyahus strained relationship will face a test on tuesday. Following netanyahus speech to congress, abc 7 will host a onehour roundtable discussion at 7 00. You can watch it on our sister station, newschannel 8 and streaming on line at wjla. Com. It was once considered a rite of passage for some college kids. Thats right. But violent cases of hazing over the last few years have brought the practice into question now. Maryland bureau chief brad bell is live in annapolis where lawmakers considered some new penalties today. Brad . Yeah and as they consider those penalties, they can also consider the stories they heard today from three very courageous young people who are describing their experiences as they join fraternities and what they are talking about is anything but a healthy rite of passage. Kevin hayes is a young man on a mission. He was freshman class president at Bowie State University and hes a private in the National Guard and he hopes to become a lawyer prosecutor and politician. At bowie, he felt joining a fraternity would add to his experience and network. He chose alpha psi alpha. Thats when the beatings began. Multiple times a week for hours at night, you were beaten. You were slapped. You were kicked. Hayes says it wasnt just older students brutally initiating the pledges. Grown men who have families, who have businesses in their homes wouldnt teach us anything but beat us and leave. Today, hayes says enough is enough and hes standing with others willing to speak out. Johnny powell pledged kappa alpha psi at Stevenson University and he said he was beaten. In the hospital for five days. Asia trowell wanted to be a Little Center at penn state. We were beat punched in the face, slapped, in therapy for a while. It is only 500 so all three victims are sharing their story in support of a bill sponsored by Montgomery County senator james raskin. He would make the fine 5,000. To send a Strong Social message and signal this is unacceptable behavior. Kevin hayes no longer associates with the fraternity. It taught me how to stand alone, if necessary and it taught me who is close to you is really there. The bill just had its first hearing before the senate today. No way to predict whether or not it will ultimately pass and be signed into law but we should note we couldnt find anybody today at the hearing who was opposed to this measure. These young people we should also tell you in addition to pursuing a change in the law have also filed civil lawsuits against fraternities. In annapolis, brad bell, abc 7 news. Thanks brad. Vdot is 15 million over budget in northern virginia. It will make up for that loss by maintenance and repairs were told but they wont put off anything concerning safety. Right now, detectives are looking for the man who exposed himself to a woman in Silver Spring and tried to rape her. The initiative legalizes possession of up to two ounces for those at home. Residents can grow three mature plants at home. While the law about possession has changed, its illegal to smoke pot in public or buy it alison . All these changes are posing some challenges for parents who, of course were telling their children marijuana was illegal. Suzanne kennedy shows us how some are talking to their kids in the midst of these mixed messages. She is preparing for a conversation she wouldnt have had a year ago. Before marijuana was legal in the district. Just because its legal here doesnt mean its a good idea to try it. Thats what shell be telling her teenage and 12yearold daughters as she and her husband explain the change in the law. She supported the initiative to make pot legal. But is now facing the challenge of what to tell her children. I really do think refrain it in terms this is a moral issue you know, this is something you want to be doing, where could this possibly you know take you down the line . When it comes to age, the law treats marijuana in a similar way to alcohol. It cannot be smoked by anyone under 21. D. C. Resident Phil Mccarthy is the father of five teenagers. He doesnt support the legalization. It does raise questions. Thats ok. The topic has already come up in his house. The question was i understand marijuana is going to be legal in the district of columbia. And the answer is thats fine but its not legal in this house. We talked to the folks at the partnership for drugfree kids and heres what they had to say about talking to children about the legalization of marijuana. They say to have the conversation early such as tonight since the law went into effect last night. Also, be honest with them. Explain exactly what this law is all about. Also, be positive and dont lecture your children. That will come on as a turnoff and also leave the door open for the conversation to continue especially as news around this law continues to evolve. Live in the newsroom suzanne kennedy, abc 7 news. Thanks suzanne. 7 on your side now with a Health Matters alert. There may be an upside to drinking six cups of coffee a day. Thats right. Six cups of coffee. According to researchers at the Cleveland Clinic drinking four to six cups of coffee a day may reduce your risk for multiple sclerosis. 2,000 people were observed. About half of them had the disease and for the people who avoided coffee, the risk of developing m. S. Increased 1 1 2 times. All right. Lets get a check on the traffic situation tonight with bob emler in the wtop traffic center. Looking pretty good there, bob . Pretty quiet, alison traveling south on 95 we havent had any real rush hour today and a lot of people didnt go to work or school. The roads in great shape at least the main roads around the region. Moving at speed on 95 and the same on the beltway headed out of tysons to 270, there are no delays. Downtown 14th at pennsylvania demonstrators have moved on and 14th street is once again open. Running pretty well on 270 i95 and the b. W. Parkway, lets get an idea of what it looks like out on the road. No delay at all and also running pretty well on the beltway here at old dominion just south of georgetown pike. Im bob emler with 103. 5 wtop radio. Bob, thank you so much. This mornings winter storm created quite a mess on the roads in virginia. By 8 00 this morning, Virginia StatePolice Responded to more than 800 calls all around the commonwealth. More than 200 of those involved crashes and about 200 were for disabled vehicles. The majority of those calls were in southern virginia. But there were some in fairfax and culpepper counties as well. So the brunt of the problems on the roads from this storm came to our south. Meteorologist steve rudin is in the Weather Center now with some of the scenes from virginia and North Carolina out there. We got off easy compared to what they had to the south of us. That storm is well off to the east of us and for us not a bad night ahead. Well look for cold temperatures and a little bit of refreezing but look what happened to the south of us. Virgbeach, theyre talking about four five inches of snow. They usually dont see this much down there and it caused a lot of problems on the local roadways. This is from durham North Carolina and you can see how theyre cleaning up or trying to clean up from the storm. They picked up anywhere between five to seven inches of snow. And definitely did not happen very often down there. Road travel was treacherous. A little bit of optimistic or funny side of things here Arlington County police department, this i guess would be our video from norfolk and well look for watching them as they clear everything out of there. All right. Lets take a look at something thats a little bit more on the funny side of things. Arlington county police earlier this morning wanted to give the Community Via twitter a headsup about the slick roadways. There they have it as the abdominal snow monster of the north. Hes mean and nasty, hes causing slick roads and icy conditions. Be careful out there. Thats the advice im going to give you come early tomorrow morning as it has melted during the day today. There you have it. Better weather ahead. Is there a warrant for his arrest . Punxsutawney phil . Dont forget bumbles bounce. Remember that scene . All right. Thanks steve. Completely different kind of traffic problem in arizona this afternoon. Llamas on the loose in arizona two of them eluded Good Samaritans and police for the better part of an hour. They were running all over the place. And running through yards. When they were separated, they found their way back to each other eventually and both were safely lassoed and then taken off into custody. But it was fun watching for, what 45 minutes to an hour this afternoon. Couldnt take our eyes off of it. Grown people screaming at the tv sets in our newsrooms. Exactly. Good stuff. But its 1. 11 lower than what we were paying this time last year. Today, metro officially tabled some plans to raise fares to try to balance the budget. The agencys board of directors voted against an increase or any substantial cuts in rail or bus service but that budget gap remains so a final budget plan is expected to be in place sometime this spring. Still to come just ahead here, how its helping with a probe into deadly air bag incidents. Change in the culture is you surrounding Sexual Assaults. How one were following a developing story from the university of virginia this evening where police are investigating what theyre calling a possible Sexual Assault on a female student. A statement sent to the campus says that a student was found uns conscious over the weekend and that student told police she didnt have any memory from the hours of the night before but she had been served drinks by a male acquaintance. The university of virginia as you should know by now, was thrust into the National Spotlight after a Rolling Stone article claiming Sexual Assault on campus there. That article proved to be unfounded. Northern Virginia Bureau chief Jeff Goldberg went to charlottesville to get more on the story. Its a place students staff and alumni hold dear to their hearts. The orange and blue colors of great pride but the fall of 2014 left the u. V. A. Community reeling and in pain. Really hard and really emotional. First, the disappearance and death of Hannah Graham in september and october followed in november by what many simply call the article. Rolling stones extensive and graphic accounts of a Fraternity Gang Rape at u. V. A. At first, it was hard to hear and to be part of the u. V. A. Community. It was heartbreaking. By mid december, the article had been largely discredited. Most of Rolling Stones most damning claims unsubstantiated. Like so many other groups fighting campus Sexual Assaults across the country, one less at u. V. A. Feared the fallout would overshadow and even diminish the cause. I was worried that would happen. Now two months later, members of one less say those fears were not realized. I think it took an event of this magnitude to really wake up the general population at u. V. A. And general population in our community to say this is something we need to deal with. People who previously never really heard about the issues of Sexual Assault were suddenly thinking about it all the time. All campuses change to a different atmosphere. The administration pledged act and resources like more Victim Support Services and a stronger Law Enforcement presence on grounds. I dont think that it was a priority for them and now theyve definitely 180ed and theyre trying to correct that. And fraternities often criticized for promoting binge drinking and tolerating Sexual Assault vowed to take steps to seriously address both issues. These hand prints from frat members signify a pledge to stop Sexual Assaults any way they can. Cooperative and engaged. Phi kappa psi, the fraternity singled out in Rolling Stone declined to comment for this story. In fact, most fraternities and sororities at u. V. A. Has been instructed by National Leaders not to speak with the media. Despite all of the attention and calls for change victims advocates say the nightlife still carries risk. Spend any night on the corner thursday friday and saturday especially youll be able to see issues problematic situations going on all around. I dont think as a girl at u. V. A. You can go all four years and not know someone personally affected by Sexual Assault. Male students at u. V. A. Sense a cultural shift in the wake of the article. Quite a bit of unrest you can kind of feel it in the atmosphere here. First year student josh kitts says the conversation about Sexual Assault are difficult but necessary. Every group seems like in their own way is trying to get the word out on how things can be changed and made better. A lot of it was unfair as well. But at the same time we cant just forget about it. We have to feel the contribution. At one less, they are determined to keep talking about the stories they hear. Its kind of like having your emotions raked across the coals over and over again. About the survivors they meet. Its never their fault. And about the need for u. V. A. To move forward together. As much as its been so hard theres also so much like love for the community and love for each other. All right. Now, coming up tonight at 11 00, jeff will head to another Prominent University in virginia to hear from students calling for action there. And look at how something that happened several years ago brought National Attention to this topic. Leon . All right, alison. Lets find out whats going on with the weather and then the potential for refreeze out there, doug . Yeah some flurries in the forecast later tonight and tomorrow morning. Thats not a concern. The concern is a refreeze as it turns much colder. Lets start with some good weather news and pictures our viewers have shared with us of some of their friends having fun in the snow like in fredricksburg this morning.
