There is this flank of Milwaukee Police officers it right gear in the old days, but they are wearing their Tactical Gear, standing in one long line across sherman boulevard. In front of them are a number of humvees or Police Vehicles. I just saw a mom walk by with two little kids. One looks to be about four, the drawn crowds and theyre out taking photographs at 3 00 in the morning. Kathy it is the life they live. They are in an area where so many crimes have been committed, they might be that this might be a serious situation. Colleen ivc, they have been hearing the shots fired. Obviously, they have been hearing the shots fired. It is interesting, an interesting statement. Im not sure what it says, except it is their community and they have a vested interest in what happens here. These measures, some might argue 125 Police Officers and Tactical Gear. The real issue in Crime Fighting in this kind of situation is the unpredictability. Its not the people planning trouble. It is the people acting out of frustration and impulse, and the later it gets in the evening, you tend to get younger, more impulsive people. Out here are young. These are young people, and in desperate times, desperate things happen, and that is when things become dangerous, when people feel desperate. Joyce how many people would you estimate there are . There are about 125 officers, when i say a flank, they are maybe 23 deep, all the way across sherman, stopping traffic. If you were to try to mow them down with a car, there are Police Vehicles in front of them , so they are protected by the humvee and a number of other Police Wagons and that kind of thing. I think they are just there for traffic control, to keep people out of that area and keep them away from burleigh, becae of burleigh. We will head north and a second to get a handle on what is going on on burleigh. I think there is some measure of trying to keep traffic diverted. Obviously, this is the area where we heard about the rocks and the the rocks that were being thrown at the police vehicle. Pictures. I think there were two officers per squad, but were told one officer was taken to a hospital after a rock or bottle, i think there are suggesting it was a rock, hit the windshield of the squad within the last 10 minutes. I wanted to ask you about what chief glenn flynn said about the officer and the body camera and the statement that audio does not kick in until the hammer has been activated for 1020 seconds. It would take a couple of seconds for the reel to sync up and you would not get a good picture and audio for a couple of seconds. I think of it in that way. We are at 44th and burleigh, where police are blocking traffic. I do see a young man, let me ask him what happened . A guy hit him in the face with a ball. He is walking down the street with an ice pack. Colleen just a neighbor. He is walking by with a huge ice pack on him. He said he hit him in the face. Joyce yesterday, they talk about a 16yearold girl hit by gunfire. Thankfully not seriously hurt, not a lifethreatening injury. Colleen, i want to get back to the Police Shooting that started this all. My understanding is that acting suspiciously. What became of that other person . Colleen we dont know. They have not answered that question for us. The initial statement please gave us was that Milwaukee Police were initiating a traffic stop of a suspicious vehicle. There were two officers in the squad that initiated the stop. There were two people in the car that was being stopped. At the time to stop happened, the officer who shot mr. Smith was pursuing mr. Smith. Mr. Smith ran into an area where he got trapped. He was cornered in this yard. At that point, the chief said that the young man displayed the gun and turned towards the officer with it. This is the description the chief gave us based on review of the body camera. What happened to the other suspect and whether they have identified him . At this point, it is still unclear. I assume, the other question raised at the News Conference, his partner probably had a body camera on too, and is there more video . They are trying to make sure they get all the video available, not only from officers body cam, but does somebody have surveillance cameras. In this day and age, there are cameras everywhere. The initial and rudimentary response we have is they go out and make sure that anybody in the neighborhood they get it from, can get it from, they will. Kathy we are looking at ago. Matt, what a to tell us what you are observing now. Matt this is around locust and sherman. We have a large group of officers shoulder to shoulder with their shields and helmets on across sherman. Then there is another Group Walking down locust street, so two different groups, one moving down locust, the other stationary along sherman burleigh, we have a couple of buses as well as another Large Police Presence. They do have the road blocked off. It looks like it is starting at 44th street and burleigh, then it continues on over. I heard you speaking about reports of shots fired around 41st. There is some squad activity between well. We dont see an active scene, just a handful of squads, Police Officers lining across the street near 40th and burleigh, so that is the latest. We have not seen the large group of protesters out here causing trouble earlier, so let me do a quick scan of the area and i will let you know if i can spot any of them. Joyce you earlier talked about reports of a person shot and won it to use the Armored Vehicle to get that person out. I cannot give you more information about that. It comes from the Milwaukee Police sergeant in charge of getting information to the media. He writes that Milwaukee Police are investigating a shooting that happened around 11 00 tonight in the 3000 block of north sherman boulevard. He says an 18yearold milwaukee man was shot and suffered a serious injury and transported by mpd by an Armored Vehicle to a local hospital. He goes on to say the investigation is continue in the Milwaukee Police department continues to look for suspects. Now we know a little bit more about that response and the Armored Vehicle getting to that person. Kathy since you were in the air about an hour ago, lets talk about how the scene has changed. You noted that we dont see demonstrators and people throwing rocks at the moment. What else can you see that is different right now . Matt the police have spread out, full force across the neighborhood. A position here along sherman and locust. We see another group moving down locust. Where we last saw the rock throwers and troublemakers, they were on Center Street, running westbound down Center Street, knocking over the barricades, throwing rocks at the windows of the businesses there, so thats what i am scanning right now as we fly over that particular area. Again, not seeing any evidence of trouble along Center Street. It is not appear Center Street is shutdown at this point, but they do have some vehicles that are parked in the street here, not sure what that is all about, but you can see a handful of vehicles parked right in the middle of the roadway here. Police present here along the sherman park area. You can see they still have the area completely covered, much larger force than what we saw last night it appears at this point, as far as dozens of officers shoulder to shoulder showing a full force presence across all lanes of sherman right at locust. Joyce all right, matt, thank you. We are learning more about that 18 year old who was shot seriously hurt. Police were able to retrieve him and an Armored Vehicle and give him medical attention. What they are telling us a now is that that person was seriously hurt. We are not hearing if police have formal plans to address the media tonight. We have been learning a lot of information through twitter and that Police Statement i read to you. One of the tweets confirms that the National Guard, while activated, they have not been Milwaukee Police in this circumstance. They are just on standby. It appears as of now that they remain on standby and are not helping him pd. Mpd. Kathy it was this time last night that questions were being asked of the mayor and police chief as to whether the National Guard would be called in. The difference would be the numbers and keeping the peace saying that he was not considering the National Guard at this point, not considering a curfew, a possibility down the road, but that was a matter that could be handled by the Milwaukee Police and milwaukee shares department and surrounding agencies at this moment. Today, it was the sheriff who said he had called for the action, and so the governor did activate the National Guard. There were about 125135 members of the guard who were trained in military training and police training, who were at that point called in. Now we see a fire. Joyce matt, can you zero in on where that is . Matt car fire south of Center Street. Let me widen it looks like it is 44th, couple of blocks south of Center Street, a car fire on the road. It looks like the gas tank just popped. Dont see any crowds. Dont see any firefighters yet, but there are a couple of squads on either into the block, possibly waiting for the Fire Department. Kathy we did not see anyone run from the car or anything . Matt nope. Tell that was a squad car at one point, can you . Matt it doesnt have a rack on the top. If it does, it would be an undercover car. Joyce less not, we saw many of them destroyed. Kathy you can widen out and we can get an idea of what seeing tonight. Here it is a must 1 00 in the morning monday morning, the second night in a row of Police Involved in trying to deal with the unrest on the street. Tonight, the focus has been on protesters. Now you have a car fire. Joyce is this another angle of matt it is the same car. This is Sherman High School here. It is actually 45th street and a block north of Center Street is where this car fire is burning. It looks like the fence there after the explosions of the gas tank, the fence there has also caught on fire. Joyce it is a house that is nearby . Matt fence, a row of duplexes here as well. Joyce you wonder about the people who may be in sight and where they are. Matt it looks like somebody coming out between the houses. Now they notice the fire, and i do see one person coming down. As i mentioned, no Fire Department at this point, but the squads do have the street blocked off in both directions, so i assume theyre are waiting clear so that when the votto from it does arrive, they can gain access. Joyce yesterday, fire response was delayed because of reports of shots fired. They did not feel it was safe enough to go in and do their jobs. We will see what transpires here. They might have difficulty getting there. Kathy obviously the police were able to get an shot to the hospital, so they have some sort of game plan on how to get emergency vehicles in there. This is a car fire and a building on fire at the moment. It is the first fire we have seen today that might indeed be related to the events of the last two days. Joyce we talked about some of the journalists who were affected as they cover this. One of them being our own been sideswiped, and he witnessed someone with a gun shooting the gun. Matt the homeowner came out with a fire extinguisher and was able to extinguish the fence there. That might be a Police Officer that got the fire extinguisher to make sure it did not spread. It looks like there are numbers honestly, the shield on his sleeve, as he w pulled his fire extinguisher out of his trunk and got that fence put out before it spread. The car fire continues to burn out of control. That car is completely destroyed. We have parties seen the gas tank explode, maybe the engine as well with all the oil and fuel, so a total loss for this vehicle. It appears to be on 43rd street wanted to finish my thought about ben hutchison. He received a call from a Family Member asking if he was ok, because that person had heard about what happened with him. She was the little girl shot and killed in her own home in may. Police are still looking for whoever is responsible for that. Kathy absolutely. Joyce ben was talking about the evidence of the caring people in this community. Matt was saying this is located on 40 for street, a block north of center. He believes a Police Officer had come out to use the fire extinguisher on a fence that also caught fire nearby, to do all they could to keep the fire from jumping to the house. Some of the video we have seen shows what we surmise to be a resident coming out and trying to get to safety. Kathy obviously they have to you saw the Police Officer jump in with a fire extinguisher to stop it from catching a fence on fire. Last night, part of the firefighting effort was to make sure that other buildings that were nearby were not going to be a part of a larger fire scene. Joyce police just tweeted, car fire, 45th and hadly. And will show that as soon as that happens. Matt, are you still seeing that Large Police Presence that you showed us earlier . Matt there are a couple of areas where the police are lined up across the roadway. They have been on locus, and 40 of the street. We saw another group of officers moving down locust. It looks like they have a presence here, but it looks like a couple of squad points along locust and burleigh they are definitely showing their presence in those areas at this point. The 18yearold you are telling us about earlier, and Milwaukee Police are on the scene of his car fire. The Fire Department is en route at this point. As that car burns, one of the officers got out of his squad with his fire extinguisher and or the small explosion inside that car fire. Kathy as we near 1 00 in the morning on monday, we are looking at this car fire. You are seeing a huge Police Presence. We have not seen any tweets from the Milwaukee Police department about how many people have been arrested. Im sure that would be of interest to people watching the e whether there would actually be some arrest by the police after they sustained a number of injuries, some from rocks and bottles and a backandforth that was going on between the police and several dozen people who had split from another group of demonstrators and started , the mayhem that has been happening for the last two hours now. Joyce mpd warned that arrests would be forthcoming. They talked about how they were trying to respond to a report of someone hit by gunfire. They use their Armored Vehicle to get that person, and thats what they a liberated on moments ago for us, 3000 block of north sherman boulevard, an 18 year old man was shot that block, suffered a serious injury and was transported by mpd in an Armored Vehicle to a local hospital. We also have our own video of a Police Officer struck by something. He was hit and knocked to the ground and was able to get back up right, partly on his own accord, but also help by his colleagues. He was hurt as well. Of another officer hurt when a rock went through the windshield of his squad car. The incidents are adding up. Kathy police did notify the media that they felt the situation had been stabilized. They felt they had reached a point where they thought that they had a handle on the situation and it had gone back to as normal as possible. We have not heard that tonight. Not deployed the available National Guard squads that are available. They are on standby at the moment. The sheriff and the police chief have both said that when they are needed, they would ask for the National Guard, when and if, i should say. The mayor said they were not be putting out any kind of curfew. That would require National Guard help and those things could go hand in hand. We talked about that statement where it said a formal briefing would be incoming. Thats for last night, as we already heard. At the time, the police chief was not in town. The mayor explained he was spending his mother in funeral in texas. One of those was part of the officials given reporters the briefing. Hush up the hamilton hashante hamilton was there as well. We are keeping an i on a car that is on fire. Has moved a couple of blocks throughout the last couple hours in the focus now news chopper 12 is on the car thats going to burn out but a Police Officer was out there not too long ago with an extinguisher to try to keep the car fire from spreading to a nearby fence. This is in contrast to last night when there were so many fire scenes. Businesses, six of them. Among this destroyed where the ep guest station, the Oreilly Auto Parts ashby b. P. The bp gas station, the Oreilly Auto Parts store, pjs supermarket, mj liquor store, and the bank. There were six businesses hit by they say that mpd and milwaukee fire are on their way there. The owner was not able to talk today, but he did indicate that he felt this is video of that officer being struck. Struck by something. You saw that he went down and was able to get himself up with this is video from earlier as matt makes his way to another scene. This is video of the officer being hit. As we go back in time 28 hours ago when we were seeing the bp gas station burn down. The owner when we were seeing the returns to his business and sees that it is basically gutted. The impression he got was from neighbors who were so sad about what a saw because it was the neighborhood gas station. Its where they would gas up their cars. There isnt another one. Its a place where kids would get their snacks after school. He was concerned about how neighbors would go about their normal business. We did not hear from anybody from the Beauty Supply store today and the bank obviously h and figure out what they will do about that branch. One of the buildings that we saw last night of the two on fire, one was boarded up so we never got an indication of whether that was an abandoned building or not but you are talking about businesses that might or might not be able to rebuild and go back into operation. Encountered this morning was distraught. His reaction to what he had seen that site had been a previous issues. This is earlier video. This is not happening before your eyes. It wasnt until after 11 00 that we started to see some of this activity in which you saw people throwing rocks and bricks or anything that they got their hands on and throwing it at the about two hours ago. There have been some arrests and disbursements disbursements of people. We have another tweet from the Police Department, reports of shots fired. And the National Guard has been called in. There were several locations we had put on a map before and that leads to the comparisons of last night how they announced there were 48 activations of the shots spotter system which means they could tell that shots were activated in at least 48 locations. The believe keith and center is the area that the police chief was talking about yesterday. Were not sure if the police were giving us information might even have been aimed at somebody or somebody was injured. If they give us every report of shots fired last time we would have been reporting one after another. One person was taught shot and taken to an Armored Vehicle. That was in the area where the rockthrowing was going on at the time. Matt salemme he is up in news looking at now . You were talking about the art of shots fired 38 and birdlife. Burlai. You can see officers, some of them marching down the street. This is about the area of 30 eight st. You can see a couple of vans on the different blocks, one continuing eastbound along berlin it looks like a multifamily dwelling there. We have reports of shots being fired in this area. We have a handful more marching this way but you can see a couple dozen of them out in the street here as well. You are saying that what you are seeing is Police Marching we have not seen demonstrators again . I have not seen any lines of groups of kids. That line that is standing there at 40th street and burleigh which is where we saw the earlier reports of shots fired. Just a few reports street ans where the last reports were. Matt but we are hearing now through a police tweet officers are making multiple arrests in the area of sherman and burleigh. Multiple arrests going on. I can turn the camera over that way. At this point you see a lot of officers do not see anybody input into a squad at this point, those buses appear to be the kind that they transport you can see the windows are all graded over at this point. Let me do another quick scan and see if we can spot an area where we see anything other than officers. This is one of the areas last night where the bp gas station burned. Im not seeing evidence of people been taken into custody. It looks like we have a couple of swat officers next to the bus. It can happen veryck officers there. They can announcing that it is time to go home or you will be arrested. That this has gone from being a demonstration to what the police consider an Unlawful Assembly so for the last couple of hours police have been basically working their way in closer to the demonstrators. There has been movement back and forth between groups. No arrests at that scene but police are making it official that they have made some arrests tonight. All that they said was multiple so we do not have a handle on how many. As you look at sherman and burleigh. There are reports of Milwaukee Police making multiple arrests in connection with the people who are out and about. We seen instances of such. We know that a person was shot and seriously hurt. Milwaukee police ended up removing that person and getting multiple help from to that person. December the right of bicycle through that. Lets talk about it lets talk about the different uniforms and here at the police are wearing. Here. Where they are lined up across the street they seem to have the shields. The other ones appear to be in the full body armor and the other in the face masks. The other ones mobilizing from point to point, mainly in body armor and helmets. Its a situation you would see in a swattype sti road appear to be holding shields in case any more projectiles come at them. How is that car fire . Argue are you in position to get back to 45th and hadley . It looks like let me scan down. It is still burning. They are just backing some rigs as we speak. Hopefully we will stay on that and they will be able to put that out. You reported earlier that you that you saw what looked like a Police Officer and that adjoining fence was caught on fire. The car exploded after it caught fire. The fence caught fire as well. After a few came with a fire extinguisher and quickly oust the flames on the fence and retreated so that there was not another explosion. You can see that fence goes around one of the houses here right between the other one. Theyre making quick work of it now that they have the water starting to pour on it. I know that you have seen a lot of car fires in your time near and its my understanding that there were people who were hanging out and checking out what was going on here. Exactly. You saw those explosions and how much fire they blew onto that fence. You never know when there will be another one with automotive fluids and Flammable Materials containing pressure areas of automobiles. That can definitely be volatile. Go back to that site of the officers. As they continue to stay information. If you have any update on what we are seeing at that other location. As you widen out, you can tell how close these other scenes are. How you have such a concentration of officers and now the Fire Department. Its not that the streets are a. M. , so there isnt a lot of traffic. Where the fire is, they do have it blocked off to allow the firefighters to get access to it. They did have sections of sherman boulevard as well as burleigh shut down from locust to burleigh on sherman and from 44th street overtook 35th street roughly. Those areas where we heard the be blocked off. All im saying moving in those areas is squad cars and police fans in those Armored Vehicles. From our Vantage Point it is not clear what the vehicles are affiliated with. Its even darker and you cannot necessarily determine whether it is a police car. If you were to put a number obviously a Police Presence that you have not seen in a long time in your duty. Exactly. When we were first getting out here at 10 00, we went by where the police were staging just in case this kind of response was needed and their work more than 100 squad cars. Dozens of police vans, a couple dozen firetrucks and paramedic units as well and much of that has dissented. Once the rocks and tit that equipment has been brought to the scene. I would say there are dozens of squads, maybe even 100. A handful of buses, paramedics, police fans and at least four of the Armored Vehicles have been going backandforth to the different reporting areas of shots fired and bottles and rocks being thrown. They are in the area but they have not been deployed and we are told from mpd that the ask for assistance did not occur so these are Milwaukee Police officers as well as other assistance they had asked for from suburban partners. The National Guard remains on standby. Police officer uniforms. It looks like sheriff stephanie sent Milwaukee Police are the uniforms unable to identify. That is my read on it. It seems like there is relative calm, compared to what we have seen earlier. I hesitate to say that. The community was hopeful that it would be a night of peace tonight. There is a small group of people according to the Police Department who started throwing bottles, some bricks and did some damage to squads again tonight. Our crews managed to be in the middle of an area where rocks and bottles were thrown as well. A huge presence to deal what would you say that question what would you say, matt . From the 11 00 hour when they started throwing rocks i would say there were two or three dozen of the group that have swelled to a little bit over 100 as they were marching peacefully and two dozen or three dozen of those as they started to splinter apart, the smaller and bottles and antagonizing the police as they made their way down sherman. I have not seen another group of troublemakers running in a pack like they were earlier in the night. They did get close to the police and the police backed off and they backed off. Then they came back at them again. It has been a night of confrontation. They would retreat around and come back and throw more and start to retreat again as the officers would advance and then of course we had that first report of the shooting in the 3000 block of burleigh. The officers moved up to that area and made an assist with a shooting victim and also had one of their own officers get hit and injured and he needed to be assisted. When police were in that confrontation, cat and mouse situation with the demonstrators. The rocks and stones and bricks thrown and the Police Another night that at least another 12 four hours in which police have not fired a shot in a situation that has got out of control tonight because low and the hold, were are at 1 20 a. M. And police are showing a huge presence in the same area where the unrest occurred last night. Matt this area that we are looking at now is the area that we had reported shots fired. First it was at 41st and burleigh, then at 38. Police still have a presence in sherman from Center Street up north. Quite a large coverage area. They have what i would say is more officers on duty this evening and throughout the neighborhood then they had available last night. They made it sound that anybody who was off duty and on vacation they were basically calling in anybody they could get to the scene. Stretched much thinner last night. Weve only seen them had to deal with that car fire at 45th and hadley and that has been extinguished now. Adrian patterson talked about the Police Officer she was encountering at her location today at the Oreilly Auto Parts store. She said that some of them had that. You have to have a plan for that which is why you have different crews come in and take over at a certain point. Our morning crew is probably arriving within the next couple hours as well and you like to think that this situation would be considered stabilized. The governor talked about that was one of the reasons that he granted the request to activate the National Guard because there were a lot of tired law want to make sure they have the support to keep the community safe. As far as we know the Milwaukee Police has not asked the National Guard to step in. They are getting support from neighboring Police Departments. One of them last night was handled by the neighboring Fire Department while the Milwaukee Park apartment had many fires Fire Department it was quite a scene yesterday. We sit here and we relate blow by blow what we are seeing, the and doherty whether that is the word or not, you almost you have to sit back and think about it. How it has an impact on this community. Its not just a situation where you have a fire. We have dealt with two nights of unrest in milwaukee. The police and the Mayors Office and the alderman they are all focused on one thing. This is a major occurrence in the city of milwaukee, and occurrence being described and reported on by major media throughout the country. Milwaukee police are trying to handle the situation, a night of them in straight ands a night of demonstrations. A night that is a curtain on a calm, collected day. And we have those who turned up this morning to do with they could do, take part in prayer vigils or help clean up. One she wanted to help be part of the solution. Im sure tomorrow, later today, that will be one of the many angles that we cover as the story continues to develop, the effect on the residents and how they feel on their own security. I just saw a bus drive past. I dont know if it is one of the police buses where people have been held until they might be taken to a police station. We havent gotten any indication on the number of arrests last night. Police and formed us today that they made 17 arrests during the course of an evening of chasing down fires and other kinds of of those 17 arrests i was taking notes during that News Conference. Eight adult males for disorderly conduct, three little females, three juvenile males, one juvenile male for burglary. 17 in all but the bulk of those arrests were for disorderly conduct. It will be interesting to the one that required the police to move their Armored Vehicle into the scene to try to get that person removed from the area and to a hospital. I have not seen anything from police. I know you were reading a news release earlier about what they were saying about the circumstance and it was a blow by blow account of what they had to do. Responding to the 3000 block of the boulevard. They say he suffered a serious injury and was transported by npd mpd to a local hospital. They say the investigation is ongoing and mpd continues to seek suspects. That is the last information we receive from the formal find out if there will be a News Conference or other information coming and we have not heard anything beyond that alert. Almost an hour ago. You have to wonder how people in the community feel after having a day that looks so hopeful as far as, the light would shine on some of the hearts and minds that are together and still are trying to preserve an area that colleen was talking about not too long ago.
