That is just west of 95 and just east of Briggs Cheney road. This is what we know. About 3 00 today, a bullet came out of the woods struck a vehicle. Two people in that vehicle were injured. One by shattering glass. The other one, the bullet according to investigators lodged in that individuals clothing. That raises questions about what type of bullet. We dont have any information there yet. What we can tell you, those two individuals were taken to the hospital with nonlife threatening injuries. Meanwhile, the investigation under way here. Focusing on what went on here on the i. C. C. And, of course focusing on that wooded area across the street. That is where this bullet is believed to have come from. More than a dozen students were taken to the hospital after a pepper spray incident. This happened at Caesar Chavez Public Charter School on kenyan street earlier this morning. But it wasnt until late this afternoon that students were transported to the hospital. Brad bell is live at the school with the details of what happened here. Brad . Yeah alison what were seeing now is a very orderly dismissal of the school. We believe the police car is here just to help with traffic. We can show you video of what it was like just one hour ago. It was actually declared a mass casualty scene as a precaution. Youre looking at a white bus right now. Thats a bus ambulance. On board that vehicle, 15 students seventh graders from the Caesar Chavez school for Public Policy here. What we are now being told by parents who have come out of the school and have a letter from the principal is that this morning, a student was going through items in the students desk and accidentally touched off a slight discharge from what is being described as a miniature pepper spray tube. Very slight discharge. Were told from this letter that the students were removed from that classroom and some experienced a little bit of trauma and difficulty breathing and that sort of thing and that ultimately, the Fire Department was called. Weve only gotten this information from this letter that was sent home with the students today and from parents. No one from the Caesar Chavez school will tell us anything some representatives from the Mayors Office also came by and they said they were not at liberty to explain why it was that 15 students were transported to the hospital. But again its students were told are really fine. This was just as a precaution and it was a students miniature tube of pepper spray that discharged in this school. Thank you for the latest there. This just in from capitol hill today, congress has just approved a bill to fund the department of homeland security. And this will be through the end of the budget year. The bill will not overturn president obamas immigration policies. The house voted today for the measure that the president is expected to sign. Now, without action, as you know funding for d. H. S. Would have expired this friday at midnight. Former c. I. A. Director David Petraeus has agreed to plead guilty to mishandling classified materials. Petraeus was charged with one count of unauthorized removal and retention of classified material. Charge stems, in part, from documents the director allegedly provided to his biographer and former mistress paula broadwell. The New York Times reports that the plea agreement includes a recommendation of two years probation and a 40,000 fine. Well a controversial day on the hill today where israeli Prime Minister Benjamin Netanyahu spoke before congress. This all comes as the white house and International Allies are working toward a Nuclear Agreement with iran. But as Pablo Sandoval explains netanyahu opposes that plan. Alison right now, as we speak, the Fairfax County board of supervisors in a closed door meeting with the Fairfax County attorney who received criticism of how he handled the investigation into the Fatal Shooting of john geer as the family of john geer is currently suing the Fairfax County Police Department. Not saying much during that meeting but again, getting a lot of heat right now with how he handled this situation last week, it revealed that his office did not tell supervisors about an ongoing dispute between the Police Department and the Commonwealth Attorney rob marrow and he did not tell supervisors that he wanted to meet with them and discuss the case. Now geer who was 46 years old was shot and killed while standing in the door way of his springfield town home following a standoff with Fairfax Police in august 20613. Some Board Members say changes are needed. Whole host of options to make changes. Theres termination, you know, theres asking for resignation. Theres counselling, you name it. But something needs to be done here because that was unacceptable. M. In the 3100 block of southfield drive. Police say the light appeared to be coming from a home and created dangerous visibility issues for the pilot and the crew. Under the districts new marijuana law, people are allowed to smoke in private residences but not in Public Places. The new emergency measure prohibits smoking in private bars and clubs. National park service announced the peak bloom dates for washingtons famous japanese trees so we have a better understanding and its hard to believe that in just a few weeks, we will be well, no longer talking about snow. Instead talking about pink and white petals and thousands will start flocking to the tidal basin. This years festival will run from march 20th through april 12th. But Everyone Wants to know when will we see the actual Cherry Blossoms . And the projected date are april 11 through the 14th. Once the trees become dormant, they have to have so many warm weather days before they become in bloom. We havent been above freezing in it seems like months. But so that always pushes the day back. This years festival marks the 103rd anniversary and will include a pink tie gala on march 19th. As for the Cherry Blossoms well, february was the coldest in d. C. Since 1979. So even though the wind and cold and snow wont harm the Cherry Blossoms, it could delay things a bit. In northwest washington, John Gonzalez abc 7 news. This year well see a first during the National Cherry blossom festival. April 12th the last day of the event, the Anacostia River festival will take place at anacostia park. The goal is to draw visitors to the area to highlight the planned 11th Street Bridge over the Anacostia River. The festival will include live music, free kayaking and other activities meant to honor the river. Today is not the day to be out there. No kayaking anywhere around here. Tomorrow is not the day. Thats definitely good news. Fairfax county into loudoun county, but that Winter Weather advisory does continue and a few slick spots out there especially near bowie and columbia towards b. W. I. Marshall but the best news of all is the temperatures will begin to increase. Were above freezing in many locations except well to the north of us. Those temperatures will continue to increase as we move through the evening hours and waking up tomorrow morning temperatures will be in the upper 30s to around 40. Central Montgomery County gaithersburg at 28. B. W. I. Marshall at 29. Right at freezing in hagerstown. 33 at dulles. You can see how temperatures are beginning to inch their way upward. This is better news especially in terms of this winlter weather advisory. It still hangs on until 10 00. I expect the National Weather service will likely cancel it a little earlier than that. Theyve already shaved off the western portion and then we are going to look for improving conditions or slightly improving conditions come early tomorrow morning. With the exception of a little bit of light rain maybe a little bit of patchy fog. But once again, not expecting it to amount to a whole lot but winds out of the southwest at around four to eight miles an hour. Lets fast forward. Heres the next big storm. Its on the way. We have the cold front and the warm front will bump our temperatures up overnight. Allow them to increase but the bigger storm maker, thats late tomorrow into the day on thursday and thats where we have the potential and i need to stress the potential for accumulating snow around the immediate metro area. National Weather Service has gone ahead and posted a winter storm watch. This is 7 00 tomorrow night through 7 00 thursday evening. It includes the entire d. C. Metro area all of Southern Maryland, all of western maryland hugging the border pennsylvania and maryland so you get the point, a big big storm. But how much snow will we see . Depends on which model you want to believe. Heres one this is our futurecast and it starts at 11 00 tonight. Here are rain showers lifting out of here. Tomorrow, we could see pockets of heavier rain Late Afternoon into the evening hours. It stays wet and all rain for the rush hour commute. Look what happens as we move through the overnight hours. Wednesday at 11 00 still rain. This will keep the snow totals down and notice how it changes over to snow. Thats not until thursday morning. Its a thursday afternoon and finally this begins to lift out of here. Another computer model a bit more aggressive. Here the rain. This is what we expect for tomorrow morning. Moving through the afternoon hours, heavier rain develops and pockets of heavier rain especially late evening and then the switchover on this model happens a little earlier from Montgomery County, Frederick County and western maryland. The darker the blue the heavier the snowfall and look at these. Montgomery county Fairfax County and loudoun, heavy snow. So expect significant delays i should say as we move through late thursday into early friday and those delays may continue through the day on friday as we dig out from the snow. Now, we spoke with an assistant property manager, the leasing manager and by phone through them the property manager who declined to comment or give an oncamera interview citing Company Policy but they say hot water heaters have been delivered. Theyre on site. But the installation process is under way today. And when asked if that would be done by close of business, they said yes. She said managers at oak parks south here repeatedly told her the problem was being fixed. Like other residents, she was using pots to boil water and for bathing and is staying with relatives. Her daughter bought a thermometer and measured the temperature after running the hot water for several minutes, it barely reached 50 degrees. Farmer remains skeptical but is hopeful she can return to normal life in her apartment unit. I hope its resolved today. I know a lot of people have lived over there that will be happy to go home to hot water to take a hot bath in their own home. Montgomery county reporter kevin lewis is at the live desk with the details on them. Kevin . Leon Montgomery County well known for at times its unique and cutting edge legislation, socalled puppy mill and ecigarette bans definitely fit that bill. We are talking about ecigarette legislation first and that will restrict the sale of certain liquid nicotine and their containers in Montgomery County retail stores. Certain amendments were added to the bill that brought in the definition of Electronic Cigarette to include e cigars e hookahs and e pipes. Many laws have restricted smoking in Public Places only a few like new jersey and utah have limited ecigarettes. The one that sponsored this legislation said she wasnt willing to gamble with the health of young people by waiting for federal regulations. As for the puppy mill bill, that will prevent Montgomery County pet stores to sell dogs or cats unless they get it from the humane organization. There are 10,000 active puppy mills in the u. S. All combined. Those facilities turn out more than two million dogs a year. As it stands, cities in 10 different states have passed laws restricting pet store puppy sales including austin chicago, l. A. Phoenix and toledo. Both of those bills will go to the county executive for his approval. If he signs on the dotted line the e cigarette ban will take effect in 91 days after he signs it. Take a look at this picture, they were called to an explosion at the zips cleaners in germantown this morning. Officials say the clothing ignited in the gas dryer sparking the fire and causing the Sprinkler System to activate. Crews were able to quickly get that fire out of control and no one was hurt. Good news there. Howard county fire investigators are ruling a fire at a historic home is accidental. The fire happened at a home in the 4900 block of kansas before midnight on monday. Six people evacuated the place safely thanks to working smoke alarms. The home had historical significance because it was once a barn on land purchased by jim wells. The founder of columbia. A spokesperson for Hillary Clinton says there was nothing illegal or improper about her use of a personal email account during her time as secretary of state.
