Now, in leesburg, spent the day filling potholes but now theyre gearing up to start treating and removing snow as well. Same resource that do the Asphalt Repair are the same ones that do the snow removal. We have to take the tail gates back off and install the spreaders on the dump trucks. Police officer charged with sexually assaulting two girls remains in jail without bond. And now, were learning more about officer darrell bests previous trouble. Superior court, he stood accused of sexual abuse of 16 and 17yearold girls. Today, as he tried to get out on bond, the prosecutor told the judge there could be other victims and that best was busted from sergeant to officer in 2008 for sexually harassing female employees, one a police cadet. It started early this morning on southampton drive at rolling road in springfield. Police just identified the man killed in this fire as 56yearold paul church. As mike conneen tells us. Three people did manage to escape the burning home with minor injuries. Mike around 6 00 a. M. , 17yearold Kaitlyn Justice woke up to the sound of screaming. Look out the window and all i could see was like orange in the back of the house. You could see it reflected on the houses behind them. You can see the black smoke coming up in the sky like huge, huge, huge cloud of black smoke. Mike they would later learn the pleas for help was coming from the neighbor several houses away at the corner of southampton drive and rolling road. More than just like a transformer exploding. How you hear those. No, it was loud enough and it did kind of shake the ground a little bit. Mike Fairfax County firefighters say three men and one woman was inside the home as the fire engulfed first second and basement levels as well as the exterior. It was so high, above the house. Im surprised the roof was intact. Mike three occupants escaped with minor injuries but a fourth did not survive. She snapped this photo of firefighters pulling him from an upstairs window. They performed c. P. R. And transported him to the hospital where he was pronounced dead. Firefighters made entry through a ladder to the second floor, searched and removed that victim very, very quickly during the heavy fire conditions. Mike Fairfax County police and fire marshalls spent hours searching for evidence and walked around the perimeter of the home interviewing the surviving occupants. The cause of the fire is still under investigation. Mike conneen, abc 7 news. Alison in montgomery county, a two alarm fire damaged three Silver Spring restaurants there. Its believed an electrical problem started the fire in the quarry house tavern and then spread to the bombay gaylord and the mandarin restaurant. Firefighters say as many as a dozen people may live illegally above these restaurants. So theyre looking into code violations. One firefighter suffered a minor burn. However, it is there. Look to the north and east. Up towards maine. Caribou are in the lower 20s right now. Head further south over to atlanta, thats where temperatures are now in the 50s. Look at all the moisture thats on the way. Everything you see on this map right now is falling in the form of rain. As this moves off towards the north and east, a little bit more later on tonight into the overnight hours. Into tomorrow, its going to meet up with that colder air. In anticipation of some messy stuff in the morning, the Weather Service has issued Winter Weather advisories in effect from the predawn hours until 2 00 p. M. North and west of metro washington. Upper montgomery county, western loudoun beyond and a small area under winter storm warnings for the same time period. The futurecast has this timed out by 5 00 or 6 00 in the morning, areas of rain or snow will overspread the metro area from the south and west. During the course today, the farther north you are from washington, the more likely youll see snow. Farther south, likely to see all rain. In the middle zone here, the metro area, i think well have snow mixing with and then changing to rain later in the morning. Probably by 11 00 or noon, all will push out snowwise and the whole kit and kaboodle will move out of here before noontime tomorrow. Temperatures in the upper 50s on saturday. In the meantime, look for the snow to begin and we should mix and change to rain by 11 00. Move out in the afternoon. Highs only about 40. The temperatures will stay above freezing and the ground pretreated, i dont think the metro area will have anything more than slushy accumulations up to an inch on grassy areas. A little farther north and west, maybe one. But in winter storm warnings three to six. Could be decent snow there and in these areas, it could impact travel. West on 66 south of centreville. 95 south as well as you head over the occoquan and then headed south from quantico, you hit a lot of volume getting towards stafford. No incidents along the way here and looking at some numbers on the inner loop it will take a while to get up 66 to the legion bridge because of that crash now and 66 not too bad getting off the beltway to the Fairfax County parkway. Volume delays 295 south and the district quite slow. This is coming off the George Washington parkway headed up to the American Legion bridge, so slow because of the crash before river road. Only one lane is open getting past it. Outer loop is open, though. Thats why its creeping along trying to get into maryland and on 66 here near nutley and 123, volume headed out to centreville. The online recording was reportedly posted by isis. It claims the terror group is behind the bloody attack at a museum in tunisia and left at least 23 people dead. Many of them foreign tourists. The tactics that we saw at the bardo museum would be entirely consistent with tactics that isil has previously used that show a blatant disregard and even a brutality for innocent civilians. Reporter u. S. Officials say there is no reason to doubt the legitimacy of the recording. They believe the attack may have been carried out by local isis supporters in tunisia. Terrorism analysts estimate some 3,000 tunisians have gone to the middle east to train with isis. Many of them could be back home. Possible that these gunmen had fought in iraq where experience in terrorism and killing people and handling guns and then came back to tunisia to launch this attack. Reporter a twitter message was posted days before wednesdays museum massacre. In it, an apparent tunisian jihadist promised a pledge of allegiance to the leader of isis would come soon. We think some snow will move into the area as early as 5 00 in the morning. The farther south, you are more likely to have rain. Farther north you are all snow. Most of the metro area, see a transition from snow to rain by about 11 00. Rain the rest of the day. The big question how much . We think grassy area accumulations mainly up to an inch in the metro area. Less to the south. And then that area of one to three is a larger area where mostly grassy accumulations could be at the low end and high end of that range. Clearly, the farther north and west you are from hagerstown to cumberland, part of the cumberland valley, three to six inches of snow could be enough to cause some issues driving along 81 and along 70 and 68 west in maryland. Well keep an eye on that and have another update coming in a few minutes. Alison we now know the identity of a woman killed in a pedestrian accident last night. It happened just before 8 00 on frederick road in clarksburg. Montgomery county police say 67yearold betty lou vest lived in that neighborhood. They say she was trying to cross the road and she was struck by a car. The driver stopped and the accident is still under investigation. Leon the man charged in three murders in leks alexandria was back in court this morning. Charles severances hearing included an argument about his shackles. Reporter Charles Severance is back inside the courthouse today. Severance sat quiet today. The judge today during this hearing granting the defense additional hours for investigators for the defense to continue their work. Also in court today, the defense telling the judge the shackles that Charles Severance wears were causing discomfort to severance. The judge asked what is the rationale behind why severance was in those shackles . We have now learned that the defense plans to file a motion in all of this. Now, one thing today not decided in court is the competency issue in this case. Now, we do expect to get more information on that next month. They just received information regarding competency late on tuesday. They did not have enough time to discuss that with severance. After the hearing today, a family spokesperson for ruth anns family talking about what happened in court. In alexandria, brianne carter, abc 7 news. Alison two parents pleaded guilty to leaving their two children alone inside a cold car while they attended a wine tasting. The incident happened in january in northwest washington. Christopher lucas and jenny chang pleaded guilty to two counts each of Second Degree endangerment to children. Eventually, the complex came back with what she calls a proposal for payment. For 3,555. 61. And they told me that that was what the damage to the garage was worth. Horace she says the proposal has no detailed itemized estimate and she adds, she just wants to know what shes paying for and even tried to bring in a separate contractor to look at the damages but the complex said no. So now, shes stuck with a bill she cant afford. I just dont want someone to get 4,000 from me thats unjustified and unreasonable. Horace we did speak with the representative from the Management Company that oversees bledsoes apartment complex. They said they are willing at this point now to bring in a second contractor to get an estimate. They are very confident it wont be any different than the estimate that they already have. Doug i think in the morning and parts of the metro area can see snow falling heavily in the morning. Temperatures wont allow it to do much on the roadways. Lets get into it. See out a couple of miles. Heres the deal. Normally, when youre a day ahead of some snow or 12 hours ahead of snow, you would expect temperatures to be cold. Not so much. 52 it in washington right now. But the storm is on the way. A little colder air to the north and i think the circulation will change enough that we will see snow become a distinct possibility as we get to the Early Morning hours. For the moment most this and this is all rain is moving to the east, not so much the north. But as the storm center gets a little closer, get more circulation and upper level support that will bring areas of moisture through the metro area most likely in the area of snow early in the morning. Measurable snow the far north and west you go especially in these areas where winter storm warnings are in effect. Winter weather advisory a little closer. Futurecast, keep updating this to show, again, this is just a suggestion, a simulation. Not an exact paint out of where the lines will be. Generally north and west will be snow. Rain south and east. As we get until 11 00 in the morning, snows should shift mostly to the north and rain in the south. That pattern will spread eastbound during the day. I think it will all be over by 6 00. See clearing skies just in time for the weekend. As far as the amount, generally up to an inch on grassy areas in the metro area. No accumulations farther south. One, two, or three, could be any of those numbers. Mainly on grassy areas northern and western suburbs but in the winter storm areas, Higher Elevations, three to six or maybe more in spots. Real winter system there. Snow in the morning, changing to rain. Highs to 40 degrees. Take a deep breath. Saturday will be so much nicer partly cloudy skies. Well bounce back into the upper 50s. Alison the surveys authors say teenagers these day face greater pressure to succeed academically and have less time for fun. Sheila gray talks with High School Seniors about the pressures they face. Sheila these are busy High School Seniors and both have a long resume of extracurricular activities. Science teams, engineering. Im involved with students helping students. Im a math tutor for third grader. Sheila add school work and College Applications and most kids in their final year of high school are stressed out. Definitely overwhelming. Sheila and she says she and her classmates have another ingredient adding to the stress, social media. By comparison with everyone else, it definitely is really difficult for people who are in a vulnerable place in their life. Sheila stephanie luber says kids are all under more pressure and the world is more complicated. Stressful . Sheila she says teaching kids to prioritize can help them hajd the handle the stress. Lot of it is teaching them balance. Sheila the ucla survey shows students emotional well become is at an all time low. They point to some positives. Alcohol and tobacco use has been declining for years and theyre seeing big changes in values. Greater concern for other people. But the entire area will spread out more to the north. Overnight tonight and in advance of the possibility of snow Winter Weather advisory posted from before dawn until 2 00 p. M. Tomorrow in the purple shaded areas of montgomery county, western loudoun county, northern faquier northward and westward. Higher elevations of the winter storm warning. Our futurecast suggests that sometime around 5 00 to 6 00 a. M. , rain and snow will move into the area. The farther south and east you are, mostly rain. Metro area north mostly snow. But as we get to late morning, i think the transition to rain will occur in metro washington. Snow will continue a while longer during the afternoon north and west. All move out during the Late Afternoon and clear out nicely for the upcoming weekend. We think snow when you get up. Metro area and points north. Changing to rain by 11 00 and rain in the afternoon until it comes to an end. Mostly grassy area accumulations, though, in the metro area up to an inch. Not a lot. Roads should be wet. A little farther north and west in the light blue areas, maybe one, two or three inches depending on location. Grassy area accumulations. Much different story, though, in the Higher Elevations under the warning. That could be real snow and real impact for you as well. Hold out for hope.
